German Media Explosion SlowedDown By Political Barriers is

National Broadcasters And Major Print Publishers Ready To Clashby Wolfgang Spahr

The radical changes which have overtaken the West Germany media landscape in the last threeyears have one thing in common. They all favour the big operators. New ideas are wanted, butthey require the financial resources of major companies to bring them to fruition.

SAT I, the country's first private tv station, is a clear example. Set up by print mediapublishers, it required an initial investment of 50 million dollars, and much more will be need-ed in the coming years. Smaller publishers which contributed some 350,000 dollars annuallyam now wondering whether the adventure is becoming too expensive and whether they wouldbe wise to pull out. It is likely that some at least will sell their shams to the massive Springerpublishing empire, which has the financial muscle to compete alongside cash -rich public tvstations ARD and ZDF.

A major limitation on private tv is thatit can only be received by cable, giv-ing a target audience of a mere 1.5million households. ARD and ZDF,by co reach around 20 times asmanyntrast,No satellite is ready and thequestion when private orations will beable to broadcast directly remainsunanswered.

Ellie. there is one local station inMunich asks can be received off air.A whole range of mogramme suppli-

hoare sharing the broadcast ainirne,advertis-

ing income. But few observers givethe station much chance of longtermsurvival.

RTL Plus from Luxembourg, hacked by media giant Benelsmann, often the most professional output ofthe private stations. including movies.quid shows, and local programmes forthe Saarland. Now West Germany'sMusicBox. which formerly wentthrough SAT I. is keen to put its

videoclips out nn R1'L Plus. taking ashare of the advertising proceeds in

most watched private stations in WestGermany. Apart from the daily 1.1

ith London -haled Sky Channel, which reaches around seven millionhomes in 16 European countries. willexpand its range future. Sky Channelwill be airing up mune hour of Maisie -Box programming on live evening, aweek.

Private tv stations command nomom han 30% of the country's tv vie-wership in total, and some estimatesput the figum at no more than 20%.Meanwhile, ZDF and ARD are com-pering for much larger audiences, with ZDF in Mainz still the mostpopular entertainment channel andARD doing as best to catch up. Showslike "Himarade", "Na Sowas" andWerten Dass" have made ZDF the

leader in rock and pop coverage. ARLO

has dropped some rock strands, on thcother hand, and is now trying outshows like "Kangaruh", "Ronny's PopShow" and "Forme) I" on the [bird

channel.

Where radio is erned, the

fight for survival is wellconcunder way.The large variety of private stations, particularly in the Munich Area, hasgiven major ARD stations likeBayerischer Rundfunk (Munich),Westdentwher Rundfunk (Cologne)and Norddeutscher Rundfunk (Ham-burg) some headaches.criticised Dr having too much talk.the private stations broadcast Amonnon-stop music, imertupted only byrive minutes of news on the hour andassorted commercials.

The mixture of constantly repeatedthan bits and oldies on the private sta-tions has gone down so well withlisteners that some ARD stations, par-ticularly in Hamburg and Munich, have lost up to 40% of their audience. But Norddeutscher Rundfunk andBayerischer Rundfunk have succeed-ed in adjusting their music program-ming schedules and so winning backmany of the lost listeners.

Now life is becoming difficult forthe mom than 30 private stations inoperation, and many experts believethe moment of thruth will tome at theend of 19SI when they sum competingagainst each other. At that time onlyquality will count, and it is clear theARD are now prepared for the fight.By mid -way through next year everymajor We. German city will have atleast one private station, and it is

doubtful whether there will be enoughrevenue available from advertising tosrarain them all.

Only the bra backers are likely toget through the hard initial years of in-

ns Radio Schleswig-Holstein,for instance. employs 60 full-timestaff in Kiel to produce its 24 houroutput, plus a large number of free-lance programmers. Its financial re-quirement this year is 3.5 million dol-lars, and in 1988 the figure will still bearound one million dollars. Other sta-tions face similar situations: eitberahe

smaller suppliers will run out ofmoney or else they will have to

cooperate with others and bury theiridealistic plans.

