This concern is being filed by the USC (Union Safety Committee) on behof all employees in the PSZ area who are potentially at risk with resoectcontamination control.

Because of the numerous complaints and concerns expressed by our members ithas been deemed necessary that the JCUSC (Joint Company/Union Safety Coimiittee)perform a thorough and intensive investigation pertaining to the monitorincprocess at the step-off pads.

The Company must demonstrate that these employees are qualified andcompetent to perform the task of personnel monitoring. Some of the issues thathave been raised are as follows:

Earpiece not in place while performing checkout duties.

Uncertainty of how to perform a Performance Test.

Employees dressed in orange coveralls were not checked forcontamination. Temporary RPT (Radiation Protection Technologist)unaware that this was needed. Security Inspector sent them backmonitored.

Uncertainty of how to use a 25K source.

In some cases a 30 second check is performed with the probe being heldat least one inch away from the coveralls.

We cannot allow safety to take a back seat to resumption. It appears the3-day training is insufficient to properly" instruct temporary employees toperform the vital role of detecting plutonium contamination before it leaves theplant-site. "

Thank you for your letter of May 3 regarding the Union Safety Committee'concerns about contamination control at the step-off pads. EG&G RockyFlats shares your commitment to worker safety and protection of the publWe will not compromise safety for any reason.

I am in disagreement, however, with the committee's position that the usof personnel other than RPTs at the step-off pads increases worker riskis unsafe. Through the first full week of manning the pads with non-RPTpersonnel, the effectiveness of the individuals on the pads has beendemonstrated by consistently safe performance. The training has proven tobe adequate in scope and length to allow the non-RPT personnel to completethe single task of pad monitoring without compromising the Plant'scontamination control programs. To assure continued proficiency, theRadiation Protection foremen are randomly, but routinely, observing theperformance of personnel on the pads.

The types of errors listed in your letter are of concern and each has beaddressed. Additional instruction has been provided to step-off padpersonnel concerning the proper use of earpieces and instrument checksources, and the importance of monitoring all personnel crossing the padfor the proper length of time. The instrument performance tests are beiconducted by either ETs or RPTs.

The experience gained during the first week with non-RPT personnel atstep-off-pads verifies that safety has not been compromised. Accordinglywe will continue to man the pads in the current manner and deploy ourexperienced RPT resources at the source of potential contamination andgreatest worker risk.
