The same was confirmed bythe Committee. (Appendix -I)On the recommendation of the Commission, it was resolved to recommend to the Senate thatResolution III:i. That the Seminary should take serious note of the suggestions made by the Commission

and submit a compliance report by December 2009.

ii. That the staff should be immediately appointed in the following areas if the B.D. courseis to be offered from 2010:Old Testament, Religions, Christian Ministry, Sociology, Psychology and Philosophy

iii. Principal with D.Th. degree of Serampore or its equivalent should be appointed prior tothe commencement of B.D. program.

iv. The books and the journals in the library, as suggested should be procured by the end ofthe academic session and the Senate be informed.

v. Subject to fulfilling all the above recommendations, the Seminary be allowed to com-mence B.D. program in English medium, under new curriculum, from the session 2010-2011.

b. Madras Theological Seminary & College, Kilpauk, Chennai - B.D. Programme (cf.p.139 of 2008):It was reported that the Report of the Commission to Madras Theological Seminary & Col-lege, Kilpauk, Chennai for B.D. Programme was approved by circular. The same was con-firmed by the Committee. (Appendix - II)On the recommendation of the Commission, it was resolved to recommend to the Senate thatResolution IV:i. That the Seminary should take serious note of the suggestions made by the Commission

and submit a compliance report by December 2009.ii. That the staff should be immediately appointed in the following areas if the B.D. course

is to be offered from 2010:History of Christianity, Christian Ministry, Women Studies, Sociology, Psychology andPhilosophy

iii. The books and the journals in the library, as suggested should be procured by the end ofthe academic session and the Senate be informed.

iv. A budgetary provision of Rs.5 lacs per year, for next three years be made to upgrade thelibrary for B.D. studies.

v. Proper hostel facilities should be provided, as suggested above.vi. Subject to fulfilling all the above recommendations, the Seminary be allowed to com-

mence first year B.D. program in English medium, under new curriculum, from thesession 2010-2011. Second year B.D. students shall not be admitted till 2011.

WC/07/10: Affiliation for various categories: M.Th. – New branch/s: Commission Report -TamilnaduTheological Seminary, Madurai – Christian Ministry Homiletics (WC/10/09):It was reported that the Report of the Commission to Tamilnadu Theological Seminary, Maduraifor Christian Ministry Homiletics approved by circular. The same was confirmed by the Commit-tee. (Appendix - III)On the recommendation of the Commission, it was resolved to recommend to the Senate thatResolution V:a. A person with D.Th. or as per the qualification stipulated by the Senate be appointed as early

as possible.b. In the light of above and also the fact that the Senate has given permission to commence the

course prior to the visit of the Commission, it further recommends that:i. For the present batch all the courses taken by them in the first year, be Senate examined.ii. Course work needs to be spread in two years and not just all course work in the first

year, otherwise students have just thesis in the second year.iii. No students shall be admitted to the M.Th. course in Christian Ministry with specializa-

tion in Homiletics, from 2010, without submission of compliance report and approvalfrom the Senate.

WC/08/10: Affiliation for various categories: B.C.S. Programme: Commission Report: Master’s Col-lege of Theology, Visakhapatnam – Request for BCS examination centre (WC/47/09):It was reported that the Report of the Commission to Master’s College of Theology, Visakhapatnamfor BCS examination centre approved by circular. The same was confirmed by the Committee.(Appendix - IV)On the recommendation of the Commission, it was resolved to recommend to the Senate thatResolution VI:

On the basis of the observations made on the facilities available in terms of faculty position andInfrastructure the members recommend to the Senate of Serampore College that the Master’sCollege of Theology be allowed to function as a Centre to offer Bachelor of Christian Studiesprogramme of the Senate of Serampore College and the existing students be included in the newsystem.

WC/09/10: Affiliation for various categories: Dip. C.P.C. Programme: New Affiliation: CommissionReport: Mar Thoma Hospital Guidance and Counselling Centre, Thiruvananthapuram(WC/12/09):It was reported that the Report of the Commission to Mar Thoma Hospital Guidance and Coun-selling Centre, Thiruvananthapuram for new affiliation approved by circular. The same was con-firmed by the Committee. (Appendix - V)On the recommendation of the Commission, it was resolved to recommend to the Senate thatResolution VII:i. Suggestions be taken seriously and plans to be prepared and implemented.ii. The Centre should give the priority for the campus accommodation of the full-time Profes-

sors and students.iii. The books on the Counselling not only the clinical but industrial, social, educational, em-

ployment and other aspects, be added in the library.iv. The Centre be permitted to offer D.C.P.C. course w.e.f. academic year 2009-2010.

NEW BUSINESS

WC/10/10 M.Th. Programme: An AnalysisThe Committee received detail analysis of MTh programmes in affiliated colleges from the Reg-istrar. Concern was expressed as some colleges are offering a number of PG courses with mini-mum of staff and students. The Committee also noted the Staff-Student ratio, number of Profes-sors with doctoral degree, use of visiting, super-annulated and adjunct professors and other fac-tors are needed further studies. It is suggested that the matter be taken up later.

WC/11/10 M.Th. Programme:I. New Affiliation:

Request for a Federated Faculty - Nav Jyoti Postgraduate and Research Centre inNorth and North West IndiaThe Committee was informed that a request from a new Federated Faculty - Nav Jyoti Post-graduate and Research Centre in North and North West India, formed by CDS, Delhi, DJVP,Delhi and NTC, Dehradun (Appendix -VI). The Committee welcomed such an ecumenicalventure from divergent institutions within Serampore family. It also appreciated the effortstaken by these institutions to make the presence of Serampore system in the capital city ofthe country. The Committee resolved thatResolution VIII:i. The following Commission be appointed to visit the College and report to the Academic

WC/14/10 Thesis Proposals for M.Th. candidates: 2009-2011:The Committee received the following information with regards to thesis proposals:A. Received from the Colleges:

It was reported that the thesis proposals were sent to the members for comments and sugges-tions, which are being sent to the colleges, once received. The Committee expressed thanksto the P.G. Colleges/Seminaries for full co-operation with the Senate to avoid delay in get-ting suggestions from the Boards of Studies members, for the benefit of the students. It wasresolved:Resolution XV:i. That the Comments/suggestions from the Boards of Studies be worked out by the stu-

dents and revised proposals be sent to the Senate Office before March 30, 2010.ii. That the revised proposals be approved by the Committee at its next meeting.iii. The Post Graduate Colleges/Seminaries, are requested to send the thesis proposals of

their M.Th. candidates, registered in 2009 directly to the members of the Boards ofStudies, for their suggestion/approval with a copy to the Senate Office for record andfurther action

iv. Non-resident faculty/staff-abroad should not be appointed as supervisors.v. Scholars above 70 years should not be appointed as supervisors.vi. Non-theologian staff should not be the independent guide for M.Th. thesis.vii. If no comments are received from the Senate, the proposal can be taken as approved

and students be asked to continue their work during the summer break.

WC/15/10 Syllabus for approval:a. UTC, Bangalore - B.D. course:

Following comments were made:i. The UTC curriculum and syllabi are not different from the present Serampore B.D.

curriculum and syllabi;ii. The course outline of most of the courses are very brief and in the case of some, not all-

encompassing;iii. Bibliography of almost all courses is very short. Most of the books cited are published

in the 70s and 80s;iv. In comparison with the new Serampore B.D. syllabi and curriculum the UTC syllabi is

narrow and very traditional. It is feared that the UTC students may be deprived of thenewness and freshness that the new Senate syllabus and curriculum is bringing;

v. The spirit of clustering courses is not seen. Integrated and interdisciplinary emphasesare also very weak;

vi. It is suggested that the UTC curriculum and syllabi may be updated and upgraded in thelight and spirit of the new SSC BD curriculum and syllabi.

