This is given to a stamp collector/philatelist who has
made an outstanding contribution to organized phi-
lately beyond Club level in Victoria.
Nominations are invited and these should be ad-

the nominee’s contribution must accompany the
nomination.
The award is announced and presented at the annual
VICPEX.

Victorian Philatelic Council News
The Annual General Meeting of the Austra-
lian Philatelic Federation was held at
Purves House last week-end– 29th and 30th
August. It was attended by a delegate from
each state council and APF office-bearers
and other officials.
The AGM dealt with:
Retiring officers’ reports, including a full fi-
nancial report
FIP Commission delegates’ reports
APF Co-ordinators’ reports
Project Officers’ reports
Reports from each State Council
Other reports
Election of Directors.
Two motions were considered:
“That the position of the APF Youth Officer
as a Director be removed.”
“That the position of the APF Public Rela-
tions Officer as a Director be removed.”

At the APF Awards Dinner on Saturday the
awardees were:
Malcolm Groom—Fellow- Australian Phila-
telic Order
Ken Scudder—Australian Philatelic Order–
Research
Arthur Gray’s Honorary Fellow Ribbon and
Medal was presented to Nancy and Rebecca
Gray.
On Saturday afternoon and Sunday the
State Council Forum was conducted. The
following issues were on the agenda:
Election of officers.
1. Reduction in the number of APF Direc-
tors.
2. Picture Postcard Challenge 2016 and be-
yond.
3. National frame fees.
4. The need for a Supporters’ Club at a Na-
tional Exhibition.
5. A review of organisation of exhibitions.
6. The need for the APF to provide profes-
sional assistance to societies in journal
publication and in website skills and ser-
vices.
7. Future Journal publication.
8. Proposed revision of PPC judging crite-
ria for adults and youth.
9. The benefits or otherwise of ’Single Class
National Exhibitions’ to coincide with
specific events and anniversaries.
10. Addressing the downward trend in the
number of stamp clubs in Australia.
[There are six fewer clubs in 2015 than
in 2014. From 175 to 169]
11. How to attract those 45+ into/back into
the hobby.
12. A proposal to locate a frames container
in W.A.
13. Implications of new sheet sizes from FIP.
14. A ‘wants’ forum.
15. Preliminary discussion on States’ re-
quirements for the new APF website.
16. A design competition for a new APF
medal.
17. General business.

APF Annual General Meeting
VPC Congress and VICPEX 2016 VPC Congress and VICPEX 2015
The Congress and VICPEX will be held in
Maryborough on Saturday 23rd April 2016.
It will be hosted by Maryborough Stamp
Club, which will be conducting its annual
Stamp Fair at the same time. This will be in
the ANZAC Day long weekend.
VICPEX is the annual state competition for
both single and multiple frame entries. The
format will be the same as in previous years
and entry forms will be distributed to all
Victorian clubs and societies and will be in-
cluded in the December edition of VPC
News.
Maryborough Stamp Club members will be
mounting philatelic displays, and we are
asking our neighbouring Societies—
Bendigo, Ballarat and St.Arnaud– to join us.
As well as invited stamp dealers, our mem-
bers will also have stamps for sale.
There are many great eating places and a
wide range of accommodation venues in
Maryborough and district, and significant
heritage and environmental features easily
accessible in the Central Goldfields, Hep-
burn and Pyrenees Shires.
The Congress and VICPEX were conducted
at Brighton PS’s Briphil House on Sunday
2nd August, in association with Brighton’s
Centenary of ANZAC exhibition.
As well as an outstanding display by Brigh-
ton members there was an address by Lt.
Col [ret] Neil Smith AM. He spoke to a very
attentive audience about the ANZAC cam-
paign and the ANZAC ethos.

Aids to attracting new members and informing current members
APTA and ANDA have combined their
Stamp and Coin Fairs in 2015. They have
done this to improve their offerings to collec-
tors and to share the increasing costs of
venue hiring. Their Fairs deserve collector
support.
The three Fairs for 2015 are being held at
Bayview on the Park, located at 52 Queens
Road. The remaining date is:
November 7th & 8th.
The venue is well set out and well lit, with
room for about 20+ dealers.
I’d suggest the most convenient access is by
tram along St.Kilda Road, giving you a short
two block stroll along Roy or Beatrice
Streets to the venue. Vehicle parking is pos-
sible nearby but it is time limited and pa-
trolled by inspectors all day on Saturday
and Sunday!
I attended the August ANDA/APTA Show
at Albert Park on Sunday 22nd. The pluses
of the Show were that the venue was very
accessible, the stalls were well set out and
well lit, the organizers were very welcom-
ing, and there were some wonderful exhibits
for perusal.
On the other hand in my view there are a
few minuses. Because of the cost of venue
hire the organisers had quite high table
charges to cover their costs. As a result
there were only five stamp dealers and
about fifteen coin and note dealers present.
They had some wonderful stock on display
and for sale, but this was generally mar-
keted at the upper end of the scale. There
was precious little for the beginning or mod-
estly funded stamp collector.
I do not know if there is any resolution to
the dilemma of the high venue costs and the
need for dealers at these shows to maintain
a viable business.
Stamp Shows deserve collector support but
collectors will only support dealers at shows
who have items they can purchase.
The Numismatic Association of Victoria had
some great displays at the show. They also
had copies of their journals for sale. The ar-
ticles cover historical and economic back-
grounds to coinage and note issues and are
very interesting
reads!

APTA/ANDA Fair
Congratulations to John McKay of Brighton
PS, who has been awarded the Norden
Award, given by the Scandinavian Philatelic
Society for the best article on Scandinavian
philately published in 2014. His prize-
winning article on ’Challenges to Swedish
Neutrality in World War One’ was published
in Scandinavian Contact in March. John’s
display on this topic was on show at Brigh-
ton at its special ANZAC exhibition re-
cently.
