1. Introduction

HKEx is pleased to announce that the existing Securities and Derivatives Network (SDNet/1), supporting AMS/3/CCASS/3 for securities trading, clearing and settlement; HKATS/DCASS for derivatives trading, clearing and settlement; and MDS/IIS/PRS for securities and derivatives market data services will be upgraded soon.

The objectives of the upgrade are to further improve capacity and performance of the network infrastructure to support the foreseeable growth of trade/market data volume and more demanding latency requirement. The upgraded Securities and Derivatives Network (SDNet/2) is designed for high resilience and its circuits are powered by optical fibres with higher bandwidth options and lower round-trip latency. In contrast to the existing SDNet/1 network where PCCW is appointed as the sole service vendor, SDNet/2 will adopt a multi-carrier network approach with circuit services provided by multiple vendors accredited by HKEx (Accredited Vendors). Information Vendors (IVs) can select one or more vendors to install SDNet/2 circuits for market data systems based on their business needs and pay the circuit charges directly to the respective vendors. HKEx plans to roll out the SDNet/2 service by phase. Phase 1 is for the securities market systems, including MDS and IIS, with the target completion date in the third quarter 2012. This Information Package is prepared to provide essential information to direct connection MDS and IIS IVs to facilitate smooth migration of their connections to MDS/IIS via SDNet/2. HKEx will also hold a technical briefing session in early November 2011 to present the network implementation details set out in this Information Package to MDS/IIS IVs to assist them in:

understanding the multi-vendor model of SDNet/2 and how to apply for SDNet/2 circuits from Accredited Vendors stipulated in Appendix A;

understanding the supports required from them for the installation activities as stipulated in Appendix B; and

preparation for the accommodation requirements as stipulated in Installation Guidelines in Appendix C for installation of new SDNet/2 circuits.

2. Overview of SDNet/2 2.1 SDNet/2

SDNet is a consolidated network infrastructure to support multiple market system networks. The main securities market systems supported by SDNet include the Third Generation Automatic Order Matching and Execution System (AMS/3), the Central Clearing and Settlement System (CCASS/3), the Market Data System (MDS), and the Issuer Information feed Service (IIS), while the main derivatives market systems supported by SDNet include the Hong Kong Futures Automated Trading System (HKATS), the Derivatives Clearing and Settlement System (DCASS), and the Price Reporting System (PRS) which provides both the PRS feed and the PRS Plus feed..

Over the past 6 years, SDNet has been operated effectively to support the stable operation of the market systems. However, as trade/market data volumes increase and the latency requirement becomes more demanding in the market, it is envisaged that an upgrade to a new network infrastructure with enhanced capacity, scalability and performance is necessary for supporting the business growth. Similar to SDNet/1, SDNet/2 adopts the prevalent Optical Ethernet technology with higher circuit bandwidth and lower network latency. IV circuits will be provisioned with optical fibre, which can be scaled up to 1Gbps. The enhancement of SDNet/2 also includes lowered round-trip network delay with average below 1.5 milliseconds1.

Migration of respective market system networks onto the SDNet/2 platform requires no application changes. Each of the applications has its own transmission channel and dedicated bandwidth. Phase 1 migration will be arranged for AMS/3 and MDS/IIS circuits and planned to be completed in Q3 2012. Phase 2 and 3 migration, for HKATS/DCASS/PRS and CCASS/3 respectively will be scheduled for Q2 2013 and Q4 2013 respectively.

For implementation of the migration, a new SDNet/2 circuit will be installed at the IV site in conjunction with each existing SDNet/1 circuit. Migration of circuits will be performed remotely by the respective network vendors. Market rehearsals for network migration will be conducted before production rollout for each of Phases 1, 2 and 3.

2.2 Multi-Vendor Model and Accredited Vendors of SDNet/2

SDNet/2 will be provided by more than one network vendor. HKEx has defined a set of commercial and technical requirements for operating the SDNet/2 infrastructure. A network vendor has to pass all requirements defined by HKEx, to become an Accredited Vendor. To remain as an Accredited Vendor, the network vendors are required to meet and maintain all service levels defined by HKEx for ongoing operations. An Accredited Vendor will have a validity of 3 years effective from the date when the Phase 1 migration (including AMS/3 and MDS/IIS network) to SDNet/2 is completed, which is tentatively planned for Q3 2012.

