1. AIMS AND OBJECTIVES
1.1. NMC GENERAL CHARACTERISTICS
Novikontas Maritime College was founded in May 27, 2010. Originally Novikontas acted and
is still acting as a training center for seafarers, providing a wide range of training courses for seafarers.
Maritime Training Center was opened in 2005 on the 25th of May. In five years Novikontas took the
leader’s position among Latvian seafarers' training centers, thanks to the professional staff, modern
facilities and equipment, as well as progress on the training efficiency and quality. This is evidenced
by the increasing number of domestic seafarers, as well as the willingness of foreigners to learn at
Novikontas training center.
Considering the growing demand of the world fleet for the officers, the fact that in Latvia there
are many ordinary seafarers who wish to retrain as officers, shipowners’ demand, as well as the desire
of the training center to develop a scientific research activities Latvian maritime domain, the decision
for college formation was made.
On June 7, 2012, became effective “Novikontas Maritime College” Ltd.(hereinafter- NMC)
“Novikontas Maritime College Regulations № 376” (see Appendix 7)
On March 23, 2013,in accordance with Regulations of the Cabinet of Ministers of the Republic of
Latvia, study program “Maritime Transport” was accredited for the period of six years. (see
Appendix 3)
On December 18, 2013 was accredited “Mechanical engineering and metal works, Heat Power
Engineering, Thermal Engineering and Mechanics” course of study for six years, which is being
implemented within the framework of “Officer in charge of an engineering watch” programme.
(Accreditation is not still being received from the Ministry of Education and Science)

1.2. NMC AIM
To prepare competitive on labor market specialists with first-level professional higher education
in accordance with the Cabinet of Ministers Regulations No. 141 "On the first level professional
higher education state standard" on 20 March, 2001 that provide an opportunity to obtain:
1) To get the qualification of officer in charge of a navigation watch after graduation the study
programme “Maritime Transport” qualified in accordance with the STCW Convention,
Sections A-II / 1 standard requirements and facilitated requirements A-II / 2.

2) To get the qualification of officer in charge of an engineering watch on vessels with main engine
power of 750 kW and higher,as well as Second Engineer and Chief Engineer on vessels with
main engine power less than 3000 kW after graduation the study programme “Officer in charge
of an engineering watch” in accordance with the STCW Convention, Sections A-III/1 standard
requirements and facilitated requirements A-III/2.
1.3.NMC OBJECTIVES
To develop professional study programs in accordance with the standards of the profession and
the national standards of vocational education and to organize their implementation;
To implement during the study process competences developed in the study programme;
To develop the content and methods of tests, as well as to organize the qualification
examinations, a part of which is the qualification thesis and defense;
To ensure the quality of the study process and tests so that the professional education and
professional qualifican obtained in the college are recognized both in Latvia and abroad;
To carry out research according to the study profileand to encourage students for scientific
research;
To promote lecturers’ research, academic and professional development in the study process
and publication of its outcomes;
To encourage lecturers’ and student’s research collaboration;
To create the conditions for the study process to become amore constructive dialogue between
lecturers and students;
To improve material environment;
To ensure academic staff of creative activities and opportunities for creative development,
creating and implementing the programmes;
To focus academis staff on the analysis of their activity, development of practical, theoretical
and methodological levels;
To ensure the involvement of technical and service staff in the implementation of the College

2.2.FINANSING AND STUDY FEE
In the basis of Regulations of Novikontas Maritime College are the Cabinet of Ministers
Regulations No.. 376, effective as of 07.06.2012.) where it is stated that the college is financed by
its founder taking into consideration the cost of emplementation of educational programme
minimum per learner established by the Cabinet of Ministers.
Sudies in the College take place in accordance with the established tuition fee. The first level of
professional higher education programs’ “Officer in charge of an engineering watch” and “Maritime
Transport” fee is 4065 Euro.
In accordance with the form of study contracts of both programs (see Appendix 8) that was
which was approved by NJK The minutes of the No. 3-1-1/2014/02 of Januay 3,2014 and and Director
Deputy Instruction No. 3-7/2014/02 of January 7, 2014 student tuition fees can be divided into three parts.
The first installment of 1355.00 Euro is paid at the moment of signing the Contract. The second
installment of 1355.00 Euro is paid till the beginning of the third term, and the third installment of
1355.00 Euro is paid till the beginning of the fifth term.
The tuition fee in the Novikontas Maritime College is corresponding to achievable level of
knowledge:bothe the amount and quality. The tuition fee includes everything a student needs to
acquire knowledge: both lecture attendance and private tutorials in all courses. Tuitition fee also
includes basic courses that are necessary for College graduates to obtain Certificate of
Competency in the Latvian Registry of Seamen. Those are:

