TwoyearsagoattheWashingtonState Trails Coalition (WSTC)ConferenceinSpokane,theFoothillsRails-to-TrailsCoalitionvolunteeredto help host the 2010 conferencein Tacoma. The WSTC representshiking, biking and walking trails,water trails, off-road vehicle trailsandhorsetrailsthroughoutourstate.This is the first time the WSTC has met in Western Washington.We are working with our partnersthe Forevergreen Council, theTacomaWheelmenand theWSTCtopresentthebestconferenceever!The Conference will be held inTacoma at the La Quinta Inn andSuitesonOctober22and23,2010.This is a great opportunity to gettogether with and network withotherpeopleandgroupsthatsupportmany different types of trails. Forinformationonthisgreatconference,go to the WSTC website at www.washingtonstatetrailscoalition.org. TheCityofEdgwoodhaveaskedforourhelpplanningPhaseIIoftheInterurban Trail that goes throughtheircityincludingsomegreatridesand walks on local trails. We willbe making suggestions about trailneeds and amenities. One of ourgoals has always been to help thecounty and cities inPierceCountyplanandbuildaconnectingnetworkof trails. We really appreciate theopportunitytoworkwiththeCityofEdgewood. In addition, we are partneringwith the Tacoma Wheelmen and

Today, the interest and success of the Courtesy Patrol Certification program has soared well beyond Pierce County. Themission statementsays “The mission of the Foothills Rails-to-Trails Coalition is to assistPierceCountycommunities in thecreation,maintenanceandusageofaconnectedsystemofnon-motorizedtrailsforhealthierpeoplefromMountRainiertoPugetSound.”

TWBC Government Affairs Report Our committee met August 3 at the HarvesterRestaurantinStadiumDistrict. AnewandimprovedbikemapmaybeintheworksnowthatPierceCountypersonnelhadtodestroymorethan10,000copiesofthepopularPierceCountyBikeMapdue toarecentclaimagainst theCountyand itsPublicWorksDepartment.Whilealmosteveryroadisabikeroad,themapiscreatedinordertodirectcycliststo safer and quieter routes, helping keep cyclists offbusyarterials.Apparently,alocalattorneyclaimedthebikemapledacyclisttoalocalroadwheretherewasanon-standardstormsewergrate,andshewasseverelyinjured when she hit the raised asphalt curb that hadbeeninstalledtodirectstormwaterintothegrate.Theraisedcurbappeared tobe located faraway from thewhite,paintedfoglinewherewewouldnormallyrideontheshoulder.ThisisaveryunfortunatesituationinthattheCountyriskmanagersaretryingtolimitliabilityfromclaims.Atthesametime,weallknowthisactionwill result in cyclists beingonbusy arterialswithnoproperbikeamenitylikeawidesharedlane,afoglineshoulderor abike lane.TWBC isnowworkingwithBicycleAllianceofWashingtonforanewStatelawtowaivetortliabilityforbikemapsandsignage. YoumayhavereadaboutthecrisisattheSprinkerCenterand theneed tosave the ice rink.TheCountyCouncilisstudyingthecreationofanewParkDistrict.Unfortunately, only about $2 million of the fundingwouldbescheduledforcompletingtheFoothillsTrailtoBuckley.WehavebeenworkingwiththeFoothillsCoalition and ForeverGreen Council to get a moreproperallotmentforcountytrails.Wethink$10to$12millionshouldbeprogrammedfortrailsifabondissuecomesabout.Mostofthetrailsarescheduledtobebuiltby local communities. We identified trails that help link togetherasysteminoururbangrowthareaand trails
thathavealreadyhadfeasibilitystudiescompleted,liketheEatonvillesystemandtheAshford-Elbetrail. Tacoma has completed a trail design workshopon thePrairieLineTrail (Seepage4).The trailgoesthroughtheUniversityofWashington-TacomacampusandcomesupfromtheEsplanadetoeventuallyconnectsomehow to the Scott Pierson and Waterditch trails.Theworkshopwillhavefocusedonneedsthroughthecampusarea.TheCityisapplyingforfundsforphase1. Finally,TWBCsponsoredaGreenDrinkseventatWildsideWineshoponAugust5.WehadagreateventthankstoCarolDavis,andthecostwasminimal.GreenDrinksisamostlymonthlyeventsponsoredbyvariousenvironmentalgroupsthroughoutthecounty,anditisknownmostlyfornetworkingandconversation.TWBChas been asked to contribute about $200 to a specialreceptiononOctober22attheWashingtonStateHistoryMuseumduringtheWashingtonStateTrailsCoalitionConference“FromBackyardtoBackcountryandtheTrailBetween.”Formoreinformationandtosign up, check www.washingtonstatetrailscoalition.org. OnAugust 9 I attended a public presentation onconceptual plans for the Prairie Line Trail, given byElliotBarnett andDianeWaitr (CityofTacoma) andBenMauk(UWTacoma).The twopartieshavebeen
cooperatingforyearstoconverttheabandonedBNSFright-of-waytoanon-motorizedtrailthroughtheUWTacomacampustotheTheaFossWaterway.Theyarenowseekingfundingsources,which,ifgrantedinJulyofnextyear,wouldbeusedinatwo-yearconstructionproject to complete the first phase of the project. Phase I is from Dock Street, up the curved 15th St. ramp
andHoodStreetadjacenttotheTacomaArtMuseum,and through the UW Tacoma campus to 21st Street,the southernboundaryof thecampus.Thepedestrian