The Committee resolved thatResolution XVI:The implementation of new syllabus be postponed till the decision on autonomy is finalizedand approved by the Senate

WC/19/10 New Diploma/Degree Program: Diploma in Bible Translation: (WC/47/09, AC/10/09):The Committee was informed that the Rules and Regulation as well as the syllabus have beenreceived by the Academic Committee and their suggestions were incorporated in them. The Com-mittee resolved that:Resolution XVIII:i. The Council be recommended, through the Senate, to institute an Under-Graduate Di-

ploma in Bible Translation;ii. The Regulations for Diploma be approved and forwarded to the Senate for approval and

its implementation from 2010 academic session.iii. The list of supervisors be taken up later.

WC/20/10 Change of Principal:a. Karnataka Theological College, Mangalore – Rev. Dr. Hannibal Richard Cabral in place of

The Committee noted the above changes in the Principal-ship of the colleges as informed bythe Colleges.

WC/21/10 KUTS, Trivandrum – Senate Examination in Tamil /English languages (cf. p. 666 of 1981):The Committee was informed that the college has been permitted, as a special case, to admit

WC/26/10 Result for Senate Examination 2008-2009: Concordia Theological Seminary, Nagercoil:It was reported that the Seminary did not submit the statement of marks of college-examinedcourses to the Senate in time; that they did not respond to the request of the Registrar; that theysubmit them after the declaration of results, that too without giving any reasons for the delay; thatthe seminary was asked to submit the examination-scripts, attendance sheet, question papers ofcolleges examination; that in the interest of the students, Senate declared the results; that theSenate has asked them to have all the papers for the year 2009-10 as Senate examined.The committee resolved thatResolution XXIII:The action of the Registrar be approved.

WC/33/10 Dual Affiliation – Policy:It is brought to the members that many of the affiliated colleges are having dual affiliation/accreditation; some of the course programmes have the same nomenclature, same staff, classes,accommodation and other facilities. It is suggested that, in such cases, the Senate courses shouldbe made Senate examined and dual affiliation is discouraged. It agreed that the matter be dis-cussed by the Senate and some policy decision needs to be taken.

I. Introduction:The Indian Theological Seminary, Avadi was granted provisional affiliation at B.Th. level in English mediumin 1998 and was confirmed in 2003. The Seminary applied for the affiliation at B.D. level to the Senate and theAcademic Council, which met in October 2008. The Committee constituted an Evaluation Team consisting ofthe following members:

As Dr. John Sadananda could not visit as the Commission member, the Senate requested Dr. P. Mohan Larbeerto be one of the members. Fr. The Commission met with the co-founder Mrs. Christobel Russelliah, the acting Principal, the staff and thestudents. The Commission visited the hostel, classrooms, library and other facilities of the Seminary for com-mencing the B.D. program.

The Commission noted the passing away of the founder, Principal Dr. Chelliah Russelliah and expressed theircondolence to Mrs. Christobel Russelliah and her daughter, recollecting his contribution to the College and theSenate.

The Commission took note about the staff list that there are no professors in the following branches:Religions, Christian Ministry, Missiology, Women Studies, Sociology, Psychology, Philosophy.

b. Facilities for students and faculty:i. There are 34 students in the Seminary including 19 girls.ii. 9 faculty members are listed by the Seminary out of which 3 are BD., who cannot be considered as

core faculty for the B.D. classes and one is teaching English.iii. There is one professor who is visiting. There is no consent letter.iv. Most of the staff do not reside in the campus though Commission was assured that the staff quarters

will soon be constructed.v. The College does not have provision for accommodation for the married students. One is accommo-

dated not far away from the Seminary.vi. The Commission noted that all the girl students are accommodated in one room and do not have their

own chair and table for study and proper facilities for their stay.vii. Boy students are accommodated four in one room.viii. The Seminary has a prayer hall.ix. It has a small library with 40 seats for the students to study.x. The Principal is responsible for academic administration and has Registrar to work with her.xi. The Principal of the Seminary has M.Th. and teaching experience of 6 years though she does not have

D.Th.. She has just completed residential requirements and has to submit her dissertation within threeyears.

xii. The faculty do meet to discuss academic life and discipline; they keep the Minutes.xiii. The service rule of the College and the administrative set up of the institution was not provided to the

Commission so the proper assessment of the administrative structure could not be made.

III. Library:The facilities in the library are not enough to sustain the B.D. program in the present stage. It has merely 8000volumes. It needs to be updated and procure books in almost all branches in the department of BD. Studies; inSociology, Psychology, Philosophy and English. The journals needs to be upgraded.

The Commission noted that the new library is using Nirmala software and has been able to enter almost all thebooks into the system. It is also noted that many books have come in recent past and many more will becoming. It is suggested that the academic books should be separated from evangelical literature and the oldbooks should be kept separately in the archives. It has also suggested that a bigger library should be con-structed and more reading space be provided to the students. The Commission was discussed that new librarycomplex is soon coming up.

IV. Physical Facilities:i. Recreation room should be provided to the students and Television may be there for entertainment and

acquiring knowledge of the world around.ii. There are some computers available for the students and also internet facilities but it is suggested that

more internet facilities be provided to the students and more computers should be added in the library forthe use of the student and staff.

iii. It is noted that there is a plan for construction of library building and a chapel cum auditorium, in the nearfuture, for which some funds are available. Some staff quarters will be added and better accommodationfor teaching staff will be available in near future.

V. Administration:i. It is noted that some policy for the appointment of professor, the Seminary soon be adopted and proper

description of the duties of the different functionaries in the Seminary should be framed for the betteradministration in the Seminary.

ii. It has also assured that different activities of GGM: the Seminary, the Church Office, the Mission work,Orphanage and other activities of the Mission will be separated from the Seminary.

iii. It has also brought to notice of the Commission that the Board is keen to offer chaplaincy course for ruralsetting program for health and D.Min. studies.

iv. Practical Work and other involvements of the students needs to be properly regulated without disturbingtheir academic pursuit.

v. The need for staff-student relationship should be taken seriously and provision should be made in thecampus.

vi. The relationship between the seminaries within the Chennai city for interaction should be looked into andthe provision should be made to have regular seminars and consultations for students.

vii. It is noted that the professors in the branches of Religions, Old Testament, and Christian Ministry areurgently needed and they should be appointed as early as possible.

VI. Suggestions:i. Very serious efforts have to be made to ensure the addition of qualified faculty so that the Seminary can

redress its acute shortage as soon as possible. This could be done by adding a few more M.Th. graduateswhile those teaching at present can be sponsored for doctoral studies.

ii. The duties of the teaching staff be given as suggested by the nomenclature of the Senate system.iii. It is also suggested that the provision should be made for the accommodation for the teaching staff within

the campus.iv. Provision for the Pension, Provident Fund, Study Leave should be made for the staff of the Seminary and

Senate be reported as early as possible.v. The Indian Theological Seminary is the part of the double Ministry of Gilgal Gospel Mission (GGM) and

it has suggested that the autonomous status of the Seminary needs to be provided within the structure ofthe double ministry of GGM.

vi. The budget of the Seminary should be separated from the other ministries.vii. The students should have their own society and they should be encouraged to participate in the decision

making process which concerns them.viii. The ecumenical aspect should be inculcated in the Seminary life and teaching staff and students from

other denominations should also find place in the Seminary.ix. It is noted that the continuity of the staff has been a priority in the Seminary and only one staff is in the

Seminary, who has long association. It is suggested that the management take a special concern to theteaching staff of the Seminary. The Commission noted that earlier recommendations of the Commissionhave not been fully complied.

x. Much effort has to be expected to make the library to meet the requirements of a B.D. institution. Atpresent it lacks holdings, adequate space for the students to read, dedicated areas for individual students topursue their research and writing, computer stations and the like.

xi. Major acquisitions have to be made to enhance the library collection to meet the needs of the student body.This means additions in all areas, such as new books in all disciplines and journals. Similar attention hasto be devoted to adding to the Reference Section, which at present cannot be said to be satisfactory.

xii. Facilities provided for the students are woefully inadequate. The Report has already pointed out the con-gested rooms for women. While the rooms for men are relatively better, it could be improved. Again,accommodations for married students and faculty should also be planned. Also necessary is a betterdining room for the Seminary community.

xiii. Scarce resources are going to be improperly utilized by the Seminary maintaining both the SeramporeB.D. and the M.Div. of ATA. It would be better, or even required for the Seminary is provided by Foreigninstitutions. The Seminary should begin to formulate plans to attain some financial independence at theearliest.

