Chairman Message

To all TAPA Asia Pacific (AP) members, I hope you had a great year in 2013 and raring to create more success stories in 2014, the Chinese lunar year of the Horse. When I join TAPA Asia Pacific region (formerly known as TAPA Asia) back in 2001, li�le was known of this non‐profit supply chain security organiza�on, except from word of mouth from industry players. With an ambi�ous goal to secure global supply chain with li�le resources with few members, few was willing to bet on this dark horse, whilst there were many who an�cipated its demise within a few years. Today, TAPA AP, a dark horse s�ll but no longer a young foal, have grown our stables across Asia Pacific, spreading our membership and cer�fied sites in all major countries within our region. With over 1000 security professionals in various mul�na�onal companies who depends on secured global supply chain to secure their profit margins, TAPA Asia Pacific has earned our esteemed posi�on as the only non‐profit organiza�on in the global industry, recognised for our success in securing supply chains with our security standards. By pu�ng our joint knowledge of supply chain security together, TAPA members have created an end to end supply chain security requirements,

covering warehouses (FSR) , trucking (TSR), and at transit stops at airports (TACSS). Various government bodies and private industries, such as the pharmaceu�cal and food industries, have also approached TAPA for consulta�on and joint projects to promote supply chain security at their areas of concerns, such as checkpoints and cold chain security. As Sun Tze (a Chinese military general, strategist and philosopher who lived in the Spring and Autumn Period of ancient China) states, “Know yourself and your enemy, a thousand ba�les will beget a thousand victories”. Beside hardening our supply chain infrastructure, TAPA AP has partnered with SIMM and various ter�ary educa�onal ins�tu�ons to promote TAPA security awareness modules to their students, so that they will join their supply chain industry with a security mindset and serve their customers be�er. Also, the launch of the TCE/TCS/TCC (TAPA Cer�fied Expert, Specialist and Coordinator) program in year 2013 is slowly gaining acceptance within the HR (Human Resource) community as it acts as an pla�orm to recognise supply chain security professionals of varying experience and knowledge. I have enjoyed a wonderful 12 years with TAPA, having the opportunity to serve 4 terms as chairman and 1 term as vice chairman. My thanks to the various TAPA AP management commi�ee and board members who have trusted and served along with me, cra�ing out the strategies and programs for Asia Pacific region. Without these selfless individuals, TAPA AP will not win the various races and emerged victorious on all occasions. The �me to hand over the baton is here. Having worked along with Tony Lugg for many years, I am confident that Tony will steer the Associa�on to greater heights and he will surely carve new horizon and fron�ers. Together with the new members of his Board, I am assured that they will uphold the collec�ve efforts, bring more members into our stable, for�fy our supply chain security, and bring the envisaged plans for now and in the future to reality. So here's wishing all TAPA members and your companies, in the year of the Horse, a successful ride to the finishing line.

The first Shanghai Corporate Security Networking which was sponsored by G4S received a boos�ng support form TAPA China Chapter. The event held at the Intercon�nental Hotel in Puxi towards the end of the 3rd quarter 2013 received the a�en�on of well over 50 security professionals based out of China. The applauding presence and the encouraging feedbacks from the a�endees who came from across the industrial sectors makes the beginning to the successful orienta�on of such networking by the Shanghai Corporate Security Network. A great step in the right direc�on of bringing a convergence of the security minds in China

The presenta�on of “Mi�ga�ng Commercial Disputes” by Neil Marshall from Hill & Associates at the networking session provided an expert overview of a very relevant and current issue in China at the moment. The presenta�on expounded on the many commercial disputes not only in Mainland China but took a peep into such mi�ga�on in the Asia Pacific region.

Shanghai Corporate Security Networking Group was conceptualized by a group of Shanghai based corporate security professionals with a vision to promote security awareness in the industry, create an environment to meet and greet among the professionals. The aspira�ons are to develop networking opportuni�es which would see not only exchange of ideas on corporate security issues but also see onto the adapta�on and adapta�on of global security standards in China.

The Shanghai Corporate Security Networking Group would provide the forum and pla�orm to all risk and security professionals to share best prac�ce and learn from each other.

