Current Duties and Responsibilities: 75% Extension Appointment, Louisiana Cooperative Extension Service, Louisiana State University Agricultural Center.

As extension specialist, I am responsible for development, coordination, implementation and evaluation of outreach and educational programs concerning forest landowners and issues affecting the Louisiana forest products industry. As extension specialist, I serve as the liaison between clientele and other research and extension personnel in Louisiana and throughout the United States. In doing so, it is my responsibility to provide leadership to parish level faculty to ensure that parish, state and national needs of the industry are addressed. In addition, I work closely with all producers, shippers, packers, processors, industry representatives and research and extension personnel to ensure that the most pressing needs of the industry are addressed in a timely and efficient manner. The primary objectives of the forestry extension program are to Increase the percentage of forest landowners who adopt recommended practices for financial sustainability and environmental sustainability through trainings, workshops, field days and dissemination of research and extension based forest management information. Other responsibilities include planning and participation in state and parish level management and advisory meetings of research based recommendations. Overseeing the Renewable Resources Extension Act grant budget, managing state and federal reporting on Forestry extension for the LSU AgCenter. (LAB Project # 94344 (current) and LAB Project #04175) 25% Research Appointment, Louisiana Agricultural Experiment Station, Louisiana State University Agricultural Center (HATCH Project # LAB94255) Research responsibilities include executing my Hatch project and overseeing graduate students. Research objectives include but are not limited to: (1) to elicit and measure state level economic impact of forestry on Louisiana by forestry sub-sector; and, (2) disaggregate the above economic indicators by parish; (3) examine trends in economic impact in Louisiana by the aggregate forestry sector; (4) Conduct forecasting for the Louisiana forest products sector--prices for stumpage, harvesting, and employment in relevant industries with in the sector.

This program delivered a myriad of activities to be carried out by our five extension area foresters, 2 state specialists in forestry and 1 wildlife state specialist. The investigator oversees management of the program but does not have programmatic authority to direct individuals on the team. Forestry stakeholders throughout the state select programming details (activities chosen to fulfill the program objectives). Programming management occurs though a series of project meetings and email/phone correspondence.

The investigator is responsible for state and federal impact reporting on a yearly basis. Last year (2015), a total of approximately 1,000 participants, representing approximately 3,5000,000 acres of forested land in the state of Louisiana valued extension forestry programs conducted under the LSU AgCenter banner at approximately $3,500 per person for a total of $1 of value added per acre. Currently, the investigator is working on a continuing 4-year survey that will help measure adoption of recommended forestry practices (outlined in the program logic model) of forest landowners due to participation in Louisiana Forestry Extension Programming.

The conference goal is to provide you with new silvicultural strategies for increased productivity and newly developed tools that will aid in resource assessment and the management decision process. Capstone of every year is to conduct a conference alternating for Forest Professionals and Forest Landowners.

Forest Economics Summit and Forestry Economic Impact Analysis (2015)

The Summit will bring together policymakers, researchers, economic/community development specialists and Extension/state agency foresters who together will learn about the economic importance of forestry and forest products (including a section on Ecosystem Services). A component of the conference will include discussions on how each state calculates the economic importance and benefits, and how the region can work together to highlight regional impact.

Published two peer reviewed manuscripts on the findings (see peer reviewed research publications).

Economic Impact Template for County Agents

I, along with Mississippi State University professors and Southern Regional Extension Forestry, have applied for RREA focus funds grant to continue the dissemination of this work at the county level, designing a template and training on ECA (economic contribution analysis) for ANR agents.

National level

1. Forest Tax Research and Extension Working Group (2017-Current)

This working group focuses on any type of tax that affects forests, forest landowners, forest resources, and users of forest resources, including income, property, estate, and other taxes. Since we are a small community of interest, the overarching purpose of the meeting is to meet each other, learn about each other’s work, and strategize future priorities and collaboration.

2. National Forestry Extension Conference Planning Committee (2015)

The discussions at this meeting will culminate in a working document that can and will inform Extension Leaders across the country to reiterate the value and usefulness of Extension at both local and national levels. Creating a platform in which solutions and success stories can be discussed will help to build a network that can meet semi-regularly and work together for problem-solving and mitigating future challenges. 4. CNREP Conference (2015-2016)

The Center for Natural Resource Economics and Policy is a network of social scientists engaged in research and extension programs that contribute to the management and sustainability of natural resources. Projects are maintained in a variety of areas related to energy, coastal and inland wetlands, fisheries, forests, wildlife, land, and water resources.

Advisory Process and Critical Issue Responsiveness LSU AgCenter forestry extension project group.

Quarterly Meetings with LSU AgCenter forestry extension professionals to discuss and coordinate extension activities designed to achieve logic model objectives.

The statewide forestry extension advisory group will be initiated in the winter of 2016 (upon receipt of program 4-year survey) to address the concerns of the industry and to allow for open communication between LSU AgCenter extension and research personnel, landowners and consultants and industry representatives (logging, primary and secondary mill). The advisory meeting will be held in early December of each year. The advisory process gives producers and opportunity to provide input and constructive suggestions as to where our research and extension forestry management needs in Louisiana.