Well-known German film directorUlrich Schamoni faces Dst such aproblem. He has a license for Berlin, but only on condition that he sharesthe planned 24 -hour station with otherinterested parties. If the project is not

put together Ito the end of the year heforfeit, his license. His position is

representative of what is going on inmany parts of West Germany, wherepeople have had to relinquish theirhope of running their own station be

of official requirements far less

Govern

than those in the 11fi LocalGovernment, here insist on detailedlicensing contracts with conditions at-tached that render programme -mak-ing much more expensive and haveforced many applicants to give up.

The electronic media in West Ger-many are on the threshold of a periodof rapid development and change. Butin the end they am constrained by le-gal and political barriers. and all thesigns are that the politicians are on theway to regaining Men influence. Thatcould mean an end to the atmosphereof fun introduced by the private sta-tions and a return to old-style radioprogramming.

German Private Radios 1986Altlxmgh the following IIa gives a mat overview of tee current prnateradio nations in Germany, not all of them are equally imponant for themusic industry. The success of the privates kicked off a few years ago inthe St,uthern region (Bayern), when, Gong 2000 and Radio MI estab-titled themselves as the leaders. A number of the Bayern stations shamtrequencies on92 0 FM. The future of Orate radio M Central Germanyas well as n the Berlin region is still unsettled. although recentlyprivates have sprung up in the North with RSH as the strongest. Morestations will start bmailcsoting the next few months From the foreignstations beaming into Germany, RTL in Luxembourg has always beenmarket leader and is M fact seen by many as a true German station.

The Radio Sampling PolicyWEA's Gebhardt Sees Stability

Gerd Gebhardt, marketing director for WEA Records, bathen in cruntant touch with the changing media situation in GermanV. His views onthe sampling policy towards the radios and its degree of professionalismwere discussed maneent interview with M&M.

Mega, tl,epnttdi, tetatitauin Germany are upset with therecord industry because of itsrefusal m supply free ncoOmtn. How is the situation at themoment?

Gebhardt: A state of normalcyhas set in since the new stationsfinally realise what our positionis. The idea that every single air-play is promotion has given wayto a more realistic view. Indeed, what would radio be without ourmusic'? Radio programmes haveto be paid - even the supply ofnews costs money.

MAW: How have you solved thetedious problems of distributingpromotion copies?

Gebhardt: One thing should bemade very clear: The ARD sta-dons have a special contractwhich stipulates that the recotdlibraries of all stations receive acopy of each new rele.e. Every-thing above and beyond that is avoluntary service of the recordcompanies. The private stationsdo not hwe such a contract a.generally donor pay (1, Ihesyet. However, we have litund anew way of helping the Prattatattons. A subscAption guaran-tees that they receive all newrelease, front to at our own covtPr ce plus a amid, handlingcharge. Thiv contract applies forone year and can be cancelled upto three months before termina-tion. The subscription wire ismoderate. We really do not inake, profit on ON:cause we do notwant W whe money from the newPIM. stations.

PhIld: The radio pounotors nowhunters cover even more stations. What priorities do they have?

Gehhardt. Since we see ourselvesas partners of the radio program.

mers we believe that we havesomething to say and only visitthose who want to work with usWe donor bombard each stwionwith our produce The private ems -inns get the same semice as theARD stations, depending on therespective target group audience.

MS, How profiasional do roeconsider the parole stations orbe?

Otbhardt I think Gong 2000 inMunich and Radio Schleswig.Holstein in Kiel are very profes-sional - from their red.libraries to ir sniff, to theirvery modern equipment Thestandards will probably improveeven mow when. for example, thenew private stations in Hannoverand Hamburg O ma the aft in

1987. The level of professionalismwill then be a decisive factor indetermining which stations willsurvive the battle for listeners. Ofcourse, those stations owned bythe big publishers are in the mostfavourable position due to thehigh investments iniftived.