The Commission noted that the Seminary is also offering courses from other accrediting body, such as ATA andit is using the same facilities for the ATA accredited courses making use of the same library, hostel, staff andclass rooms as that to Senate related courses. The Commission further suggested that:

i. A different structure and facilities should be provided for students and staff for ATA accredited courses.ii. Service Rules for the staff and non-teaching staff of the Seminary should be prepared and submitted to the

Senate for scrutiny and information.

The Commission recommends to the Senate through the Working Committee of the Academic Council that:

VII.Recommendations:a. That the Seminary should take serious note of the suggestions made by the Commission and submit a

compliance report by December 2009.b. That the staff should be immediately appointed in the following areas if the B.D. course is to be offered

from 2010:Old Testament, Religions, Christian Ministry, Sociology, Psychology and Philosophy

c. Principal with D.Th. degree of Serampore or its equivalent should be appointed prior to the commence-ment of B.D. program.

d. The books and the journals in the library, as suggested should be procured by the end of the academicsession and the Senate be informed.

e. Subject to fulfilling all the above recommendations, the Seminary be allowed to commence B.D. programin English medium, under new curriculum, from the session 2010-2011.

Residence for full-time teaching staff is not provided within the campus, only two full-time teaching staff

live within the campus.6. Many full-time teachers are attached to congregations (part-time), which takes much of their time.7. There are 92 B.Th. students with 13 full-time professors. The list is as follows:8. Two staff members have gone for M.Th. studies under staff development plan.9. B.Th. is taught in English and Tamil medium.10. It is informed that the B.D. studies will only be in English medium.11. The professors in History of Christianity, Christian Ministry, Women Studies, Social Analysis needs to be

appointed and persons with Dalit perspectives needs to be in the faculty.

IV. LibraryThere is one full-time staff in the library, Rev. A. Vincent Thomas, who is teaching staff with B.L.I.S. fromAnnamalai University.It has four computers and the books are being entered into computers under NIRMAL software.The books in the library have to be clearly marked and should be separated from lighter academic, evangelicalliterature.Books on almost all branches of theology, needs to be added. Philosophy, Sociology and Psychology booksneeds to be added for the benefit of B.D. first year students.Books on Homiletics, Pastoral Counseling, Christian Ethics and related subjects needs to be strengthened.

V. Physical Facilities:Four students are accommodated in one room with minimum of furniture and girls in a flat.The hostel should be provided with proper furniture for studies.Common Room and entertainment facilities should be there.Students should have provision for their own society for interaction, theological discussion and extra-curricu-lar activities. This organization should be able to interact with the staff on all the issues involved and theirparticipation in decision making bodies and committees should be encouraged and incorporated with the Board.A proper girls’ hostel needs to be constructed so that the girl students have proper accommodation facilities,preferably single rooms for women candidates in B.D. program. Boys’ hostel should also have single roomoccupancy for B.D. students.

VI. Administration:The Board, on its part, expressed its agreement with the observation of the Commission and assured that themajor concerns will be taken up seriously. It also informed that new computers are being sought and theCollege may have better facilities in near future, before the commencement of the regular B.D. course.

A very useful, open discussion took place with the members of the Board. The Board have been quite coopera-tive, understanding and sympathetic to the issues raised and expectations expressed. The following issues werediscussed and suggested:

VII.SuggestionsThe need for proper constitution of the College within the structure of the ECI for the College and its manage-ment.Composition, role and the responsibility of the Board needs to be clearly defined as independent decisionmaking authorities under the guidance of the ECI as per the policies of the Church.The service rules for the teaching and non-teaching staff, their appointment qualification, status, salary scale,pension benefit etc. to be framed as early as possible.The need for accommodation for the faculty in the seminary campus should be seriously considered.Boys’ and Girls’ hostel with single accommodation and proper amenities for the students should be provided.The ecumenicity in the seminary needs to be practiced both in the appointment of staff as well as admittingstudents.The Churches may also be involved in the ministry of the seminary under the care of ECI.Relationship with ATA need to be clearly defined and if its program has to be continued in the seminary, aseparate structure needs to be created without interfering it’s affiliation with the Senate and it’s program.The pastoral responsibility of the teaching staff needs to be limited so that they are available to the seminaryand its students.The provision for the new library should be looked into and procuring all the books should be the priority ofthe seminary.Involvement of the students in the ministry of ECI has to be regulated within the scope of practical work as perthe demands of the Serampore system.The ministry of women and women issues should be taken seriously by the seminary.The Commission recommends to the Senate through the Working Committee of the Academic Council that:

I. Introduction:The Academic Committee of the Senate of Serampore College received an application from the TamilnaduTheological Seminary, Madurai, for offering M.Th. in Homiletics under the branch of Christian Ministry, inEnglish medium along with the existing branches they are offering, and had constituted a Commission consist-ing of the following members (WC/10/09):

The Commission met with the Principal, the faculty and the staff of the Christian Ministry Department. TheCommission visited the campus, hostel, classrooms and Library. It is being the term break, the students couldnot be met with.

III. Meeting with the Principal: The Principal gave a brief introduction of the Seminary and the courses beingtaught at B.D., M.Th. and other levels.

IV. Observation: The Commission noted thatDr. Alfred Stephen is the only qualified teacher to teach.The name of Bishop James Srinivasan, who is a superannuated person, has been given in the faculty list but henever taught at B.D. or M.Th. level.Mr. V.I. Gnanaraj has just passed M.Th. and has not taught for 5 years at B.D. level, and he also has no researchpapers in his credit, as per Senate criteria for teaching at M.Th. level.a. It is noted that some of the professors, especially the junior one, has no ministerial experience. It is to

emphasize that the Seminary should see that such professors are given some orientation to ChristianMinistry as per the requirement of the criteria of the Senate.

b. It is important to know the teachers should have continuity in their services in the Seminary, at least forfive years, so that the M.Th. program can run smoothly. It is pointed out that M.Th. program should notrun on strength of visiting professors and superannuated professors. College should look into it andstrengthen its faculty.

c. There is a need for another professor with doctorate in Christian Ministry, if the College wishes to offerthe course in Christian Ministry with specialization in Homiletics.

d. The professor in the department, if they are availing sabbatical leave or other assignments abroad, shouldnot be considered as core faculty.

e. It is pointed out that Dr. Siga Arles, for technical reasons, should not be invited to teach at M.Th. levelunder Serampore system. The professors belonging to accredited system or associated with non-recog-nized theological institution should not be involved in teaching, unless and until they are approved by theSenate in advance.

