• Purchase & install water efficient plumbing fixtures, based on recommendations in facility energy audits

• Use energy and water audits to identify new opportunities for minimizing outdoor water use and using alternative water sources where feasible

• Install water reclamation systems at facilities where feasible• Install advanced meters to measure and monitor water use• Educate employees about methods to minimize water use• Assess the interconnections and dependencies of energy and water on 

agency operations, particularly climate change’s effects on water which may impact energy use

• Continue to identify and repair water infrastructure leaks and required repairs, based on recommendations in facility energy audits

• Design, install, and maintain landscape to reduce water use

VISN APPLIED TECHNOLOGIES & ENERGY RESEARCH PARTNERS  

VATER will establish partnerships and collaborate with key public, private partners, Department of Energy's National Laboratories 

Theses long term partnerships will supply specialized know‐how, tools, best practices, analyses, and the introduction of next generation (energy) applied technologies to advance joint initiatives benefiting both sectors. The U.S. Department of Energy's Federal Energy Management Program (FEMP) works with key individuals to accomplish energy change within organizations by bringing expertise from all levels of project and policy implementation to enable VISN 21 to meet energy‐related goals.

UESC Defined

A Utility Energy Services Contract (UESC) is a special type of Performance Based Contract offered to Federal installations to support their needs and 

missions on their side of the meter.

• Direct/streamlined contract with the serving electric or natural gas utility through

– Utility “Area Wide Agreement” (Administered by GSA)– Basic Ordering Agreement– Site Specific UESC Agreement (Administered by Site Acquisitions)

• Efficient & Effective “tool”– Modernize campus utilities distribution infrastructure – Improve energy resilience– Implement energy and water efficiency projects– Incorporate renewable energy initiatives

• Typically projects from $10K to over $100M either financed or funded.
