Denny isn’t done.

Though longtime State Assemblymember Herman “Denny” Farrell, who served 42 years in the Assembly, representing Harlem,

Washington Heights, Hudson Heights, Sugar Hill and Hamilton Heights, recently retired, he’s still got work ahead.

“I’ve got a whole bunch of things I want to do that I couldn’t do because I was in Albany,” Farrell said of his future plans. “Now I can do it here.”

Farrell, 85 years old, spoke on Tues., Sept. 5th as Governor Andrew Cuomo rededicated Harlem’s Riverbank State Park in his name.

The former Chair of the Assembly’s powerful Ways and Means Committee was instrumental in pushing for the construction

of the park, situated on the Hudson River on top of a sewage treatment plant. Farrell worked with Governor Cuomo’s father Mario to fund the park’s construction with $130 million.

Opened in 1993 as the fi rst state park in Manhattan, Riverbank will now offi cially be called the Denny Farrell Riverbank State Park.

At a renaming ceremony at the park’s auditorium, Cuomo told of the site’s tempestuous history, as the city initially planned to put the waste treatment plant on the Upper West Side but retreated after residents of the wealthier

Elected offi cials from Northern Manhattan joined together to call on the immigrant community to exercise its right to vote in a demonstration of electoral strength.

At a press conference outside Holyrood Church on Mon., Sept. 11th, on the eve of primary elections, City Councilmember Ydanis Rodríguez, State Assemblymember Carmen De La Rosa and State Senator Marisol Alcántara said it was important for registered immigrant voters to get to the polls during a time when immigrant communities were seemingly under attack after the repeal of DACA and an increase in ICE raids.

The general election is to be held on November 7th, 2017.

According to the American Immigration Council, an advocacy non-profi t organization, immigrants and the children of immigrants, which the group labels “New Americans,” account for 23.9% of all registered voters in the state.

of paramount importance,” said De La Rosa. “We know that if we want to see governments that represent our communities, we must come out and vote.”

Rodríguez, who is running for re-election to represent the 10th Council District, said that regardless of which candidate people chose, a strong immigrant turnout at the primary

Noting that many immigrants are unable to vote themselves, Rodríguez implored “allies who are in solidarity with the immigrant community to vote in the name of immigrants.”

“The people who are now taking the street,

The offi cials also underscored a number of initiatives they said would help boost voting.

So claim charter school advocates and parents, who assembled on the steps of City Hall on September 6 to slam Mayor Bill de Blasio for not responding to their requests for school space in public school buildings.

Success Academy Founder and CEO Eva Moskowitz and other charter school leaders say that the city blew a September 1 deadline to inform them of possible space for the 2018 school year, and in so doing, left hundreds of charter school students uncertain if they’ll have a seat.

Moskowitz explained that Success Academy, the largest network in the city, fi rst reached out to the city seven months ago for answers regarding several of its elementary schools, and said families deserve the ability to plan where their kids will go to school next year.

“Like all public school parents, they have a reasonable expectation that their kids would not be left educationally homeless,” she remarked.

“This is a very reasonable and doable request,” said Moskowitz, who has butted heads repeatedly with de Blasio over the years. “And yet, seven months later, we still don’t have an answer. It’s hard for us not to feel that this is political.”

Charter schools currently serve more than 100,000 students in the city. Charters that are not provided with classroom space in public school buildings must locate and pay for space in private buildings.

I have a message for President Trump: Don’t mess with your

fellow New Yorkers.

As a city, we do not take kindly to anything that affronts our people. We don’t like it when our neighbors are singled out for who they are.

Last week, the President sent out his attorney general, Jeff Sessions, to announce that his administration is ending the Deferred Action for Childhood Arrivals program. DACA, as it is known, has allowed 800,000 people brought to the United States as children without documentation to fully participate in the American Dream.

Right now, for all of us across the United States, but especially in New York — the ultimate city of immigrants — this isn’t abstract policy. This is a personal crisis that affects people we love; people we live with; people we work with. They woke up this morning to discover their lives are now in limbo. They don’t know what tomorrow will bring.

