When homes have been damaged or destroyed or are at risk for future hazards, the four alternatives are:

The aim of the four alternatives is to limit adapting local building traditions to only what is necessary for sustainable risk management

4 mechanisms for building back safer

Repair: assess damage and possibility of repairing, perform technical surveys, use techniques to reduce vulnerability

Rebuild: structures that cannot be repaired need to be demolished and rebuilt, reasons for failure identified and technical solutions incorporated

Retrofit: protect against future hazards by installing safety features and retrofit techniques

Relocate: avoid relocation when possible, however when an area is too hazardous resettlement may need to be restricted. Use hazard maps to avoid relocation to other hazardous areas

Step 2: share your experience

Share your matrices in your group:

a. Compare experiences of each response combining different assistance methods for an appropriate support package, depending on the reconstruction option and needs

b. Discuss the lessons learned from combining assistance methods

c. Use the flipchart to list the reconstruction option, the different operations andthe key point to share withthe other groups

For all combinations of assistance methods in transitional reconstruction operations:

1. Engage technical specialists to determine the most appropriate solutions

2. Establish local information centres and provide technical advice

3. Balance and combine labour and resources appropriately

4. Provide equitable assistance when supporting transitional reconstruction options

5. Link operationally the assistance methods offered to more than one transitional reconstruction option

Considerations for every operation
