Receiving water: Paint Branch via MS4 Outfall #003. The receiving Paint Branch is HUC Code #020700100202; Class I Waters – Water contact recreation and protection of non-tidal warm-water aquatic life; no shellfish harvest or public drinking water supply.

Volume Discharged: Approximately 570 gallons total, of which approximately 430 gallons entered a nearby stormwater inlet and 140 gallons infiltrated into the ground. The stormwater inlet discharges to the Paint Branch via MS4 Outfall #003.

Description of overflow location: The overflow came from a sink hole adjacent to the transformer pad on the west side of the SCUB 3 Grounds complex. The overflow ran across the grass landscape and into the parking lot to the stormwater inlet. A portion of the flow entered a stormwater inlet.

Cause of overflow: Break in the pipe of the sanitary owned by University of Maryland. Excavation initially began on Tuesday, August 7th to confirm the break in the pipe and continued on Thursday, September 9th, to began to make the necessary repairs. The work was completed on Saturday, September 11th.

Date/time overflow began: 09/07/2021 – 09:29 am (approximately)

Date/time overflow stopped: 09/07/2021 –11:23 am (approximately)

Steps taken to prevent recurrence: Perform preventative maintenance of sanitary sewer system; continue to closely monitor discharges in accordance with the University’s NPDES permit and IDDE plan; order and maintain inventory of materials for sewage spill response.

Measures taken to mitigate impact: At the point of detection, UMD Incident Response Unit (IRU) and Pipe Services responded to the scene of a sink hole containing a large volume of sanitary liquid and the overflow from the sink hole being discharged at a rate of approximately 5 GPM to a stormwater inlet approximately 215 feet downhill to the east. send out a representative to evaluate the area immediately. At 10:12 am a 2” dewatering pump was deployed to the sinkhole and quickly dewatered the hole. The discharge was rerouted to nearby sanitary manhole adjacent to the sink hole. Flow rates along the hillside began to decrease. Full stoppage of the residual flow from the hillside was observed at 11:23 am. UMD Pipes Services staff began an investigation of all sanitary manholes in the area and found no blockages. Currently, UMD Pipe Service is investigating the cause of the overflow, which is believed to be a collapsed sanitary line, via excavation. IRU broadcasted approximately 15 lbs. of hydrated lime on affected grass landscape and hardscapes at 11:25 am. The IRU incident report, along with the photos of the affected area, are attached to this report.

On Thursday, September 9th, 2021, UMD Facilities Maintenance sent out an urgent work notification via the UMD Customer Response Center (CRC) notifying the campus community that access to the sidewalk adjacent to Fieldhouse Dr, as well as the eastbound lane of Fieldhouse Dr, would be closed. This work is in relation to the repairs needed to be made to the sanitary line. The email is attached to this report.

Public notification method: UMD Brian Trest of the IRU contacted Jason Baer and Kaitlyn Peterson from the Office of Environmental Affairs, at 10:49 am, concerning the sanitary discharge occurring at SCUB 3 Ground Complex. He informed the Office of Environmental Affairs a 2” dewatering pump was deployed to the sinkhole and quickly dewatered the hole. The discharge was rerouted to nearby sanitary manhole adjacent to the sink hole. A message via text and email was sent out to the on-call UMD personnel at 11:04 am notifying them of the sewage overflow and discharge location and measures being taken to mitigate the situation. UMD notified MDE of the incident, by phone, at 01:55 pm on 09/07/2021 to Evelyn Stavrou at the MDE Hagerstown Office; the Prince Georges County Health Department was notified of the incident, by way of the CountyClick 311 reporting system, at 02:05 pm on 09/07/2021; the City of College Park was notified at 02:10 pm on 09/07/2021; a copy of the 5-day report to MDE was posted on the UMD Department of Environmental Safety, Sustainability & Risk’s stormwater management website:

Location Bldg. & Rm.: North West Corner of SCUB III (392)Incident Description: Sanitary Release and Sink HoleInitial Report or Update: Initial ReportIRU Initial Action Taken: IRU 2 & 5 (Tyson & Johnson) responded to a report of a large flood occurringoutside of 392 that was reported by John Spivy of ICA Facilities at 0929. On call plumber, Pipes 21(Knox) also responded to the scene. Upon arrival, a large volume of suspected liquid sewage was scenecoming from the hillside area NW of SCUB III. The flow rate was estimated to be 5 GPM. IRU 1 (Trest)responded to the scene to assist. Flow was clear and liquid only in nature with no visible solids. Flow fromthe hillside flowed down the roadway and and into catch basin in parking lot "M."IRU Field Observations: At the top of the hill above PMU-19 SWA 392 a large sink hole was observedwith standing suspected sewage. At 1012 a 2' dewatering pump was deployed to the sinkhole and quicklydewatered the hole and was discharged into a nearby sanitary MH. Flow rates along the hillside began todecrease. Full stoppage of the residual flow from the hillside was observed at 1123. Pipes services staffbegan an investigation of all sanitary MHs in the area and found no blockages. Contract support fromFlippo has begun to excavate the area.

After flow in area had stopped, 15lbs of agricultural lime was spread on all hard and soft-scapes at 1125.Currently it is believed that a sanitary line has collapsed but excavation is needed to confirm.
