The National Health, Safety & EnvironmentConference(NASCON)isanannualeventthatoffersaplatformtoponderandinitiateproceedingsrequiredto attain organisational goals in the areas of health, safety and the environment (HSE). NASCON hasbeenheldconsistentlyeveryyearsince its inceptioninJuly2010.

TheseventheditionofNASCONwasheldonJuly22thisyear,atSPCentre.Anadditionalobjectiveofthis year’s conferencewas to deliberate anddecideon the future course of action for the organisation, in order to improve itsHSE performance andmovetowards achieving the Disha 2020 HSE targets. Mr.S.C.Dixit,ourexecutivedirector,chairedtheeventandamongtheparticipantsweredirectors,keyHODs,regionalheads,waterbusinessheads,regionalHSEcoordinatorsandthecorporateHSEteam.

Inhisopeningaddress,Mr.S.C.Dixitdeliveredaveryimpressive,comprehensiveandimpactfulspeech,repletewithwords ofwisdom, inspiring insights intoconstructional dynamics and the importance of therole played by the Health, Safety & Environmentdepartment, especiallyintoday’scompetitivebusinessworld. (Seeexcerpts fromMr.Dixit’sspeech later inthisarticle.)

The corporate HSE department made apresentationonHSEperformance, outliningtheroadahead for improving the same, in keeping with the

growing demand for legislation aswell as customerrequirements. In addition to ESWER (Either SafeWork Else Refusal), a campaign called ROMESH(Respect, Own and Manage ESH in Your Domain)was also rolled out.

Each regional head presented a synopsis of therespective region’s HSE performance and the wayforward for it.

Mr. Debasis Mitra, Mr. P.V. Prasanth and Mr.BiswajitKumarsolemnlyurgedall theparticipantstoworktowardsintegratingHSEwithoperations, soastoachievehigher levelsofexcellence,so thateveryhumanlifeinvolvedwithouroperationsiscaredforandprovidedwithahealthyandsafeworkingenvironmentand better accommodation. All the regional headsunanimouslyagreedwiththemanditwasdecidedthateveryactionrequiredtoachievethesegoalswouldbetaken. The details of the proceedings have alreadybeencirculatedintheminutesofNASCON2016andarenowavailableonSPARK.

The highlight of the conference—apart fromdeliberations on technical and administrative issuesrelatingtotheimplementationofHSEobjectives—wasthestraight-from-the-heartopeningdialogue initiatedbyourexecutivedirector.Inhisexemplaryspeechonhealth,safetyandenvironment,helaiddownaclear-cutroadmapforthejourneyaheadforbeingasafetyconsciouscompany.

All the regional heads

unanimously agreed

with them and it was

decided that every

action required to

achieve these goals

would be taken.

1. Internally create a resolve to improve & internalize thought process that safety is paramount, extremely important for me, my site. Let us resolve that we will not delegate safety as secondary in our day to day operations, life.

Probably,wehavenotcreatedtheresolvewithinourselvesthatyes,wewanttoimproveonHSEandunlessthisresolveisinplace;whateverprocesses,systems,anddisciplinewetrytobringin,itwillnotwork.Asseniors,wearenottunedtothefactthatsafetyisextremelyimportantformyregion,mysite.ThisreflectionalsoneedsacheckastohowdoIconductmydaytodaylife?AmIsafetyconsciousinmydaytodaylife?Arewereallyconcernedandguidingourfamilymembersonhowtheyshouldimproveonsafetyinpublicdomainbytheirownbehavior?

We bring you excerpts of his heart-warming and inspiring speech:

2. Do not compartmentalize business thought process in a manner that only revenue generation is priority & rest all is of secondary importance. This thought has to be side tracked. Create an eco-system of business not restricted only to production. In fact, production is one of the channels of doing business in creating a right eco system in all aspects of work and personal front.

Asa leaderatsite,my(teamleader’s) job isnotonlytodoconcrete&billing.Thedefinitionofheadis how does he create a right ecosystem of thebusiness & that ecosystem is not only restrictedto production. Production is one of the channelsof doing business and creating right ecosystemwhether it issafety, quality, processes, customer, vendormanagementorhuman relationsorotherparameters.

For example, if you see some wonderfulpainting even if you are not a great artist, thatpainting attracts you tremendously. Why thatattractsyouisthateverypieceof thatpainting iscomposed in such a way that it appeals. That’show it is in everything else. That every single pieceofthatcompositionisputinsuchamannerthat it appeals. Safety, Quality, environment, housekeeping, howthesitelooks, howthesiteisorganized these are the very important aspectsandthatgivesafeelofanorganizedwayofdoingthethingsandthat’showsitelooksgoodandmanya times we conclude that a particular site looksgood and another does not. The reason is the entireecosystemcreating thatsite iswonderful.SafetyandHousekeepingplaysagreatroleinthis.Train your eyes, ears and entire system to this.Initiallyyouneedtoputsomeeffortsforthis.It isliketrainingyourearstogoodmusicandthenyoustartunderstandingthemusicnotesautomatically.Hence, we need to put our sincere efforts tounderstand and train ourselves that we will not tolerateunsafeconditionsanddiscriminatewhatisright and what is wrong. In our day to day behavior onsite, weshalldisplayit.

