Course  Overview                    The  New  SES  Application  -­‐  A  Workshop  for  Those  Who  Aspire  to  SES  

 The  course  consists  of  a  comprehensive  interactive  two-­‐day  (7-­‐contact  hours  per  day)  hands-­‐on  writing  and  practice  workshop.  Expert  and  knowledgeable  SES  trainers  instruct  senior  federal  managers  and  team  leaders  and  facilitate  brainstorming,  sharing,  listening,  writing,  and  development  of  quality  written  examples  for  the  five  mandatory  ECQ  essays  for  SES  applications.  Participants  will  also  learn  how  to  package  their  extensive  executive  leadership  and  senior  management  experience  into  a  concise  and  focused  new  5-­‐page  SES  ECQ  Federal  Resume  with  clear  leadership  accomplishments.  Participants  will  also  gain  insight  and  effective  tools  for  preparing  Technical  Qualifications  and  SES  application  Cover  Letters.    Due  to  the  changes  in  the  SES  resume  and  ECQ  requirements,  the  SES  Structured/Behavior-­‐Based  Interview  is  more  important  than  ever.  An  afternoon  will  be  devoted  to  practice  and  preparation  of  the  ECQ  Structured/Behavior-­‐Based  interview  with  camera,  panel  interviews,  practice,  and  feedback.    Each  participant  will  receive  the  new  book,  The  New  SES  Application,  the  course  curriculum,  and  one-­‐on-­‐one  feedback  by  expert  ECQ  Writers  and  Coaches  during  the  workshop.  Participants  will  identify  and  practice  writing  about  their  Executive  Core  Competencies  and  Leadership  Competencies  using  OPM's  recommended  model:  Challenge,  Context,  Action,  Result  (CCAR).    Participants  will  expand  their  way  of  thinking  about  senior  management  positions  in  the  federal  government  and  about  their  employees’  role  in  current  or  future  government  leadership.  The  workshop  also  presents  opportunities  for  establishing  professional  contacts.    Instructional  methods  include  computer-­‐room  writing;  in-­‐class  exercises  focusing  on  accomplishments,  such  as  interviewing,  brainstorming,  sharing  and  writing  ECQ  examples;  analysis  of  announcements  for  target  language,  and  incorporating  the  28  Leadership  Competencies  into  essays  and  resumes.  Practice  interviews  will  include  camera,  playback,  and  feedback  with  panel  interviews  using  ECQ  questions.

We  will  send  you  the  e-­‐Book  version  of  The  New  SES  Application  to  review  in  advance.   Update  your  federal  resume  with  your  most  recent  position,  including  dates  and  duties;  

bring  it  to  class  in  a  hard  copy  format  and  on  your  computer  or  disk.   Bring  your  most  recent  performance  evaluation,  if  available.   Bring  any  target  vacancy  announcements  (current  or  past)  for  analysis  of  keywords  and  

skills.

Kathryn  Troutman

Diane  formerly  held  a  federal  job  as  a  Special  Agent  Investigator  for  the  Department  of  Defense,  and  was  a  Recruiter/Employment  Specialist  for  a  major  aerospace  corporation  in  Los  Angeles,  California.  She  received  a  degree  in  Journalism  from  California  State  Polytechnic  University,  and  a  number  of  industry  credentials.  Diane  is  an  active  member  of  the  Board  of  Directors,  Professional  Association  of  Resume  Writers/Career  Coaches  (PARW/CC)  and  creator  and  Director  of  the  Certified  Professional  Career  Coach  program  (with  300+  students  globally);  and  an  active  member  of  the  Career  Management  Alliance,  including  winner  of  the  first  annual  Career  Industry  Mentor  Award,  2010.  She  also  serves  as  an  outplacement  coach  for  such  organizations  as  CareerBuilder  (Keller  Management  School  MBA  candidates),  various  companies,  and  military  programs.    

During  the  past  18  years,  Diane  navigated  four  international  moves,  living  abroad  for  12  years  and  in  the  Washington,  DC/Baltimore  corridor  for  five  years.

