I. Contexto e Objectivos
Este seminário tem lugar no contexto das actividades em curso do Grupo de Investigação Políticas de Interesse Público, Desenvolvimento Humano e Inclusão Social do Centro de Estudos para o Desenvolvimento Humano (CEDH). O seminário é realizado igualmente em parceria com o Programa de Doutoramento em Serviço Social FCH.
Os organizadores do seminário consideram que o centenário do Relatório do Flexner, que questionou a posição de serviço social como uma profissão, é um marco heurístico para promover a reflexão e debate sobre o itinerário do serviço social nos últimos anos sob uma conjuntura muito complexa e crítica.
Neste contexto, os objetivos do Seminário são:
- Contribuir para divulgar e debater trabalhos de investigação sobre as tendências contemporâneas da prática do serviço social no âmbito de um contexto social de incerteza e complexidade;
- Reabrir o questionamento do serviço social como profissão actualmente face ao relatório Flexner;
- Revisitar os debates clássicos da arte do serviço social voltado para o acentuar do caráter instrumental da profissão e o gerencialismo;
- Criar oportunidades de debate e reflexão entre os pesquisadores, doutorados e alunos de pós-graduação em temas relevantes relacionados.

Este seminário tem lugar no contexto das actividades em curso do Grupo de Investigação Políticas de Interesse Público, Desenvolvimento Humano e Inclusão Social, do Centro de Estudos para o Desenvolvimento Humano (CEDH). O seminário é realizado igualmente em parceria com o Programa de Doutoramento em Serviço Social FCH.
Os organizadores do seminário consideram que o centenário do Relatório do Flexner, que questionou a posição de serviço social como uma profissão, é um marco heurístico para promover a reflexão e debate sobre o itinerário do serviço social nos últimos anos sob uma conjuntura muito complexa e crítica.
O programa contará com a contribuição de académicos convidados com experiência sobre este tema e com uma sessão para apresentação de comunicações por pesquisadores neste campo (académicos, alunos de doutoramento, investigadores) e profissionais com experiências interessantes em serviço social e outras profissões sociais. Os organizadores irão apelam à apresentação de comunicações sobre este tema e com base no trabalho de investigação ou experiência profissional desenvolvida pelo autor proposto. Assim, três vertentes principais e diferentes temas podem ser considerados para apresentação de comunicações, considerando o Relatório da Flexner como um marco no desenvolvimento do serviço social como profissão e disciplina:

Keynote paper presented to, VIII InternaKonal Social Work Seminar at Catholic University of Portugal, 18-‐20, June.
I am convinced that art represents the highest task and the truly metaphysical ac6vity of this life (Friedrich Nietzsche).
Consider the relevance of art for social work not only in terms of metaphysical qualiKes of the sublime and the charming, but also alongside the tragic and grotesque. Cast as intense and fragile, and potenKally transformaKve moments. From this perspecKve social work is understood as, first, an arKsKc a[unement, and second, an art in the service of a poliKcs of liberaKon.
The paper is wri[en in part to celebrate the earlier work of Hugh England who pioneered phenomenological research for social work. England’s path breaking book Social work as Art (1986), published just over 20 years ago, remains a pivotal analysis to the concept of social work as art. At the Kme it fuelled a rich debate about the fundamental nature of social work e.g. Is social work an art or a science?

The ‘value of art’ for social work cannot be reduced to the simple aspect of expression through a form of correlaKon between pracKce and art. It cannot be configured as something that has value in itself simply because it is arKsKc, or because it conveys some posiKve aestheKc aura of experienKal pracKce.
A different route is taken in considering the value of art for social work by drawing on the luminous phenomenological wriKngs of MarKn Heidegger. In so doing, I reject terms that normally dominate consideraKons of this kind, such as ‘individual creaKvity’, ‘aestheKc experience’, ‘arKsKc intenKon’, ‘subjecKve taste’ and ‘arKsKc judgement’.
Important to resist the kind of senKment expressed by Oscar Wilde in his 1891 essay The Soul of Man under Socialism where he tells us that ‘A work of art is the unique result of a unique temperament. Its beauty comes from the fact that the author is what he is.’ This subjecKvist aestheKc with its vicious self-‐referen2al autonomy is unhelpful in trying to understand the art of social work.
Phenomenology of art
Contemporary theories of art have approached the quesKon ‘What is art?’ from two dominant perspecKves. The first focuses on the creator of art (Nietzsche’s approach), the second on the receiver of art (Kant and Schopenhauer’s approach) Phenomenology dismisses both approaches, focusing instead on the work of art itself.
The key to avoiding the dominant form of Cartesian subjecKvist psychology for Roman Ingarden’s phenomenology was in developing the centrality of the concept of intenKonality, the term most closely associated with phenomenology (Sokolowski, 2000: 8). He asked the provocaKve quesKon “Can the artwork itself have an intenKonality?” Does the art have its own material vitality?

Heidegger’s The Ques1on Concerning Technology and The Origin of the Work of Art In The Essence of the Truth (1930), Heidegger
suggests that the elucidaKon of art works is a privileged way of uncovering truth. Here truth is conceived in terms of excepKonal events, intense moments, rare and fragile experiences that lead to a form of commitment and a[unement with the world. Truth subtracts from what you previously believed or understood to be a state of affairs. It dispels the normaKve.
Shawn Moi (2006: 17) explains, with this approach:
we are given a highly original concepKon of the art work as that into which truth sets itself. Truth happens there. We are here of course referring to truth as Aletheia (struggle to “dis-‐close”).
Concealing is a persistent theme in theology. Proverbs 25:2 says "it is God's privilege to conceal things but the glory of king's to seek them out". In several places in the Bible it is menKoned about the way God "hides his face" from humankind (Ezekiel 39:24; Deuteronomy 32:20; Psalms 30:7)
Darker criKcal side to Heidegger's thinking on art focused on “the malaise of modernity”. In The Ques6on Concerning Technology, Heidegger (1997) maintains that the instrumentalist or calculaKve view of technology is destrucKve for human and animal life. In social work it has become a dominant regime with the development of new ‘technologies of care’ that narrow the possibiliKes for rich face-‐to-‐face pracKce (Webb, 2006: 141–168).
Technical raKonaliKes consKtute frontline pracKce at two levels. First, they provide for ‘what counts’ or ‘works’ as pivotal. What counts in relaKon to the calculaKve worldview is that which can be detected, measured, and “evidenced”. Here the obsession is with measurement and calcula6on. Second, the instrumentalist worldview determines standards, rules and guidelines in calculaKng or predicKng the truth and falsity of intervenKons or ‘what works’. Here is the obsession is with effec6veness and efficiency.

