Planning for LNG development in shipping Presentation : Mr Francois POTIER - R&D Manager – Brittany Ferries
Brittany Ferries is a maritime company born out of
a wish to open up the region of Brittany.
It was set up in 1972 by Alexis Gourvennec with
the aim of transporting Breton agricultural produce
overseas.
It has become the leading short sea shipping
operator on the Western and Central English
Channel and the Atlantic Arch, and the largest
employer of French seafarers: 2000 seamen in
high season
The Company has developed the Motorways of the
Sea concept between the UK and Spain.
In 2013, the traffic was:
2.4 million passengers, (16% Atlantic area)
750,000 cars and (19% Atlantic area)
161,000 freight vehicles. (19% Atlantic area)
TO (2013): 374 M€

The development of the MOS concept in the Atlantic Regions
The market share of RoRo services increased from 2% in early 2000s to
14% in 2013
The MOS and the short sea shipping routes operated in the Atlantic area are drivers of economic development in the western regions of Europe.
The shipping sector will face new challenges from the 1st of January 2015

The Fleet : 9 vessels
• Vessels designed for each type of route and customer • A young fleet regularly renewed • Permanent technical adaptations to reduce fuel consumption and
emission levels (GHG & pollutant) • Very large investments

Regulatory environment
In his 2012 World Maritime Day message, IMO Secretary-General Koji Sekimizu said :
“The maritime transportation system itself must ensure that its development is sustainable,”

Objectives and constraints of the Energy Transition Plan
Objectives:
• Brittany Ferries Energy Transition Plan goes far beyond existing environmental requirements. This is even more obvious outside the European Emission Controlled Area.
• Societal and environmental benefits: higher that actual IMO and EU targets for 2025.
• Fully in line with EU clearly stated objective to develop LNG, and IMO guidance for Sustainable Maritime Transport
Constraints:
• Financial
• Time scales (Vessel commercial operations / shipyard slots / availability of new equipment)
• Limits of the co-financing schemes
• Organization of the new LNG supply chain in place of the traditional bunkering scheme.

Conclusions
• Ship-owners lacked visibility to make their decisions in anticipation of the new rules on sulphur.
– Technical reliability and port equipment required for scrubbers
– Financial and economic downturn from 2008
– Lack of LNG bunkering infrastructure and equipment
– Uncertainty about the rules regarding the supply of LNG to ships
• A majority of them will switch to MGO in January 2015.
• Like many owners, Brittany Ferries much hope that the application of the rules on sulphur emissions can reflect very temporarily the extremely positive environmental consequences of its Energy Transition Plan.
• It is fundamental to avoid the undesired ‘modal back-shift’ effect that would hamper the ability of short sea shipping operators to invest in innovative ships.
