Under this program, ODOT will pave West Main Street from Cherry Street to 1-75. The City would be required to pay 20/o of the final paving cost. At this time the 20/o is estimated at $216,300.

    Staff has recommended that the City authorize the consent legislation. As is standard with ODOT, their consent legislation would be an emergency measure. At a later date, ODOT will request final legislation.

    Attached is Preliminary Legislation from ODOT for their Urban Paving Program. ODOT has scheduled to pave 1. 78 miles of SR 41 within the City of Troy. This is the segment from Cherry Street to l-75. The work will be completed in SFY 2019 at an estimated cost of $1,081,500. The costs will be split 80/20 so the City's share will be $216,300. Using the Urban Paving Resurfacing is a very cost effective way to have this paving completed.

    RECOMMENDATION: That Council declares as surplus and no longer needed for a public purpose the following parcels of park land:

    .82 parcel of Kings Chapel Park, located on Westhaven Drive, Parcel Number D08-250418 1.44 acres of Meadowpoint Park, located by the creek.

    BACKGROUND: Recently the Board of Park Commissions completed the annual review of park land. As a part of that process, the Board is recommending to Troy City Council that the above parcels be declared as surplus and offered for sale.

    Regarding the Kings Chapel Park parcel, the playground equipment on this parcel is being moved which will make this a vacant parcel. The parcel could be split into three residential lots, with the Board reserving a portion to serve as an access to the adjoining parkland. If the land is declared surplus, a lot split can be prepared by staff.

    The Meadowpoint Park land is basically unimproved land by the creek that the Park Department mows about once a month. Adjacent property owners may be interested in this land to increase yard sizes.

    REQUESTED ACTION: It would be appreciated if you would assign to a Committee of Council consideration of declaring as surplus the above listed parcels of Park property.

By selling the land the City will not need to maintain or expend any funds to further secure the land. If the land is retained, funds will need to be expended to repair/replace fencing.

    That Council as a matter of necessity approves Legislation accepting the tax Levies for the City of Troy as certified by the Miami County Budget Commission for both school districts - Troy and Miami East.

    BACKGROUND: The Miami County Budget Commission has certified to the City the rates of tax to be Levied on the general duplicates for 2014 for collection in 2015. That certification was received from the County today, as the Miami County Budget Commission routinely meets the last week of August. The certifications are primarily based on the prior tax budget of the City, which was approved by Council and forwarded to the County in July. County Budget Commission certifications are done geographically by school districts. As a small portion of Troy (located off Troy-Urbana Road and the Nottingham Subdivision) is within the Miami East School District, certifications are provided for both the Troy City School District and the Miami East Local School District.

    REQUESTED ACTION: It would be appreciated if this matter could be assigned to a Committee of Council. As the acceptance of the levies is to be provided to the Miami County Auditor no later than October 1, we ask for consideration of emergency legislation.

    SUMMARY: Currently we have a listing of several vehicles and pieces of equipment from various departments that are surplus. The equipment is basically that remaining from when vehicles were maintained in-house. Council action is required to dispose of property with a value exceeding $1,000. We would propose to use the internet auction site, GovDeals, to advertise the sale of the items. The internet company does receive a percentage of the sale price, usually 7%-7.5%.

    That Council authorize the Director of Public Service and Safety to advertise for bids and enter into a contract to privatize all elements of maintaining the fleet of vehicles and equipment, including the tracking and scheduling of preventative maintenance, and the tracking of the cost of preventative and non-routine repairs.

    SUMMARY: In 2012, Troy outsourced the maintenance of nearly all vehicles and equipment. Through a bidding process, Troy Ford was awarded a Fleet Maintenance contract. That contract expires at the end of this year, and we are seeking authorization to again bid this project. Staff has estimated that the annual savings in outsourcing has been approximately $105,000, with the vehicles and equipment being maintained, serviced, repaired and ready to go.

    The current contract expires at year end. We are requesting authorization to bid this program bid for a three-year period, with two mutually agreeable one-year renewal options, at a not to exceed amount of $400,000 per each calendar year of the contract.

    The authorization for calendar year 2014 is $525,000. Through July of this year, about $167,000 has been expended in fleet maintenance. For the contract starting 2015, the requested authorization is $400,000 per year. While we would not necessarily anticipate spending that amount, the authorization would be in place in the event major repairs are needed. As a part of the program, the successful vendor will be required to provide the scheduling, the tracking and maintenance and repairs, and the cost per vehicle or piece of equipment.

    SUBJECT: PROPERTY TO BE DECLARED SURPLUS- 0.49 ACRES LOCATED OFF FOSS WAY

    RECOMMENDATION: That Council declares as surplus a 0.49 acre parcel located off Foss Way so that it may be offered for sale.

    BACKGROUND: Many years ago the City was deeded a parcel of land off Foss Way that provided access to an apartment building. That apartment building has burned, has been demolished, and access is not required as the lot can no longer be considered a buildable site. A map is attached.

    A neighboring property owner is interested in purchasing the City's parcel of land. The process is that if Council declares it as surplus, the City can advertise the land for sale to the highest and best bidder.

    City staff has evaluated this parcel, and does not feel there is any need to retain it or maintain it.

    REQUESTED ACTION: It would be appreciated if you would assign to a Committee of Council consideration of declaring as surplus Parcel ID DOB-250107, a piece of land located adjacent to 56 Foss Way, consisting of approximately 0.49 acres.

    SUBJECT: Sale of Property Foss Way, adjacent to 56 Foss Way

    DATE: September 2, 2014

    Decades ago, the City of Troy was deeded a parcel of land on Foss Way. It is approximately 50' wide and about 427 feet deep. The property is vacant and has never been used by the City. Parcel ID is DOS-250107, and it is 0.49 acres.

    Previously the parcel did provide access to an apartment building that has recently burned and has since been demolished. Access is no longer necessary to be provided as this lot is not buildable as it sits.

    The True Life Community Church has requested to purchase the parcel. In order for the City to sell the parcel, it is necessary for the parcel to be declared as surplus.

    Staff is recommending that City Council declare this parcel of land as surplus and begin the process set forth to take bids for the sale.