As well as there are included necessary handouts, methodological materials and library reader’s
card, provision of practice, as well as all current students and graduates of Novikontas Maritime
College will be given 10% discount for all Novikontas Maritime College training center courses and
professional development courses in order to increase their individual development.
College's financial resources consist of:
Revenue of the training centre
The tuition fee;
income from paid services and other;
foreign financial resources;
legal and physical persons’ donations and gifts;
banks and other credit institutions credit funds.
The company's financial resources are monitored at a regular basis by the management for the
purpose of effective use of the company's financial resources that are at the disposal and to ensure the
continuation of the company's activity and achievemt of objectives. The company has ensured
financial resource planning to control expenses for the following period company strategy
implementation. In collaboration with the management, the accountant plans the rational use of
resources, ensures all necessary coopertion with national financial institutions, plans financial
management and improvements.

At the same time the college has broad opportunities for development:
There is a demand for skilled and professional maritime officers on the global labor market;
Employers are interested in training of the professional staff;
Improvement of the educational process quality is associated with the academic staff research
potential (PhD) increase accumulation of positive experience and methodological growth of
the college academic stuff, including consulting with the EU countries and the U.S. experience
in this field;
In the process of the development of the college it is designed to expand scientific exchanges
and cooperation in the training of students to neighbouring countries (Lithuania, Estonia and
Russia) as well as European countries (Germany, Poland and Denmark) and the U.S. education
and research institutions with which NMC is planning to sign cooperation agreements.
2.3. DEVELOPMENT OF INFRASTRUCTURE
The rental agreement was concluded between “Uniservise” Ltd. Riga, Duntes Street 17 And
“Novikontas Maritime College” Ltd. with a total area of 1261.9 square meters.
All academic staff is provided with appropriate to modern workplace and the environment
conditions in the College premises.
Taking into consideration the intensiy of the development and improvement of the studies in the
Novikontas Maritime College, promotion of seafaring and research direction, there are held
discussions on the extention of the Novikontas Maritime College premises by the means of purchasing
a new pot of land with the area of a new building of 3500-4000 m2. This area will provide Novikontas
Maritime College with wide range opportunities for purchase of effective and modern technology to

ensure qualitative organization of studies for seafarers’ professions. It is planned to invest 3-6 million
lats in this project.
In future, NMC plans to purchase one more navigation simulator, as well as the College library
will be designed and supplemented.
In view of the recent trends in the maritime industry, it is also planned to introduce new study
programs.
2.4. PROSPECTS OF GRADUATES
NMC is an educational institution whose purpose is to train marine officers on ships. The
analysis of statistical data on the marine officer post vacant posts till May 2013 shows that there was
a vacancy upward trend. Under the condition of financial economic crisis, vacant posts for Able
Seamen and Motermen were filled intensively, at the same time there has been a lack of officers. That
is the reson why the employment problem fo NMC educational programs ”Officer in charge of an
engineering watch” and “Maritime Transport” graduates does not exist at all. Besides, the
International Maritime Organization has declared the action "Go to Sea". This campaign is intended
to attract young people in the maritime profession. Thus, the College graduates enjoy a wide range of
job opportunities on the labour marketand and employment is guaranteed.
At the moment, there is the opposite problem – a significant lack of maritime officers with a
tendency to increase (see table), for the solution of which thESE programs have been developed and
is being implemented.

NMC actively promotes interest in maritime professions and studies in maritime colleges among
secondary school students, as evidenced by the Latvian Maritime Administration gratitude in 2012,
as well as organization of the project ”ENKURS” (ANCHOR) until now.
The project named ”ENKURS” (ANCHOR) was launched in 2006. Maritime Administration
of Latvia took part in the implementation of the project. The project was sponsored by the Latvian
Crewing Agencies Association, Latvian Maritime Academy (LMA) and Training Centre
NOVIKONTAS, now Novikontas Maritime College. The aim of the project was advertising of sea
career possibilities for young people. The representatives of Maritime Administration of Latvia, LMA,
Crewing Association and NOVIKONTAS have visited schools situated in different regions of Latvia
with presentation "Life at sea today. Benefits of work at sea". All schools received the offer to
participate in "real" maritime competition which would be held in Riga in Novikontas Maritime

