Preface We are collecting and translating the events as they come along into spreadsheets documenting all the numbers of victims

resulted from those events. In this document, we are documenting, for the historical record, all what the Mosulis are

suffering on the hands of ISIL. The data presented in this document is exclusively provided by Mosul Eye, and any use of

this data MUST mention that “This Data is the courtesy of Mosul Eye”. The data presented here is what we personally

have gathered through personal accounts, resources, ISIL reports and medical records.

This data is highly reliable, and we believe that there are more data to be taken into account that is not yet revealed

because ISIL executes hundreds of victims secretly and those executions take place in secret execution chambers inside

hospitals and secret detention centers. Some of those secret execution chambers we found in Aljumhouri and Ibn Sina

hospitals, and we could not obtain the exact number of executions performed in those chambers.

Since ISIL takeover of Mosul and we are documenting the events into similar data sets to the one we are presenting to you

today. We double-check every single piece of data, verify it, and cross-reference it to all that is published and secretly

documented about it to confirm the most accurate and true data available about it. We urge everyone who believes that

he/she has other data with their proof of their credibility to thankfully forward them to Mosul Eye to include them into

this report.

We put out this document for the United Nations, Amnesty International, Human Rights organizations, and to all whom it

may concern and request to hold those criminals accountable for their crimes and consider those crimes war crimes

according to the international law

To families of the victims, we urge you to record the names and the faces of those criminals who committed those crimes

against your loved ones for the record until those criminals are brought to justice for their crimes.

What is Mosul Eye?

Mosul Eye was set up to communicate what's happening in Mosul to the rest of the world, minute by minute from an

independent historian inside Mosul.

List of events of September 2015:

09-01-2015:

The number of children volunteered in the ranks of ISIL increased in three days to reach 176 child, ages range between 13-15 years old. They were

transferred and distributed among training centers, and Al Imam Alaàdham College at Alhai Alziraài on the Eastern bank of Mosul has become the SharÌ

training center for ISIL where the new trainees receive strict religious education on the hands of religious clergy of ISIL.

09-02-2015:

40 Uyghur fighters with their families arrived to Mosul. The new arrivals of Uyghurs is increasing rapidly.

09-03-2015:

A large number of Syrians are moving to Mosul and many of them have declared their penitence to ISIL and they came to seek refuge in Mosul. ISIL listed

them in a database and recorded their repentance relocated them in different neighborhoods in the city. Their numbers is approximate to 380, men,

women and children.

- A huge explosion occurred in one of ISIL’s secret and closed camps located behind Ibn Alathir hospital at Hai Nerkal. The explosion happened

because of an electric fault inside the bacsement of the warehouse and it was full of ammunition. The electrical fault caused a massive explosion

that destroyed the entire warehouse killing 13 ISIL fighters and destroying vehicles and weapons stored at the warehouse.

- ISIL fighters started to circulate the new ISIL currency (The Golden Dinar) within very limited circle. It is believed that ISIL has issued a very limited

number of the golden coins.

09-04-2015:

ISIL gave only one week for the university professors to report to the university officially, as the academic year started, although most of the professors I

contacted insisted that there is no signs of official attendance of either students or professors and the university seems abandoned and there are no

curricula ready to be taught.

09-05-2015:

ISIL is seeking to restructure and reconstruct the administrative system of Mosul through developing the self-funding system for hospitals, schools and the

university. It is currently training new administrative staff to administer hospitals in particular and the health sector in general, by ISIL foreign administrative

experts. The goal is to completely separate Mosul from the body of the Iraqi State.

Hospitals and the health sector will establish its own funding bodies to obtain its finances as ISIL allocate about %20 of its budget to hospitals, and the

hospitals’ management will establish their own businesses that will generate its own revenue. The new administration will turn hospitals into profitable

centers and issue hospital and visitation fees to be treated in those hospitals.

As for schools, ISIL issued a student registration fees as follows: 10000 dinars for Elementary school students, 25000 dinars for middle school students and

100000 dinars for college students, and then students pay studying tuitions every semester in order to attend college.

09-06-2015:

ISIL confiscated large shipments of cigarettes in Mosul coming from Syria. It is the largest amount of cigarettes ISIL destroyed as it burned 3000 packages of

different brands of cigarettes.