Through a comprehensive accreditation process, initially, 3 network vendors have been appointed to provide SDNet/2 network services. These vendors are (in alphabetical order):

2.3 Differences in SDNet/2

Higher capacity and performance – SDNet/2 network offers higher bandwidth capacity for rapid traffic volume growth immediately. The bandwidth of SDNet/2 circuit is scalable up to 1Gbps to support future market data growth. The performance of core network equipment used in SDNet/2 can also be upgraded to support an even lower round trip network delay (RTD).

Improvement in reliability – With advancement in network resilience technology, SDNet/2 will be operated with a network availability of 99.999%.

Wider choices of network vendors – With SDNet/2, IVs are given choices to select their preferred network vendors. IVs can compare different offers from the network vendors and select the network vendors that best meet their needs.

2.4 Changes to IVs in relation to SDNet/2

In contrast to the arrangement for SDNet/1, circuit charges will NOT be billed and handled by HKEx. IVs will deal with their network vendors directly for all matters in

relation to billing and payment for SDNet/2 circuits. Accredited Vendors will provide technical support and maintenance services of the SDNet network directly to IVs. For on-going support of the network services, IVs should report network problems and other network related enquiries to the Accredited Vendors directly.

2.5 Prices of SDNet/2 All Accredited Vendors will offer SDNet/2 services to IVs according to the circuit capped price scheme by which the prices for different bandwidth circuits are capped. , The actual fee is subject to the negotiation between the Accredited Vendors and their IV customers under the condition that it cannot be higher than the capped price. IVs are advised to inquire price information from the Accredited Vendors. More information of the capped price scheme can be found in Appendix A.

3. Overall Project Schedule

Migration of the existing market system networks to the SDNet/2 will be performed by three phases, tentatively from Q3 2012 to the Q4 2013.

5. IVs’ Involvement in Network Migration

5.1 IV Circuit Application

With SDNet/2, IVs are required to select one or more Accredited Vendors to install SDNet/2 circuits for connectivity with MDS/IIS. The following paragraphs describe how IVs should apply for SDNet/2 circuits from the Accredited Vendors. 5.1.1 Determining SDNet/2 Circuit Requirements The migration of SDNet/1 circuits to SDNet/2 circuits is on a one-to-one replacement basis. IVs are required to apply for the corresponding number of SDNet/2 circuits according to the current number of SDNet/1 circuits. To assist IVs in understanding their SDNet/2 circuit requirements, HKEx will send notification letter to each IV. The notification letter will provide the IV’s current SDNet/1 circuit information and the corresponding SDNet/2 circuit requirements, such as number of circuits and minimum bandwidth of each circuit. Under SDNet/2, HKEx will define the minimum bandwidth requirements of both MDS and IIS. IVs are required to subscribe for the minimum bandwidth of SDNet/2 circuits. The initial minimum bandwidth requirements for MDS and IIS during the migration to SDNet/2 will be as below. Application Minimum Bandwidth Requirement2 in

SDNet/2 MDS 10Mbps IIS 2Mbps 5.1.2 How to apply IVs should firstly approach Accredited Vendors to get the SDNet/2 application form and information. The Accredited Vendors’ contact numbers and email addresses are provided in Appendix A. IVs should read carefully all the terms and conditions as specified on the application form & the relevant material before completion. On the application form, please specify the current SDNet/1 circuit number to be replaced by the SDNet/2 circuits. The SDNet/1 circuit information will be provided in the notification sent by HKEx.

2 IVs should also note that upgrading the circuit bandwidth for more than the minimum bandwidth does not imply that they can transmit and receive data to and from HKEx’s market systems at higher rate. It also does not imply network latency could be improved.

5.1.3 Important Notes when Applying for SDNet/2 Services IVs should observe the following important notes before they engage into commercial agreement with Accredited Vendors.

1. Before submitting the circuit application to the Accredited Vendors, IVs are advised to assess if there is any plan for office relocation before circuit migration inMay 2012. IVs should check with Accredited Vendors if any charges applicable for the relocation of SDNet/2 circuit before migration. In any case, HKEx will charge for the relocation cost of SDNet/1 circuit before migration.

2. In general, the minimum subscription period of SDNet/2 circuits is 3

months. However, Accredited Vendors are allowed to sign longer service agreements with IVs. IVs should carefully consider the prices of different bandwidth options before signing long term agreements as bandwidth upgrade may be required from time to time and switching to other Accredited Vendors may not be possible before the expiry of the service agreement for the circuits.