A key quesKon is: How do things presents themselves to us in such a way that they come to dominate the way we see things in the world? For example, if things manifest themselves as aspects of profit and capital, people treat things one way; as things to be possessed and accumulated; if things reveal themselves as shared or collecKve property, people treat them in a very different way: as things to be shared and giEed.
Heidegger came to view the one-‐dimensional, technological mode of understanding in the history of human subjecKvity – as calculaKve reason. He saw it as one stage in history iniKated in ancient Greece, whereby a producKonist metaphysics of "being-‐as-‐having" was privileged. Agamben calls this the total economisa1on of life, the economisaKon of Kme and space.
Heidegger maintains that in order to free ourselves from this economisaKon of life, and alienaKng influence of producKonist technology we need to recover our rootedness in the world. We must culKvate a mode of a[unement, which he calls a ‘releasement toward things’. To be ‘released’ toward a thing is to aBend to it as the par1cular thing that it is, rather than as a subsKtute for some other thing that would serve the same funcKon.
In contrast to Expressionist art, Heidegger’s treatment of Van Gogh’s ‘Peasant Shoes’ emphasises the simplisKc portrayal of an earthy everyday object. Owsley (2002) says the painKng expresses inherent feelings of frustraKon, pain and concern that come much closer to a phenomenological concepKon of art. ‘The care with which Van Gogh has imbued his simple subject ma[er is far from the grand visions of righteousness or arrogance. The shoes are not “beauKful” but hard, heavy, bulky, and rough’ (p.4)
The shoes bring soil and the Earth into a rela6on that establishes the peasant woman within a historical place.
‘From the dark opening of the worn insides of the shoes the toilsome tread of the worker stares forth. In the sKffly rugged heaviness of the shoes there is the accumulated tenacity of her slow trudge through the far-‐spreading and ever-‐ uniform furrows of the field swept by a raw wind. On the leather lies the dampness and richness of the soil. Under the sole slides the loneliness of the field path as the evening falls’ (1971: pp.33-‐34).

Art and social work as radical agonis2cs The art’s work is a subtracKve intense event – or series of events – that is disrupKve, incommensurable and conKngent. Derived from an improvisaKon, whereby all past experience, knowledge of rules and procedures do not suffice to predict or produce an outcome. It resists the uniformity of economic reasoning or a[empts to standardize through mantras such as "what works". It is not a way of doing, it is a way of approaching the world.

Art is an Entanglement -‐ intense process which punctuates the real/imagined. An event which subtracts from previous normative conceptions. Focus is not on inputs or outputs.
This art is transformaKve in the sense that it manifests itself conKnually anew, and, in keeping with this, social work as art can never be a closed system. In a fundamental sense it is the art and not the social worker that assembles what is pracKce, that provides bounds and lets everything stand in relaKon to everything else.
There is nothing problem solving about it. You will not find it in policy guidelines, manuals, computer databases, case notes, team meeKngs or conference reviews. The social worker will recognise that the art’s work does not figure among a set of measurable outcomes. The truth of art cannot be predicted, calculated or prescribed. It is always surprising, disrupKve and ouen the result of an accidental event. It cannot be grasped through purposive acKon alone.
This art is revealed in the gaps, the rius, the dislocaKons, inconsistencies and incoherence of what is said or remembered. The composiKon of art as work comprises the talents, acKons and qualiKes of the social worker, which are indisKnguishable from the process and the context – the relaKonship within which the work happens, the situaKon in which it is imbedded, personal, professional and social expectaKons.

The art of social work is not a repeKKon, boredom or descripKon of what exists, but instead a momentary pause in which parKcipants invent or imagine what has not yet taken place. They invent new possibiliKes. The social worker and client show commitment to the ongoing and durable salience of their relaKonship. Clients – and most of us – can recount in vivid detail a moment when some new insight that had lasKng impact was reached.
The art’s work must wrest and agonise in order to bring forth the authen1c, and that which is to be preserved. This requires fidelity on the part of the social worker to discern in a situaKon any mulKples of possibility to the event, whether real or anKcipated.
Here art is a sensibility in entering in and making rela1ons. It is a[ending to the 'beyond' of meaning that things present. To listen is not simply to hear. It is to parKcipate in the resonance of things and of oneself-‐with-‐things. Sensibility here is situated in the imaginaKons senKment of itself. The imaginaKon feels itself passing to the limit. It has the feeling of the sublime in its effort or tension.
Art is, as Felix Gua[ari once said, ‘an alterity grasped at the point of its emergence'. It is a process of transformaKon and the emergence of the new, of people to come. Art is forever in the process of escaping itself. A arte é para sempre no processo de escapar -‐se Obrigado

¿Cómo se define ese sen<do?

Técnicos de la reforma

Caridad y Auxilio social versus derechos sociales § 1ª escuela de asistentas sociales: Barcelona, 1932, como

España se interrumpe en julio de 1936: Guerra Civil. § Después de la guerra se promueve la creación de la
profesión, como parte proyecto del nacionalcatolicismo que entendía la acción social § Como estrategia contrarrevolucionaria del régimen franquista ante
el reconocimiento de derechos sociales de los colec5vos más desfavorecidos que se había realizado en la II República.
§ Contribuir a la creación de un nuevo orden social sin la lucha de clases: par5do y sindicato único.
Visitadoras de los pobres y damas de la caridad (Antes de 1950) § Para ello se necesitaban personas formadas que
cumplieran una doble función social de § Distribución ayuda material a los pobres § Socialización y moralización.
§ Se pensó en las mujeres pertenecientes a congregaciones religiosas femeninas, maestras y señoras de la aristocracia y de la burguesía, con vocación asistencial y carita5va.
§ A las que se denominó: § las visitadoras de los pobres y de los presos, en el ámbito de la
beneficencia pública § las damas de la caridad, en el ámbito de la iglesia católica
Las primeras asistentes sociales (1950-‐1970) § La formación de los trabajadores sociales comenzó a extenderse en los años 50 del siglo XX
§ La formación de las primeras promociones: § carácter religioso, orientación generalista y aplicada a la prác5ca,
§ que ofrecían a las alumnas una formación personal y no solo profesional con materias como moral, psicología o derecho.
Las primeras asistentes sociales (1950-‐1970) § Salidas laborales: en5dades dependientes de la iglesia
católica, del estado, de las empresas, de las cajas de ahorros y algunas asociaciones.
§ El contenido de trabajo: atención de casos con un planteamiento asistencialista de valoración de las situaciones de necesidad y de distribución de ayudas materiales.
§ Condiciones laborales: § la profesión carecía de las condiciones necesarias para su regulación
laboral: sueldo o unos horarios de trabajo, § dado que la aceptación de una remuneración económica supondría
la desaparición de la noción de ideal y de vocación.
Agentes de cambio (1970-1980)
§ En los años sesenta y setenta, los trabajadores sociales españoles se cues5onan sus funciones de defensa del orden social y su labor de adaptar a las personas a una sociedad represiva e injusta.
§ Tomando como referentes: § Paolo Freire § Los autores la5noamericanos de la reconceptualización del trabajo
social
§ De “técnicos de la reforma”, muchos trabajadores sociales pasaron a “agentes de cambio” o “profesionales de la emancipación”.

