These are just two exam-ples of many kudos for-warded to me by localofficials, state agencyrepresentatives and fed-eral program administra-

tors who deal with pro-grams implemented insouthwestern Utah bystaff at the Five CountyAssociation of Govern-ments.

In these challengingtimes, employees at theAssociation of Govern-ments continue to dem-onstrate excellence inprogram delivery.

We are committed tocontinuing this course bykeeping local officialsinformed of new oppor-tunities for improving theviability of communities,as well as assuring thatcurrent programs areadministered effectivelyand efficiently.

This regional cooperationis the result of a strongcommitment on the part

of local officials to putparochial interests asidein order to gain greaterimpacts through regionalapproaches in the alloca-tion of funds, planningeffective transportationsystems, and touting theadvantages of living andworking in southwesternUtah.

My hat goes off to thedozens of volunteer par-ticipants who sit on advi-sory committees dealingwith issues ranging fromassisting seniors to pro-viding effective child careoptions to coordinatingwith federal land man-agement agencies.

Aging Services

A senior communityapartment resident hassocial security income lessthan $600. Her rent is$375 per month. For thepast 8 years, she has beengoing to the senior centerfor lunch. “I love it!” shesaid enthusiastically. “Mylife would be miserablewithout it. I come to thecenter every day thedoors are open. The se-nior bus picks me up rightat my apartment, andalso takes me back home”.

6,038 individuals wereserved by County Council

on Aging programming.New Senior Citizen Cen-ters were opened inParowan and Panguitch.

This past year, the FiveCounty Area Agency onAging presented a special regional Senior’s Confer-ence, “Surviving the AgeWave”. It was plannedand executed in coordina-tion with the AdultProtective Services Unitstaff. Fred Adams, whowill turned 80 this yeargave an amazing keynoteaddress on “Living andAging Well”.

Additionally, this past yearCounty Councils on Agingprograms held specialevent Health Fairs. They were well attended by se-niors and supported byregional providers.

Senior Centers host a vari-ety of programs includingmeals; transportation;nutrition education; quilt-ing; dancing; bereavementsupport; yoga; painting;caregiver support groups;c e r a m i c s ; t a i c h i ;pinochle; bridge; healthand wellness; recreation,AARP long term careworkshops, financialworkshops, computerclasses, puzzles, Alzhei-mer’s support groups, re-spite programs, and emer-gency preparedness.

Human Services

‘Craig’ lived his life on thestreets and in the moun-tains since he was 13years old. He found hisway to one of the humanservice partners that pro-vide Support Service CaseManagement. He washelped with his basicneeds, receiving shelterand food from a CountyCare and Share.

Craig made positive lifec h a n g e s w i t h t h eg u i d a n c e o f c a s emanagers. Challenged bydisabilities, he connectedwith the Department ofWorkforce Services, So-cial Security and theP a m e l a A t k i n s o nHomeless Trust FundE n d i n g C h r o n i cH om e l e s s n e s s p i l o tprogram.

These connections pro-vided a path for Craig to

work with a Housing Au-thority and AOG partnersto stabilize his situation.He is currently a volun-teer at the Care andShare, feeling good aboutgiving back and making adifference in the lives ofothers.

Human Service programspartner with individuals,families, and communitygroups to assist low-income consumers (lessthan 125% of povertylevel) in becoming more self-sufficient. As the re-gion’s Community Action

Agency, staff work with anetwork of human serviceproviders to mitigate thecauses and conditions ofpoverty through a varietyof means.

The Five County HumanServices Council, a tripar-tite board made up of onethird elected public offi-cials, one third low incomerepresentatives, and theremainder from the pri-vate sector, makes policyrecommendations to theSteering Committee on allmatters pertaining to Hu-man Services in southwestUtah.

Child Care Resource and Referral

“When my TEAM Awardcame in the mail, it wasjust like Christmas….thekids were so excited . . .we opened the boxes andlooked at the items but Itold the children theywould have to wait untilthe next day to play withthem so I could get themlabeled and into tubs.

One of the three-year-oldboys that I tend couldn’twait! The next day hecame running in, kissedhis mom a hasty good-byeand pushed her out thedoor. He turned to me andsaid, ‘Can I play now’? That first day, we playedwith the blocks for theentire day. We read thebooks and acted out all ofthe stories and loved ev-ery minute of it. Now thekids ask to read the sto-r i e s a l m o s t e v e r y

day…they love the BillyGoats Gruff the best. Youshould see them buildingthe bridge and thentramp, tramp, trampingacross! These unit blocksare wonderful-so muchbetter than others I haveused. The stories, peopleand animals spark theircreativity in ways I could-n’t even have imagined.So much creative play ishappening and I see thespark in their little eyes asthey imagine big things!Thank you so much forthe opportunity to earnthis award. I appreciateall the work you do and

the inspiration you pro-vide for all of the daycarep r o v i d e r s i n t h i sregion. We are truly bless-ed to have people like youin our lives!”

