School District Legislation Cleared Two Senate Panels

As we went to press the legislation introduced by State Senator Bodi White, creating a break-away school district in the southeastern part of the parish was amended by the Senate Education Committee and had the amendment stripped by Senator Dan Claitor, who proposed it in the first place when the bill was heard by the Senate Finance Committee. The amendment had moved the proposed district’s western boundary from Interstate 10 to Airline Hwy, removing Westminster Elementary and Jefferson Terrace Elementary, and significant sales tax generating areas from the new district. However, the boundaries have been restored to the original “V” between Interstate 10 and Interstate 12. At this time, the bills await Senate action. If a two-thirds positive vote is achieved, the legislation will move over to the House for committee hearings and House floor debate and action. The proposed district includes all of Shenandoah Estates as well as the schools which serve our immediate area. Shenandoah Elementary, Woodlawn Elementary, Woodlawn Middle and Woodlawn High in addition to Southeast Middle, Wedgewood Elementary, Parkview Oaks Elementary, Cedarcrest Elentary, Westminster Elementary, and Jefferson Terrace Elementary are located in the district which seeks to operate independently from the East Baton Rouge Parish School System. It is a step that has been taken by Zachary and Central (two very successful systems (#1 and #5 in Louisiana) and the Baker City School system which is ranked even lower than Baton Rouge’s 54th place . If the legislation passes with two-thirds of the votes of each house of the legislature, it then must be approved state-wide, in East Baton Rouge Parish and within the District by a majority of voters in a state-wide election this fall. Two Early Morning Armed Robberies in Shenandoah Park on April 11th

Shots Fired at Victims The two armed robberies that happened recently on Bluewater and Springwater were within blocks of our subdivision. Whenever crime hits close to home, it doesn’t have to be real close to be too close. One resident was accosted at his home in the 5200 block of Bluewater at about 4:30AM after buying a newspaper. He was beaten, robbed and threatened with death by two armed men. After stealing his wallet, the gunmen then went around the corner to the 5400 block of Springwater. There they ran into a resident just leaving his house for work noticed his truck had been broken into. As the robbers approached their car, the resident questioned what they were doing in the area at this time of day. They produced their weapons and threatened to kill him. When the resident’s adult son opened the door, the two robbers fired numerous shots at the men. Fortunately, neither man was hit. They were able to give a description of the get-away car, a white Impala, as well as descriptions of the shooters and their weapons. The next day, two men were pulled over by police in the white Impala, and a 9mm handgun matching one of the weapons used in the robberies was recovered.. The two men have been linked to a similar crime that happened the night before on Wilson Way, which is in a small subdivision off Jefferson Hwy near the Tiger Bend split. A stolen car used in that robbery has been recovered. When asked about the robberies Casey Rayborn Hicks, the Sheriff’s spokesperson had this t say, “The robbery occurred on Wednesday April 11th. Our uniform deputies responded and immediately forwarded the case to detectives to begin identifying and apprehending the perpetrators. The next day, Thursday, the 12th detectives had two men in custody. Detectives were able to link these two men to approximately 30 vehicle burglaries and two armed robberies. Much of the stolen property was also recovered. Both men are currently in parish prison awaiting trial

on all these charges. I assure you that the Sheriff's Office is committed to not only solving crimes after they are committed, but to doing our best to prevent them. Sheriff Gautreaux has increased our presence on the streets, including this area, and increased neighborhood initiatives that seek to deter crime. If I can continue to be of further assistance please let me know. We would be glad to send someone out to speak to neighborhood associations, office groups or anyone that is concerned. The safety and well-being of our residents is of utmost priority. Unfortunately, as individuals continue to choose to break the law and commit such crimes, our job becomes even more important.”

Shifts Patrolled: Traffic Stops: Citations Issued: Warnings Issued: Vacation Checks: Traffic Charges: Narcotic Arrests: Insurance Storages: Other Arrests: With the summer months approaching, home-owners are cautioned that we see an increase in lawn equipment thefts this time of year. Don’t leave your lawn equipment unsecured and visible. Neighborhoods throughout the parish are seeing a rise in burglaries. The SECPD and EBR Sheriff’s Office are working to prevent and solve these crimes. We are seeing fewer speeders. This is indicative of strong consistent enforcement. Please be conscious of your speed as you travel through the neighborhood. The few seconds you may save by speeding are not worth the consequences that speeding can incur. Remember, there are no warnings in School Zones. Neighbors are urged to report any suspicious person, vehicle or activity to EBRSO. Do not try to address any suspicious situation, contact EBRSO and let the responding units investigate the matter. You may remain anonymous, but your help will be appreciated by all. 154 traffic tickets were issued, 48 warnings were given, and there were 8 vacation checks. Residents are cautioned about leaving lawn equipment in plain site since these items are a target this time of year for thefts. A discussion was held on changing the reporting of the Security Report by calendar year versus from September to September as it is presently kept. This would line up with the Crime District report and be more consistent. This was approved. Architecture Report - Sandra Lambert - A resident on Petersburg requested approval to rebuild a room on the back of his house. This will tie in to the current house and be an upgrade to what is present now. An Architect will be used. The motion was made by Sandra Lambert and seconded by Mike Bas. The motion was approved. A resident on Mobile requested approval to build a fence on the side of his house as a phase one project then a phase two project of putting in a metal gate and chain link fence to the back. A motion was made by Sandra Lambert and seconded by Mike Bass. Motion was approved. A resident on Antioch made a request to remove

