2. BRIEFDESCRIPTIONOFPROPOSEDPROJECT

TheShorelineSchoolDistrict(theDistrict)isseekingapprovaltousetheGeneralContractor/ConstructionManageralternateprocurementprocessforbothEinsteinandKelloggMiddleSchools.RebuildingthesetwoschoolswillresolvecrowdingissuesatShorelineelementaryschoolsfortheforeseeablefuture,butwillrequirereconfigurationandreconstructionoftheDistrict’sexistingtwomiddleschoolsontheirexistingsites.ThetwoprojectsmaybebuiltbyasingleGC/CMormaybeawardedseparately–theprocurementprocesswillincludebothoptionsandwillcontainscoringcriteriaforbothseparateandcombinedprojects.

TheDistrictisrapidlygrowingandovercrowdingissuesareanongoingissueatDistrictfacilities.ArecentdemographystudyconductedbyDr.LesKendrickpredictsourstudentpopulationwillgrowbynearly1,500studentsoverthenext10years.WithShoreline’selementaryschoolfacilitiescurrentlyat96.4percentcapacity,additionalclassroomspaceneedstobecreatedtoprovidesuitablelearningenvironmentsforallShorelineandLakeForestParkstudentswithoutovercrowdingclassrooms.Duringthe2015-2016schoolyeartheDistrictformedanInstructionalProgramPlanningCommittee(IPPC)toevaluatefutureinstructionalprogramconfigurationstomeettheneedsofstudents.TheIPPCrecommendedthata6/7/8middleschoolconfigurationwouldbestsupporttheinstructionalandsocial-emotionalneedsofShorelinestudents.

TheDistrictreceivedbondapprovalbyover74%ofvotersfora$250millioncapitalimprovementsprogramonFebruary14,2017,whichisexpectedtoqualifyfor10percentstateschoolconstructionmatchinggrants.Thedriversofthebondprogramare:

• Alleviateelementaryovercrowdingandprepareforstate-fundedclasssizereductionsthatwillincreasetheneedforclassrooms;

• Providelearningenvironmentstosupportstudentachievement;

• Expandandenhanceearlylearningopportunities;and

• Designnewbuildingstoenhanceschoolsafetyandsecurity.

TheseprojectsfundedbythebondwillprovidetheDistrictwiththecapacityandflexibilitytomeettheneedsofourgrowingstudentcommunity.

Projectstobecompletedaspartofthebondprograminclude:

• RebuildingEinsteinMiddleSchool(includedinthisapplication)

• RebuildingKelloggMiddleSchool(includedinthisapplication)

• ConstructinganEarlyLearningCenter(ELC)attheShorelineChildren’sCentersitetohousetuition-basedpreschool,HeadStartandEarlyChildhoodEducation(projectpreviouslyapprovedforGC/CMandcurrentlyinpre-constructionphase)

• RebuildingParkwoodElementarySchool(finaldesignandpre-constructionunderway)

EinsteinMiddleSchoolOverview

EinsteinMiddleSchool,locatedinthenorthwestpartoftheDistrict,hasacurrentenrollmentofapproximately750seventhandeighthgradestudents.Itwasbuiltin1968,andmostrecentlyremodeledin1992.Thecurrentbuildingisapproximately116,000squarefeetona430,000s.f.siteapproximatelytwomilesfromtheShorelineSchoolDistrictOffices.TheschoolhasbothspecialeducationandEnglishlanguagelearner(ELL)classes,andworkstointegratespecialneedsstudentsintoregularclasses.

ThenewEinsteinMiddleSchoolwillbeapproximately150,000s.f.andwillhouseapproximately1,000studentsingrades6-8.andconsistofgeneralclassrooms,agym,variousoutdoorplayareas,atrackandfield,commercialkitchen,cafeteria,andadministrativeofficesandsupportspaces.Thesiteimprovementswillincludereconfiguringon-siteparkingforstaffandvisitors,busload/unloadzones,busaccessandegress,newsidewalks,landscaping,andupgradingexistingutilityservicefeedsintothebuilding.

KelloggMiddleSchoolOverview

KelloggMiddleSchool,locatedinthesoutheastportionoftheShorelineSchoolDistrict,hasacurrentenrollmentofapproximately625seventhandeighthgradestudents.Kelloggwasbuiltin1952andthelatestschool-wideremodelwascompletedin1986.Kellogg’sHangTimeafterschoolprogramoffersstudentstheopportunitytofinishhomework,socializeandparticipateindiverseactivities,allinasafeschoolenvironment.

Thecurrentschoolbuildingisapproximately132,000squarefeetona895,000s.f.site.Itisapproximately2.7milestotheShorelineSchoolDistrictOffices.