The corporate security community had grown substan�ally over the last few years and is expected to reach an even higher spectrum of influence with more security professionals of companies expanding their role func�ons over the next few years. Tony Lugg Vice Chairman of TAPA Asia said that ”it was per�nent for all corporate security managers to have a thorough knowledge of the different types and aspects of commercial disputes that could arise when conduc�ng business as well as knowing how to deal with the disputes using the best know methods available”. TAPA Japan sub‐chapter started the fiscal year of 2013 with a blast by promo�ng TAPA Cer�fica�on Across the country and he focus was to take a peek into the possibility of introducing TAPA cer�fica�on to the food and pharmaceu�cal companies. In line with the USA FDA's interest into audits of food manufacturers for safety and security, especially on sanita�on management and facility security, TAPA Japan sub‐chapter worked rigorously towards inculca�ng TAPA security requirement awareness among the industry players in Japan.

The Annual Member's Mee�ng of TAPA Japan Chapter held in May apart from the normal rou�nes of yearly reports saw Daisuke Watanabe PhD from the Tokyo University of Marine Science and Technology illustrated the theme “Evalua�on of the Routes of Transporta�on in South East Asia”. This researched presenta�on was about the asser�on of truck transport security being centralized across many countries in South East Asia and how this web of a network is being coordinated and collaborated by the many par�es be it the border patrols, the logis�c players, the Custom regimes, the highway and road authori�es and the companies themselves. The urge is to push TAPA‐TSR to be an encompassing security standard for transport in these countries whereby the informa�on, movement, cargo manifest and data related to every facet of the end to end transporta�on can be streamlined with security and safety taking the main stream in the supply chain.

A Glimpse onTAPA Japan Chapter2013

TAPA cer�fica�on promo�onal and public rela�ons ac�vi�es have been the focus of TAPA Japan sub –chapter and to this effect they took part by being present at RISCON 2013 (Security Show) in Tokyo. Likewise members fo TAPA Japan were also at the Interna�onal medicine & Transporta�on Fair. iSkip an automated door manufactured by Isono‐Body Corpora�on was in response to TAPA‐TSR requirement. TAPA Japan applauds and praises Isono‐Body Corpora�on, a Board Member of Japan Sub‐chapter for its efforts to complement and support TAPA security requirements in its products.

Mr Asou, Chairman of TAPA Japan Sub‐chapter was a dis�nguished speaker at the Food Safety Seminar organized by Bureau Veritas. Mr. Asou spoke on the theme of “latest Trends in Interna�onal Food Defense with focus explana�on on TAPA Food Defense Security Requirements and the United States Food Safety Moderniza�on Act (FSMA). This proposed Act seeks to strengthen physical security, especially to prevent willful food contamina�on, to significantly minimize or prevent hazards such as food poisoning. Mr Asou correlated the significant match to TAPA FSR requirements. In the future, security of manufacturing facili�es and warehouses of Japanese food companies will be strengthened in order to clear the US FDA audits. This will be an effec�ve means of promo�ng TAPA cer�fica�on. The US FDA has announced that the rule will be effec�ve January 4, 2014. Mr Asou further elaborated and stressed that adop�ng the TAPA standards would definitely pave the way towards an easier path to obtaining the clearance from the US audi�ng authori�es.

Mr. Asou and Daisuke Watanabe, PhD conducted the TAPA FSR Training in Tokyo. The TAPA Japan Chapter again took to public rela�ons at the Logis�cs Solu�on Fair 2013 held at Big Site Tokyo Membesr fo the Chapter's Security System Sub‐commi�ee conducted an on‐site TAPA cer�fica�on visit to Tsukagoshi Transport Co., Ltd in Kyoto and did a gap analysis. Likewise TAPA Japan Chapter is being consulted by AQ Logis�cs Co, TNT, Ueda Transport and a few other other companies on TAPA cer�fica�on.

Mr. Asou spoke at the “Food Safety and Security Seminar” Co‐sponsors: Bureau Veritas and Japan Management Associa�on on the theme of Necessity of Food Defense: To Prevent Inten�onal Introduc�on of Foreign Objects. The par�cipants at this seminar showed great interest and requested for more

informa�on on TAPA standards and Security Audits leading to TAPA FSR and TSR security cer�fica�on.

November 2013 witnessed the TAPA Japan Sub‐chapter Annual Member Mee�ng and Seminar. An opportunity to introduce new members, meet and greet among the members as well as an avenue to explain types of membership and status.

TAPA Japan expects 2014 to be a full thro�le of ac�vi�es for the chapter especially overseas supplier inspec�on program under FSMA may be an effec�ve means to promote TAPA cer�fica�on and many more companies will come forward to acquiring TAPA standards. In the same note, with the Trans‐Pacific Partnership (TPP) which is being regimentally being nego�ated is seeing incep�ons of implementa�on. New construc�on and renova�on of warehouses and buildings in the vicinity of Narita Interna�onal and Haneda Interna�onal Airports is going strong to prepare for the expected increase in logis�cs with the implementa�on of the TPP. TAPA Japan is pleased to see that the Na�onal AEO Center at Osaka Customs is recommending TAPA cer�fica�on to transporta�on companies which are aiming to earn AEO status in Japan.