College. During those visits it turned out that the young generation doesn't know a lot about the aspects
and specifics of sea profession.
The TV program ENKURS was shown on national TV. The organizers of the competition plan
to hold such kind of competition every year in order to make it more popular among Latvian youth.
The final part of TV competition among Latvian schools was held in NOVIKONTAS Maritime
Training Centre on April 21, 2007. 6 schools from Riga, Bauska, Broceni and Rojas have sent their
teams to the competition.
The competition was divided into the following stages:
1. Practical exercise using Full Navigation Bridge Simulator;
2. Sea survival exercises in the swimming pool using various survival equipment;
3. Rescue exercises in Fire and Smoke containers;
4. Cable lugging;
5. Questions related to Maritime Geography.
All teams' members, who participated in competition, received prizes and first 3 places winners
were awarded with 3 days trip on passenger ferry to Stockholm, which was organized and sponsored
by TALLINK. During this trip, ship's staff organized the familiarization of the various ships
departments excursion.
As the implementation of NMC 1st level higher educational programs ”Officer in charge of an
engineering watch” and ”Maritime Transport” have been launched only in 2012, there are no graduates
at the moment, so the information on their knowledge and profeciency is not available yet.
The survey analysis of the employers suggests that the students of Novikontas Maritime College
1st level higher educational professional program have a high level of internal motivation, and studies
in the College have positive influence on the quality of completion of their professional duties,
professional ethics and communication.
In addition, all employers in their survey indicate that NMC graduates will be provided with a
job according to their qualifications. 70% of employers indicate that programs “Officer in charge of

an engineering watch” and “Maritime Transport” implemented by NMC provide significant
contribution to the maritime sector, while 30% said that this investment could be more essential.
The analysis of the employers’ views on distant learning methods, it can be concluded that
employers believe that students are able to learn a large proportion of the study courses at sea on ships,
without causing interruption of their professional work.
2.2. QUALITY MANAGEMENT SYSTEM
MNC was founded in 2009 with theaim to ensure study programmes of higher education in
compliance with International Convention (as amended) on Standards of Training, Certification and
Watchkeeping for Seafarers (STCW Convention), and in accordance with the International Maritime
Organization (IMO) model courses and the Latvian higher education regulatory laws, the Cabinet of
Ministers, and maritime law, as well as shipowners' requirements and expectations.
In compliance with STCW Convention Regulation I/8 “Quality Standards” and and the EU
Directive 2008/106/EC "Quality Standards" Chapter 10 the Novikontas Maritime College has
developed and implemented, quality management system (hereinafter – QMS) in compliance with the
International Standard ISO-9001 "Quality Management Systems - Requirements" from the very
inception of NMC.
NMC QMS is continually upgraded and improved in order to effectively implement the ISO
standard. NMC QMS determines company’s responsibility for the implementation of the international
standard:
a) Determine processes essential for the QMS and its application in the Company;
b) Specify sequence and interaction of these processes;
c) Specify criteria and methods to be employed to ensure efficient performance and
managements of these processes;
d) Ensure availability of information and resources necessary to support progress and
monitoring of processes;
e) Supervise, where applicable, analyze and measure these processes;

f) Introduce required activities to achieve planned results and uninterrupted improvement of
these processes.
All these processes NMC manages in accordance with ISO-9001, the Cabinet of Ministers No.
916 "Document Drafting and Arrangement", as well as other regulatory proceedings before the law.
NMC QMS documentation in order to better organize the functioning of the College includes
documented statements of a quality policy and objectives, quality manual, ISO-9001 documented as
required by regulations and protocols, as well as other NMC specified documents, including
regulations and protocols that are required to ensure the effective planning, operation and process.
In 2013 during a period from September to October NMC QMS, Internal Audit as part of all
college activities was conducted, including all documentation, study programs and inspection of
courses. There were found 8 inconsistencies and 17 weaknesses in the process of execution of NMC
internal regulatory enactment, which means that NMC growth opportunity is to improve their
performance, by introduction of corrective and preventive actions that were established within the
framework of the internal audit.
Once a year, not later than 1st February, internal auditors shall draw up an internal audit schedule
for next year, to be approved by NMC QMS head. Every 12 months, is made in the management
accounts and self-assessment of the course of study in order to verify compliance with the essential
requirements of the NMC and efficiency.
3. THE CONFORMITY OF THE QUANTITY AND QUALITY OF THE
INFORMATIVE BASIS OF THE COLLEGE WITH THE

3.1. DETAILS OF FINANCIAL AND LOGISTICAL SUPPORT
For the implementation of the 1st level professional higher education programme ”Maritime
Transport” are used technical support and materials of NMC. NMC has fully equipped and
modernized 1 computer room, 24 training classrooms, 12 laboratories (simulator) and 3 administrative
rooms. In addition, students have access to NMC library and reading services, simulators and special
equipment.