ThenewKelloggMiddleSchoolwilladdgeneralclassrooms,reconfiguredstaffandvisitorparking,newbusload/unloadzones,akitchenandcafeteria,administrativeofficesandsupportareas,playareas,upgradestothetenniscourts,atrackandfieldrefresh,varioussiteamenities,andlandscaping

Duetothelackof‘swingspace’,theDistrictexpectsthatbothschoolswillremainoccupiedduringconstruction.Foreachschool,theDistrictwillworkwiththeGC/CMtodevelopaphasingsequencetominimizeimpactsoneachschool’sschedulesandoperations.Atemporarycertificateofoccupancy(TCO)willbeneededtoallowthestaffateachschooltosetuproomsaftertheFF&EprovidedbytheDistrictisinstalled.TCOisanticipatedaftertheenddateofmove-in,latesummer2020.Earlybidpackages(sitework,siteutilities,partialdemoandabatement)andpotentiallyaseriesofmini-MACCswillbeconsideredandmaybeutilizedtomaximizeconstructionefficiency,meettheprojectschedule,andminimizecostimpacts.

TheaboveDesignandConstructiondatesarepreliminaryandmaybeadjustedaftertheProjectteamhasevaluatedprojectphasing,biddingstrategies,andutilizationofanyMC/CMorEC/CMpackages.

Ifimplementationoftheprojectinvolvescomplexscheduling,phasing,orcoordination,whatarethecomplexities?

A. ComplexScheduling,Phasing,andCoordination

Thetwonewmiddleschoolswilleachbebuiltonthesiteoftheexistingschoolandathleticfields.Theaverageconstructionscheduleateachofthesetwoschoolsisapproximately14.5monthsforconstruction.

EachschoolmustbecompletedandoperationalbyearlyAugust2020inordertobeopenonthefirstdayofschool,whichistentativelysetforSeptember7,2020.Eachprojectwillhavemultiplephases,suchasearlywork(demo/abatementofexistingfacilities),newconstruction,renovationofexistingfacilities(ifrequired)andsiteamenities(landscaping,outdoorgatheringspaces,parkingandbusloadingzones).

TheDistricthasnoavailablespacetotemporarilyhousestudentsfromeitherschoolduringtheconstructionphase,thereforeaphasedapproachutilizingexistingclassroomsandsupportspaceswillbedeveloped.Eachschoolsitealsohaslimitedavailablespaceonsite.Assuch,constructionateachschoolwillrequirephaseddemolitionandconstruction,requiringdetailedcoordinationofutilityservices,circulation,andaccessforemergencyservices. Locationsofclassroomswilltransitionthroughouttheacademicyear,andwillrequireclearcoordinationasstudentsmovefromonespacetothenext.Duetothelackof‘swingspace’atothersiteswithintheDistrict,eachprojectmustbetreatedasa‘stand-alone’projectthataccommodatescarefulphasingandtransitionofstudentsinspacesthroughoutallphasesofconstruction.

Constructionactivities,fromcommencementtofinalpunchlist,willrequirediligentcoordinationwiththeDistrict,GC/CM(s),thesurroundingcommunities,staff,andstudents.Theteamswillneedtoworktogetherwiththeschoolcommunitytocoordinateanychangestoon-sitewalkwaysandcorridorsaffectedbyconstruction,temporaryutilityconnections,emergencyanddeliveryaccess,andbusaccess.

Eachschoolisanticipatedtohavephasedconstructionactivities,withaseriesofearlyworkactivities.Theseearlyworkactivitiesinclude,butarenotlimitedto:

• Earlysitework(TESC,siteclearing,removalofwalkways,setupofconstructionlogisticsandsitefencing)

Thesecondphaseofconstructionwillincludemajorconstructionandabove-gradeactivitiessuchas:

• Newconstructionofthefacilitiesateachschoolsite

• Facilitiestoincludeclassrooms,specializedinstructionspaces,foodservice,andadministrativeandsupportspaces.

• Newparkingareasforstaffandvisitors.

• Newpassengerdrop-offareas.

• Newbusloading/unloadingareas.

• Sitelandscapingandoutdoorspacesamenities

Theschedulingcomplexitiesateachprojectthathavebeenidentifiedcannotbeovercomeusingatraditionaldesign-bid-build(D/B/B)approach.TodelivertheseprojectsintimeforthefirstdayofschoolinSeptember2020,theDistrictdesirestousetheGC/CMdeliverymethodtooptimizethedesign,construction,commissioning,andactivationoftheKelloggandEinsteinMiddleSchoolsandworkwiththeDistricttoimplementsuitableriskmanagementstrategies.Complexitiesinclude:

• OccupancybyearlyAugust2020forbothschools.