Renewable Natural Resources Extension Act reporting (yearly) Forest landowner symposia, tax workshops, feral hog workshops, forestry forums, field days and tree farm visits targeting private forest landowners were the primary educational programs conducted. Extension faculty conducted the triennial Louisiana Natural Resource Symposia, which had 80 participants; over 50% of survey, respondents valued the symposia at more than $5,500 per person. Area Forestry agents conducted five forums attended by more than 350 forest landowners, owning a total of 2.75 million acres of timberland. Forum attendees indicated the value of their attendance at an average of $5000. Event planning, travel monies, and other operating expenses for Area Forestry Agents, Forestry and Wildlife State Specialists are supplemented with RREA funds. These funds totaling approximately $68,000 are leveraged with state and university resources to provide funding for conducting quality educational programs and field travel to assist forest landowners with managing their timberlands. Continuing Education numbers for the Extension Forestry Program for fiscal year 2016 Individuals Initially Trained: 147 Individuals Completing Continuing Education: 809 Dynamics Contacts for 2016 - 2017: 4 direct youth; 1832 direct adult; 6527 mass media Dynamics Contacts for 2015 - 2016: 26 direct youth; 839 direct adult; 20275 mass media Dynamics Contacts for 2014 - 2015: 110 direct youth; 656 direct adult; 5,000 mass media Dynamics Contacts for 2013 (Sep) - 2014: 1,112 direct adult; 18,000 mass media 4-year Evaluation Currently, the investigator is working on a continuing 4-year survey that will help measure adoption of recommended forestry practices (outlined in the program logic model) of forest landowners due to participation in Louisiana Forestry Extension Programming. The overall purpose will be evaluation the programs role in practice adoption by program participants. In winter of 2016, a survey was sent to 250 program participants comprised of the following groups: split into stakeholder groups (landowners, consultants, logging contractor, state or federal agency professional, forest industry (mill operations, land managers) and other category. They were asked a battery of questions on priority areas for future educational activities as well as Awareness, Knowledge, and Practice Adoption of pre- selected issues and asked to what extent the Forestry Extension program had assisted in addressing increases in the participants AKP of these issues. Below is a table summarizing the results, no one who identified himself or herself as a logging operator responded to the survey. Overall satisfaction with the program was high across all groups with an average of 4.416 out of a possible 5.

Above are tables describing the extent that forestry extension programming was responsible for Awareness and Knowledge increases (tables 2-3) and Practice adoption (tables 4) of recommended practices (see logic model) for participants. The bolded areas are those that the researcher has expertise, but also aids in the other areas.

1. Activity evaluations Each activity conducted by extension personnel are evaluated at the end of the event to determine value, knowledge, awareness change, and selected practice adoption. These include field days, workshops, forums, and short courses. These are tabulated on a year by year basis.

2. Stakeholder board meetings

Monthly (typically 8 a year and an annual meeting) meetings at Louisiana Forestry Association to disseminate information to association members on forestry news in state. Typically these are five to ten minute talks to stakeholders on upcoming events for continuing education credits, web or print education materials, or awards, findings (research, extension, or anecdotal),and recognitions of members of the forestry extension team. Attendance: 50-70 board members. Quarterly Meetings with the Forestry Commission to disseminate information to appointed forestry decision makers in the state (advise on severance taxes and use value taxes). References Research Interests: Currently I am investigating how economic agents respond to biological and natural risks. What are the economic impacts associated with those risks and how do economic agents respond to them. Relatedly, how do economic decisions/conditions influence those resources? I am also interested in more traditional lines of enquiry in the forestry literature, such as stumpage price modeling, forest management and economic sensitivity analysis, forest financial performance, supply chain issues facing the forest products industry, and the industrial organization of the forest industry and its consequences. Another area I am interested in is how forest and other environmental legislation is created and carried out using the public choice lens to explain individual actors’ decisions and incentives. How often is science used in determining the composition of legislative production and environmental policy in both the formulation stage and execution of that legislation or policy versus political interests? I typically focus on applied research as it helps to color my extension work in my own study and attempt to stay abreast and synthesize my work, along with others to provide outreach and more programmatic extension education to forestry stakeholders Extension Interests: My extension focus is in designing decision tools for landowners, economics and personal forest management, reaching underserved forest groups- absentee landowners, supply chain issues facing forest products, and the aging workforce in forestry. I also keep try to keep up with applied works from other researchers that can be useful to landowners and other forest stakeholders.

I have developed short and longer-term evaluation techniques to determine effectiveness of my extension programming and conduct periodic needs assessments to determine focus areas for future program activities. - See more at http://www.lsu.edu/agriculture/agecon/people/template_pages/stanger.php#sthash.kll0v301.dpuf Teaching Philosophy: Since my primary focus is economics, my goals are focused on teaching students, resident and non-resident, how to use economics to analyze forestry and environmental issues. Due to the overwhelming political advocacy in these areas, I avoid taking personal positions on the issues and attempt to view these problems through a scientific and more specifically an economic lens. My efforts in the classroom are to give students methodological tools to both analyze and solve problems in the natural resource realm using economic skills. This involves a lot of real world/ real time topics blended with more traditional theory and textbook materials in order to give the student solid economic grounding while staying engaged by focusing on topics that are timely and important to them. Often economics can be difficult to comprehend as students have had little exposure to the concepts, so I always try to find parallels in their own life to help grasp concepts.