Computers are used in the students learning process and independent scientific work. All NMC
computers are connected to NMC intranet, and have Internet access.
The technical equipment needed for the process of learning is an appropriate specialization (L3
- liquid cargo simulator, TRANSAS simulators - the navigation bridges with Dynamic Positioning
module, engine room simulator with 4 Control Rooms , rescue boat ( up to 8 m in length, equipped
with diesel engines and complete internal rowing set that corresponds to the LSA Code requirements
of Title IV of 4.4 ) and the appropriate design of the davits installed so that the boat can be launched
freely, fast rescue boat (3.8 to 8.5 meters long , equipped with an outboard motor and a full set of oars
that comply with the LSA Code, Title V 5.1 . requirements ) and the appropriate design of the davits
installed so that the boat can be launched freely, inflatable liferaft container with a hydrostatic release
unit, the life rafts and launching crane, life jackets, immersion suits, thermal protective aids for
learners and instructors; 2 - channel VHF portable survival craft transceivers; available set of
pyrotechnics in the rescue boat; 406 MHz emergency position indicating radio buoy EPIRB ( mock-
up ); 9 GHz search and rescue radar defendant SART ( mock-up ); rescue boat with full set of
equipment ; life raft with full set of equipment; human -sized dummy for revitalizing exercise; first

The main task of the library of NMC is to provide access to various, appropriate literature and
information for the field of study, therefore supporting study work of students, academic staff and
other employees with information resources and support of information services to optimize the study
process, provide contribution in study process and formation of the added value.
Library personnel acts in various directions to provide that NMC library carries out its functions:
Provides users with full extent and qualitative information in accordance with NMC profile
and main tasks: complects the store of library in maritime field and related areas of science,
provides the stockeeping, treatment, preservation and reflectance at electronic catalogue of
NMC library stock;
Stock building of the library is carried out in cooperation with lecturers and heads of
departments in accordance with educational programmes;
Promotes the stock of the library, forms and updates the information about library;

Ensures the qualitative bibliographic and information services offers and realizes
implementation of new services in library and electronic environment;
Ensures the information searching and retrieval training for users.
The organization of NMC’s library’s stock takes place in accordance with needs of NMC
educational programmes: Navigation, Meteorology, vessel construction and management theory,
as well as other current topics of the maritime sector. Library supplements its stock at regular
intervals with multiple information sources in accordance with development of educational
programmes. There is policy of stock building at library which is revised at regular intervals.
The library offers available books, magazines, newspapers, CDs that corresponding with study
programs. Students and academic staff are also offered information sources and handouts in various
branches of science. The library performs archive functions of various materials developed by students
and faculty lectures.
NMC database provides students with access to learning and scientific literature in electronic
format in all courses that facilitates the study process and provides students with easy access to
learning materials, while on board a vessel which is especially topical for part-time students.
Library possesses a collection of more than 3400 books.

In addition, Novikontas database provides for the students digital access to learning and scientific
literature in electronic format in all fields of studies that facilitates the studies and provides students
with easy access to learning materials even when they are on board ship. This is particularly actual
for part-time students. On February 4, 2012, during Student Council session (protokol No. 3-1-3/3),
student self-government members unanimously voted that students feel more comfortable and
accessible library materials in electronic format.

PROVIDES TO STUDENTS
Novikontas Maritime College is situtes near the city center. For implementation of the dtudy
process, Novikontas Maritime College uses premises situated on Duntes Street 17a, 2nd, 3rd and 4th
floors.
In these premisses, there are administrative rooms, classrooms, computer labs, library,
laboratories (simulators). Students have an opportunity to use the Internet, scanners, copy machines
in all computer classes.
Novikontas Maritime College does not provide students with financial support as each student
pays his/her studies themselves.
4. QUANTITATIVE INDICATORS THAT CHARACTERISE COLLEGE
During accreditation period, there can be seen a significant improvement in all of college
characterizing quantitative indicators: starting from the number of the programs to infrastructure
support.