TAPA Asia Board applauds the highly favored status of TAPA Japan in its endeavor and admires the recep�on it receives across the industry. The Board assures of its con�nuous support to TAPA Japan Sub‐chapter and will complement the ac�vi�es and training by accommoda�ng trainers and subject ma�er experts from the Borad to Japan. Kudos to the TAPA Japan Management Commi�ee especially the Chairman and Board members as well as all the members for their confidence and support to the Chapter in all its ac�vi�es and projects.

6th & 7th November 2013 marked the signature event: The SAE Singapore 2013 in which was the invigora�ng and most well received TAPA Asia Supply Chain Security Conference. “Surfing on the New Wave of Challenges in The Supply Chain Security” was the theme aptly chosen by the TAPA Asia Board to encapsulate the enormous challenges and threat that is vibra�ng the supply chain security wherein a rethinking among the security professionals in the industry is a required must. The security professionals today have to rebalance the scale by introducing innova�ve plans and strategies to provide gradient in their trac�on towards a safe and secured supply chain momentum. The TAPA Asia Supply Chain Security Conference track uncovered the imminent threats and rediscovered the nodes to cure the contagious and inflicted veins and nerves of the supply chain so as to complement the business towards a compe��ve advantage in the ever demanding environment. The tracks within this conference upheld the current developments and in parallel unveiled the many evolving enhancement in the standards, ini�a�ves and programs by both the government agencies and private en��es in championing a sure trend towards a smooth, clean, safe and secured supply chain.

Likewise, as promised by TAPA Asia, it was an invigora�ng experience of sharing intelligence, resources, competencies and experience. Kudos, to Global E2C who orchestrated the annual signature event under their banner of SAE Singapore 2014.

TAPA Asia Chairman, Mr Jason Teo, gave the welcoming and opening address, promising the par�cipants that the conference will unfold supply chain security in a new dimension as today's supply chain is evolving at such a pace that security professionals are gasping at the satura�on of their competencies and experience to manage the risk and threats faced. Mr. Jason explained that the tracks put together in TAPA Asia Conference will dwell into the trends of managing security from a distance, exploring new forms of accountability, par�cipa�ng in governance with responsibility and injec�ng the new wave on how security enhances the business. Promising a refreshing exchange of ideas, informa�on and exper�se, TAPA Asia's Supply Chain conference unfolded the latest developments and trend characterized in the supply chain security facet. The conference saw the convergence of interna�onally renowned speakers plus a great line of subject ma�er experts as panellist. Mr. Jason sparked off the vigour of the conference with “Mastering the Waves of Change in Supply Chain Security

and Riding the Waves with U�liza�on of Data and Intelligence – the much needed route towards elite professionalism in supply chain security. Mr. George Wheeler, Senior Director of Lucena Group followed the rhythm with “Recovering Stolen Goods In‐Transit” which unveiled analy�c dynamics of so�ware developed to track cargo and mi�gate losses. The expert panellist came up next with “How Intelligence Crack has Paved the Cargo Crime Surge and How on the Reverse can Intelligence Deter Cargo Crime” was an entertaining treat. Mr Omar Hatmi, Managing Director of CTrack Asia expanded the spectrum of supply chain security with his uniquely �tled presenta�on “More Than a Dot on the Screen” which was equally entertaining. TAPA Asia, IIS Commi�ee Lead. Mr Tyn Van Amelsfoort came next and gave an in‐depth analysis of Asia Pacific Cargo Crime and Updates.

The a�ernoon saw Mr. Bruce Wimmer, Director for Global Supply Chain Security with Pinkerton Consul�ng, USA with a subject for which he is known as a globally renowned expert – “Synergizing Best in Class Global Supply Chain Security Approaches and Mone�zing its Effec�veness”. This presenta�on saw the fusion and merging of the best supply chain security standards and prac�ces in the world as a single encompassment. Mr Sooty Sutcliffe, Director of Infinite Security Solu�ons spoke next on the topic “Secured Is Your Cargo with Me is Today an Industrial Cliché, As Reality Tells another Story”. The final panel session was the defined icing to TAPA Asia's Supply Chain Security Conference. The debate which ensured among the expert line of panellist and indulgence of the par�cipants of the conference with their views was the fi�ng finale to the conference.

