From the President The summer has gone quickly and fall is already upon us. Kim McKay, our 33rd Annual Fall Conference Chair, and her committee has prepared an agenda packed with pertinent education and networking activities. The MMTA Board of Directors has approved the 34th and 35th Annual Fall Conference sites for the next two years. The 2012 Conference will be held at Boyne Mountain, Boyne Falls, MI and the 2013 Conference will be held at Grand Traverse Resort, Traverse City. Also, we will once again have a joint 2012 Spring Conference with the MGFOA as Mary Ann Kornexl and her committee plans that event. Janice Thelen and her committee recently hosted the MMTA in the UP. What an exciting one day event they had with excellent education and speakers. A list of upcoming educational events is listed in this issue of Connect so you can mark your calendars and plan ahead to attend. We are pleased to announce that two of our Michigan members were elected to the National Board, Matt Horning, Treasurer and Margaret Birch, Director. Blinda Baker will serve as Parliamentarian. Service Awards were presented to two of our members, Blinda Baker and Annge Klinger for their work with the National Association. The Board of Directors has contracted with Jeff Anderson, Finance Director of Delta Charter Township, to handle the bookkeeping with oversight by the Association’s treasurer. This was recommended by our auditors and will help maintain consistency in the MMTA Financial records as the treasurer position changes from year to year. There has been interesting proposed and adopted legislation this year that impacts each of us, including employee health insurance, employee pensions and medical marijuana laws. The theme “The Will to Survive, the Skill to Succeed” was aptly titled when you compare the devastation and sorrow the city has been through and where it is today. During one of the evening events we toured the Oklahoma City National Memorial & Museum, a tribute to those who were killed, those who survived and lives that were changed forever by the April 19, 1995 bombing. Four excellent education tracks were offered at the conference including Investment, Cash and Debt Management, and Information Technology. Many of you are finding the MMTA Website to be a useful tool. The Board has been publishing our minutes and has recently agreed that adding the agendas would be a way for our membership to see items we are discussing and respond to us if they have suggestions or thoughts.

I understand many of you are doing more with less, yet you always seem to make time to help with conferences or whatever may be asked of you to continue to make this association successful. I thank you for that. I also thank those of you who have come along beside me to make my job as president easier with your helping hands and words of encouragement. At the Association of Public Treasurers of the United States and Canada (APT US&C) annual conference held in Oklahoma City, Oklahoma in July, Margaret Birch, Treasurer of Waterford Charter Township, was reelected as a Director and Matthew Horning, Treasurer of the City of Ann Arbor,

was elected Treasurer of the Association. MMTA members are very fortunate to have these two individuals representing them in this international association. Blinda Baker, Clerk/Treasurer of the City of East Tawas, has been reappointed as APT US&C Parliamentarian. Michigan also has many

members serving on the various APT US&C committees and subcommittees. Serving on a committee is a good way to become involved in the APT US&C and earn CPFA points. A committee application is available on the APT US&C website: aptusc.org.

APT US&C CONFERENCESubmitted by Blinda BakerCity of East Tawas

Nine members from Michigan attended the annual APT US&C conference held in Oklahoma City, Oklahoma July 24-27 2011. It was an outstanding educational conference.

The conference began on Sunday with both Basic and Advanced Treasury Academies, the Certified Public Funds Investment Manager Accreditation program and committee meetings. The keynote speaker on Monday was Todd Huston, a man who, at the age of 14, had his legs caught in the propeller of a boat. He eventually had to have one of his legs amputated but that didn’t stop him from completing a world record-setting Summit America expedition by climbing the highest elevations of all 50 states in only 66 days, 22 hours and 47 minutes. His presentation was a lesson in positive thought, determination, and always striving to achieve more in life. There were also numerous concurrent sessions throughout the day in Investment Management, Cash Management, Debt Management and Technology.

The focus on Tuesday was Disaster Preparedness Planning and Disaster Recovery. The morning began with a session by Steve Hewitt who was the City Manager of Greensburg, Kansas on May 4, 2007 when one of the strongest tornadoes on record obliterated almost every house, telephone pole, tree and business in the City, leaving 11 people dead and most of its residents homeless. Mr. Hewitt reported on the successful efforts to rebuild Greensburg as a model “green” community. His story was fascinating and he continues to advocate for building sustainable communities. Following Mr. Hewitt’s presentation was an excellent Disaster Preparedness Planning session presented by Jim Bell, former APT US&C President and Director of Finance for the City of Vandalia, Ohio. Attendees were then enthralled by a Survivor Panel that included a presentation by Carolyn Stager, current Executive Director of the Oklahoma Municipal League, who was a survivor of the May 3, 1999 tornadoes that devastated Moore, Del City and South Oklahoma City, Oklahoma. Ms. Stager’s book, Twist of Faith, describes her experiences in the loss of her home, recovery from her severe injuries and her career path since the storms. It is a truly remarkable story of determination and courage

from this truly remarkable woman. Another member of the Survivor Panel was Humphreys Munai who was on a missionary assignment near Port-Au-Prince, Haiti when the devastating earthquakes destroyed the capitol city in 2010. Rounding out the panel was Russell Claus, Planning Director for Oklahoma City, who discussed the impact of the 1995 terrorist bombing of the Murrah Federal Building in downtown Oklahoma City, how the City responded, how the City’s core infrastructure and environment were affected and how it is being rebuilt from planning and financial perspectives. Optional training opportunities were available Tuesday afternoon including the Advanced Certified Public Funds Investment Manager Accreditation program, Cash Handling Certification program, and Fund Balance Reserve and Debt Policy Certification programs.