4.1. COURSE OF STUDIES, STUDY PROGRAMMES CONFORMITY WITH
COURSE OF STUDIES AND NUMBER OF STUDENTS (MATRICULATED AND
EXPELLED BY YEARS)
At the moment the College is implementing „Transportation services” and “Mechanical
engineering and metal works, Heat Power Engineering, Thermal Engineering and Mechanics”
course of studies, both first-level professional higher educational programmes:
1) Course of study „Transportation services” implements first-level professional higher
educational programme „Maritime Transport” (qualification”Officers in charge of navigational
watch on ships of 500 gross tonage or more”.) Licence Nr. 041029-1 of 17.11.2011, accreditation
paper Nr. 094-2276 up to 31.12.2019, with the number of students –88. One student was
matriculated.
2) “Mechanical engineering and metal works, Heat Power Engineering, Thermal Engineering
and Mechanics” implements first-level professional higher educational programme „Officer in
charge of an engineering watch” (qualification „Officer in charge of an engineering watch on
ships powered by main propulsion machinery of 750 kw or more”). Licence Nr. . 041029-2 of
17.11.2011, (accreditation paper is not still received from the Ministry of ducation and
Science)with the number of students – 42. One student was matriculated.
During accreditation period the number of students will increase that can be explained by an
increase of the college recognition.
4.1.1. LANGUAGE OF STUDIES
Studies in Novikontas Maritime College take place in the English language. Taking into
consideration this fact (see Appendix 10 “Terms of enrollment to Novikontas Maritime College”),
one of the admission criterias is „MARLIN” test sertificate with the knowledge not less than 60%.
"MARLIN" English language test is a measurement tool that checks seafarers’ understanding of
both the writing and the oral forms of language application. Using a variety of teaching methods, the
main goal is to ensure that every student would have gained sufficient language proficiency required

for completion of his qualifications and ability to work professionally as an officer of the maritime
industry.
4.2. CHARACTERISTICS OF THE ACADEMIC STAFF
Academic posts in Novikontas Maritime College are established on the basis of Novikontas
Maritime College Regulations (the Cabinet Regulations Nr.376, entered into force on June 7,2012),
Law on Institutions of Higher Education and the regulations of the academic and administrative
positions in college.
At the moment there are 5 docents, 7 lecturers and 10 visiting lucturers in NMC.
In accordance with NMC Regulations, docent positions may be filled by a person with a higher
education without a degree, if it is relevant to the subjects taught with at least seven years of practical
work experience. Characteristics required for position of a docent are approved by the Council.
Positions of the lecturer or assistant for professional program profile subjects may be filled by a person
with a higher education without degree, if it is relevant to the subjects taught with at least five years
of practical work experience.
Lecterer positions may be filled by a person with a higher education without a degree, if it is
relevant to the subjects taught with at least seven years of practical work experience. Characteristics
required for position of a lecturer are approved by the Council. Positions of the lecturer or assistant
for professional program profile subjects may be filled by a person with a higher education without
degree, if it is relevant to the subjects taught with at least five years of practical work experience.
Visiting docents and visiting lecturers have the same rights, responsibilities and salary as
docents and lecturers, but they can not participate in NMC elected bodies work.
The average age of the academic staff of Novikontas Maritime College is 40 years old.

4.2.1. SCIENTIFIC RESEARCH WORK OF THE ACADEMIC STAFFAND ITS
INFLUENCE ON STUDIES Academic staff research activities enable the lecturers continuously improve their professional
work, in order to carry out the research, the researcher must be aware of the latest discoveries and
theoretical knowledge in their field of research. In addition, the research work requires to be competent
in research methodology. This knowledge is then used by guiding students in research work. Besides,
the lecturers inform their students on the research results within the framework of their course.
Academis staff participate in local and international projects, attend international and Latvian
conferences. These activities provide opportunities for students to become acquainted with
contemporary scientific and theoretical knowledge and practical studies conducted both globally and
in Latvia as the latest insights from faculty conferences are integrated by the lecturers into their course
content.
The scientific research of the involved academis staff has a positive impact on the study process
for directly involving students in research activities, and indirectly, as teachers, working with literature
and recent publications of the many research questions themselves acquire higher academic
competence and professional skills contribute to a better definition of the study material.
By the means of involvement of students in research, a cohesive research framework of the
study program is being built. This leads to the students being interested in the diverse research
questions, and give them the extra experience to distinguish and solve problems outside of the
program.

Maritime College 1st level professional higher education program, the program fully meets the needs
of employers and the international STCW Convention.
As well, in qualifying practice, the amount of which is 52 Credits for both study programmes
and that takes place on ocean going vessels, implementation are involved practitioners - the best
specialists in their field, providing students training in accordance with the employer's requirements.

