Gold Card Initiative

• Launched in November 2011 to assist post-9/11 era veterans re-enter the labor market

• Participants receive enhanced intensive services including six months of follow-up

• Training and Employment Notice 15-11 and Veterans Program Letter 01-12 on the Gold Card Initiative provides further guidance

• Program runs from July 1, 2012-March 31, 2014

• Serves up to 99,000 eligible veterans ages 35-60

Provides participants VA educational benefits for up to one year of Vocational Training which must:

– Be in a “high demand occupation” identified by DOL– Be in a community college, vocational or technical

school, full time up to 12 months– Lead to an AA, Non-College Degree, or Certification

VRAP Eligibility

• Be between the ages of 35 and 60 • Be unemployed on the date of application• Not be enrolled in any Federal or state funded job

training during the previous 180 days• Be in receipt of an other than dishonorable discharge• Be ineligible for any other VA education program• Not be in receipt of VA compensation due to individual

unemployability

Veterans can apply beginning May 15, 2012:• Training can begin July 1, 2012• Up to 45,000 can be enrolled from May 15-September 30,

2012• Up to 54,000 can be enrolled from October 1, 2012-

October 1, 2013, with training concluding by March 31, 2014

• Application will be available online at the VOW Act website: http://benefits.va.gov/vow

• Purpose: Identify new ways to outreach and provide access to jobs and reemployment services to UCX recipients

• Principals: VETS, ETA, NASWA and the Army

• Pilot states: Georgia, Illinois, North Carolina, and Texas

Electronic Survey on Post 9/11 Era Veterans Served

•Documenting the receipt of priority of service for intensive and staff-assisted services •The information to be collected through the monthly survey is needed for two purposes:

1.To provide sufficient data to develop performance benchmarks for the forthcoming data items in the LERS2. To provide more “real-time” data on service levels so that federal and state program managers can assess levels of service, and if needed, provide timely technical support and assistance to the states to better serve these individuals

Electronic Survey Continued… What is it?

The survey is a monthly collection of aggregate, state-level data on the number of post-9/11 era veterans served and the services they received.

The survey will consist of the two letter state code and two questions:

1. How many post-9/11 era veteran participants are new enrollees in your program?

2. How many participants of your post-9/11 era veteran new enrollees received intensive or staff-assisted services?