Timothy  W.  Cannon,  MA    Senior  Management  Consultant,  United  Solutions  and  Services  Adjunct  Professor,  University  of  Maryland  University  College  

Mr.  Cannon  has  over  35  years  of  federal  government  and  military  experience  with  expertise  in  the  areas  of  strategic  human  capital  management,  HR  operations,  leadership  coaching,  counseling,  organizational  development,  employee  development,  change  management  and  facilitation.  He  has  accumulated  a  solid  record  of  accomplishments  including  making  numerous  contributions  resulting  in  the  improvement  of  the  management  of  federal  human  resources  and  increasing  organizational  effectiveness.    

He  successfully  transitioned  from  the  military  as  a  commander  of  a  military  human  resources  command  to  federal  government  services.    After  executive  level  human  capital  management  positions  with  the  Department  of  Treasury,  the  Library  of  Congress  and  the  Department  of  Homeland  Security’s  Federal  Emergency  Management  Agency  he  began  his  HR  consulting  career  with  his  firm  Main  Gate,  LLC.    Mr.  Cannon  has  been  involved  in    federal  human  capital  management  consulting  work  in  health  care,  federal  automated  hiring  systems  and  the  defense  sector.    

Mr.  Cannon  is  a  former  member  of  the  Senior  Executive  Service,  is  a  retired  Army  Colonel,  holds  a  Certificate  in  Leadership  Coaching  from  the  George  Washington  University  and  serves  as  an  Adjunct  Professor  in  HR  Management  for  the  University  of  Maryland  University  College.    

Mr.  Cannon  has  a  BA  degree  in  Public  Service  from  the  University  of  San  Francisco,  and  a  Master’s  Degree  in  Human  Resources  Development  from  Webster  University,  St.  Louis,  MO.    

Mr.  Cannon  and  his  wife  reside  in  Alexandria,  VA.

Paul  R.  Thompson    Retired  from  the  Office  of  Personnel  Management,  Executive  Resources    Paul  R.  Thompson  is  a  management  consultant  based  in  the  Washington,  DC  area.    Mr.  Thompson  retired  from  Federal  service  late  in  2010  after  a  long  and  varied  career  in  human  resources  management  at  the  U.S.  Office  of  Personnel  Management.    Among  his  many  positions  at  OPM,  Mr.  Thompson  served  on  the  evaluation  team  for  the  groundbreaking  Navy  (“China  Lake”)  pay  banding/pay-­‐for-­‐performance  demonstration  project  and  later  managed  demonstration  project  development,  serving  as  OPM  lead  for  both  the  NIST  performance  pay  and  USDA  staffing  demonstration  projects.    The  USDA  project  pioneered  the  category  ranking  staffing  system  that  has  since  become  universal  across  the  Federal  Government.    Mr.  Thompson  was  also  instrumental  in  developing  the  first  framework  for  Human  Resource  Management  accountability,  and  later  managed  OPM’s  human  capital  outreach  to  several  human  and  natural  resource  agencies.  More  recently,  he  managed  Senior  Executive  Service  (SES)  policy  for  OPM,  and  led  a  project  to  establish  a  resume-­‐based  application  process  for  potential  SES  members.    Mr.  Thompson  has  written  several  reports  and  articles  over  his  career,  and  was  the  primary  author  of  the  first  Federal  Human  Capital  Survey  summary  report  in  2002.    Since  becoming  a  consultant  he  has  worked  with  GSA  on  SES  performance  appraisal  system  certification,  and  is  currently  designing  and  implementing  a  new  performance  management  system  at  the  National  Labor  Relations  Board.    A  native  of  Minnesota,  Mr.  Thompson  is  married  and  has  two  adult  sons.    He  holds  a  B.A.  from  Carleton  College,  an  M.A.  from  the  University  of  Wisconsin-­‐Madison,  and  an  M.B.A.  from  the  University  of  Maryland-­‐College  Park.    He  is  an  ardent  amateur  musician  and  also  enjoys  travel,  baseball,  theatre  and  movies.