Agentes de cambio (1970-1980)
§ La realidad social muestra que las desigualdades sociales que dieron razón a la creación de los trabajadores sociales no sólo no han disminuido sino que han aumentado.
§ Por lo tanto, no era posible que con los trabajadores sociales contribuyéramos a un cambio estructural.
§ Porque esta profesión forma parte de un sistema de división social del trabajo que no es esta la función que nos asigna.
§ A finales de los años setenta la profesión de trabajo social en España vive una profunda crisis y la profesión se plantea como retos: § Par5cipar en el diseño de la polí5ca social: servicios sociales personales § Mejorar la escasez de sus contenido teóricos y de intervención § Luchar por la adquisición de un htulo superior (Zamanillo, 2009).
La profesión se consolida (Desde 1980) § En la década de los ochenta la profesión avanza de forma significa5va
en su proceso de profesionalización y consigue logros como § Contribuir de forma significa5va a la creación del Sistema de Servicios
Sociales § Elevar el nivel académico los estudios: Grado y de los postgrados en trabajo
social § Mejorar la formación permanente de los profesionales sobre todo en
trabajo de casos y familia. § Incrementar la supervisión profesional. § Aumento de la publicaciones en trabajo social.
§ No es fácil consolidar esta profesión de mujeres trabajando con pobres: la falta de reconocimiento hacia los pobres y hacia las mujeres dificultaba cualquier reivindicación (Báñez, 2005).
Malestares e insa<sfacciones
§ Muchos los trabajadores sociales se sienten insa5sfechos con el trabajo que realizan y quemados por la u5lización que se hace de la profesión y de los profesionales: ges5ón de unos servicios sociales mínimos y burocra5zados.
§ Unas insa5sfacciones que § Han puesto en evidencia las contradicciones entre la función social
de la profesión y la definición que hacen los trabajadores sociales de la misma.
§ Se manifiestan en la queja permanente, de las ins5tuciones, de los empleadores, de los usuarios, etc.