V. Library: The library has upward of 40,000 volumes in books. It also has theological journals. The library isalso subscribing to ATLA. Therefore access to journals is easy. Enough number of computers is also provided.There is a qualified librarian with assistants and a qualified archivist.

There are, altogether, 869 books in Christian Ministry department. In the Homiletics section, there are 243books. It appears that the proportion of books in the Christian Ministry department is low. The number ofbooks on Homiletics is adequate for the B.D. program. However, from the prospective of the needs of M.Th.program in Homiletics, the following observations are made:The number of books on the craft of constructing sermon is adequate.The area of History of Preaching has very few books.The number of books in the field of Homiletical theories is better.Recent books are very few. 243 books cited in the bibliography, less than 50 are published in the last 25 years,200 are published prior to that. Books in the area of recent developments and recent trends in Homiletics areindeed very rare in the collections. This is a serious deficiency.Collections of sermons from leading figures in the history of preaching, is to be improved considerably.The foundation course is on the Sociological and Theological Foundations of the Church and its Ministry. Thenumber of books, particularly important texts, are to be added to the collection.The Commission noted that the college is not making available enough budgetary provisions for procuringbooks even in the branches suggested.

The Commission also recorded with regret to the M.Th. studies in Religions, though passionately requestedhas not yet commenced in the College even at the end of 4 years.

The Commission recommends to the Senate through the Working Committee of the Academic Council that:

Recommendations:a. A person with D.Th. or as per the qualification stipulated by the Senate be appointed as early as possible.b. In the light of above and also the fact that the Senate has given permission to commence the course prior to the

visit of the Commission, it further recommends that:i. For the present batch all the courses taken by them in the first year, be Senate examined.ii. Course work needs to be spread in two years and not just all course work in the first year, otherwise

students have just thesis in the second year.iii. No students shall be admitted to the M.Th. course in Christian Ministry with specialization in Homiletics,

from 2010, without submission of compliance report and approval from the Senate.

SENATE OF SERAMPORE COLLEGEEvaluation Report of the Commission on BCS Programme at

Master’s College of Theology, VisakhapatnamDecember 1, 2009

As per the decision of the Senate of Serampore College, Dr. Wati Longchar and Dr. Alfred Stephen visited theMaster’s College of Theology, Visakhapatnam on Tuesday the 1st December 2009. Hereby we give our report andrecommendations.

Initial MeetingsThe Commission members met the Principal of the College in the morning who oriented about the college and itsactivities. Following that the members met the faculty members. Subsequently a meeting with the Director was alsoorganized.

The Commission members then visited the class rooms, Library, Hostels and other buildings on campus.

A Brief Introduction of the Master’s College of TheologyThe Master’s College of Theology was established in the year 1996 as part of the non-profitable organization calledVision Natives which was established in the year 1992. The college which was started with offering diploma coursein the local language acquired the affiliation of the Senate of Serampore in the year 2003 offering B.Th. course andthen moving forward to offer B.D. programme in the year 2008.

MCT is an interdenominational institution built on the principles of accessibility, availability and affordability andproviding opportunities to all for theological education. It is located in a strategic place.

Observations:Students StatusThe present students represent various denominations and nationalities. There are totally 52 students in B.D. andB.Th. programme and 3 students in College Diploma programme.

Faculty StatusThere are totally 15 members on the faculty out of which one with D.Th., eight with M.Th.

Programmes OfferedAt present the College offer B.Th. and B.D. Degree programme of the Senate of Serampore College.

Library Facility and OthersThe Library is equipped well and adequate holdings to offer the programmes.

Boarding and Lodging facilities and Class Rooms and Computer facilities are adequate and good.

The college has taken initiatives to offer extension programme through the Extension Studies Department which isheaded by a Dean who is qualified with M.Th. from Senate of Serampore College.

They have already enrolled 19 students. For the year 2009 – 2010 the college has mobilized twenty six candidatesfor BCS and twelve for Dip. C.S.

There are possibilities for more number of enrollments as the college is situated in a strategic place.

Recommendations:On the basis of the observations made on the facilities available in terms of faculty position and Infrastructure themembers recommend to the Senate of Serampore College that the Master’s College of Theology be allowed tofunction as a Center to offer Bachelor of Christian Studies programme of the Senate of Serampore College and theexisting students be included in the new system.

October 8, 2009

I. Introduction:The Mar Thoma Hospital Guidance and Counselling centre (MTHGCC), Thiruvananthapuram estab-lished in the year 1982 is an institution under the Thiruvananthapuram-Kollam Diocese of the Mar ThomaSyrian Church. It is administered by an Executive Committee with Rt. Rev. Dr. Abraham Mar Paulos Episcopaof the same Diocese as the President. The MTHGCC meets the needs of the poor helpless patients from distantparts of Kerala and Tamil Nadu seeking specialized treatment in the Medical College Hospital, Sree ChitraMedical Centre, Regional Cancer Centre, T.B. Sanatorium, etc. and guides them to the right hospitals, doctorsand departments. It also provides the patients and their by-standers free food and accommodation, blooddonation and deserving patients, financial assistance, free ambulance facility etc.

The MTHGCC, Thiruvananthapuram is conducting the DCPC program of the SSC under special permissionof the Senate through Christian Medical Association of India (CMAI), New Delhi and now wishes to becomea separate affiliated Centre under Senate of Serampore College.

The Working Committee of the Academic Council of the Senate, which met in January, 2009 (WC/11/09) hadconstituted an Evaluation Team consisting of the following members:

III. Observations:The Centre has its own building with consultation rooms, class rooms, library, administrative section, prayerhall and the residence of the Director.

The Director has a residence and the other faculty members reside outside and come to take classes.

The students also come from the different places, whereas some accommodation is available to the students.

There is a centre, which accommodate patients coming for treatments in nearby hospitals, to whom the centreprovides guidance and counselling.

The institution has been conducting Counselling and guidance for last 25 years and has been affiliated toCMAI, New Delhi.

The syllabus is good, well balanced holding together both the theory and practical components.

Though the organization is a part of Mar Thoma Church, it is working on ecumenical basis.

It provides some financial support, if required, though it encourages students to pay for their expenses andfees.

Though there is no direct relation with the Catholics, the Centre is using their expertise as well as from otherdenominations and Churches.

The Commission also noted that there are professors from the Medical College and secular Universities and theColleges as part of the faculty and the Board.

The library has sufficient books to initiate the program but it needs to make special efforts to acquire clinical booksboth theological and professional aspect of Counselling. It needs to have more books related to the Counselling inthe rural, pastoral and clinical sphere. It has also suggested that the Christians and other faith’s reflections onCounselling are also be added in the library.

The books on the Counselling, not only the clinical but industrial, social, educational, employment and otheraspects are also to be included.

The Library needs drastic improvement as the centre itself is aware of improving it. Altogether there are 550 copies,out of these copies at least 10 books are of general in nature and in addition there are copies of several books whichare listed as separate books and counted as such.

There are certain typographical spelling errors and numbering which should be checked again.

1. The library consist of good books, certainly needs appreciation for the good collection. However the librarycertainly needs to be expanded by books from certain classical pastoral counselors, books on the psycho-socialproblems of the workers at the corporate sectors and the need for counselling in the industrial and corporatesectors, Marriage and family counselling books especially on violence and divorce, Palliative care and oldAge, substance abuse, Addiction and Suicide, Ethics and in the area of coping with stress. The Books onconflict resolution models, and finally books on HIV/AIDS and to care for terminally ill needs to be secured.