Compliance is defined as mee�ng the requirements of rules, guidelines, regula�ons, legisla�on, specified standards or the terms of a contract. In this instance, it will reference adherence to the standards within the corporate world.

Cer�fica�on is a�ained when a third party, typically an accredited group, recognizes an organiza�on as being in compliance with the stated requirements or standards. During the cer�fica�on process, the company or en�ty desiring cer�fica�on must understand the current standards to ensure its compliance. The implementa�on of the prac�ces, processes and procedures are performed according to the standards and a thorough review is completed by the third party to ensure all requirements have been met in order to obtain the cer�fica�on.

Internal reviews are o�en performed to verify compliance without the engagement of a third party to validate this compliance. In such cases where an en�ty seeking valida�on as opposed to cer�fica�on, the company may be audited by a customer to ensure they have met the prescribed standards for contract terms in rela�on to quality, security, health and safety.

In instances where an organiza�on seeks to validate compliance in order to achieve cer�fica�on, a review by an accredited body is a requirement. Conformances of the

specific standards are thoroughly reviewed before a company can become cer�fied. A�er compliance has been confirmed and deemed complete, the accredited body typically issues a cer�ficate of compliance or conformance to illustrate that the criteria for cer�fica�on has been sa�sfied.

If the benefits and added value of compliance are present without the a�ainment of a cer�ficate of compliance, why would a company seek cer�fica�on? It's quite simple. Companies seek cer�fica�on to demonstrate to customers and the corporate world that its process, prac�ces and procedures have been validated as conforming to the specified requirement or standard.

On 28th Oct 2013, TAPA China accomplished another milestone by organizing their inaugural annual conference at Xinghua Hotel, Shanghai. The event included the TAPA FSR 2014 dra� demonstra�on, news release of TAPA China Cold Chain Commi�ee, TAPA China website Launch Ceremony, new cer�ficate illustra�on and a networking session of TAPA security staff. What a power pack agenda it was and definitely without any doubt the TAPA Asia Board applauds the pure dedica�on and passion among the TAPA China Management Commi�ee to make this first event to such great success.

The Chairman of TAPA Asia, Mr. Jason Teo and Vice Chair, Mr. Tony Lugg a�ended the event. They made brief introduc�on of TAPA Asia and TAPA working commi�ees, and also shared the adapta�on and implementa�on of the new FSR standards to all industry professionals. The par�cipants and audience included TAPA China members and new‐comer companies such as Sinopharm Group, Sompo‐Japan, Novo Nordisk, etc.

Mr Tony Lugg, TAPA Asia Vice Chair, echoed the same sen�ment as Mr. Jason and heaped praises and commended TAPA China Commi�ee for the relentless efforts towards char�ng TAPA China as a significant organiza�on championing supply chain security in China and their persistence is an example to follow. The celebra�on to mark the event was indeed memorable and the networking with gree�ngs and plenty of fun and laughter was well received. TAPA China also took this special occasion to announce the forma�on of the Cold Chain Commi�ee within the chapter.

Immediate was the ac�on of this commi�ee to commence with its first mee�ng at this very gathering. The support and commitment towards a realiza�on was witnessed in the par�cipants who a�ended the mee�ng. Professionals from Sinopharm Group, Eli Lilly, Merck, Novo Nordisk, Pfrizer, Johnson and Johnson Healthcare, GSK, Sanofi, Bristol‐Myers Squibb, Alere, Boehringer‐Ingelheim, Profex and audience from supply chain service companies took a keen interest towards the Cold Chain Commi�ee, witnessing a very vibrant and intensely interes�ng exchange. The par�cipants to the mee�ng debated various spectrum and facet of security and the discussions took deep dive onto topics of how the commi�ee should benefit the industry and add posi�ve value to the cold chain in par�cular. The closure to the mee�ng can only be expressed by the cheerful group photo of the members in a�endance.

Under normal circumstances Cebu airport receives 5 cargo freighters each year and have a structure that supports these volumes. Approximately 40 aircra� pallet posi�ons with around 100tonne of cargo.

How do you cope when you receive 5‐6 freighters each day and night for an extended period? You do the best you can and adapt to the condi�ons to ensure your equipment and manpower con�nues to operate effec�vely.All available equipment including Tugs and Dollies were u�lized but the huge volumes made normal processes untenable and cargo was eventually unloaded straight onto the tarmac where the DHL DRT would then recover the aircra� pallets and transfer the cargo to the respec�ve aid agencies (NGO). The aircra� pallets would then be broken down and prepared for either road transporta�on or military C130 aircra�.