Still, Badoosh Cement factory is functioning and producing Cement in large quantities. This cement is exported to Turkey and Jordan and its revenue

primarily goes to ISIL.

09-08-2015:

Three prisoners have died as result of torture in an ISIL prison located in Hai Almuhandesiin, as ISIL turned one into a detention center. Their bodies were

sent to the forensics bureau. The bodies had gunshot marks on them, but the source confirmed that those marks occurred after death, as those bodies

exhibit severe marks of tortured prior to their death.

09-09-2015:

ISIL videos recorded drastic decrease in viewer’s numbers, which pushed ISIL to increase the number of mobile media points up to 80 stations.

09-10-2015:

ISIL committed a mass execution against 45 people from Mosul in Hammam Ala`alil, south of Mosul. Most of which served in the Independent High Electrol

Committion. The executions were executed by shooting the victims down.

09-11-2015:

18 Yazidi girls, age 12 years old, enrolled in ISIL’s Women brigade. The girls are being indoctrinated at ISIL’s training centers and trained to carry weapons

and learn Sharia

09-12-2015:

ISIL members’ distribution in Mosul’s neighborhoods has become very clear by their nationalities. It is possible to tell which neighborhood they reside in by

their nationality:

- The Western Bank:

. Tall Arruman, Mosul Aljadida, Daworat Alrisala and surrounding neighborhoods: primarily Uyghur fighters and their number exceeds 3000 fighter

with their families, and more than 130 elderly men.

. Hai Aliqtisadiin, 17 Tammoz, Alrifa`ai: primarily Arab fighters from various Arab nationalities, and some other foreigners among them (specially

Europeans). Their number exceeds 1600 fighters with their families.

. Aljosaq and it surrounding neighborhoods: Specifically Europeans and their numbers vary between 300-400 fighters with their families

- The Eastern Bank:

. Hai Almuhandisiin, Al`arabi and their surrounding neighborhoods: Arab and European foreigners, the Arabs specifically from the Gulf region

(Saudis). The numbers vary between 300-400 fighters.

. Hai Alwahda, Annoor, Almithaq: a mixed area of primarily European and Asian fighters, and ISIL’s women primarily spread in Annoor neighborhoor

in particular. Their numbers vary between 50-600 fighters with their families and children.

. Wadi `Qaab is dominated by Asian fighters in particular and they repair ISIL’s vehicles, As for the Europeans, they work particularly with

technicalities, combat training at training camps and bank administration.

09-13-2015:

The new revenue administration of ISIL, establishing new revenue generators for ISIL financing:

ISIL started to impose new fees upon citizens at Mosul’s hospitals and its health offices. Visitation fee is 3000 dinars per person, Ultrasound check and MRI

varies between 30000 dinars and 70000 dinars, along with dialysis and other medical checks and procedures.

Also, the imposed fees on treatment, and higher fees for pediatrics. ISIL announced Mosul’s citizens that hospitals have become self-funding institutes,

they now require constant fund flow, and therefore they have to pay for their treatment if they need any treatment, even though that Mosul is suffering

major economic crisis and most people are unemployed.

09-14-2015:

It is now confirmed that Russian fighters have joined ISIL ranks in Mosul, and they are not Chechnyse. They are Muslim Russians joined ISIL and they are

about 100-150 fighters and they are settled in Talafer in particular. The source indicated that they were coming from Syria.

ISIL collected in just one week about 4 billion Iraqi dinars through taxes, fees, tolls from Mosul citizens alone, and about 5 billion Iraqi dinars from the

surrounding districts, mainly collected from farmers, livestock owners and average citizens.

09-15-2015:

ISIL imposed tuition fees for studying in elementary and high schools. As a result of imposing those tuitions and the economic crisis in Mosul, many students

were abstain from attending school. Regardless, ISIL issued several memos forcing students to attend school and to charge the violators with higher fines

and penalties.

It is now confirmed that there are Christian children reside in an orphanage in Mosul. Those children are from Syria and ISIL brought them to Mosul. No

further details is known about them. They are about 8 children, their ages vary between 6-8 years old.

09-17-2015:

The economic situation in Mosul is continually deteriorating. The numbers of mendicants is increasing; cutting salaries has resulted in crises in the leasing

sector; many tenants were forced to leave their rentals after the property owners reported them to the property bureau because the tenants failed to pay

their monthly leases.