• ExpeditedpermittingprocesseswiththeAHJsthathavelittletonowindowforerror.

• Completingallhazmatandabatementactivitiesbythesummerof2019.

• Completingalldemolitionbetweenlatesummer2019toearlyfallof2019.

• Completingallsiteworkamenitiesandparkingconfigurationduringmidtolatesummer2020priortostaffmove-in.

• Completingallmajorexcavationsateachsitepriortothestartofthewetweatherwindowinthefallof2019.

• Optimizingconstructionactivitiesduringregularlyscheduledbreaks,holidays,andinterimstaffdays.

• SchedulingshutdownsandinterruptionstoutilitiesduringwindowsoftimewhereitdoesnotaffecttheDistrictfacilities,thesurroundingcommunity,orneighboringproperties.

• Executingconstructabilityandvalueengineeringactivitiesinparalleleffortstominimizeimpactstoconstructiondocuments.

• ObtainingatemporarycertificateofoccupancywiththeCityofShorelinepriortoanymove-inbystafforFF&Einstallationateachproject.

• ProvidingenoughtimeforKelloggandEinstein’sstaffandDistrictOperations&Maintenancerepresentativestogothroughanytrainingofnewsystemsinthefacilitiespriortothestartofschool.

Iftheprojectinvolvesconstructionatanexistingfacilitythatmustcontinuetooperateduringconstruction,whataretheoperationalimpactsonoccupantsthatmustbeaddressed?

B. ConstructionatanExistingFacility

Bothschoolswillbebuiltonexistingsitesthatarecurrentlyfullyoperationalandin-use.EinsteinMiddleSchoolisadjacenttoaresidentialcommunityandpublicpark.KelloggMiddleSchoolsiteisadjacenttoShorecrestHighSchool.Bothschoolsarelocatedonbusyarterialstreetsaswell.Therefore,theprojectdemolitionandconstructionactivitieswillneedtoaccountfortheactivitiesattheadjacentpropertiesandconstantlyaddressthestudent,staffandgeneralpublic’ssafetywhileworkingunderthetypicaloperatingbusinesshours.Specialoccasionssuchasschoolorcommunityevents,holidaybreaks,andstaffbreakdayswillalsoneedtobeconsideredwhenplanningallconstructionactivities.

TheGC/CMteam(s)willneedtoaccommodatetheexistingsitepedestrianandvehicleflowsincludingbusdropoffandpickupareazonesforallPhaseIandPhaseIIactivities.Duringtimessuchasathleticorseasonaleventsonthesites,theGC/CM(s)willneedtoprovideamitigationplanforconstructionaccess,trafficcontrol,andcommunitynotificationtopreventdisruption.Inparticular,sinceeachsiteislocatedrelativelyclosetoresidentialdwellings,theGC/CM(s)willneedtoincorporateadditionalmeasuresandcommunicatethemtoensurethesafetyofthecommunity,schoolstaff,andthestudentsaremaintainedatalltimes.Additionally,theGC/CM(s)willhavetocoordinatewiththeDistrictstaffforanyutilityshutdowns,overnight,off-shiftorweekendworktomakesureanycommunityorschooleventsarenotnegativelyimpacted.

IfinvolvementoftheGC/CMiscriticalduringthedesignphase,whyisthisinvolvementcritical?

C. InvolvementoftheGC/CMisCriticalduringtheDesignPhase

Pleasenotethesetwoprojectsareslatedtostartandfinishwithinthesametimeframes.

Developingworkablephasingplansiscriticaltothefundamentalsofthedesignoftheprojects,giventhenear-certaintyofpartialdemolitionandoccupancyofnewspaceduringtheconstructionphase.TheDistrictwillrelyontheGC/CM’sexpertisefrompastprojects;and,therefore,theGC/CMwillleadthedevelopmentofthephaseplanningduringthepreconstruction.Themiddleschoolphasingplanswilldetailtheprecisestepsneededbyeachsub-tradetoeffectivelyandsafelycompletethework.Withexpertiseincontracting,theGC/CMwillperformduediligenceonallinformationgatheredduringthisplanningperiodandassessitforsafetyandefficiency.TheseearlyinvestigationsbytheGC/CMwillinformalldesigndecisionsandstreamlinetheconstructionprocess.

Thepreconstructionphasewillbeginatthebeginningof2018,andwilloverlapwiththeschematicdesign,designdevelopmentandconstructiondocumentdesignsubmittals.Aspartoftheirrole,theGC/CMwillworkwiththeteamtodevelopthebestwaystomaximizethesiteforallphasesofconstructiontoidentifytradeaccess,phasedstagingareas,truckhaulroutes,jobofficesandamenities,andpedestrianpathwaysalongtheperimeterofthesite.