HAM: Have you already noticedchanges at the ARD stations somethe primatepnmlnn,u0000hntetluoedt

Gebhardt: At the ARD stationsthose responsible are having torethink how to cope with this newtype of radio The more flexiblearming them have already realisedthat the listeners they have lostcan only be won back withprogramming aimed at specifictarget groups. The situation A un-der onwitlerai ion at WDR, aswell as at BR and at NDR. A sta-tion like NDR. which has lost 4040% of its listeners, is forced toreconsider iw year - long format. The philosophy of free enterprisehaa found its way to radio. Thiscost only be of advantage oar inbreaking our product.

Sonopress OpensNew CD Plant

Runner -Up Offers Full Service FacilitiesThe launch of Sonopress 18 milliondollar CD plant at Gutersloh couldmake West Germany the world leaderin silver disc manufacturing. Poly -Gram, Hanover facility is already thebiggest anywhere, with output over SOmillion units and a 30% plus manufac-turing share. Now Sonopress .sUwe Swiernek is aiming for secondplace. With annual capacity ckwe to30 million discs the company hopes totake a 25% market share. In the

proems. a, Manfred rahnstein, headof electronic media at parent companyBenelsmann points out, it has createdalmost 200 new and

itjobs, a

number which should rise to 300 bythe end of the decade.

World-wide there are now around15 CD factories with a total gross ca-pacity of 200 million wits a year: 85million from Europe, 60 million fromthe US, and 55 million from Japan.Next year capacity is expected to morethan double to 460 million CDs, andby 1988 will top the SOO million unitsmark.

Sales projections indicate produc-tion capacity will be growing fasterthan er demand over the nextfew years, consum but Swientek foresees kw

problems. The music business hastraditionally operated with a capacitysurplus as the only way m meet sud-den demand peaks for topical mien -

al, he points out. Thine who survivein the business of the future will baseto offer a complete service frommanufacturing to packaging and mail.ing, and there, he believes, Sonopresshas the advantage over its competitors.

For both FOlyGram and Sono.press, the CD market is a global one.with a high proportion of their outputbeing exported. In West Germany J.self, CD sales last year rem 7 millionunits, and the figure should reach 12million in 1986, rising to 36 million by1990. As in other countries, the sharpfall in CD player prices over the past

two years has not yet been matched byany accompanying fall in CD soflrerecosts. Prices have remained steady ataround 17-18 dollars in the shops, although the factory price is under 4dollars. Sonoptcss. Swientek expectsno fall in consumer price levels omitproduction capacity in Europe, Japanand the US is fully developed. whichmeans at least two years.

Meanwhile a new CD market itdeveloping alongside the pre-recordedmusic redo, in the shape of the CD-ROM used as an inexpensive memorystore for computer applications. Salt, this year will only be around 32.0thlbut the predictions are just as bullishas for CD proper. By 1990, it is esti-mated, sales will be althea 23 millionunits annually.

MRS/. Which Podia systems hateinfluenced yon mast. and in slimways?

WE 1 follow the American systembecause I started with RTL. Thehe oicaits any still the marketingexp Tits and their approach worksfor West Germany The British havea very different mentality and theirstrategies theft really work in the

German market.HS: We have picked up ideas fromeverybody; our programming styleis a mixture of American stations, some private English ones, and theexperiences of South German pmstations such as SWF 3.

SOW: National prodial prop tarofor only 20% o f outer pr.rammeoutput Whyda yo.restrict Germansongs? Is your decision based onaudience research?

WF: The record companies are theones to blame km that. They don'trelease enough contemporary national material. I regret this de-velopment, but I can't play moreproduct than they release. Germananiso and creativity don, get

enough support. Surveys show thatour listeners are interested in Ger-man productions. but only if theyam modern, pot if they are coverversions or it -releases of oldmaterial.HS' lbs. the mason is clearly thematerial that gets released. lb beable to play any German repertoire

at all we have to apply lower stan-dards than we do for internationalproduct. Our own research indi-cates that the listener, most interest-ed in Gerntan repertoire are usuallyaged over 45.