The President may not get it, but most Americans do. The people affected by DACA are just as much Americans as Donald Trump is. They are human beings and they need to be treated with respect. There is a massive desire in this country for a positive solution to the chaos the President has caused. So now we get to work.

A week after pardoning convicted racist Sheriff Joe Arpaio, you-know-who rescinded the Dream Act. In one fell swoop, Trump dashed the hopes and aspirations of almost a million dreamers. The unjustly cruel move was another indicator that an avatar of White Supremacy has hijacked the Presidency. The vicious war on immigrants has taken a turn for the worse. We must not succumb to despair; only a sustained effort on our part will see us through this and save our democracy. Gregg McQueen of the Manhattan Times reported on the termination of DACA.

More than a hundred health-care consumer, patient and

provider groups are calling for Congressional action to stabilize the health insurance market.

While the effort to repeal the Affordable Care Act was narrowly defeated, the program that has helped millions of Americans buy more affordable health insurance is still in danger.

According to Craig Obey, Deputy Executive Director of the advocacy group Families USA, the Affordable Care Act is working, but confi dence in the program has been undermined by threats that the Trump administration will let it implode by withholding funding for cost-sharing reductions.

“Congress ought to go ahead and eliminate all uncertainty and guarantee that they’re going to make those payments, to ensure that people’s deductibles and premiums are

The undersigned organizations representing consumers, patients, and health care providers share the strong belief that everyone in this nation deserves high-quality, affordable health coverage and care. We stand committed to building on the historic progress of the Affordable Care Act (ACA) and working with you to secure meaningful and affordable health coverage for all.

Continued uncertainty about funding for cost-sharing-reduction payments, evidence of administrative attempts to undermine the law, and concerns about future Congressional attempts to repeal the ACA pose a significant threat to the stability of marketplaces and the broader individual market. It is now time for Congress to move past attempts to repeal the ACA and cut the Medicaid program and turn its attention towards bi-partisan policies that would safeguard the stability of health insurance markets for 2018 and beyond. Specifically, we urge Congress to take swift action in three main areas:

1) Guarantee funding for cost-sharing reductions (CSRs). We urge Congress to immediately enact legislation that clarifies there is a permanent, mandatory appropriation that ensures full funding of CSRs, eliminating all questions raised by pending litigation. CSRs provide critical financial protection for nearly 6 million people who obtain private coverage on health insurance marketplaces.i If CSRs end, premiums would rise by an estimated 19 percent, and reduced plan participation could leave many consumers without any coverage options.ii Quick action that guarantees ongoing CSR funding is critical to ensuring a stable individual market.

2) Restore premium stabilization programs. We urge Congress to immediately appropriate ongoing funding for a premium stabilization program that shields individual insurance markets from the volatility of high-cost claims. The potential impact of such a program is illustrated by the 10 to 14 percent drop in premiums that resulted from transitional reinsurance under the Affordable Care Act.iii An ongoing, fully-funded premium stabilization program would also encourage insurers to offer marketplace coverage.

3) Ensure continued funding for outreach and enrollment assistance. We urge Congress to continue to appropriate adequate funding for federal Navigators and outreach, culturally and linguistically appropriate education, and marketing activities through the Department of Health and Human Services. This funding helps consumers—particularly young and healthy people who will help balance the risk pool—learn about and enroll into available coverage.

disorders and those immersed in the process of recovery.

A new documentary about addiction and recovery is set to be released by the New York State Offi ce of Alcoholism and Substance Abuse Services (OASAS).

Reversing the Stigma focuses specifi cally on how state resources are being used to combat addiction and seeks to remind viewers that addiction is a chronic disease that is treatable.

The fi lm, narrated by television journalist Laurie Dhue, profi les multiple people in various stages of recovery, who share their stories and experiences.

The fi lm, produced by OASAS and the New York State Media Service Center, will premiere throughout New York during the month of September, which is National Recovery Month.

Last year, approximately 232,000 individuals received treatment for a substance use disorder in OASAS-certifi ed treatment programs, with an average daily enrollment of about 98,000.