Wednesday was a full day of concurrent sessions in Investment Management, Cash Management, Debt Management and Technology.

The Oklahoma Association of Public Treasurers was very excited to host the annual conference and provided many wonderful opportunities for networking. These events including “An Evening in the Sky” at the Petroleum Club of Oklahoma City which is located at the top of the Chase Tower offering a panoramic view of Oklahoma City; “An Evening of Oklahoma Wonders” with live entertainment in the Cox Convention Center; “An Evening in Memory” at the Oklahoma City National Memorial & Museum. This memorial and museum were built as a tribute to those who were killed, those who survived and those who were changed forever by the April 19, 1995 bombing of the Alfred P. Murrah Federal Building. The Memorial Museum allowed attendees to experience that day and those that followed through the voices, images and artifacts of survivors, family members and rescue workers. It was truly a highlight of the conference and definitely reinforced the conference theme, “The Will to Survive, the Skill to Succeed.”

MMTA in the UP was held in the beautiful city of Marquette on the Northern Michigan University’s campus on August 5, 2011. Presenters for the full day event included: Julie Gust, from Talmer Bank and Trust who reassured attendees on the financial health of the financial industry. Gogebic County Treasurer, Sue Pertile shared insights into foreclosures with special assessments. MMTA Board of Director Matt Horning, Treasurer from the City of Ann Arbor provided an informative Legislative Update. The afternoon continued with a webinar presentation about Governor Snyder’s Dashboard requirements. This was presented by Citizens Research Council member, Eric Lupher. A review and update of GASB changes focusing on GASB 54 and municipal accounting standards, was presented by Michael Grentz, CPA, with Anderson, Tackman & Company. The day finished with a round table, Treasurer to Treasurer discussion, which is always an interesting time. You never know what question or topic will be discussed.

As it would be impossible to provide a quality event without assistance, I would like to thank the presenters for traveling to Marquette and sharing their knowledge and expertise with the group. It was great that the several of the presenters stayed the entire day and sat in on other sessions. Some input from these other professionals gave a different perspective on the information that was already being presented. I also wish to thank Diane Giddens, City of Marquette and Anne Giroux, Marquette County for their help in planning and hosting the 2011 Annual MMTA in the UP Education Event. I could not have done this without your assistance.

governor Snyder is targeting personal property tax as the new big tax reform, getting rid of over $800 million in tax on industrial and commercial personal property including tax on utilities. Both sides of the personal property tax issue are being discussed. manufacturers just want the tax gone. then there is the ripple effect. School districts, followed by cities and counties, and then come the state share that goes

into the School aid fund. the list also includes intermediate school districts, townships, community colleges and villages. on the municipal sides, if you have personal property tax revenue, it could be another large hit to the revenue reductions. (See the article by philip o. mastin iii) So what would be the replacement for the revocation of personal property tax? there has not been an answer yet.

the community impact will vary. the importance of personal property tax depends on the economic makeup and the amount of industrial, commercial and utility property each municipality has. michigan is looking toward other states to see what they have done. options on how to replace the tax or if it will be phased out over time is yet to be seen.

The Board of Directors and Fall Conference Committee are excited to invite you to attend the 2011 Fall Conference at the iconic Mission Point Resort on Mackinac Island. We have worked very hard to offer you a conference filled with relevant topics that are affecting Treasurers across our beautiful State.

On Sunday, we will start with our Past President’s Welcome Reception at 5:30pm. The reception will be held at the Cypress Room off the Main Lodge area. Light appetizers will be served and you will have time to network with your fellow treasurers. Dinner will be on your own following the reception.

Monday will start out with a presentation from John Kamins, of Foster Swift, on Significant Developments in Municipal Finance. This will be followed by Tom McGraw and Stacey Belisle (you may have heard them at Institute) enlightening us on how to properly handle employee issues, including Genetic Laws and Medical Marijuana. The always popular Bill Anderson will give us an update on happenings in Lansing and we will also hear about how easy it is to implement credit and debit card payments over the counter from Patty Melton (Point & Pay) and Bill Garner (BSA). Our annual business meeting will start at 3:30. Dinner will be on your own this evening and will be followed by evening networking events at Mission Point.

On Tuesday we will hear an update on the EVIP program and also on other areas of governmental transparency that all local municipalities will be eager to learn about from Brian Camiller of Plante Moran. This will be followed by an Economic Update from the highly respected Russell T. Price, of Ameriprise, who has presented around the Country. The afternoon will begin with our own banking associate members Kim Goethe, Nancy Robinson and Kate McDonald giving a banking matters update and end with the ever popular Al Mooney and Matt Horning giving a treasurer’s legislative update. The evening will include our Prime Award Presentation, followed by our banquet and evening activities.

We are very lucky to have Tim Cusack present on Wednesday morning. Tim is a new speaker to MMTA and will give us an inspirational and humorous end to our fall conference. Tim comes to us very highly recommended and we are looking forward to hearing what he has to say.

We hope that you can come! Please plan on joining your peers at a place that has always represented Michigan at its BEST. You will return to your jobs better informed, re-energized and remembering why the State of Michigan is still and will always be, very special!