2. The other problem is two copies of the same book are listed twice and thrice and counted as separate copies.For example 1004, 1006 and 1219 are same books and listed separately. Let me give a few examples. a. 1015and 1017; b. 1273 and 1285; c. 1081 and 1082; d. 1189 and 1170; e. 1010 and 1011; f. 1063, 1064 and 1065;g. 1071 and 1072; h. 1076 and 1077; i. 1081 and 1082; j. 1169 and 1170; k. 1100 and 1226; l. 1124 and 1231.m. 1220 and 1221, n 1021 and 1194, o. 1273 and 1285.

3. Its faculty and the Board recommends that the D.C.P.C. course may be open to the people of other faiths oranother course along the same lines be instituted for them.

4. The centre is planning to extend its services to courses to N.G.Os, people of other faiths and non-ordainedpersons.

5. It is planning to link itself to home based industries and other rural organizations for providing guidance andcounselling.

6. The Board and the faculty presented the case for a degree program in guidance and counselling.

7. The Board is autonomous under the guidance of the Mar Thoma Church and it has no objection in havingpeople of other faiths and other denominations to be a part of it. They wish that they will make necessary steps,if required.

8. The Board strongly presented their cases for another centre of DCPC under Serampore system apart fromKottayam. As the need is great in the region and there are many students who are applying and needed thecourse for the benefit of the Church and the society.

9. The C.S.I. Church has full support for the Centre and the Principal of KUTS is on the Board and on the staff.

10. The centre needs to expose the students to other clinical centres such as half way homes, rehabilitation, de-addiction and other counseling centres so that the students will gain knowledge of other centres, which even-tually will be beneficial both in terms of understanding the intervention and prevention methods as well as forreferral and to be involved with them in future.

11. To explore other non- clinical centres for exposure of students to industrial and corporate sectors.

12. To have case conferences, means have one student present a case of three to four verbatim and discuss thecase. Sometimes it would be good to get a doctor to talk about any case of oncology or terminally illpatient’s last stages from the medical perspective in order for the students to understand the dynamics ofpain and suffering and the effect of emotions either in enhancing or effecting the medical treatment.

13. To arrange for an exposure in seeing an autopsy in the hospital.

14. To have clinical work in regular hospitals as of now the students are seeing patients only in the Mar ThomaCentre.

15. To enable the students to have an experience of night shift in a hospital, working as a chaplain or acounselor.

16. To have at least two hours as IPS Inter- personal session in a week where the group meets and waits for astudent to share his/her personal problems. This section will also give an opportunity for the students todeal and manage with silence a powerful tool of communication. since the course aims growth at bothpersonal and professional levels.

III. Suggestions:The Commission feels that the Director should be encouraged to go for doctoral studies so as to enable theinstitution to play a greater role in the diversified ministry of the institution and Churches.Two more theologically trained persons with Post Graduate degrees in Counseling be permanently appointedon fulltime basis.The institution is encouraged to prepare a segment under the Dip.C.S. curriculum, relevant to non-clinicalsegment of students.A section, relevant to industrial education and social context of its students for the Senate to offer programs forinterested students, may be prepared by the Institutions.That the institution be encouraged to plan Rs. 2 lakhs p.a. for next 5 years to acquire books, journals andresource materials in the library.The relevant pedagogy may be strengthened by inviting specialists involving in counseling and guidance fromthe theological and secular institutions.

The Commission recommends to the Senate through the Working Committee of the Academic Council that:

Dear Sir:

We, the Principals of Dharma Jyoti Vidya Peeth, Faridabad, New Theological College, Dehradun and the Directorof Centre for Dalit/Subaltern Studies, New Delhi, on behalf of our respective institutions and on behalf of theproposed “NAV JYOTI POSTGRADUATE AND RESEARCH CENTRE (NORTH AND NORTH WEST IN-DIA)” hereby jointly request the Senate of Serampore College to grant affiliation to “NAV JYOTI POSTGRADU-ATE AND RESEARCH CENTRE (NORTH AND NORTH WEST INDIA)” (NJPGRC) to enable it to startenrolling candidates for post-graduate studies in the fields of Old Testament, New Testament, Theology (Dalit andSubaltern concerns) and Religions possibly from June 2010 onwards.

The Need for a Federated FacultyTaking into account, on the one hand the vastness of the subcontinent and on the other hand the growing trendtowards Contextual Theological formations, it was felt that the specificities of the North and North West Regionsshould figure more substantially within theology and the ministries. The proposed federated new faculty can meetthis fast growing theological and ministerial need.

The Rationale for a Federated Faculty in the North and North West of IndiaThe three preliminary consultations of the Principals of the Seminaries and the Director of the Centre for Dalit/Subaltern Studies have noted that the north and northwest India regions cover 1/5th of the country where there is nopost-graduate and research level theological center, except the Roman Catholic Vidyajyoti College, Delhi that runsPostgraduate and Research Programmes, and Trinity College, Jalandhar. In the recent decades we have been wit-nessing the emergence and growth of two seminaries in this area – Dharma Jyoti Vidya Peeth, Faridabad of the MarThoma Church and New Theological College, Dehradun of the Christian Evangelistic Assemblies and BharatSusamachar Samiti. It is felt that we should not be satisfied with this status quo. Therefore, in keeping with thehopes and aspirations of the churches, theological institutions and seminaries in north and northwest India we hopeto offer opportunities for higher education in Theology and related fields.

The two seminaries are already affiliated to the Senate at the BD level and the Center for Dalit/Subaltern Studies isa member institute of the Board of Theological Education, Senate of Serampore College. Forming a joined feder-ated faculty structure and initiative by these three institutions in this manner is a very significant ecumenical ven-ture and it is our hope that in due course other Seminaries and Research Centers could join this Federation.

We note that in the Senate of Serampore College we now have two Federated Faculties (FFRRC, Kottayam andNIIPGTS, Kolkata). The former has three seminaries and the later has two formed, in ecumenical freedom offeringpostgraduate courses. The two federated faculties have proven to be economically viable and academically rigor-ous and competent to serve the churches, theological institutions and interested individuals in their respective areaswith utmost efficiency. The new federation intends to have the same structural formation and functional intent. Wefeel that the new federation has the unique opportunity to explore and experience the diversities and challenges inthe north and the north western Indian contexts and cultures.

Aims and Objectives of the New Federated Faculty in North and North West India1. To bring churches together to a common platform to do ministry and mission relevant to the north Indian

milieu. It will foster more ecumenical co-operation and promote healthy channel of communication betweenchurches.

2. To contribute to the development of higher theological education and promotion of research both formal andnon-formal.

3. To encourage contextual theological education, particularly keeping in mind the subaltern concerns such asDalit, Tribal, Adivasi, Women, religious minorities and other disadvantaged communities.

6. to provide facilities for teaching biblical and Indian classical languages and modern languages.

Being the national capital, New Delhi is very strategic and ideal to engage with the national leaders and to explorethe varied resources for the building up of a sound scholarly community. This would benefit not only the Senate ofSerampore College but also the theological institutions and churches which are situated in this cultural milieu. Wehave great recourses in Delhi area and they can be utilized for academic research, scholarship and leadership.

PART I

GENERAL INTRODUCTION

1. Historical NoteThe Serampore College was established in 1818, in the Danish settlement of Serampore, by three pioneerwestern Christian missionaries— William Carey (1761-1834) Joshua Marshman (1768-1837) and WilliamWard (1769-1823) —for the instruction of Indian youths in Christianity and other disciplines. In 1827, theCollege was incorporated by a Royal Charter, granted by King Frederick VI of Denmark, with Universitystatus and powers under the authority of an independent College Council. The President of the Council is theMaster of the College. The final authority in all matters related to the College is bestowed on the Master andthe Council of Serampore College. The main intention of the King and the Founding Members of the Collegewas the promotion of piety and learning, particularly among the Christians of India. It was also open to allwithout any distinction in castes and creeds. In 1845 in the Treaty of Purchase, which transferred Seramporefrom the Danish government to the British, it was provided that the rights and immunities of the SeramporeCollege should not be interfered with. In 1856 the Council placed the College at the disposal of the BaptistMissionary Society to become part of its educational operations in Arts and Theology.