In consulta�on with the Airport authori�es and the military, the DRT was able to establish an end to end process which resulted in the 747 freighters being unloaded efficiently removing the need to double handle the cargo and u�lising the resources available in a more effec�ve manner.

An account…… On Wednesday 20th November 2013, I arrived at Cebu airport in the Philippines to lead a team of 10 DHL employees from across Asia Pacific who are part of a Global Disaster Response Team (DRT) to assist the United Na�ons Office for the Coordina�on of Humanitarian Affairs (UN OHCA) relief effort.

During any deployment you con�nue to re‐assess the situa�on and adapt accordingly and during this deployment I travelled to one of the hardest hit areas, Taclaban to assess the possibility of running a logis�c team from that loca�on. (photos below of Taclaban airport)

Due to safety, security and equipment factors it was deemed not to set up a logis�cs base at Taclaban but to con�nue to support from Cebu on a daily basis if required.A�er 4 weeks the DHL DRT pulled out of Cebu and handed over the airport logis�cs back to the Airport management and their ground handling agent, but have put in place the oppur�nuty for them to par�cipate in a training package that will prepare them to be�er equip themselves should another disaster arise. The program is called GARD (Get Airport Ready for Disaster). This was run by DHL and over a number of days, all organisa�ons within the airport opera�ons a�ended this training and developed their own Disaster Prepareness plan for any future disasters. GARD seminars were introduced in 2009 in Indonesia and have been introduced worldwide where airports have been iden�fied in disaster prone areas.A�endees will include representa�ves from civil avia�on, customs and cargo opera�ons, the police and emergency services, the military and private airlines, and resident NGOs

like the UN Development Programme, DPDHL's strategic GARD partner. Working closely with the GARD team, the officials will conduct site inspec�ons and draw up plans to op�mize relief goods handling, and streamline both internal airport processes and the lines of communica�on between the agencies involved.Many organisa�ons are now seeing the advantage of planning for the inevitable disaster or crisis by preparing Business Con�nuity plans rather than trying to find a solu�on a�er the event. Those companies who have developed a Business Con�nuity Plan are normally the first to recover a�er a disaster with minimal disrup�on to their business.To all those people in the affected areas we wish them a safe and speedy recovery. team from DHL for their altruis�c and humane philanthropic sacrifice. TAPA Asia took the opportunity to post organise a FSR training immediately a�er the TAPA Asia Supply Chain Security Conference in November 2013. In line with TAPA's World Wide Change Control Board (WWCCB) announcement of the TAPA 2014 standards especially pertaining to TAPA FSR which is to come into force in 2014, TAPA Asia called for the new FSR dra� implementa�on training for its members and Independent Audit Bodies (IAB). The 2 days training was held at Carlton Hotel, Singapore facilitated by TAPA Asia Board members namely Jason, Tyn, Nilo and Eddie along with the team from the TAPA Secretariat who coordinated the training

administra�on and coordina�on. Freight Security Requirements (FSR) set minimum standards for security and industry best prac�ces for facili�es storing and handling HVTT assets. They also specify the proper methods for maintaining those standards. TAPA Asia members who purchase supply chain services should choose suppliers who meet or exceed TAPA's FSR cer�fica�on requirements. FSR cer�fica�ons apply to individual facili�es and not en�re companies. Companies that achieve FSR cer�fica�on for their facili�es can claim to be “TAPA‐cer�fied” only for that designated facility and not for every facility of their company. Facili�es must receive FSR cer�fica�on through an audit process from a TAPA‐approved auditor. The training indeed a�racted a wide range of security professionals numbering more than 40 par�cipants coming from manufacturing companies, logis�c service providers, transport companies as well as a strong par�cipa�on from

auditors of IAB in Asia. The training witnessed strong debate on the mandatory requirements classified in the new dra� and much conversa�on was on the implementa�on and audi�ng matrix. The trainers (TAPA Asia Board Members) made every a�empt to clarify the doubts and ensured that the mandatory status of all components to the FSR 2014 standards has been thoroughly discussed and the implementa�on is in line with the relevance and applica�on to today's demand and challenges of the supply chain security requirements. TAPA Asia Board congratulates all par�cipants who successfully completed the training and hopes that the

implementa�on of this new standard in 2014 will be smoothly accomplished. TAPA Asia's Audit and Cer�fica�on Commi�ee welcomes enquiries and clarifica�on from its members pertaining to TAPA Asia 2014 Standards. All of such request can be directed to TAPA Asia Secretariat and we will ensure that we would provide immediate response to the effect.