Community and Economic Development

After a great deal of plan-ning and preparation, theParowan Senior CitizensCenter was dedicated onOctober 15, 2008. Thenew 3,500 sq. ft. facilityhas a commercial kitchen,activity room, offices, ac-cessible restrooms, and abanquet hall with a stage.This efficient facility pro-vides abundant lightingand a delightful atmo-sphere for gathering, en-couraging senior citizensto join in congregatemeals as well as otherprojects and activities.

The center provides need-ed services to the seniorcitizens of Parowan,Paragonah, Summit andsurrounding area. Con-gregate meals, crafts, ex-ercise, health screeningsand other social activitiescan be accommodated atthe new facility.

The Community and Eco-nomic Development staffat the Association encour-aged the cooperative ef-forts of both Iron Countyand Parowan City tobring the dream of a new

senior citizens center inParowan to a reality.Without the hard workand dedication of theseentities this project wouldnot have been possible.

Community & EconomicDevelopment Programstaff provide resourcesand assistance to local ju-risdictions. Regional plan-ning activities provide ac-cess to potential state andfederal funding. Four pro-fessional planners and aprogram specialist assistcommunity, county andregional leaders in effortsto plan, prepare and im-plement programs thatassist elected officials de-velop viable communitiesby providing decent hous-ing, suitable living envi-ronments and expandedeconomic opportunities.

Home Energy Assistance Target (HEAT) Program

‘Betty’ is one of many se-nior citizens in the region. She raised her family as afull-time homemaker, andanticipated that her hus-band’s $500 monthly so-cial security incomewould be sufficient fortheir needs. But as luckwould have it, her hus-band got very ill andpassed away after a longhospital stay. Even withfrugal living, Betty hasdifficulty making endsmeet. She, along withmany other seniors, findthe HEAT program to beone way they can stayafloat with very limitedincome.

The Home Energy Assis-tance Target Program,also known as the “HEATProgram” is designed toassist eligible householdsmeet the rising costs of

home energy. HEAT isnot a welfare program. This federally funded En-ergy Assistance Programis administered by theState of Utah through theDepartment of Commu-nity and Culture and lo-cally administered by theFive County AOG.

HEAT applications weretaken during the period ofNovember 1 through April 30 this year, with the ex-ception of WashingtonCounty, where a trial yearround program has begun. Each household can onlyreceive HEAT assistanceonce during this time pe-riod.

Each household’s benefitsare calculated individu-ally. Amounts are deter-mined by three main fac-tors:

1. Family Size and FederalPoverty Level

2. Energy Burden (highheating/cooling bills)

3. At-risk Groups: Chil-dren under six (6) years ofage, elderly, and thosewith disablilities.

In-Home and Community Based Aging and Adult Services

“ Please accept my thanksfor all of the good worksperformed by the FiveCounty Association ofGovernments. I know it isthrough your hard workand that of your manyvolunteers, that my par-ents are provided servicesthat help make their dayto day life a little easier. Thank you for your timeand energy in helpingthose who depend uponyour fine works.”

In-Home and CommunityBased Adult and AgingServices includes a staff oftrained professionals whooversee the day-to-dayo p e r a t i o n s o f t h eprograms and provide di-rect service to consumers.

Seven licensed Social Ser-vice Workers provide casemanagement services

which include a compre-hensive assessment of cli-ents’ status and needs andthe development of an in-dividualized care plan inorder to locate, coordinateand monitor necessaryand appropriate services.

Registered Nurses assistcase management staff inthe assessment and eligi-bility process and workwith case managers to en-sure clients’ needs aremet. An accountingtechnician/secretary as-sists with the referral andintake process, data entry,

quarterly reports, fiscalreports, billing & otheraccounting procedures.

Aging program case man-agement staff coordinatewith a variety of formaland informal providers inthe community to assistclients in accessing a vari-ety of services andresources to assist them inremaining in the commu-nity and l iving asindependently as possible.

Case Managers work di-rectly with 7 home healthagencies, 19 assisted livingfacilities and nursinghomes, 26 other care pro-viders, 3 state agencies, 5county coordinators, onetribal organization andnumerous other aging andoutreach programs.