In 1858 the Serampore College was affiliated to the newly formed Calcutta University, the first body in Indiato exercise, though not the first to receive, University powers. The Arts section of the College was closed in1883 and the College became a Christian training institution of the Baptist Churches of Bengal. In 1910, areorganization of the College was begun, and in the following ten years, it was the subject of important discus-sions in various conferences—denominational and inter-denominational, with a view to reorganize the Collegeas a high level teaching institution and to utilize the College Charter for granting theological degrees to quali-fied students of all churches. The College was reorganized on the lines laid down by the original foundersunder the direct control of the College Council by the appointment of qualified theological staff and by open-ing higher theological classes on an inter-denominational basis. It again affiliated itself to the University ofCalcutta, up to the level of Intermediate Arts in 1911; BA in 1913 Intermediate Science in 1920; and B.Sc. in1924.

In 1915, the Serampore College Charter was utilized, for the first time, for the conferring of degrees in Divin-ity. In 1916, the Licentiate in Theology (L.Th.) was instituted. In 1918, the Centenary year of the College, theSerampore College Act was passed by the Bengal Legislative Council, confirming the powers of SeramporeCollege to confer degrees and to enlarge the College Council. It created a College faculty for the internalgovernance of the College. The Act also provided for the constitution and appointment of a College Senate.The College Council appointed members of the Senate, as per the provision of the Act, representing variousChristian Communions. Further, the Act authorized the College to confer degrees in Theology on students ofcolleges affiliated to the Senate of Serampore College. In 1919, the Governing Body of the College – theCouncil, Faculty, and the Senate, was reconstituted in accordance with the provisions of the Serampore Col-lege Act. In 1922, the College was closed down and shifted to Bishnupur, Kolkata. In January 1925, theresponsibility of the College was taken over again by the Baptist Missionary Society. In June 1949, theCouncil transferred its headquarters to Serampore.

Subsequently, the Serampore College Act 1918 (the Bengal Act IV of 1918) was adapted in 1937 and 1950,and is in the law book of the Government of West Bengal as modified in 1951 and 1997 respectively.

2. Serampore College (Teaching) and Serampore College (University)In the development of the Serampore College after 1910, the teaching activities of the College were organizedin two Departments: Arts-Science-Commerce Department and the Theology Department. The Arts-Science-Commerce Department of the College as a teaching institution was affiliated to the University of Calcutta. TheCalcutta University was the first among the universities to accept Serampore degrees from its inception andrecognize the BD degree as an equivalent to its BA degree. Other universities soon followed suit.

The College in its teaching aspect is referred to as Serampore College (Teaching). The Theology Departmentfunctions on its own right as a teaching institution in Theology at the College. The Theology Department ofthe College is not an affiliated college to the Senate of Serampore College (University), but is an integral partof the Serampore structure.

3. Senate of Serampore College (University)The Senate of Serampore College, as noted, is the creation of the Serampore College Act 1918. Article Elevenof the Act, assigns to the Senate the duty to frame courses of studies and make rules for the conduct of exami-nations. The Act empowers the Senate to determine the eligibility of candidates for degrees, diplomas andcertificates to be conferred by the Council. In exercising its rights, and functioning as a University, it confers itsown diplomas and degrees, namely, the Diploma in Christian Studies, Diploma in Pastoral Care and Counsel-ing, and the degrees of Bachelor of Theology, Bachelor of Divinity, Bachelor of Christian Studies, Master ofTheology, Doctor of Ministry and Doctor of Theology.

The Senate of Serampore College is to be understood as the arm of Serampore College (University) in thissense and has reference to the interests, concerns and activities of Serampore College as a University. It is inthe administration of the University functions of the College that the Senate operates. The Senate is empow-ered to make rules and regulations for the convening of its meetings and for the proper conduct of its business.

The actual mode of conferring distinctions, under the Charter and the Act, remains wholly within the discretionof the Council. Though the College is authorized to grant degrees in Faculty of Theology, there is a provisionfor it in the Act (see Article 13) to grant degrees in any branch or branches of knowledge provided it fulfillscertain conditions and satisfies the State Government; a privilege the College has not so far utilized.

4. Affiliation of CollegesThe Senate of Serampore College desires that the services of Serampore College as a University should beavailable to all theological institutions that wish to become an integral part of the University as affiliatedColleges, and are willing and able to fulfill the conditions necessary for such affiliation.

Applications for affiliation may be made at any time to the Senate, through the Registrar of the Senate, by theGoverning Body of the theological institution seeking affiliation. Details concerning the conditions of affilia-tion and the responsibilities of affiliated Colleges may be obtained from the Registrar.

5. Degrees and Diplomas granted by Serampore CollegeSerampore College (University) confers the Diploma in Clinical Pastoral Counselling (Dip.C.P.C.), Degree ofBachelor of Theology (B.Th.), Bachelor of Religious Education (B.R.E.), Bachelor of Divinity (B. D.), Masterof Theology (M. Th.), and Doctor of Theology (D. Th.) through its internal programme. It confers through theexternal programme the Diploma in Christian Studies (Dip.C.S.), the degree of Bachelor of Christian Studies(B.C.S.), the degree of Master of Ministry (M.Min.) and the degree of Doctor of Ministry (D. Min.). SeramporeCollege also confers the degree of Doctor of Divinity (D.D.) Honoris Causa.

Diploma in Christian Studies (Dip.C.S.) is offered to everybody without any distinction of faith or no faith, andto those who are interested in studying Christianity as a religion.

The Degrees and Diplomas granted by Serampore College (University) are recognized by Universities in Indiaand abroad for the purpose of higher education.

6. Aim and Objectives of Theological EducationTheological education has the broad goal of equipping the people of God and the congregations, in theirrespective contexts, to live out the doxological-liturgical, koinonial, reflective, diakonal and missional dimen-sions of their existence, with a strong commitment to the liberation of the down-trodden (dalits, adivasis,tribals, women, the disabled, persons infected and affected by HIV and AIDS, etc.). Reconciliation among allhuman beings (particularly in the multi-religious and pluralistic contexts), and integration and renewal ofGod’s wider creation (particularly in the context of ecological crises) are also a part of it. In other words, theaim of theological education is to cultivate an integral and holistic spirituality that would enable the students tobe sustained in their commitment to the Gospel of Jesus Christ, and be committed to the guidance of the HolySpirit in their living out the truth and values of the Gospel, thereby helping them become faithful and effectiveministers/ teachers/ servant leaders in and through the Church and society.

Therefore the academic, professional and personal/ communitarian and vocational formation of candidates aretaken seriously under the Serampore theological education system. Serampore also emphasizes the importanceof cultivating an ecumenical perspective, which it believes must be informed by one’s own inherited ecclesias-tical tradition as well as by other traditions in the Indian religious context, and developing an open-minded andrespectful attitude towards others, without giving up one’s own beliefs and traditions and at the same time beconstructively critical to both one’s beliefs and traditions and those of others.

B. D Degree Programme

1. Nature of the B. D. DegreeThe BD degree programme is the basic theological programme of the Senate of Serampore College (Univer-sity). The B.D. programme is meant to prepare theological graduates who are competent and articulate intheological discourses, as well as mature in Christian spirituality when it comes to its core expressions likediscipleship, transformed life-style, prayer, preaching, sharing the hope we have in Christ, pastoral care andcounseling. It is intended to instill and cultivate good moral values and life-style in the lives of the students.Character building is also an essential part of theological education. The degree programme attempts to incul-cate a sense of commitment and integrity in the students. The B.D. degree programme is a ministerial trainingprogramme for social transformation.