The state is seeking to cut down on the number of opioid prescriptions issued. Last year, legislation was passed to reduce the limit on opioid prescriptions for acute pain from 30 days to 7 days, and to mandate education on addiction and pain management for prescribers. According to state fi gures, those steps resulted in 650,000 fewer opioid prescriptions being written in the fi rst year that the law was in effect.

address addiction and support people whose lives it has touched.

In 2015, opioid overdose deaths rose by 16 percent across the country compared to 2014, while in New York State, deaths rose by more than 28 percent, to a total of 2,184.

Farrell’s retirement means that Democrats can select a nominee to succeed him, with Farrell’s Chief of Staff Al Taylor the presumptive favorite.

Assembly Speaker Carl Heastie will also need to appoint a replacement to head the coveted Ways and Means Committee post.

“Denny, we’re going to miss you. You’ve also done me a big disservice because now I have to pick somebody to succeed you,” Heastie said. “I think that all 108 members and even a couple Republicans have applied for that job as well.”

The park draws over 3 million visitors annually and is one of the busiest state parks in New York, offi cials said. It features an ice rink, basketball courts, baseball fi elds, running track and indoor and outdoor swimming pools.

State Parks Commissioner Rose Harvey said that the state park has meant “everything” to the people of Harlem.

“It’s provided great hope, opportunity, every type of recreational opportunity. It just showed what could be,” said Harvey, who referred to Farrell as “a guardian angel” for the park.

Most recently, Farrell supported the effort to allocate $11.9 million for Riverbank improvements through the NY Parks 2020 funding, she said.

Cuomo also announced the completion of a $25 million pedestrian footbridge over the Henry Hudson Parkway, also named for Farrell, which will improve Harlem’s access to the waterfront.

“We get those 18-year-olds registered to vote on their birthday, and that will help and go a long way for our community to get

Dominican descent to serve in the State Senate, said that in addition to voting opportunities, it was important to ensure that immigrant and minority candidates ran for offi ce.

“It’s also making our city and state government refl ective of the population of the state of New York,” she said. “People in New York like to talk about how New York is so progressive, but we also have to do the work [and get involved].”

“[Children] learn to use art as a language to express their thoughts and ideas,” she said.The school had over 900 applicants last year,

The DOE has suggested that confi rming space requests takes time as there is community engagement involved.

“Anytime we are siting a school in a building, whether

district or charter, we believe there must be a lot of public engagement,” said DOE spokesman Michael Aciman. “We follow the state law and work closely with charter organizations to address space requests in a

timely manner.”Moskowitz touted high test scores

among Success Academy children, and remarked that the city should be “rolling out the red carpet” to help charter students as a result.

“But instead, there is an obstacle at every turn,” she said.

“It’s sort of like nobody’s home at City Hall,” added Moskowitz. “We keep knocking on the door asking, begging, when can we know where our children are going to be placed?”

Success Academy is the largest network in the city.

“This is a very reasonable request,” charged Success Academy CEO Eva Moskowitz.

Since there are were no challengers to the Democratic Council candidates, the winners of the primary win the Council seat.

East Harlem resident Carlos reported that he was voting for Rodríguez in the Council race, and said he thought the

former Assemblymember could help the district with more affordable housing.

“People are losing their home each and every day,” he said. “Harlem is not a rich area. You’ve got subsidized people trying to make it in life. Housing could really help us.”

Voters outside of I.S. 52 polling site in Inwood also mentioned affordable housing as a primary concern. Some residents also cited the proposed redevelopment of the Inwood Library as chief factors in determining their vote for the Councilmember.

But resident Alejandro Martínez said Rodríguez deserved another term.

“I like his work for the community,” Martínez said. “And if people reach out to him for help, he will listen.”

This year, the open enrollment period for the Affordable Care Act also has been cut to just six weeks, from Nov. 1 to Dec. 15, half the length of previous years.

Obey acknowledges the ACA has some problems that need to be fi xed, but it also has made historic progress toward making high-quality, affordable health care available to all. He says what’s needed now is a bipartisan effort to help preserve and extend those gains.

“Wherever there are improvements that are needed, we make those improvements, but let’s make the law work rather than continue to sow uncertainty with a lot of political posturing and rhetoric that just isn’t helpful,” adds Obey.