(2000), exigem recalibragem funcional do sistema. O Serviço Social, ao longo da sua história, passou por inúmeros processos de transformação, o último dos quais tem subjacente a implementação das lógicas de funcionalidade do Estado Social e da política social. Subscrevendo Branco & Amaro (2011) com as chamadas políticas socais ativas, as práticas profissionais do Assistente Social valorizaram princípios advindos de uma racionalidade instrumental, focada na eficácia, na produção de resultados, na apertada definição de procedimentos e na contratualização. Todavia, as políticas sociais ativas, de abordagem contratualista, implicam uma
interpretação da pobreza capaz de valorizar o “sentir” das necessidades e das expectativas e de alargar a interpretação da vulnerabilidade ao lugar, entendido como conjunto de oportunidades ou de barreiras. No discurso formal da inclusão social, as novas políticas sociais ativas parecem implicar o desenvolvimento de práticas profissionais de ação comunitária, de desenvolvimento comunitário e ambiental e de coordenação de redes e programas. Esta comunicação enquadra-se numa investigação de doutoramento em Serviço Social, que recorre aos métodos qualitativo e etnográfico percorrendo as políticas, os dilemas dos Assistentes Sociais face à orientação formal da inclusão social e as práticas de intervenção comunitária dos Assistentes Sociais integrados profissionalmente em estruturas de implementação do Rendimento Social de Inserção, do Programa Rede Social e do Programa Contratos Locais de Desenvolvimento Social Estas mudanças nas políticas sociais implicam a repescagem do Serviço Social de comunidades e a sua recriação e renovação enquanto método profissional? TRENDS OF PROFESSIONAL PRACTICES OF SOCIAL WORKER WITHIN THE REFORM OF SOCIAL POLICIES ABSTRACT: The traditional systems of Welfare State are under an ongoing reconfiguration process that bear adaptations of the welfare system to the current catalog of social risks, and, in line with Ferrera et al. (2000), require a functional recalibration of the system. The Social work throughout its history, has undergone numerous processes of transformation, the latter of which is underpinned by the implementation of the logical functionality of the welfare state and social policy. Subscribing Branco & Amaro (2011) with the so-called active social policies, the social worker practices valued principles arising from an instrumental rationality, focused on effectiveness in producing results in the tight definition of procedures and contracting. However, active social policies, on the contractualist approach, involve an interpretation of poverty, able to interpret the "feel" of the needs and the expectations and able to enlarge the interpretation of vulnerability to the place, understood as a set of opportunities or barriers. In the formal speech of social inclusion, the new active social policies seem to imply the development of professional practices of community action, community and environmental development and coordination of networks and programs. This communication is part of a doctoral research in Social Work, which makes use of qualitative and ethnographic methods, covering the policies, the dilemmas of the social workers concerning the formal orientation of the social inclusion and the practices of community intervention of the integrated social workers professionally in implementing structures of the Social Integration Income, the Social Network Programme and the Programme Social Development Local Contracts. RESUMO: Esta comunicação traduz parte de investigação realizada pela autora, em que se pretendeu questionar os desafios colocados aos Assistentes Sociais, no seu quotidiano, nomeadamente em contexto de atendimento social, e analisar como os profissionais respondem a esses mesmos desafios. Pretendeu-se, ainda, avaliar a coerência entre as narrativas e as práticas dos profissionais ditos ‘de terreno’ e, em que medida, umas e outras se aproximam ou se afastam do projecto profissional do Serviço Social. Esta comunicação centra-se, especificamente, na dimensão política do Serviço Social e na articulação entre valores pessoais e valores profissionais, ancorando-se no conceito de orientações sociais (CASANOVA, 2004), formalizado pelo autor a partir de duas dimensões analíticas: a orientação relativa à desigualdade social, distinguindo orientações de inconformidade, em que os inquiridos avaliam a desigualdade social como não sendo inevitável, e de conformidade, em que os inquiridos avaliam a desigualdade social como inevitável; e a orientação da acção, distinguindo orientações pró-activas, em que os inquiridos fazem uma avaliação positiva da consequência social da acção dirigida por objectivos, e não pró-activas, em que os inquiridos afirmam descrença relativamente à consequência social desse tipo de acção. Relaciona-se as práticas de informação e de opinião com a reflexividade social dos/as assistentes sociais portugueses/as e desta com a capacidade teleológica destes agentes tomados individualmente. Mostra-se a importância de traços culturais associados às orientações relativas à desigualdade social e da acção, na vivência da profissão.
PROFESSIONAL PRACTICE, REFLEXIVITY AND SOCIETAL INVOLVEMENT: DEBATES IN SOCIAL WORK
ABSTRACT: This paper presents part of research conducted by the author, in which it was intended to question the challenges facing social workers in their daily lives, particularly in the context of social care, and examine how professionals respond to these challenges. It was also intended to evaluate the coherence between narratives and practices of professionals and to which extent one and the other take steps towards or move away from the professional project of Social Work.
This paper focuses specifically on the political dimension of social work and on the relationship between personal values and professional values, anchoring the concept of social orientations (CASANOVA, 2004), formalized by the author from two analytical dimensions: the orientation on social inequality, distinguishing non-compliance of guidelines, in which respondents evaluate social inequality as not inevitable, and compliance, in which respondents evaluate social inequality as inevitable; and the orientation of the action, distinguishing proactive guidelines, in which respondents make a positive assessment of the social consequence of the action directed by objectives, not proactive, in which respondents claim disbelief regarding the social consequence of such action. It relates practices concerning information and opinion to social reflexivity of the Portuguese social workers and this with the teleological ability of these agents taken individually.
It demonstrates the importance of cultural traits associated with the orientation on social inequality and action to the professional experience.
MANAGERIALISMO E PRÁTICAS REFLEXIVAS EM SERVIÇO SOCIAL: ( IN)COMPATIBILIDADES?
Carla Marina da Cunha Ribeirinho, Universidade Lusófona de Humanidades e Tecnologias [email protected] RESUMO: Esta comunicação resulta de uma pesquisa em curso desenvolvida no âmbito de um projecto de doutoramento em Serviço Social sobre as práticas reflexivas dos assistentes sociais. Situa-se neste Seminário no âmbito dos impactos da ascensão do gerencialismo na prática profissional dos Assistentes Sociais. Tem como objetivo evidenciar práticas de managerialismo num Serviço de Apoio Domiciliário num contexto de racionalização das respostas. Apresentamos o resultado de entrevistas realizadas a profissionais de Serviço Social (11 assistentes sociais) com o objectivo de compreender as representações e significados que estas profissionais têm sobre o tema em análise. Num processo de análise indutivo adoptamos a análise de conteúdo temática e categorial, extraindo das entrevistas apenas os dados relativos ao tema do managerialismo. Vários autores (Amaro, 2009, 2014; Passarinho, 2012; Webb, 2006) têm reflectido sobre tendências de burocratização e tecnificação das práticas dos Assistentes Sociais, salientando os riscos de as mesmas reduzirem a intervenção a meros formalismos, drenando-o do seu conteúdo ético, político e axiológico. Efectivamente, em diversos contextos de intervenção do assistente social verifica-se cada vez mais pressão para a focalização nos resultados e para a quantificação e rapidez das respostas. A acrescer a todos estes fenómenos, o aumento do peso da utilização das plataformas informáticas para registo e seguimento da intervenção, nem sempre se tem constituído como uma qualificação da intervenção, sobretudo do ponto de vista humano e relacional. Tal pressuposto coloca na agenda profissional dos assistentes sociais a necessidade de reflectir e debater sobre como as questões do managerialismo, da competence-based e da evidence-based practice impactam na intervenção profissional dos assistentes sociais, sobretudo num tempo em que as situações sociais são cada vez mais complexas. Esse pressuposto só será possível com o desenvolvimento de uma maior consistência científica por parte dos assistentes sociais potencializando práticas reflexivas que rejeitem o pragmatismo assente na ideia do fazer em detrimento do pensar e da dispensabilidade da reflexão. Neste contexto é importante que os profissionais potenciem a reflexividade sobre e na acção, sob pena do esvaziamento do projecto ético-político da profissão (Amaro, 2009:390). MANAGERIALISM AND REFLEXIVE PRACTICES IN SOCIAL WORK: ( IN) COMPATIBILITIES? ABSTRACT: This communication results from an on-going research developed in an doctoral project in SW. These research project analyse the reflective SW practices in home care services for older people. We consider, as part of this seminar, the impacts of managerialism to professional practice in the context of rationalization of social facilities. We present the results of eleven professionals interviewed in order to understand the representations and meanings about the topic under review. We carry out a thematic and categorical content analysis for extracting in the interviews just the managerialism theme. Authors shuts as Amaro (2009; 2014), Webb (2006) e Passarinho (2012) have reflected on bureaucratization and technicalisation of the Social work practices, highlighting the risks of reducing the SW intervention to mere formalities, draining it of its ethical, political and axiological content. Indeed, in several social workers’ intervention contexts we realize more and more the pressure to focus on results and for quantification and speed of the social facilities. Added to all these phenomena, the increasingly weight of the use of computing platforms for registration and tracking of the intervention has not always been represented as a qualification of the intervention, particularly in the humanitarian and relational point of view. This assumption puts on professional’s agenda, the need to reflect on and discuss how managerialism issues, the competence-based and evidence-based practice, impact on the professional intervention, especially at a time when social situations are increasingly complex.
DA AÇÃO VOLUNTÁRIA À AÇÃO PROFISSIONAL NO SERVIÇO SOCIAL: PERCURSO, TRAÇOS E DESAFIOS