2. ObjectivesThe objectives of the BD Degree programme are to:a) Develop values of the “reign of God” and enhance the ‘New Creation’ witness (with special reference to

Justice, Peace and Integrity of all Creation) in society.b) Create critical consciousness and openness, to analyze cultural, social, economic, political and ecclesias-

tical valuesc) Provide tools for interpreting the Word of God in different contexts in societyd) Enable persons to become effective witnesses in the context of their varied and diversified vocationse) Provide theological education as a transforming influence in personal, ecclesial and societal life.f) Provide enough opportunity for the development of personal and community centered devotional and

spiritual formation.

3. Admission Requirements for the BD degreeI. A candidate at the time of admission to the B.D. degree course must satisfy one of the following conditions.

S/he should beA. A holder of the Bachelor Degree from a recognized Indian University, or its recognized equivalent

degree. (S/he would be admitted into the second year of the degree programme)B. A holder of the BTh degree of the Senate of Serampore College having passed the two qualifying

English papersCategory I: BTh degree holders in the first or second class would be admitted to the fourth

year of the degree programme.Category II: BTh degree holders in the third class would be admitted into the third year of the

degree programme.C. A candidate who has passed PU/10 plus two examination and is qualified to be admitted to a degree

course of an Indian university, shall be admitted to the first year of the degree programme.D. A mature person who is at least 25 years of age and passed the “Mature Candidate Entrance Examina-

tion” of the Senate. S/he should have passed HSLC, and is prevented by some special reason frompursuing his/ her secular studies, and able to produce evidence to that effect. S/he should have been infull time vocation/ profession/ employment for two years. (The Mature Candidate Entrance Examina-tion will be conducted by the Senate. The candidates may write to the Registrar for details). Suchcandidates will be admitted to the second year of the degree program.

Affiliated colleges, however, may insist on additional requirements in terms of length of study, courses,practical training etc., within the stipulated limits.

II. Entrance TestColleges are expected to conduct an Entrance Test, for the admission of candidates, in the areas of Lan-guage (Regional/ English), Scripture Knowledge and General Knowledge as well as an interview beforegranting admission.

Colleges should conduct courses in Remedial English for those who are weak in it.

4. Point of EntryA candidate at the time of admission should have completed 18 years of age having passed the Entrance Testconducted by the College.

5. Registration for the CourseThe academic year for the BD degree course is from June to April.i. Application for registration must be made in the appropriate form obtainable from the Registrar and sent

to the Registrar together with the registration fee as indicated in Section 26 below. This must reach theRegistrar as stipulated in Section 27. An applicant must provide:a. Attested copies of academic certificates or certified copies of academic transcriptsb. Migration certificate from the university last attended/School leaving certificateb. Certificate of birth or other acceptable evidence of date of birthc. A satisfactory certificate of character from his/her appropriate church authoritiesd. Any additional information and references that may be considered desirable in support of his/her

application.e. The registration fee must be sent by Demand Draft drawn in favor of “Senate of Serampore College”

to reach the Registrar on or before the prescribed date.ii. Application for registration which reaches the Registrar later than the due date may be received at the

discretion of the Registrar, provided it reaches not later than 30th September of the same year on paymentof a late registration fee as indicated.

iii. Registration of students’ pursuing academic programme in other university/institutions shall be cancelled.

6. Internal StudiesThe B.D degree course is available for internal (residential) study only through the colleges affiliated to theSenate of Serampore College (University).

7. Medium of InstructionThe medium of study and examination for the degree course is English or any regional language as approvedby the Senate.

8. Duration of StudyThe BD degree course will be of 5 years duration for the 10+2 candidates, 4 years for the graduates, and twoor three years, as the case may be, for BTh graduates of the Senate of Serampore College, from the date ofregistration. The maximum time allowed to complete the degree is 7/6/4 (as applied) years respectively for theabove-mentioned categories of candidates.

9. Coursesa. The programme shall consist of a total of 52 (22 Half or 2 Credits and 30 Full or 4 credits) courses

including thesis or project work.Those who write thesis/ project shall be exempted from 8/4 credit courses.Those who will opt for classical language shall be exempted from one four credit course.

b. The courses recommended for study may be seen in Part III: Curriculumc. A candidate with B.Th. degree of the Senate of Serampore College (University) in First/ Second Class will

be required to pass all the papers/ courses prescribed for the fourth and fifth years of BD studies.d. A candidate with B.Th. degree of the Senate of Serampore College (University) in Third Class will be

required to pass all the papers/ courses prescribed for the third, fourth and fifth years of BD studies.

12. Thesis/ProjectA candidate may be permitted to write a thesis/project for the completion of the required courses. S/he shouldsubmit the thesis/ project proposal on a prescribed form to the college faculty for approval before the end of theacademic year for third year. The following conditions are to be observed regarding submission of a thesis/project:i. The thesis/ project should be written in English/Regional Language, as approved by the Senate.ii. The candidate should submit his/her thesis/project proposal along with the name of the advisor by 15th

April, to the Principal of the college for approval. The candidate will be expected to identify the resourcesand submit them along with the title.

iii. The thesis/project must be typewritten on paper of uniform size (preferably 8.5" x 11") and bound in hardcovers.

iv. Three copies of the thesis/project must be submitted to the college as prescribed before the end of his/herfinal Course Examination/ the academic session

v. The thesis/project must be written in accordance with the guidelines given and published by the Senate.vi. The length of the thesis shall be not less than 10,000 words and not more than 12,000 words. The length

of the project will be determined by the faculty of the college.vii. The thesis/project submitted for examination will remain the property of the Senate/College.viii. A candidate may be permitted to write 2 papers (8 credit courses) in lieu of thesis; and 4 credit courses in

lieu of a project.ix. The thesis/project will be evaluated for 200/100 marks.x. The thesis/project may commence from the second semester of the fourth year and should be over by the

end of the first semester of the final year. Students should be exempted from 8/4 credit courses in thesecond semester of the 4th year or the first semester of the final year for thesis/ project related studies.

xi. The candidate is expected to follow the research manuals prescribed below:Kate L. Turabian, A Manual for Writers of Term papers, Theses and Dissertations (6th ed. Revised byJohn Grossman and Alice Bennett, Chicago: The University of Chicago Press, 1996)Hunter P. Mabry, A Manual for Researchers and Writers (2nd ed. Bangalore: BTE-SSC, 2003)

13. Plagiarism (copying, illegal use of others work, breach of copyright etc.)Independent research and writing play a vital part in the course requirements, examinations, thesis and project.Students, therefore, should be aware of the strong sanctions against plagiarism. If proven, a charge of plagia-rism could result in an automatic F in the course and possible expulsion/cancellation of registration. If anyonehas any questions or doubts about what plagiarism entails or how to properly acknowledge source materialsand the works of others, be sure to consult the faculty concerned.

14. Academic SystemAll affiliated colleges will uniformly follow semester system during the academic year. This will help collegesarrange student-staff exchange programmes and accept credits for the courses completed.