Representatives of maritime organizations of 46 contries are members of IASST and Latvian
maritime industry is represented by Novikontas Maritime College.
In 2013, an important event took place regarding to the ccoperation between IASST and NMC
- Novikontas Maritime College Deputy Director Dmitry Semjonov was elected as Vice-President of
IASST Council.
On March 12, 2013, Novikontas Maritime College was recognized as a full member of the
Latvian Association of Colleges (see. Appendix 6)
4.6.2.3. SCIENTIFIC RESEARCH WORK OF THE COLLEGE
One of the main objectives Novikontas Maritime College is to be actively involved in research
and scientific activities. For this reason, one of the main aims of Novikontas Maritime College is to
be actively involved in the scientific research work. For this reason, in February 2014, there was
established ”Novikontas Research” institute (unit) (hereinafter - NR).

determination of amplification; 2) The efficiency of human ability via improvement of training

The research proposed by NR is focused on the practical application of new knowledge in both
areas of research: 1) to help plan and organize the reinforcement the human resources in the Maritime
industry; 2) to improve teaching and learning quality and efficiency of NMC
NR provides NMC students with the opportunity to become engage in research projects during
the study process and provides an opportunity for teachers to grow professionally by being engaged
in a variety of research projects.
NR tends to be an active participant in international academic life and looking for partners
among European and global research institutions. NR research results are regularly published in local
and international quoted publications, as well as presented at national and international conferences.
NR gained knowledge is used by Novikontas Latvian group, in other countries where
Novikontas is operating, as well as in maritime industry and society.
Novikontas research provides research on two fields: 1) definition and enhancement of human
capability of seafarers, educators and managers; and 2) effectiveness of training processes for
improving human capability.
The research provided by NR is oriented to a practical use of new generated knowledge in both
research fields: 1) it helps planning and organising the enhancement of human capability in maritime
industry; and 2) it improves the quality and effectiveness of teaching-learning processes in NMK and
NTC
NR provides students of Novikontas maritime college (NMK) the opportunity of being involved
in research projects during their studies. NR also offers trainers opportunities of professional
development participating in research projects.
NR is called to be an active participant in international academic life and seek to the cooperation
with similar research institutions in Europe and in the world. The findings of NR are regularly
published in national and international refereed publications and presented in national and
international conferences.
The new knowledge generated by NR serves the interests of Novikontas group in Latvia and in
the other Novikontas countries, as well as the maritime industry and society elsewhere

At the moment, in the frame of NR there has been carried out the first research survey from
February to May 2014 under the name "Youngsters' Difficulties and Motivation for Choosing seafarer
career." The results are currently being compilied.
In addition, Novikontas Maritime College became the Baltic Maritime Science Park (BMSP-
http://www.bmsp.se/baltic-maritime-science-park.aspx) full member 2013.

5. ORGANIZATION AND MANAGEMENT OF NMC
5.1. NMC STUDY PROGRAMS
NMC offers two 1st level professional higher educational programs:
1) Total amount of the study programme „Maritime Transport” is 118 credit points [hereinafter –
CP]. Its implementation is provided in part-time studies of 3 years and 2 months. The first-levet
professional higher educational programme “Maritime transport” is composed of 21 CP for
comprehensive courses, 37 CP for the industry courses, 52 CP for qualifying practice. The education
is concluded with the final state examination which includes defense of the Qualification Paper. The
Qualification Paper’s Credits amount is 8. The educational program schedules students’ research
work (e.g., essays, reports, Qualification Paper etc.)

2) The total amount of the educational program „Officer in charge of an engineering watch” is 116
CP, it is planned for 3 years of part-time studies. The first-levet professional higher educational
program „Officer in charge of an engineering watch” is composed of 20 CP for comprehensive
courses, 36 CP for the industry courses and 52 CP for qualifying practice in the first level
professional higher educatinal program „Officer in charge of an engineering watch”. The education
is concluded with the final state examination which includes defense of the Qualification Paper. The
Qualification Paper’s Credits amount is 8. The educational programme schedules students’ research
work (e.g., essays, reports, Qualification Paper etc.)
5.2. PRACTICALIMPLEMENTATION OF THE STUDY PROGRAMMES
The educational process is organized in accordance with the Law on Institutions of Higher Education
of the Republic of Latvia, the June 2, 2007, the Cabinet of Ministers of the Republic of Latvia
Regulation No.141 "Regulations Regarding the State Standard for First Level Professional
highereducation", Novikontas Maritime College Rules as well as with regulating documents
adopted by NMC Council.
The program is designed for people with pre-existing work experience at sea, who are familiar
with the specifics of marine, ship equipment, machinery and placement of other equipment.
The study program is implemented in accordance with the study plan to ensure achievement of
program objectives. The study process is designed taking into account the seafarer's specifics, that
means taht the student fulfills the practical work on the ship using actual equipment and
documentation, so that they are able to apply the acquired knowledge into practice.
Novikontas Maritime College Information System (hereinafter - NovIs) allows NMC students
to successfully combine work and study. NovIs includes both general and vocational courses
content acquisition, providing students with course guidance material, video and audio database of
practical and theoretical tasks available, as well as digital NovIs study environment provides
students the opportunity to participate in the e-consultation - "Webinar". Thanks to the "Webinar"
mode, students, in certain cases, have the opportunity to attend study courses consultations from
anywhere in the world, without attending college.
NovIs has the potential to significantly improve the quality of information delivery and learning
efficiency of students aboard the ship at sea.