3. Do not try to defend & protect safety failures in

the guise of hampering progress. Ifthefailuresareputunderthecarpetthenyouwill

never seek recognition in taking corrective actions. Thenyouare indenialmodeand then therewillbe no chance of improving. We need to startthinking this way comewhatmay that, I will notcompromiseonsafetyandreadytowalkthatextramile if required may adopt ‘no safety no work’.Thiskindofanattitudehastobedeveloped.Themessagehereis,wewouldlikesafetytoassumeaveryhighprioritytocarryoutthework.Canwestartthinkingintermsofpropagatingthisatallthelevelsatsite– ‘donotexecute if it’snotsafe’? Itmightlookdifficultatstartbutinlongrunitwillwork.

NOSAFEWORKINGNOWORKdoesnotmeanssabotaging thework but giving a clearmessagethatwewillforcesafeworkingenvironment.

4. Misnomer – Safety will cost us more Somehowwehavethismisnomerthatsafetywill

costusmore.Safetycannotbedealtwithpartly.Itis either safe or unsafe. It is an established fact that Safe working environment, better housekeepingwillsavemoneyinsteadofcostingyoumore.Takeoutfromthemindthatsafetyiscostingmore.

5. Come out of self-admiration mode that we are the largest; self-admiration without doing anything will not keep us there and we may be overtaken by other competitors.

Demonstrateongroundourworth.Takingprideisgoodanddemonstratingthatongroundissecondpartofthestory.Weneedtodemonstratethatweare really good or else we will be lagging behind in competition.

6. Award/Recognition Successorfailure,weneedtothinkandownboth.

Unlesswe reallyown failureonequal terms, wewill not find solution to our failures but sitting indenial is not going to work. Hence, understand your strengths and weaknesses and start working onboth.Attheendoftheday, weshouldgetoutof this session (NASCON) with a little strongerresolve–wewillcreateSafetyasoneof the topnotch USP of the organization. Feel proud indemonstratingthatweareaverysafetyconsciousandsafeworkingcompany.

In keeping with our executive director’s movingmessage, letusalltakeapledgethatwewilldoourbest tobecomeaworld-class construction companyandsetstandardsforotherstoemulate.

Subsequently, guidelines and various details, including costing and the layout have been worked out for better, healthier and greener labour camps(forabout500occupants),andafter incorporationofinputsfromsenioremployeesfromtheHO,theyhavebeen rolled out by the corporate HSE departmentonJuly25, thisyear.Duecarewas taken toensurecomfort for theworkers, includingadequate lighting, ventilationandstructuralstabilityoftheunits.Auniquefeatureof thenewscheme labourcamp is the ‘zerodischarge’facility, whichisenvisagedtohelpthesitesinmultipleways.

As per the newly proposed scheme, the costof a standard labour camp is 46% more than theconventionalone(` 1,48,53,418 v/s ` 1,01,67,910 or ` 29,707 v/s `20,336perworker).Butafteroneyearofuse/operation,itseffectivecostwouldmatchupwiththecostoftheconventionalcamp(` 1,15,11,416 v/s ` 1,16,07,910 or ` 23,023 v/s ` 23,216perworker).Repetitive use of materials and other items wouldbring down the cost further. Shapoorji Pallonji Devises New Edge Guarding SystemWorking at heights is an inherent hazard ofconstruction work, and falling from heights is oneof themost common accidents at construction sitesacross the globe.

WeatSPCPLhavebeenworkingforalongtimeondevisinganindigenoussystemtoensureprotectionof unguarded edges at our construction sites. In the process, we have attempted a number of options, includingsomeprototypes.

With the help of the methods and planningdepartmentandtheHyderabadandMumbairegions,wehavebeenabletofinaliseonthedesignofasystemin-house. Trials for the systemwere conducted anditwasfinallyrolledoutbythemethodsandplanningdepartment on July 20, 2016 for implementation atsites.ThesystemhasbeennamedSPEGS(SPEdgeGuardingSystem)bythecorporateHSEdepartment.

The drawings and some photographs ofSPEGS are shown below for reference andbetterunderstanding.SPEGSisjustoneofthemanyoptionsforedgeguarding.However,wepreferusingitbecauseithasbeendesigned,developedandtestedin-houseanditwillgiveauniformlooktoourprojectsites.

• Eliminationofformworkmaterialforedge-guarding. (This becomes significant in view of the fact that

there have been cases where constituent units of the conventional system (made with pipes) hadbeen discreetly removed and used for stagingpurposes,renderingtherailing/barricadingunsafe.)

• It offers better structural assurance compared toassembledmembers.

(The structure was fabricated by the formworkdepartmentand testedasper therequirementsofIS3696,inthepresenceofMr.P.V.Prashanth,Mr.AlokShrivastava and theSamtanagar projectteam,Mumbai.)

• Offersuniformity inedgeprotectionacrossallsites of the organisation.

(They have a unique design, distinct colourpatternandprovisionfordisplayofSPlogo.)

• Provision of meshed structure minimises thechanceoffallingobjects,whichismorelikelytohappenthroughthegapsbetweenthepipesoftheconventionalpipe-couplersystem.)

• Theirtypicalstructuremakesthemunfitforanyother use, minimising chances ofmisuse andunauthorisedremoval.