TosetourCourtesyPatrolgoalscorrectly,wemustentertain a number of issues, such as what trails wewill serve; whether or not to expand the certification program (to include first aid, CPR, traffic control, auto parking, etc., or leave it status quo to minimizelegal exposure;) and whether or not to implement acertification fee to those outside a specific region to offsetour costs anddevelop theCourtesyPatrol as afund raiser since we have numerous requests fromoutside Pierce County for Coalition membership andCourtesy Patrol certification. Inaddition,wemustansweranumberofquestions.Since we have initiated the first known Courtesy Patrol Certification Program and graduation in the state, do we progress through growth, or hold status quo fulfilling ourownneeds?HowmuchvolunteertimeareCourtesyPatrol members willing or able to contribute as trailconnections and expansion continues?Will this forcethe escalation of recruiting and certification? Finally, is the following board-approved vision adequate:“Courtesy Patrol vision is to foster a positive impactthrough practical “courtesy” and visible patrol andserve as ready volunteer pool for the FRTTC events/happeningsandpartnershipwithPierceCountyParksandRecreation” It’sveryapparentthatDr.ErnieBayandJanWolcottconsultedthepastmanytimesduringthelast20yearstogetuswhereweare today,withbeautiful trailandstreams,whileMt.Rainierloomsinthedistance.Theirpasthasgivenusourfuture!

Unfortunately, my current commitmentsprevent me from continuing in this very importantrole. Thecoalitionboardiscomposedofverydedicatedand passionate people. They are very supportive ofequestriansonthetrail,butreallydonotknowwhatourneedsare.Weneedtounite,attendmeetings,volunteerforworkparties,andeducateotherusersonhowtobesafearoundhorses.PleasecontactmeatJeanetteFohn@msn.comorthepresident,BuzzGrant,atrailroadbuzz@q.comor253-845-4991ifyouarewillingandabletohelpout. Hereare justa fewreminders forequestriansandothertrailuserswhentheyseehorsesonthetrail.
Bikers,Walkers,Skaters,etc.: 1. Slowdownwhenapproachinghorses,especiallyfrombehind. 2. Give an audible sound (“approachingonyourleft”orafriendly“hello,areyourhorsesoktopass?”)sotheyknowyouarethere. 3. Contain dogs (they must be on leash) andchildren.Mostequestrianswillbehappytoletyoupettheir animals if you ask. Walk slowly and approachfromthefrontandslightlytotheside.Neverapproachahorsefromtheback! 4. Makesureyouswingwideandgivethehorseslotsofroom.Therearemanynarrowareasforthedirt
shoulder.Sometimesontheleftandsometimesontheright.Thehorseswillprobablybeonwhateversideiswidest. 5. Pleaseyieldtohorsesonbridges.Stoponyoursideofthebridgeandwaitforthehorsestopass.Thisisforyourownsafety.Bridgescanbeveryscaryandslipperyforhorses!Theymaydecidetojumpontopofyouiftheygetfrightened!
Equestrians 1. Weareguestsonthetrail.Berespectfulofotherusers.Beaware theymaynotbeeducatedonhowtoapproachhorsessafely. 2. Many towns and cities do not allow horseswithincitylimits,forexamplePuyallupandBuckley.Makesureyouknowthelawsforyoursectionof thetrail. 3. Thereareverynarrowsectionsadjacenttothepavedpath.Pleasemakesureyourhorseiswelltrainedandsafearoundbikers,skaters,dogs,children,etc. 4. Cleanupyourmanureifitlandsonpavement!Itisunsightlyandpossiblyunsafetocyclists.Stayonthedirtasmuchaspossiblesothatmanurewillnotbea problem. If that sounds difficult, consider getting a “manurebag”thatattachestothehorsestail. 5. Pleasewearahelmetforyourownsafety. 6. Havefunandenjoythiswonderfulresource! 7.