Academic staff of NMC can evaluate all practical exercises completed by students in NovIs
environment, as well as, if necessary, if the individual work of a student is not complete, to add a
comment on necessary improement. This process is an essential complement to both
communication between students and teachers, as well as improves the study process, taking into
account the work schedule of NMC students.

5.2.1. RECORDS OF THE STUDY SCOPE AND EVALUATION OF STUDENTS’
ACHIVEMENTS
NJK fully implements Latvian credit point system that is based on the credit as a student one-
week full-time study workload definition. 1 credit corresponds to the amount of 40 academic hours,
according to the Law on Higher Education.
NJK offers both first-level professional higher education study programs a way of studies which
corresponds to not less than 40 credits per academic year and not less than 40 academic hours a
week. Credits are expressed in both the program and the amount of the individual components. In
order to convert the European Credit Transfer System (ECTS) points Latvian credit is to be
multiplied by 1.5.
Evaluation of knowledge shall be in accordance with NMC regulation Nr.1-6/22 „NMC
regulation on first-level professional higher educational programme examinations”
Students' individual work is controlled during the term in parallel with studies, namely, the
evaluation is of continuous nature. It primarily provides feedback between students and faculty of
the definite course of studies, allowing the lecturer to assess the level of the realization of the course
section, its acquisition level and hence the quality of teaching. Second, it provides a real,
continuous study workflow.
Education Evaluation criteria are based on assessment of the level of learning courses.
Throughout the study period the student fulfills practical work, work of study (papers, practical
exercises, individual work) and passes final examinations: tests or examinations in accordance with
the study plan. Final examinations are being adopted by the course lecturer or the examination
commission. On passing the final test or examination, as well as the defense of course papers or
presenting a paper, the student receives a definite number of Credit Points.
Student’s progress is evaluated in a 10-point system. Course final test is passed successfully, if
the mark is not lower than 4 points (almost satisfactory). All evaluation reviews of the student's
knowledge of the subjects shall be found in e-environment "NovIS".
Examination forms:
written examination, where the lecturer or the examination commission evaluate a student's
examination work in writing or completed exercise in e-environment;

an oral examination, where a lecturer or examination commision evaluate a student’s oral
answers, explanations and demonstrations.
Practice is assessed two-part evaluation scale - "pass" or "fail".
Practice is evaluated by the supervisor and the examination committee, taking into account the
relevance of the practice work prject content, defence of the project and completed the trainee's
practice book.
Qualification paper is evaluated in a 10-point system.
Qualification examination consists of two parts – practicala and theoretical.
The theoretical part of the examination consists of students’ responses to questions. Questions
will be prepared in accordance with International Maritime Organization (IMO) and the 1978
International Convention on Standards of Training, Certification and Watchkeeping (STCW
Convention Sections A-II / 1 standard and facilitated A-II / 2 standard) for Seafarers, as amended
requirements that include to following topics:
• Shipping at operational level / failitated at management level;
• Cargo handling and disposal at operational level / facilitated at management level;
• Ship management process and care for persons on board at the operational level /facilitated at
management level.
Practical part of the exam is organized on navigation simulator (Transas NTPRO 5000 full mission
simulator; SAILOR GMDSS for A3 area and GMDSS TRANSAS TGS4100 simulator)
The aim of the practical exercise is to identify the knowledge and skills of safe performance
of the watch, to evaluate the ability to make decisions independently during the performance of official
duties. To pass the Qualification examination are admitted students who have successfully defended
their qualification papers.
Qualification examination is evaluated in a 10-point system.
Examination committee evaluates the theoretical and practical part at a fixed point scale, which
then allows you to convert the points obtained in one single mark.

