Goal: Revise the Articles of Confederation (AoC)

Senate + HoR must agree to create new laws

Three Fifths Compromise:Northern states

argued slaves were not citizens, and should not be part of a state’s population

Southern states did not trust Northern states on slavery

Compromise – each slave counted as 3/5’s a person, this affected the HoR
