COUNTY OF SCOTTAUGUST 14, 2012

(1) The Board of Commissioners, in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 9:00 a.m., with the following members present: Commissioner Wolf, presiding, Commissioner Wagner, Commissioner Menden, Commissioner Marschall, and Commissioner Ulrich.

(2) On a motion by Commissioner Marschall, seconded by Commissioner Ulrich, the Minutes of August 7, 2012 were approved.

(3) Recognition of Interested Citizens:

Thom Boncher, Jordan, informed the Commissioners of a Minnesota Environmental Quality Board meet-ing on Wednesday, August 15, at the MPCA Board Room where public comments ill be taken regarding frac sand mining.

(4) Consent Agenda:On a motion by Commissioner

Ulrich, seconded by Commissioner Menden, the following actions were approved unanimously. All resolu-tions are available in the office of the County Administrator and are made a part of this record by reference.

A. Set a public hearing date of September 4, 2012 at 9:30 a.m. to consider the preliminary 2013 bud-get and levy for the Scott Watershed Management Organization.

B. Approve the renewal of a Service Agreement with Thomas Allen, Inc. effective July 1, 2012 through June 30, 2014 for contracted case manage-ment for eligible clients under the home and community based waiver programs.

C. Approve an Amendment to the Service Agreement with AXIS Alternatives, Inc. effective July 1, 2012 through June 30, 2014 for sup-port services authorized by case man-agers for clients based on individual client needs, specifically, home and community based services

D. Approve the appraisal reports’ estimate of just compensation by a market value appraisal for new right-of-way and easements for the recon-struction of County Highway 12 in Spring Lake Township (Annexation area for the City of Prior Lake.)

E. Adopt Resolution No. 2012-137; Authorizing Distribution of a Negative Declaration Decision on the Need for an Environmental Impact Statement for the County Highway 17 Reconstruction From County Highway 16 to Approximately 1,350 Feet South of County Highway 78 in the City of Shakopee.

F. Adopt Resolution No.2012-138; Authorizing the Execution of Two Quit Claim Deeds Conveying to an Adjoining Property Owner, by Parcel Split in Fee, a Strip of Land (the East 8 Feet of Lot 2, Block 11, City of Shakopee) and Conveying Unto the County the Remaining Property (Lot 3, Block 11, City of Shakopee.)

G. Approve the purchase of equip-ment for a point of entry screening checkpoint in the “Link” area of the Scott County Justice Center.

H. Separation in employment for Annabelle McCullough, FT Corrections Officer, Sheriff’s Office, effective 08/03/12. Separation in employment for Jerrold Martin, Intermittent (10% FTE) Unclassified Corrections Officer, Sheriff’s Office, effective 08/16/12. Separation in employment for Lisa Koshy, FT Financial Assistance Specialist, Health and Human Services Division, effective 08/15/12. Separation in employment for Gary Marschall, PT Temporary (99% FTE) Unclassified Driver, Community Services Division, effective 08/04/12. FT Probationary employment for Kayla Bauer, Administrative Specialist, Health and Human Services Division, effec-tive 08/14/12. Commissioner Menden moved, sec-onded by Commissioner Marschall to adopt Resolution No. 2012-139; Authorizing Entering Into an Agreement With EagleJet Systems, Inc. for Project Management Services for the Life of a Parcel Program for2012-2013. A copy of the resolu-tion is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously.

(6) Provide a Supportive Organizational Culture Which Enhances the County Mission:

Commissioner Marschall moved, to approve the summary of performance evaluation for County Administrator Gary Shelton. Commissioner Ulrich seconded the motion.

The motion carried on a vote of three ayes with Commissioners Menden and Wagner voting nay.

On a motion by Commissioner Ulrich, seconded by Commissioner Marschall, the meeting adjourned at 9:56 a.m.