Qualifying examination is done if an examinee has obtained a mark not less than "4" (almost
satisfactory).
If a student has passed the qualifying examination with a mark not less than "4" (almost
satisfactory), the Commission shall decide on the professional qualification in accordance with the
provisions of the Cabinet of Ministers No. 141 "Regulations on the first level professional higher
education".
If the mark is less than 4 (almost satisfactory), the student is issued a certificate of
acquisition the program.
The diploma of the first-level professional higher education shall be received by a student
who has acquired the programme, developed and defended the qualification paper, passed the
qualification examination with assessment in not less than 4 (almost satisfactory).
2.2.3. NMC MANAGEMENT
The founder of the College is a limited liability company "Jurininku TRENIRUOČIŲ Centre"
(hereinafter - the founder) that was registered in the Republic of Lithuania, Klaipeda on 23
February23, 2001 in the registry of legal entities with branch registration number 141980356. The
legal address of the Founder is Taikos pr. 81A, Klaipėda, LT-94114, Lithuania.

The total program is managed by the NMC Council. Particular, to the study process related
issues are managed by NMC Deputy Director or Study program Deputy Director. The program is
implemented with the involvement the required academic staff. The task of the Study Department is
to the preparation of the plan of studies, scheduling of classes and its coordination with the
departments involved in the study process.
The task of the Director and Deputy Director of the 1st level higher professional educational
programs “Maritime Transport” and “Officer in charge of an engineering watch” is the
determination of the definite amount of course and its content, as well as choice of the academic
staff according to their professional experience and education. On the basis of the experience
gained in the implementing the program, the program director shall evaluate, discuss the program
at a Council meeting and propose changes in course extent, content and layout. Director of the
study program ensures a process documentation preparation.
Methodological issues of the teaching process of the study courses are regulary dealt with on
the Programme Council and NMC Methodological Committee meetings where lecturers’ reports
and suggestions are listened to and discussed. After the exam sessions their results are analyzed
and the necessary correctives are taken.
Experts from the Latvian state institutions and shipping companies are involved in the
implementation of the study process. Students practice at sea on ships.
Students intensively acquire at least one foreign language, focusing on the professional
terminology.
2.2.4. OF THE LIST OF PARTICIPATING DEPARTMENTS AND THEIR TASKS
IN THE IMPLEMENTATION OF THE STUDY PROGRAMME
The Council of Novikontas Maritime College (hereinafter – the Council) has determined
responsibilities and powr of attorney in accordance with the Law On Institutions of Higher Education
and NMC Regulations:
1) The Council:
approves the college long-term and medium-term perormance strategy;
approves the study programmes and changes there, as well as prepares proposals for
implementation of new study programmes;

approves fields of reserch;
prepares proposals for enrollment of students and exchange and approves the enrollment rules
developed by the Commissionset up by theCouncil;
decides on NMC structural foundation, reorganization and liquidation and approves their by-
laws;
approves the regulations on academic and administrative positions in NMC and election of
these positions;
elects NMC academic staff and heads of departments;
approves regulations on studies and examinations in NMC;
approves the internal rules of NMC;
considers and adopts the annual report on NMC activities;
supports and promotes student self-government activities, as well as approves the students'
self-government regulations;
approves NMC flag, coat of arms, emblem, motto and anthem;
develops regulations on the Council activities;
develops NMC regulations and its changes;
raises the question of NMC name or change of legal status;
decides on other issues in accordance with these rules has for the competence of the Council.
2) Administrative staff
supports and promotes the implementation of the study programmes;
complies with ethical standards;
faces the consequences of their decisions and their consequences;
respects the existing legislaton, NMC regulations, NMC Council decisions and orers of
the Director;
ensures the rights of the academic staff;
provides students the opportunities to implement their righs in NMC.
3) General staff
The responsibility of the personnel is to promote and support the activities of NMC and
support transparency in management;

The staff has the right to participate in the management and self-managemnet decision
making and development of the inner rules according to the order set by the Council, as
well as in the making of the decisions that affect the interests of the staff, to participate on
NMC collegate governing body meetings and to be heard and submit proposals for the
operation of NMC.
4) Academis staff
creatively and responsibly participate in study programmes;
continuously improve their professional qualifications involved in research work;
comply with the rules of professional conduct;
be responsible for their actions and their results;
provide students with opportunities to implement their rights in NMC.

5.3. STUDENTS’ INVOLVEMENT IN RESEARCH PROJECTS
Students are actively involved in research activities through development of the Qualification
Papers as well as participating inscientific conferences organized by NMC and other universities and
colleges.
In the third term there is a scheduled theme about the development methology of a research
work which allows students to obtain (during the first academic year) basic research skills in the
course „Transport economics”. In the third year of studies students prepare and develop the
Qualification Papers in accordance with the content and related research directions of the educational
program.