Por outro lado, propõem-se também o cruzamento com a noção de dom, conceptualizada entre outros autores, por Marcel Mauss, Jacques Godbout e Alain Caillé. Trata-se de um trabalho que pretende ser essencialmente uma reflexão exploratória sobre a evolução de Serviço Social na relação com a ação voluntária, que esteve na sua origem, mas com a qual hoje vive situações que podem ser de total separação e afastamento intencional, ou no extremo oposto, relações de confusão e até sobreposição de papéis. No contexto atual podemos assistir a comportamentos e narrativas que se opõem à ação voluntária demarcando-se claramente dela. Mas ao mesmo tempo podemos observar, e nos últimos tempos de forma crescente face à alteração das políticas e respostas sociais, a profissionais que recorrem a atores voluntários para que na sua ação possam encontrar soluções face às limitações com que se vêm confrontados. Deste modo colocam-se algumas questões:
- será a lógica da ação voluntária, assente na dinâmica do dom e da gratuidade, incompatível com a lógica profissional mais assente na eficácia e na eficiência? Se sim em que aspetos? Se não que razões podem levar a estes comportamentos?
Com esta reflexão pretende-se aprofundar a conclusão de Sherr e a partir dela desenvolver uma pesquisa que possa compreender a influência dos fatores por si enunciados como a “insegurança” e a “evasão” de modo a poder contribuir para um reforço da identidade ultrapassando o receio da desprofissionalização. ABSTRACT: This working paper has a main reference the work of Michael Sherr, in particular his reflection on the development of Social Work as a profession and its relation with the voluntary action that originated it. On the other hand, we also suggest a cross analysis with the notion of gift, conceptualized by Marcel Mauss, Jacques Godbout and Alain Caillé. It is intended to be essentially an exploratory discussion about the evolution of Social Work in relation with the voluntary action, which was in its origin, and with which today it lives situations that can be of total separation and intentional clearance, or the extreme opposite, relations of confusion and even overlapping roles. In the present context we can watch behaviours and narratives that oppose the voluntary action, demarcating clearly from it. Simultaneouly, we can also observe that in recent times, due to a significant change of policies and social responses, an increasingly number of professionals have returned to the volunteers action in order to find solutions to overcome the limitations they are faced with. As a consequence, one can question:
- Is the logic of voluntary action, based on the dynamics of the gift and gratuity, incompatible with the professional logic based on effectiveness and efficiency? If the answer is yes, in which aspects? If the answer is no, which reasons can lead to these behaviours?
With this reflection we want to deepen Sherr’s conclusions and try to develop a research that may understand factors like "insecurity" and "avoidance", in order to answer the raised questions and contribute to a strengthening of identity overcoming the fear of de-professionalization. SERVIÇO SOCIAL E O “NOVO” PROFISSIONALISMO: A DIFUSÃO DO DISCURSO NO CONTEXTO HOSPITALAR

O percurso evolutivo do Serviço Social tem o seu período de maior expressão e acordo ideológico com o Estado de bem-estar, criado no contexto do pós II Guerra Mundial - em que a criação do Serviço Nacional de Saúde é uma das especificidades mais importantes. Todavia, esta estrutura, aparentemente, tão sólida e interiorizada tem vindo a ser colocada em causa do ponto de vista social, económico e cultural. (Rosanvallon, 1992; Streeck, 2013). A crise do Estado- Providência não significa o seu fim, mas traduz a redefinição das funções do Estado na sua relação com a sociedade. Ora, em Portugal, a área da saúde e em particular as instituições hospitalares têm sido submetidas a novas formas de organização, em que muito mais está em causa do que novos princípios de gestão e mudanças na estrutura burocrática. O novo figurino jurídico que introduziu o modelo de gestão empresarial nos hospitais, a escassez de recursos financeiros, a pressão constante das populações por adequados cuidados de saúde têm conduzido a mudanças na rede de cuidados, acompanhada por uma exigente profissionalização das equipas de gestão ao que o Serviço Social não ficou alheio. Diariamente, os assistentes sociais são confrontados com a necessidade de mediar interesses e valores entre o Estado que regula e financia (maioritariamente), a gestão empresarial que busca a eficiência económica de uma área sensível como a saúde, o utente que procura as soluções sociais e a profissão que se reconfigura em função das dinâmicas sociais. Neste contexto, pretendemos colocar em análise a compatibilidade entre o atual discurso sobre o profissionalismo institucional - orientado por políticas neoliberais, centrado nos objetivos de racionalidade económica e com novos ditames sobre a forma de organização do trabalho e os objetivos do grupo profissional dos assistentes sociais sobre a sua autonomia, conhecimento especializado, sentido de missão e visão para o futuro. SOCIAL WORK AND “NEW” PROFESSIONALISM: THE SPREED OF THE DISCOURSE IN HOSPITAL SETTING The evolutionary path of social work has its period of greatest expression and ideological agreement with the Welfare State created after World War II - in which the creation of the National Health Service is one of the most important features. However, this apparently so solid and internalized structure has been called into question from the social, economic and cultural point of view (Rosanvallon, 1992; Streeck, 2013). The welfare state crisis does not mean its end, but reflects the redefinition of state functions in its relationship with society. Now, in Portugal, the health sector and in particular the hospitals have been subjected to new forms of organization, where much more is at stake than new management principles and changes in the bureaucratic structure. The new legal status that introduced the business management model in hospitals, the shortage of financial resources, the constant pressure of populations for appropriate health care have led to changes in the network of care, accompanied by a demanding professional management teams to the Social Work was not oblivious. Every day, social workers are faced with the need to mediate interests and values of the State which regulates and pays (primarily), the corporate management that seeks economic efficiency of a sensitive area such as health, the user seeking social solutions and the profession reconfigures itself depending on the social dyna mics. In this context, we intend to put in question the compatibility of the current discourse on the institutional professionalism - guided by neoliberal policies focused on economic rationality goals, new dictates on organizational work and the professional goals of social workers about their autonomy, expertise, sense of mission and vision for the future. ACOLHIMENTO FAMILIAR DE CRIANÇAS E JOVENS EM PORTUGAL

Propõe-se radicar a importância do texto centenário de Abraham Flexner na reflexão em torno das tendências
das políticas sociais e na sua relação com o serviço social. O critério da intelectualidade e da responsabilidade
individual a que se refere o autor como atributo de uma profissão orienta a análise de dicotomias presentes no
exercício do serviço social entre práticas e teorias, possibilidades e limites, advocacia social e manutenção
funcional, entre outros desafios que se colocam a assistentes sociais. A tendência do Estado em delegar, no Terceiro Sector, a execução de políticas públicas legitima a preocupação de profissionais norteados pelos princípios basilares do serviço social: justiça social e direitos humanos. O caso dos sistemas de proteção de crianças tem sido revelador desta tendência em alguns contextos internacionais onde a privatização dos serviços de acolhimento familiar e de adoção são práticas correntes. No contexto português, o Estado revela incapacidade na implementação do acolhimento familiar de crianças e jovens e, assim, na efetivação do direito que assiste crianças e jovens a uma adequada convivência familiar. No seguimento de uma investigação sobre o acolhimento familiar de crianças e jovens em Portugal, pretende- se desconstruir a ambivalência entre os mecanismos que reproduzem as regularidades de (não) implementação desta medida de proteção. Para tal, apresentam-se dados obtidos através de entrevistas semiestruturadas a duas assistentes sociais testemunhando sobre a implementação do acolhimento familiar em instituições do Terceiro Sector, através das quais serão relacionadas perspetivas sobre legitimidades institucionais e prioridades na intervenção com crianças e jovens retiradas do seu meio familiar, tendo como pano de fundo a intelectualidade e a responsabilidade individual da classe profissional de assistentes sociais.