13 New foreign fighters arrived to Mosul with their families and children, all are Chinese Uyghur. They were settled at Hai Annoor on the Eastern bank of

Mosul.

09-18-2015:

More than 45 tankers belong to ISIL carrying oil passed through Mosul on Alislah Alzira`ai Road, coming from southern Mosul and heading towards Bab

Alsham (Badoosh). The convoy was accompanied with guarding cars to guard it. Eyewitnesses confirmed that those tankers were carrying oil. No one knows

the convoy’s final destination but it was clearly heading to Syria. This is the first time for an ISIL oil tanker convoy to pass through the city openly.

Doctors from Mosul confirmed the spread of a new unknown skin disease among ISIL Asian fighters. The doctors are unable to name the disease. The

disease’s symptoms is blue rash spreading on the patient’s skin, and the rash spreads particularly on the back of the patient. More than 40 Asian ISIL

fighters have shown those symptoms and they are constantly visiting hospitals for treatment.

09-19-2015:

ISIL started a project to dig a tunnel surrounding Mosul and they hired paid construction workers and contractors to construct it. The tunnel starts from Tal

Alabbasiya northern Mosul on the road to Shallalat, it is seven meters deep and four meters wide. ISIL started digging the tunnel last week, and the

construction work is continuing using heavy equipment. ISIL also confiscated any houses and lands that is in the way of the tunnel. The tunnel will be

connected to Tigris River to fill the tunnel with water. The estimated time to finish the tunnel is within six months. Working on this project is continuous day

and night. ISIL pays 10000 Iraqi Dinars per hour of work, each workers works an 8-hour shift, which is 80 thousand Iraqi Dinars per worker per day. They

contracted several contractors to finish the work on the tunnel. The total cost to construct the tunnel is 400 million Iraqi dinars.

09-20-2015:

It is confirmed that there are Afghani fighters arrived to Mosul through Syria. There are about 23 fighters and 4 elderly men among them. They reside in

limited areas of Mosul, at Hai Almuthanna, close to Alahli private hospital. They usually stay together.

09-21-2015:

A new class of fighters of the “special battalion” graduated in Mosul. The new class were trained on special and tactical battle operations. Those fighters

gained highly sophisticated battle skills. The total number of graduates is 160 fighters, all equipped with modern weapon and modern technical expertise.

There is great deal of ambiguity about this new battalion, no one within ISIL’s ranks knows about them, except a very small circle of ISIL members. They

never show their faces and dressed totally in black.

09-23-2015:

ISIL confiscated properties and houses belong to citizens left “Diyar Alislam” (The land of Islam) to “Diyar Alkufr” (The land of the disbelievers) at Hai

Almuthanna. (That means that those families left Mosul to either Baghdad or Kurdistan).

ISIL issued “Identification cards” for its fighters to distinguish them and to prevent any future breaches

09-24-2015:

Six Asian fighters and three Chechnyan fighters with their families arrived to Mosul. They were resided in Hai Annoor. The numbers of Asian and Chechnyan

fighters is increasing drastically.

ISIL executed “Karim Alumar”, a well-known figure in Mosul. He is known for the most famous restaurant in the city. He was executed after Alhisba

detained him at first for not closing his restaurant for prayers and he was sentenced to be whipped. During the execution of his whipping sentence, the man

“blasphemed God and the Prophet”, instantly he was sentenced to be beheaded, and immediately he was beheaded in front of a very large crowd of

people at Bab Attoob. He was 63 years old at the time of his execution.

ISIL confiscated large shipments of cigarettes at Hai Altanak after it was shipped from Syria to Mosul. The shipment was burned at Wadi I`qaab and they

punished the trader by burning his moth.

09-25-2015:

ISIL confiscated a large shipment of flour (about 130 tons) on its way to Mosul from Ramadi. The shipment belongs to Syrian merchants. The confiscated

shipment was stored in an ISIL warehouse at the old industrial district “Alsina`ayyia Alqadima”, located in the Western Bank of Mosul.

09-28-2015:

It is confirmed that 18 small artifacts are now in ISIL’s possession and currently they are stored inside the University of Mosul, inside The College of

Engineering building. There is no clear reason why ISIL is hiding them there.