April 10 SHA Meeting Minutes Present: Henry Grace, President, Mike Bass, Diana Martin, Tom Hirschey, Kevin McNicoll, Jim Birke, Chester Welch, Vice President, and Sandra Lambert. Absent: Donna Schlotzhauer and Keith Mitchell Meeting called to order at 7:00 P.M. A quorum was present. Treasurer’s Report - Mike Bass - Residents paying dues for 2012 is now over 574. This continues to increase as dues are received daily. A copy of the budget report was submitted. The Association is on budget through March. Secretary’s Report - Diana Martin - The Secretary’s report for March was approved with no changes. Motion to accept by Tom Hirschey and seconded by Mike Bass. Security Report - Tom Hirschey - The Sheriff’s office continues 120 hours of patrol a month at random times. The statistics for the month were published in the Newswatch. A few residents have complained about not seeing patrols, however, all patrols are documented and activities logged. More people are being stopped now. Just to name a few;

suit. A report from Donna Schlotzhauer will be requested for next month’s meeting. Beautification Report - Kevin McNicoll - A yard of the month has not been chosen yet but will be soon. This will be reported in the next newsletter. Entrance beds have been cleaned and trees trimmed and look nice now. Newswatch Report - Eldon Ledoux -The Newswatch went out on the 3rd of the month with good service. The deadline for articles for next month is the 19th.

Shenandoah Elementary Spring Carnival - May 11-13, 2012

It’s almost Carnival time! The Shenandoah Elementary PTA is gearing up for its 2012 Spring Carnival. Come and have a wonderful weekend. Features include game booths, music carnival rides, food, and a silent auction. St. Andrews UMC Garage Sale for 2012 Mission Projects A Garage Sale of items donated by church members is planned for May 5, 2012. It will take place in the Friendship Building at 17510 Monitor (Across the street from St. Michael's High School)from 7:00 am until 2:00 pm. All proceeds from the sale will support our Missions Projects for 2012. Items you would like to donate can be brought to the Friendship Building beginning Monday, April 30 through Thursday, May 3 between 8:00 am and 6:00 pm. They should be clean and in saleable condition. In Kind Donation Receipts will be provided if requested. Anything unsold will be given to a non-profit charitable organization. We will be selling take-out Jambalaya lunches consisting of Jambalaya, green salad and a roll. There will be advanced ticket sales and some walk-up available. Serving will be from 9:30 until 1:00. January Sheriff’s Office Call Report From EBRSO.ORG

Zone 9A2 includes all the area east of Jones Creek Rd, south of George O’Neal Rd, and north of Tiger Bend Rd and Babin Rd. This area includes not only our subdivision, but a number of other major subdivisions and also all the developments and apartments off George O’Neal, and the businesses on the east side of Jones Creek Road.

MINUTES … from page 7 New Business - The Board discussed three letters received from residents concerning the patrols and general issues of the Board duties. Several articles have been printed in the Newswatch since November addressing the Board parameters and a brochure was mailed to each home outlining the Board duties and the advantages of becoming an Association member. Three houses were discussed on General Forest i.e. yards, window coverings etc. It is noted that the yards have been addressed and the Board has no jurisdiction over window coverings. There are 30 individual filings in the Shenandoah and each filing has its own restrictions. Each resident is encouraged to review and become familiar with the restrictions pertaining their residence. An article will be in a future Newswatch to address some common restrictions. Residents are encouraged to notify the Board of any restriction issues or notify the Sheriffs office of any legal issues. The next Shenandoah Homeowners Association meeting will be held May 8th. The meeting adjourned at 8:10 P.M.

There are currently a total of 27 homes available in Shenandoah. The average listing price is $186,418 with an average living area of 2307 square feet, for an average listing price of $85.76 per square foot. The average listing has been on the market for 82 days. There were only one home reported sold by an MLS Realtor during the reporting period. This does not include any sale by owner activity.