TO BE SOCIAL WORKER BETWEEN RESPONSIBILITIES AND CONFLICTING INTERESTS: THE EXAMPLE OF
CHILDREN AND YOUTH FOSTER CARE IN PORTUGAL ABSTRACT:
We propose to root the importance of Flexner’s centenary text on reflecting the trends of social policies in relating
them with social work. The criterion of intellectuality and individual responsibility referred by Flexner as a
profession’s attribute guides towards the analysis on existing dichotomies in the exercise of social work between
practices and theories, possibilities and limitations, social advocacy and functional maintenance, among other
challenges faced by social workers. The State's tendency to entrust the Third Sector through the execution of public policies legitimates concern from professionals guided by the basic principles of social work: social justice and human rights. The case of child protection systems has been revealing this trend in some international contexts where the privatization of foster care and adoption services are current practices. In the Portuguese context, the State is failing the implementation of foster care and thus achieving the right of children and young people to an adequate family life. Following an investigation into the foster care of children and young people in Portugal, we intended to deconstruct the ambivalence between the mechanisms that reproduce the regularities of (non) implementation of this protection measure. In order to do so, we present data obtained through semi-structured interviews with two social workers addressing the implementation of foster care in Third Sector institutions, through which we will relate perspectives on institutional legitimacy and priorities for intervention with children and youth removed from their family environments, with intellectuality and individual responsibility as a setting for social workers’ professional group.

METODOLOGIA DO ATENDIMENTO INTEGRADO: A EXPERIÊNCIA PROFISSIONAL DESENVOLVIDA EM LOURES Hélia Bracons, Universidade Lusófona de Humanidades e Tecnologias; [email protected]
RESUMO: Centrando-se no trabalho de pesquisa realizado no Concelho de Loures, tenta-se dar a conhecer, de forma exploratória, a intervenção do assistente social, no âmbito da metodologia do Atendimento Integrado. O Atendimento Integrado, enquanto metodologia de intervenção enquadra-se no quadro das políticas públicas, locais e territoriais e tem como principais orientações intervir nos problemas sociais e nas situações de pobreza, tendo presente a pessoa e os direitos humanos. A proximidade às pessoas e o trabalho em parceria surgem como ferramentas essenciais na relação e na intervenção destes profissionais. Esta metodologia surge como inovadora, face à intervenção do Serviço Social, atribuindo ao profissional o papel do gestor de caso. Pretende-se reflectir sobre a ascensão do gerencialismo e os seus impactos na profissão do assistente social, analisando e compreendendo sobre a forma como esta metodologia se reflecte na prática dos profissionais, no território de Loures.

METHODOLOGY OF INTEGRATED PRACTICE IN SOCIAL WORK: THE EXPERIENCE DEVELOPED IN LOURES
ABSTRACT: This paper is a contribution to the understanding of the social integrated practice in social work, in Loures council.
The integrated practice, as a method of intervention in social work, is part of public and local and has main objectives the understanding and resolution of social problems, namely poverty and fulfillment of human rights. Face a face relationships and teamwork become essential tools for such professional intervention. The recent methodology is particularly demanding and creates a new role: the case manager.
It is intended to reflect on the rise of managerialism and their impacts on the profession of social worker, analyzing and understanding on how this approach is reflected in the practice of professionals, in the territory of Loures.

RESPOSTA A FLEXNER 100 ANOS DEPOIS: REPRODUÇÃO, MUDANÇA E AMEAÇAS NO SERVIÇO SOCIAL DO SÉCULO XXI

RESUMO: A célebre conferência que Abraham Flexner proferiu em 1915 perante uma audiência de assistentes sociais, não só vaticinou à época a impossibilidade do Serviço Social aceder ao estatuto de profissão, como estabeleceu uma agenda sobre as condições que deveriam estar reunidas para que se pudesse falar da profissão de Assistente Social. A sua argumentação foi mote para uma intensa produção e debate sobre a natureza do Serviço Social e em 1996 instigou uma resposta muito sistematizada por Malcolm Payne, na obra What is professional social work? O debate nunca ficou, em todo o caso, encerrado e a discussão sobre a profissionalidade do Serviço Social, a par com a discussão da sua cientificidade, continua viva e motiva contributos de dentro e de fora do serviço social, por parte de profissionais, investigadores e académicos e tem estado presente quando se trata de definir a política académica para este domínio. Torna-se, desta forma, pertinente que, cem anos volvidos sobre aquela conferência, se dê conta de até que ponto a agenda deixada por Flexner foi ou não cumprida e com que novos desafios a profissão de Assistente Social se vê confrontada nas actuais circunstâncias pautadas por políticas de austeridade e recuo das políticas públicas. É esta tarefa que a presente comunicação se propõe cumprir, como forma de reflexão e debate sobre as questões nunca-resolvidas e as questões emergentes no Serviço Social contemporâneo.

ANSWERING FLEXNER 100 YEARS LATER: REPRODUCTION, CHANGE AND THREATS TO SOCIAL WORK IN THE 21ST CENTURY
ABSTRACT: The well-known Abraham Flexner’s conference given before an audience of social workers, not only foretold the impossibility at the time of Social Work to reach the status of a profession, but also settled an agenda for the necessary conditions for the acknowledgement of the social work profession. His discussion was a cornerstone for an intensive production and debate on the nature of Social Work and in 1996 prompted a very well systematised response by Malcolm Payne, in his What is Professional Social Work? Nonetheless, the debate was never concluded and the discussion on the professionality of Social Work, together with the discussion on its scientificity, is still dynamic and motivates contributions from the inside and the outside of social work, from practitioners, researchers and academics and is very often present when discussion on the academic policy for the field is endeavoured. In this sense, it is relevant that, one hundred years after that conference, an analysis is undertaken on the accomplishment of Flexner’s agenda and on what kind of new challenges the profession is confronted with on the present circumstances characterised by austerity policies and the retraction of public policies. It is such a task that the present communication intends to endeavour, as a way of stimulating reflection and debate on unsolved and emergent issues of contemporary social work.