MdM. Pm have taken manylisteners asuy from BayarischerRundfinik and NDR. Do you stillfeel the comp.. with ARD and.he do you think the lin. of fair

WF: As a city station are havegained many regular listeners. I

think it is sad for Ilayerischer Rundfunk that we are a threat to themthe reason is that we are more flexi-ble, we don't have to fill in forms,we have no bureaucracy. ourpresenter is always at the mixingdesk. And extremely important. wea on the same level as ourlisteners. We make our programmesfor them. without thinking that weare more intelligent than they are. Ifyou are flexible and your program-mes represent what people want tohear, then you will be successful.

Audiences

HS: There is some occasional bick-ering. but that should be ignored. We are interested in our listeners.not in ARD.

MAM: There are mow and moreprivate stations. ARD is gettingready for the competition. When docam Mink the moment of mesh willcame for pr.. stations? When

WE The wheat already has beenseparated from the chaff I thinkyou will see a fluid market: the cakewon't get bigger. but listeners willchange from ore retire to another.so you can't really say if and whenthere will be a moment of truth forthe private stations. We fight for ourlisteners. We make up for ARD'smoney with flexibility and close-ness to our audience.HS: We can only hope that we don't

have the same siuretion as in

Munich. The wheat shouldn't haveto be separated from the chaff. Itshould be possible to have manydifferent stations with their owndifferent and special styles.

The rumoured split-up between Joe Strum-mer and Mick Jones has not lasted that long, theDuo are sharing production credits as well as co -writing five of the tracks. Their Eddie Cochran -influenced C'Mon Every Beat Box is not the onlysingle candidate on this excellent album, othergood candidates are (Indy. The law, Saha Dram, and U Thirteen.

The Stranglers have come a long way fromtheir aggressive and doom. stance on 'IV (MausNorvegicus (their debut album) to their romanticand ultra catchy approach on songs like 'GoldenBrown a. 'La &die'. On their ninth studio albumDrearrairrie the group further investigates the

history of pop music. An album full of musicalexploration with recommended tracks like Shakier'like A leaf (sounding like Lou Reed in his

'Transformer. days), the up -tempo Ghosurain andthe dreamy, sentimental You'll Always Reap WhatYou Sow.

While the rumours on a European tour ofKrafttrerk are persisting, the Germ nt.gardeband release their tenth album through EMI, enti-tled Flerrne Cafe. Six new tracks recorded M theKlingldang studio in Duesseldorf. Germany andfeaturing their familiar brand of futuristic and coolsynthesizer sounds and the monotonous vocals.Best track is undoubtedly The Telephone Call.with bs melodic vocals and chorus, quite an excep-

ional track fora band like Kraftwerk.Womack & Womack are regarded by many as

the finest soul duo of today. Their voices blendfluently and their first two albums on Elektra,'Lave Wars' and 'Radio Mns.c. Mani are classicones. They have changed record company and Cr,now under the umbrella of Manhattan Records fora new album entitled erdrbright lire duet voicesfrom Cecil and Linda arc in their best form ever, yielding highlights such as the groovy Saul Love.Soul Man, Slarbright (a wonderful haled), RodYourself Another Girl and Take Me. The albumsports a glossy. transparent production and it is

about time they get the attention they are so fullyentitled M.

The A&M Soundtrack, Soul Man, features anice cress -section of black soul acts and whiterock artists. It pairs Lon Real with San Moore(the Sam of of Sam & Dave) in their 80's renditionof the Sam& Dave classic Soul Man as well as SlySlone with Martha Davis in the cover ofloan Ar-matrading's Love And Affection. Other noteworthytracks include Brenda Russell's Totally Academicand Nu Shooz's Outside. The film, not yet sched-uled for a European release, is executive producedby Steve loch ('Risky Business') and directed bySteve Miner CFriday the 13th').

Brian Spence is a talent to watch; althoughmost of his material on the Polydor albumBrothers leans heavily on the Bryan Adams/Sur.vivor school of rock, Spence still manages to gethis personal message accross. Pniduced by Ed&mint, 'Brothers is a good album with grimand solid rock and some power ballads. Recom-mended: Hear I: Horn The Mean, Brothers andIllwdering How. Cry.
