Why do we preferred a "collaborative approach" ?

� Because the situation is like a "regulatory clogging"

- 162 pages necessary to explain the rules in the guide for project leaders "installation classified Environment"

(ICPE) in marine fish farming ...

- 33 items for which continental fishfarming is likely to be subject to authorizations or declarations (Animal Health,

Food safety, Health and Hygiene, Environmental Impact Assessment, Water use, Work safety, etc.).

� No new facilities in marine fish farming for 15 years !

� Only 6000 t/an in France : "The set of all French marine fish cages fit into the old port of Marseille"

� many continental fish farms are not really in regulatory compliance..

� Because professionnals need a really applied regulation(they need legal certainty, for example, due to the high risk of user conflicts around aquatic

environments)

� Because Fish farming industry is well organized and dynamic :(is it a resilience effect ?)

CIPA = interprofessional organization , with upstream and downstream of production)

and is dynamic (notably with good development of caviar products, smoked trout and

hatchery bass, sea bream , meagre, ..)

PNSPDA / support the signing of "pacts", "charters" or "multiannual

improvement plans

Example : The "Progress plan Protocol" for French fish farming

A coordination between administrations and fishfarming professionnals was

already in place by 2011 by CIPA and FFA :

"The Charter of commitment to sustainable French aquaculture development"

and installing a "National Liaison Committee"

Thus, the PSNPDA supports the implementation of a "progress plan protocol for

fish farming" with two goals :

PNSPDA / "Progress plan Protocol for fish farming" :

Two goals :

- maintaining the overall production capacity of the French fishfarming park

-to mark the desire to support the freshwater trout farming industry in its

efforts to reduce its ecological footprint

The progress plan for fish protocol was signed on 15 February 2015 between

professional and administrative managers, but it was accompanied by a letter to

the prefects, signed by the 3 ministers of Ecology&Energy, Agriculture and

Aquaculture & Fisheries :

PNSPDA / "Progress plan Protocol for French fish farming" :

It plans :

- The technical support by ONEMA (National Agency for Water and Aquatic

Environments)

- The financial support by the water Agencies

- The participation of decentralized services for the expertise of the required WFD

quality objectives of rivers,

- The mobilization of inspection services on regulatory clarification of points

- The establishment of a regional monitoring body meeting once a year to:

"identify progress and possible difficulties to communicate to ministers and to

continue the improvement process".