A VERTENTE CRÍTICA NO SERVIÇO SOCIAL NO BRASIL E EM PORTUGAL NO PERÍODO PÓS DITADURA. Entretanto, sabemos que temos diferentes concepções da profissão. Nesta direção, esta comunicação tem por objeto o(s) projeto(s) de Serviço Social de caráter crítico construído(s) em Portugal e Brasil, no processo de democratização desses países a partir dos anos de 1970. Em que pese os períodos ditatoriais – no Brasil, 1937-1945 e 1964-1985, e, em Portugal, 1926-1974 – instalarem uma repressão que continha, pela coerção, os movimentos sociais e as organizações de esquerda, o processo urbano-industrial permitiu que as contradições econômicas, políticas e sociais gerassem, gradativamente, resistência popular. Os conflitos possibilitaram a alteração da correlação de forças, proporcionando que a mobilização social e a capacidade de organização dos trabalhadores confrontassem a dominação burguesa, viabilizando projetos societários de caráter democrático-popular. A emergência do chamado Projeto ético político no Brasil ocorre nesse contexto de lutas pela conquista do processo de democratização neste país. Esse projeto representa uma ruptura com uma cultura profissional conservadora, apresentando outro referencial político e teórico para o Serviço Social, de viés mais progressista. Segundo Martins (2002, p. 2), em Portugal, também, em tempos de ditadura “existiram assistentes sociais que manifestaram outras formas de conceber, fazer e de se posicionarem nesses tempos”, contrapondo-se à herança conservadora do Serviço Social. Na década de 1970, mais precisamente, no marco das eleições legislativas de 1973, há um recrudescimento dos movimentos sociais. Isso rebate no Serviço Social que radicaliza suas posições participando de ações sindicais e intersindicais, assumindo, segundo Martins, um Serviço Social não ortodoxo e crítico. Neste sentido, nosso objetivo é destacar as implicações destas resistências e influência crítica na formação e exercício profissional dos Assistentes Sociais nestes dois países e contribuir para o fortalecimento do Serviço Social na contemporaneidade. THE CRITICAL STAND IN SOCIAL WORK IN BRAZIL AND PORTUGAL IN THE POST DICTATORSHIP. ABSTRACT: 100 years after the Flexner report social work is consolidated as a profession inserted in socio technical division of labor. However, we know that we have different conceptions of the profession. In this direction, this Communication is the object (s) project (s) Social Work criticality built (s) in Portugal and Brazil, the process of democratization of these countries from the 1970s Despite the dictatorial periods - in Brazil, 1937-1945 and 1964-1985, and in Portugal, 1926-1974 - install a crackdown containing, by coercion, social movements and leftist organizations, urban-industrial process allowed the economic contradictions, political and social would generate gradually popular resistance. Conflicts made it possible to change the correlation of forces, providing that social mobilization and workers' organizational capacity to confront the bourgeois domination, enabling corporate projects of popular-democratic character. The emergence of so-called political ethical Project in Brazil is in this context of battles for the democratization process in this country. This project represents a break with a conservative business culture, with other political and theoretical framework for social work, more progressive bias. According to Martins (2002, p. 2), in Portugal, also in times of dictatorship "there were social workers who expressed different ways of conceiving, making and to position themselves in these times", in contrast to the conservative legacy of Social Work. In the 1970s, more precisely, within the framework of the legislative elections of 1973, there is an upsurge of social movements. This rebate on Social Work that radicalized their positions participating in trade union and inter-union actions, assuming, according to Martins, one Social Work unorthodox and critical. In this sense, our goal is to highlight the implications of these resistances and critical influence on the formation and professional practice of social workers in both countries and contribute to the strengthening of social work nowadays.
AS TEORIAS EM SERVIÇO SOCIAL: O DEBATE (S) APÓS CEM ANOS DO DO RELATÓRIO FLEXNER

RESUMO: Esta comunicação pretende situar-se no debate actual sobre o lugar da teoria em Serviço Social e pretende reflectir como o processo de configuração do Serviço Social num contexto histórico e social particular influenciou o seu desenvolvimento como disciplina, traduzindo-se em alguns momentos numa ambiguidade em relação ao papel da teoria e da prática. Com efeito, o lugar da teoria em Serviço Social e a sua relação com a prática continua a ser um debate no qual se desenham diferentes posições, reconhecendo-se no entanto que a forma como estão relacionadas, é provavelmente um dos potenciais contributos para as ciências sociais em geral. As teorias para a prática (Healy, 2005) assumem especial relevância neste contexto, como referência às teorias formais que pretendem guiar e explicar a prática do Serviço Social, ocupando um lugar importante como referência base da profissão e na identidade profissional, uma vez que preconizam o objeto de intervenção e a abordagem a utilizar em determinado contexto profissional. Deste modo, esta comunicação propõe-se apresentar as teorias para a prática como um espaço de reconciliação e encontro da identidade profissional. A postura reflexiva dos profissionais pode permitir que estes sejam participantes ativos na produção de teoria e que, consequentemente, as teorias para a prática sejam desenvolvidas numa combinação entre valores e propósitos profissionais e experiências da intervenção em contextos particulares, tornando-se em referenciais para a acção em outros contextos. THEORIES IN SOCIAL WORK: THE DEBATE (S) AFTER ONE HUNDRED YEARS OF THE FLEXNER REPORT. ABSTRACT: This communication intends to be within the current debate about the place of theory in social work and intends to reflect on how the configuration process of social work in a particular historical and social context influenced its development as a discipline, translating in some moments into an towards the role of theory and practice . Indeed, the place of theory in social work and its relationship with the practice continues to be a debate in which different positions are drawn, recognizing however that the way they relate is probably one of the potential contributions to social sciences in general. The theories to practice (Healy, 2005) are especially relevant in this context as reference to formal theories that aim to guide and explain the practice of social work, occupying an important place as a reference base of the profession and the professional identity, as advocate the object of intervention and the approach to be used in a given professional context. Therefore, this communication proposes to introduce the theories to practice as a space for reconciliation and finding of the professional identity. The reflective attitude of professionals can allow them to be active participants in the theory of production and hence the theories for practice are developed through a combination of values and professional purposes and experiences of intervention in particular contexts, making it reference to action in other contexts. BOAS PRÁTICAS DO SERVIÇO SOCIAL NA SAÚDE MENTAL