A new class (30 fighters) of volunteers graduated after their training on spatial operations. ISIL celebrated their graduation in Alqayyara by a parade

performing a military show showing their new fighting skills, especially in using shoulder-fired rockets.

09-30-2015:

ISIL continue to impose a curfew inside and among Mosul’s neighborhoods after 10:00 PM until 5:00 AM. ISIL movement increases during late hours of the

night and it is very hard to determine the nature of those movements, but, we reported large shipping trucks covered with disguising covers that constantly

passes through the city through Alzinjilli – Alislah Alzira`ai – Assina`a – Musherifa – Hai Altanak Road.

امهلت داعش اساتذة جامعة الموصل والطالب اسبوع واحد فقط لاللتحاق بالجامعة والدوام

الرسمي، رغم ان الكثير من االساتذة الذين اتصلت بهم أكدوا انه ال يوجد مالمح أي دوام رسمي

.في جامعة الموصل وان الجامعة خالية تماما وال توجد مناهج جاهزة للدراسة

12-10-4102:

تسعى داعش إلعادة تنظيم وهيكلة النظام االداري في الموصل عبر استحداث انظمة التمويل

الذاتي للمستشفيات والمدارس والجامعة، وتقوم بتدريب كوادر ادارية لتنظيم شؤون المستشفيات

بشكل خاص والقطاع الصحي عموما، اذ يشرف خبراء اجانب من داعش على تدريب الكوادر

.االدارية، تهدف داعش من هذا الفعل الى فصل الموصل بشكل نهائي عن الحكومة العراقية

من % 41فيات مؤسساتها الخاصة للحصول على التمويل، تقدم داعش نسبة وسيكون للمستش

ليس )ظهور مقاتلين روس في صفوف داعش في الموصل، تم تأكيد وجود مقاتلين من روسيا

ينتشرون في تلعفر بشكل خاص، والمصدر يشير الى انهم وصلوا الى الموصل على دفعات عبر

فرضت داعش رسوم على الدراسة في المدارس االبتدائية والثانوية، ونتيجة لهذه الرسوم

الذين حصلوا على تدريب على " الكتيبة الخاصة"خرّجت داعش دفعة جديدة من مقاتلي

العمليات القتالية الخاصة والحساسة، يمتلك هؤالء المقاتلون خبرة قتالية فائقة، عدد المقاتلين الذين

عوائل من الشيشانيين الى الموصل وتم تسليمهم 3لين االسيويين، وعوائل من المقات 1وصول

.بيوت في منطقة حي النور، اعداد االسيويين والشيشانيين بازدياد ملحوظ في الموصل

وهو شخصية مشهورة في الموصل معروف باشهر مطعم في " يم العمركر"اعدمت داعش

المدينة، عملية االعدام جاءت بعد ان تم اعتقاله بسب عدم اغالق مطعمه اثناء الصالة، وصدر

بقطع "فصدر عليه حكم مباشر باالعدام " هللا والرسول"عليه حكم بالجلد، واثناء جلد قام بسب

منطقة باب الطوب امام حشد كبير من الناس، وهو يبلغ من فقطعوا رأسه مباشرة في" الرأس

.عام 13العمر

صادرت داعش كميات كبيرة من السجائر في حي التنك بعد دخولها من سوريا الى الموصل

.وجرى احراقها قرب مقبرة وادي عقاب، وتمت معاقبة التاجر بحرق فمه في نفس المكان

42-10-4102:

كانت قادمة من الرمادي الى الموصل " طن 031"كبيرة من الطحين صادرت داعش كميات

وهي تابعة لتجار سوريين وتم وضع المادة المصادرة في مخازن تابعة لداعش في منطقة

.في الساحل االيمن من الموصل" الصناعة القديمة"

48-10-4102:

داخل جامعة الموصل في تم تحديد موقع قطع أثارية في الموصل بحوزة داعش، موجودة حاليا

قطعة، ال يعلم لماذا 08مبنى كلية الهندسة المدنية، القطع صغيرة الحجم، حجرية، يبلغ عددها

.تخفيها داعش هناك

31خرّجت داعش دفعة جديدة من المتطوعين المتدربين على العمليات القتالية الخاصة، عددهم