Senior Corps and Volunteer Center Network

This year, four of five Sil-ver Bowl recipients in thefive county region weremembers of the FiveCounty Senior Corps. InBeaver County, RSVP vol-unteer Orvis Bowers wasrecognized with Utah'shighest and most presti-gious volunteer award forhis efforts to research anddevelop a booklet about hiscounty's 100+ historichomes for distribution inthe community.

Foster Grandparent volun-teer Peggy Hilliard wasthe Iron County recipient,recognized for her out-standing efforts in theclassroom, exemplified bythe 100% pass rate of firstgrade students in theirEnd-of-Year reading as-sessment.

RSVP volunteer ClarkFrandsen was recognizedin Garfield County for hisconsistent efforts - despiterain, snow, and blizzardconditions - to deliver hotmeals to homebound resi-dents of his community asa Meals-on-Wheels driver.

Eighteen of 25 Volunteersin Public Safety (VIPS)were recognized for theirefforts to support the St.George Police Department-on the street and in theoffice- as recipients of

Washington County's SilverBowl award.

Senior Corps connects to-day’s over 55's with thepeople and organizationsthat need them most. Theybecome mentors, coaches orcompanions to people inneed, or contribute their jobskills and expertise to com-munity projects and organi-zations. Their contributionsof skills, knowledge, andexperience make a real dif-ference to individuals, non-profits, and other commu-n i t y o r g a n i z a t i o n sthroughout the region.

Three volunteer centers inthe region expand the reachof volunteers beyond seniorprograms to youth-basedactivities, health insurancecounseling and other com-munity efforts.

Transportation Planning

Recognition recently cameto Utah transportationpartners after building thenation’s first StatewideUnified Long RangeTransportation Plan,which includes an ongoingprocess a n d commitmentto collaborate into the fu-ture.

Partners involved in thisprocess include the UtahD e p a r t m e n t o fTransportation, WasatchFront Regional Council,Mountainlands AOG, DixieMetropolitan PlanningOrganization (Five Coun-ty AOG), Cache ValleyMPO and the FHWA Divi-sion office in Salt LakeCity.

Awards presented were: 1) FHWA, Salt LakeDivision Office-- Re-ceived the 2008 FederalHighway Administration’s

Award for “OutstandingLeadership in PlanningOversight”;

2) Utah Department ofTransportation andour four MPO’s-- Re-ceived the 2008 AmericanAssociation of State High-way and TransportationOfficials’ (AASHTO),“Presidents Award forPlanning Excellence”; and

3) The Utah MPO’s, ofwhich three operatewithin AOG structurei n o n e f o r m o ranother– Received the“2008 National Award forOutstanding Collaborationin Metropolitan Transpor-tation Planning” from theAssociation of MetropolitanPlanning Organizations.

Weatherization and Housing Rehabilitation

‘Jane’ didn’t know what todo. She loved her prop-erty in Ivins, but her 1978trailer was giving out. The ceilings sagged fromroof leaks, old wiring hadblackened one wall, andmold was growing in theflooring as plumbing de-teriorated. That waswhen Danna Alvey withthe Five County Associa-tion of Governmentsstepped in to help.Through the Rural UtahSingle Family Rehabilita-tion and ReconstructionProgram, with fundingfrom the Olene WalkerHousing Loan Fund, Divi-sion of Housing and Com-munity Development,Danna was able to negoti-ate a low interest loanfrom the State of Utah,locate a contractor, andfacilitate the replacementof Jane’s old home with anew and affordable one.

At a modest 1090 squarefeet, the home has 3 bed-rooms and 2 baths, withgarage. Constructionmeets Energy Star com-pliance. This lowers util-ity costs, conserves en-ergy and assists thehomeowner to pay thebills. Snow Canyon Con-struction in Santa Claraeasily met the standards. The result is a safe,affordable, modest homethat is built to last.

Weatherization helps low-income families conserveenergy and improve theirliving conditions. Profes-sionally trained crews per-form on-site home energy

audits, install insulation,seal off air leaks, makemodifications to (or re-place) existing heatingsystems and make minorrepairs to ensure safety.Once installed, these en-ergy saving measures help reduce heating andcooling costs for years tocome.

The Critical Needs Hous-ing/Emergency Home Re-pair Program providesassistance to eligibleh o m e o w n e r s f o remergency-type home re-pairs that pose a potentialhealth and safety threat tothe occupants.