RESUMO: Esta comunicação aborda uma perspectiva crítica das boas práticas do Serviço Social como resposta a um clima de ‘negatividade’ que paira sobre a profissão e põe em evidência sobretudo os déficits, os insucessos na protecção de crianças ou de outros grupos vulneráveis, (Jones, Cooper e Ferguson, 2008) muitas vezes trazidos à opinião pública pelos meios de comunicação, nem sempre da forma mais correcta. Este clima deixa na sombra aquilo que o Serviço Social faz melhor, tornando invisíveis as suas boas práticas. Esta nova abordagem pretende substituir esse modelo negativo por visões mais positivas como a prática da capacitação (Payne, 2002) a perspectiva das forças (Saleebey, 2006) e o serviço social construtivo (Parton e O’ Byrne, 2000) e ultrapassar a dicotomia entre a teoria e a prática, através da noção de prática reflexiva. Esta noção inclui as formas como os profissionais constroem criativamente o seu trabalho. A atenção dada ao valor das práticas não significa ausência de critérios de avaliação, mas implica um modelo de avaliação multidimensional, que inclui além da visão dos profissionais, a dos utentes, das famílias e das comunidades , e de outros profissionais incluindo os gestores. As boas práticas são uma construção enraizada num contexto social, temporal e cultural, e não um conjunto de regras fixas que se impõem á intervenção. «There is and never can be a fixed definition of best practice in social work. It is a product of its time and place» (Jones, Cooper e Ferguson, 2008:16) Por outro lado a sua análise deve ser informada pelas teorias sociais. A perspectiva crítica das boas práticas do Serviço Social propõe «…the adoption of a ‘critical’ sociological stance through which the best social work practices need to be understood and analysed.» (idem 2008:1) Não existindo nenhum documento normativo que defina as atribuições dos assistentes sociais na saúde mental no nosso país, é com base num documento elaborado por um grupo de profissionais com experiência nessa área, (APSS, 2012) que esta comunicação elenca alguns critérios para avaliação de boas práticas. Estes critérios estão ancorados nos princípios e métodos do Serviço Social, mas tendo em vista os resultados qualitativos da sua intervenção, ao contrário do que se pratica nos modelos gestionários mais frequentes nos serviços de saúde. Esta apresentação representa o início de um projecto de pesquisa sobre boas práticas do Serviço Social na saúde mental, numa óptica qualitativa, que poderá levar à definição de alguns parâmetros de avaliação adequados à realidade portuguesa.
BEST PRACTICES OF SOCIAL WORK IN MENTAL HEALTH
ABSTRACT: This communication addresses a critical perspective of good practices of Social Work in response to a climate of ‘negativity’ that hangs over the profession and highlights in particular the deficits, the failures in the protection of children or other vulnerable groups, (Jones, Cooper e Ferguson, 2008) often brought to the public by the media, not always correctly. This climate leaves in the shade what Social Work does best, making invisible their good practices. This new approach seeks to replace the negative model by more positive visions, as the practice of empowerment (Payne, 2002), the strengths perspective (Saleebey, 2006) and the constructive social work (Parton e O’ Byrne, 2000) and to overcome the dichotomy between theory and practice, through the concept of reflective practice. This notion includes the ways as practitioners creatively construct their work. The attention given to the value of practice does not mean absence of evaluation criteria, but implies a multidimensional assessment model, which includes in addition to the vision of professionals, the vision of users, their families and communities, and other professionals including managers. The best practices are a social construct rooted in a social context, temporal and cultural, and not a set of abstract rules that impose themselves to intervention. «There is and never can be a fixed definition of best practice in social work. It is a product of its time and place» (Jones, Cooper e Ferguson, 2008:16) On the other hand, best practices must be informed by social theories. The critical perspective of best practice of Social Work proposes «…the adoption of a ‘critical’ sociological stance through which the best social work practices need to be understood and analysed.» (Jones, Cooper e Ferguson, 2008:1) Since there is no normative document which defines the attributions of the mental health social workers in our country, is on the basis of a document prepared by a group of professionals with experience in this area (APSS, 2012) that this communication sets forth some criteria for the assessment of good practices. These criteria are anchored in the principles and methods of Social Work, but considering the quality of outcomes, contrary to the practice in the managerial models most frequent in the health services. This presentation represents the beginning of a research project on best practice of Social Work in mental health, in a qualitative dimension, which may lead to define some standards of appropriate assessment to Portuguese reality.
O COMPROMISSO POLÍTICO-PROFISSIONAL DO SERVIÇO SOCIAL EM PORTUGAL: UM DESAFIO EM ABERTO Paula Nobre de Deus, CEDH; email: [email protected] RESUMO: O conceito "advocacia legislativa" é um dos métodos da ação política do serviço social, que visa promover e influenciar a legislação direciona às populações carenciadas representadas pela profissão (MC Donough, 1999). Nesta comunicação propomo-nos refletir e abrir o debate sobre o potencial desta prática e a sua aplicação em Portugal, um país onde a atividade lobista não está regulamentada. Há dois eixos de análise importantes: um relacionado com a centralidade que a ética profissional ocupa e um outro com a relação da profissão com a política social. Desta forma, procuramos contribuir para o debate sobre o que se considera ser um dos desafios do Serviço Social, em Portugal: reforçar o compromisso político-profissional. No contexto da sociedade de risco, a modernização do Serviço Social exige um salto qualitativo dos profissionais com a prática através da construção de uma relação politicamente comprometida, suportada no conhecimento sobre a experiência dos sujeitos, a partir do seu contexto social e cultural. A perspetiva apresentada é ilustrada por um estudo exploratório, de natureza qualitativa, que procurou analisar a associação entre a igualdade de género e as competências parentais, num cenário de conciliação da vida profissional e vida familiar, em casais que optaram pela partilha da licença parental. Este estudo foi realizado em Portugal, pela autora na sua tese de mestrado, e contribuiu para reforçar a tese sobre a importância do papel dos assistentes sociais no exercício da advocacia legislativa, de fazerem lobbying para influenciar alterações legislativas que vão ao encontro da evolução das necessidades das pessoas e do respeito pelos direitos humanos. THE POLITICAL AND PROFESSIONAL COMMITMENT OF SOCIAL WORK IN PORTUGAL: AN OPEN CHALLENGE ABSTRACT: The concept of “legislative law” is one of the methods of the action politics of the social work, that it aims to promote and influence legislation that will benefit the deprived populations represented by the profession (MC Donough, 1999). The aim of this communication in analyzing it and opening the debate on the potential of this practical and its application in Portugal, a country where the activity lobbyist is not regulated. It has two important axles of analysis: one related with the importance that the professional ethics occupy and one another about the relation of the profession with the social policy. In such a way we look for to contribute for the debate on what it is considered to be one of the challenges of the Social Service, in Portugal: to strengthen the commitment politician-professional. In the context of the risk society, the modernization of the Social Service demands a qualitative jump of the professionals with the practical one through the construction of a relation politically commitment, supported in the knowledge on the experience of the citizens, from its social and cultural context. This is illustrated by a exploratory study, of qualitative nature, that it looked to analyze the relation among gender equality and parental skills in a context of conciliation between professional duties and familiar life, in couples who chose to share parental license. This study it was carried through in Portugal, for the author in its master thesis, and contributed to strengthen the thesis on the importance of the paper of the social worker in the legislative practice of law, to make lobbying to influence legislative alterations that go to the meeting of the evolution of the necessities of the people and the respect for the human rights.