ExperiencedPartner–UsingaContractorthathasbeenthoroughlyvetted,withaproventrackrecordofsimilarprojectexperience,budgetmanagement,scheduling,claimavoidance,projectphasing,effectivesafetyplansforconstruction,leanconstructionpractices,andbeingaproactivememberoftheteamwillensurestudentsafetyandprotecttheDistrict’sscheduleandbudget.

AllocationofRisk–Theorganizationoftheteamallowsforintegratedandcollaborativeapproachestorisk,changes,andissuesthatarise:

• TheGC/CM(s)willdevelopatrueunderstandingoftheworkbybeinginvolvedinthedesign,andwillhaveafullunderstandingoftheOwner’sexpectationspriortoanybiddingofthework.

• TheGC/CM(s)willparticipateandprovidefeedbackduringconstructabilityreviewsandvalueanalysisexercises,andwillhaveownershipofanychangestheysuggestthatbecomeincorporated.Thisprovidesrealbuy-infromtheGC/CMandnotahands-offapproachtodecisionsinvolvingthedesign.

TheDistrictwillsetinplacespecificcontrolstomanagetheproject,beginningwithamanagementplandevelopedbyParametrixandreviewedandapprovedbytheDistrictteam.Proceduresandlimitsofauthoritywithregardstobudget,schedule,andchangeintheworkapprovalswereestablishedduringthekick-offofthedesignphase.ThisplanwillprovidearesponsibilitymatrixandwilladdressspecificexpectationsfortheDistrict,thedesignteam,andtheprojectmanagementteams.SubsequentexpectationsoftheGC/CMteam(s)willbeidentifiedintheRFP,RFFP,andGC/CMagreement.

Projectbudgets,schedules,MACCs,andTCCwillbeestablishedearlyonandreviewedateachdesignphasebytheSuperintendentandSchoolBoard.Theconstructionprojectmanagementteam,DanStevensandMichaelRomero,willcoordinatewiththeDistrict’sDeputySuperintendentandtoguaranteethatallpartiesareawareofanydevelopmentthatmightaffectthebudgetandthatallexpendituresareapprovedpriortopayment.Expenditurelimitsonaper-occurrencebasiswillbeestablishedbytheSuperintendentandtheBoardandalineofsignatureauthoritywillbeimplemented.

TheDistricthasandwillcontinuetoadequatelymanagetheprojectbysurroundingitselfwithprofessionalsthathaveaproventrackrecordofsuccessfulGC/CMprojects.ThefirmsofMahlumArchitects,IntegrusArchitecture,PerkinsCoie,andParametrixareprovenentities.TheDistrictexpectsthesefourfirmswillhelpguidethetwoprojectstosuccessfulandtimelycompletionsfortheopeningdayofschoolin2020.

Aspartofthetotalbondprogram,eachoftheprojectswillbetrackedindividuallytomaintainbettercontrolofdesign,schedule,andcosts.BothEinsteinandKelloggMiddleSchoolswillbefollowingthisstructure,andmayopttouseaseriesofMini-MACCcostsdevelopedbytheGC/CMteam(s)inanefforttobettercontrolthebudgetprocessandidentifydesign,schedule,orqualityshortfalls.Contingencieswillincludestatute-drivencontingenciesandconservativeownercontingenciestoprovidecushionbeyondthosefiguresestablishedintheGC/CM(s)contractandOfficeofSuperintendentofPublicInstruction(OSPI)recommendations.

Aspartofthepreconstructionservices,theGC/CM(s)willdevelopasubcontractingbidplanandscheduleforbidding,aswellasforphasedconstructionandearlyprocurementasagreedtobytheDistrict.TheArchitect’sdesigndeliverableswillbeintegratedwiththeGC/CMbiddingandconstructionplan,andupdatedonaregularbasis.EarlyandfrequentmeetingswiththeCitypermitagencies,firedepartment,andothercodeofficialspriortopermitintakeswillhelpensurethatpermitcommentrequirementsthatmayaffecttheMACC(s)willbemitigated.

C. ABriefDescriptionofYourPlannedGC/CMProcurementProcess.

TheGC/CMprocurementprocesswillbeginiftheprojectsreceivePRCapprovalbytheCommitteeonSeptember28th.TheFirstadvertisementoftheRFPisslatedforearlyOctober2018.TheprocesswillfollowtherequirementsofRCW39.10,andwillbeapproximatelynineweeksintotalduration,withtheawardofeitheroneortwoGC/CMcontractsaspartoftheRFFPfinalprocesses.Final