15. Examination and EvaluationExamination and evaluation are conducted by the Senate/Colleges as per procedures and rules laid down bythe Senate.

i. The Annual Examinations for the BD course, under the Senate, are normally held during March-Aprileach year. College Examination shall, however, be conducted at the end of each semester.

ii. Each paper, unless otherwise stated, is of three hours’ duration and covers the subject matter indicated inthe syllabus.

iii. After registration, application for admission to the examination must be made on the appropriate formobtainable from the Registrar and should reach the same on or before the time prescribed by the Senate.The examination fee, as indicated below, should also be sent to the Registrar, Senate of Serampore Col-lege on or before the prescribed date.

iv. All the Senate/College examinations for the Bachelor of Divinity degree shall normally be evaluated bytwo examiners. The Senate will not entertain requests for re-evaluation of any script and/or permit anexamination for improvement of grade.

v. A candidate should give an undertaking at the time of registration that s/he will abide by all the rules andregulations of the Senate of Serampore College as applicable to the Bachelor of Divinity degree includingthe decisions of the Senate and its Academic Council.

vi. A candidate for the B.D degree will normally appear for the course examination each year according to thesequence given.

vii. Candidate will not receive credit unless s/he appears and passes in at least 50% of the courses at eachsitting.

viii. A candidate may appear for any referred paper in addition to the papers studied provided he/she does notappear for courses equivalent to 44-48 credits in any year. This rule may not apply to those who have lessthan five course papers to complete the degree programme.

ix. Colleges will follow the norms and procedures of the Senate in conducting and evaluating scripts for thecollege examinations.

16. Total number of papers and their class-wise and proportional divisionsCandidates will be allowed to register for not more than 12 courses per academic year.Each course will have a credit of 50 class hours. Papers can, however, be divided into half and full courses, i.e.30 or 50 hours. If a module system is used, the credits for each should be clearly spelt out.

Thesis/project writing is compulsory. However, the Faculty may grant exemption to certain candidates fromwriting a thesis/project. Such persons would have to write a stipulated number of papers in lieu of thesis/project.

17. Centre for ExaminationsNormally the Serampore College and its affiliated Colleges are centres for examinations. A candidate applyingfor permission to take his/her examination at another affiliated College, must obtain prior consent of the Prin-cipal and submit it along with his/her Examination Entry Form to the Registrar.

If a candidate wishes to write the examination at any other centre, he/she should seek prior permission from theRegistrar submitting a letter from the examination centre consenting to supervise the examination and pay theprescribed fee.

18. Late application for Senate ExaminationsAn application made under Section 15 which reaches the Registrar later than the specified date may be re-ceived at the Registrar’s discretion, provided the application is received not later than the time prescribed.Such application, if accepted, is subject to the payment of a late examination entry fee as prescribed.

19. Withdrawal or Absence from ExaminationA candidate who withdraws from the Senate/College examination or who fails to take the examination, forwhich he/she has been registered, forfeits the examination fee paid. Under no circumstances will the examina-tion fee be refunded.

20. Extension of TimeExtension of time for the completion of the degree may be granted by the Academic Council of the Senate invery exceptional circumstances only, such as illness at the time of the examination. Application for such exten-sion will only be considered if it is received within one month after the examination is over together with acertificate from a qualified medical officer.

21. Re-registrationIf the period of registration of a candidate has expired, he/she can avail the opportunity for re-registration asper rules.

22. Pass and failure in examinationsA candidate who fails in any paper or papers is regarded as being “referred” in such paper or papers, and ispermitted to offer himself/herself for re-examination in that paper or those papers, or in any other paper orpapers that may be substituted in accordance with the Regulations, provided that he/she is able to complete therequirements of the Degree within the time allowed. Any change in the papers already taken but referred mustbe applied for before July 15th each year.

If a student is referred in 50% of the courses offered in a year, s/he shall be referred in all the papers and shallnot be promoted to higher class.

23. Standard of pass and class (same as universities)The pass mark for each paper in the examination of B.D degree course is 40%.The final grading of candidates will be as follows:First Class, Second Class, Third class, FailureA+ (80% and above) B+ (65%) C+ (50%) D (30%)A (75%) B (60%) C (45%) E (20%)A- (70%) B- (55%) C- (40%) F (10%)

24. Results, Marks and Transcript of Recorda. Notification of the results of the Senate examinations with grades obtained will be sent to the affiliated

colleges/candidates by the Registrar.b. A Transcript of Record giving a candidate’s complete record of courses and marks may be obtained on

application to the Registrar on payment of a required fee.

25. PrizesThe Senate awards prizes to students who obtain distinctions in Senate examinations. There are a few prizeswhich are instituted by institutions/individuals/families. Prizes and Awards are given in almost every branch ofstudies and are given at the annual Convocation of Serampore College (University).

28. Relationship of BD degree course to MThAny student who qualifies for the BD degree can pursue the MTh course provided s/he has fulfilled languageand other requirements and has secured 60% marks of B grade in the degree as well as in the branch ofintended specialization.

29. Convocation of Serampore College (University)The Convocation of the Senate of Serampore College (University) is conducted by the Council of SeramporeCollege, and held annually, generally in the first week of February. Every student who has qualified for thedegree is expected to attend the Convocation to receive his/her degree in person from the Master of SeramporeCollege.

Candidates who have been granted the degree in absentia should apply to the Registrar for the degree throughtheir affiliated colleges sending the in absentia fee by Demand Draft in favor of the Senate of SeramporeCollege.

6. Some courses are half courses (2 credits) and are meant to be taught for 30 hours. Though examined for100 marks, they are to be clubbed with another half course for the purpose of final credits and marks.

7. Thesis writers will be exempted from eight credit hours courses from the first semesters of fourth and fifthyears. Thesis writers should preferably submit their thesis by the end of the first semester of the fifth year.Colleges, however, shall frame suitable rules in the light of their own concerns and convenience.

8. Alternate courses will be offered for those students who discontinue Biblical language study in the secondyear.

9. In the third year, Sanskrit/Arabic/Pali/Syriac/Regional languages may be taught as Senate examined pa-pers for candidates interested in advanced studies beyond BD. Students opting for classical languageswill be exempted from 4 credits course.

10. Curriculum has listed 22 Half or 2 Credits and 30+1 (classical language) Full or 4 credits courses. Stu-dents are required to complete 52 courses for the degree programme.

4. Field EducationField education (practical work) shall be an integral part of ministerial training in which faculty and studentswill be actively involved. Two kinds of field education are envisaged: concurrent and intensive. As far as theconcurrent field education is concerned, besides the regular weekly practical ministry programme, candidatesmay be required to have meaningful practical exposure and reflection in relation to some of the subjects theystudy during the academic year. The Boards of Study/College Faculty shall recommend appropriate field edu-cation and exposure programmes in their respective disciplines. The intensive field education shall be mean-ingfully worked out by different colleges.

Field education shall be given credit, not merely in terms of number of hours, but in terms of the different kindsof practical work done: rural, urban, church-related, inter-faith, social action/reform movements, etc. As far asintensive field education is concerned, it should be of the length of 20 days for each year. Such intensivepractical work could be conducted between the semester break, or during the winter (Christmas) vacation, orduring the summer vacation (after the annual examination).

Out of the 20 days set aside for intensive field work, about 25% to 33% of the days would be given to orienta-tion (introductory theoretical inputs etc.), and concluding reflection segments.

As far evaluation of the entire field education work for the year is concerned, 25% of the marks should be setaside concurrent practical work and 75% for intensive practical work. Out of 75% for the intensive practicalwork, 25% should be given for the reflective report written by the student and 50% for the actual practicalwork done. The mode of evaluation of the field education would be decided by each college.

From the second year onwards field education will be credited. It is suggested that the Dean of field educationand faculty member-in-charge of each team spend a reasonable time with the students in their field placements.

The manner of reporting on the intensive field education programme (whether it would be an inter-disciplinarycolloquium, or group reporting, or individual reflective and critical reports etc.) is left to the discretion of thecollege.