3. The Accredited Vendors will not start charging the monthly user fee of

SDNet/2 circuits to IVs before the completion date of the migration of MDS/IIS network to SDNet/2 as announced by HKEx.

4. During the migration period (from now to end May 2012, tentatively), IVs

are still required to submit the application to HKEx for SDNet/1 circuits service, if required. At the same time, IVs should also submit the same SDNet/2 circuit service (if applicable) to the Accredited Vendors for the arrangement of migration to SDNet/2.

5. Please note that the minimum subscription period of SDNet/1 new circuit

of 3 months required by the network carrier is still applicable during the migration period. When cutover to SDNet/2, the SDNet/1 circuit will be terminated. If the service period is less than 3 months, HKEx will continue to charge the part thereof remaining in the 3-month period.

5.2 IV Circuit Installation

SDNet/2 adopts the Optical Ethernet technology, Accredited Vendors’ field engineers have to lay fibre cables in the IVs’ offices and install new network equipment for each circuit. The installation is on one-to-one replacement basis, i.e. an SDNet/2 circuit will be installed for each existing SDNet/1 circuit. To enable Accredited Vendors to conduct SDNet/2 circuit installation smoothly, IV are required to provide the following assistance: a. IVs are required to ensure the necessary facilities (such as AC power sockets and

space) are available before circuit installation by referring to Installation Guideline as set out in Appendix C and support the installation of new network equipment in their premises during non-office hours.

b. IVs may be requested to coordinate with their Building Management Office in order

to allow the laying of fibre cables in their buildings. If considered necessary, Accredited Vendors will inform the involved IVs of such requests.

c. IVs are requested to allow site visits by Accredited Vendors’ field engineers for

pre-installation study, fibre prewiring, network equipment installation, and dismantlement of the existing network equipment after migration.

5.3 Market Readiness Activities

To ensure the readiness of the SDNet/2 for MDS/IIS, a series of market readiness activities, including 1) briefing session, 2) Connectivity Test and 3) Market Rehearsal (MR), will be conducted before the launch of SDNet/2 Phase 1.

6. Migration Cost to SDNet/2

To migrate from SDNet/1 to SDNet/2, IVs will bear the cost on additional equipment to be installed such as standard cabinet, power sockets and the related tray or partition as shown in Appendix C and the additional resources requirements due to the migration activities.

IV should observe the important notes in section 5.1.3 of this information package. Relocation charges may apply to both SDNet/1 and SDNet/2 circuits if an IV moves the site of its servers before the completion of the migration. Additional SDNet/1 circuit charges for at least 3 months will also be applied even if IVs install new SDNet/1 circuits less than 3 months before the migration to SDNet/2.

7. SDNet/1 Provisioning during Migration Period

During migration period, when IVs apply for the circuit service under SDNet/1 to HKEx, they are required to apply the same circuit service under SDNet/2 to the selected Accredited Vendors at the same time. The circuit services include but not limited to circuit installation/de-installation, circuit bandwidth upgrade/downgrade and relocation. IVs should allow sufficient lead time for both SDNet/1 Vendor (PCCW) and SDNet/2 Accredited Vendors to process the requests: 1. Lead time for setting up new IV circuit/circuit relocation : 6 weeks 2. Lead-time for bandwidth upgrade/downgrade to an existing IV circuit without

physical circuit upgrade/download : 1 week

Appendix A – SDNet/2 Accredited Vendors Information SDNet/2 services are provided by Accredited Vendors for the provision of communication links (Circuits) from IV locations to HKEx’s data centres. To become an Accredited Vendor, the network vendor’s SDNet/2 service must comply with the technical requirements set out by HKEx. The compliance of these technical requirements ensures that the Accredited Vendor will deliver a stable, reliable and high quality networking services to the IVs. Initially, three Accredited Vendors have been selected and accredited to provide SDNet/2 network services. These vendors are (in alphabetical order):

1. Price of SDNet/2 Circuit SDNet/2 services are provided by the Accredited Vendors directly to IVs. Appendix B – Important Note for Installation of SDNet/2 Circuits 1. IV should ensure the completion of the preparation items listed below:

Decide the location of new network equipment, the location should be in same cabinet or adjacent to the existing network equipment

Provide sufficient space to house the new equipment (see Section 2 of Appendix C)

Prepare AC power sockets (220V with standard 13A sockets) for the new network equipment (Please refer to the corresponding section of selected Accredited Vendor in Appendix C for the actual number of power sockets required)

Decide open wiring or conceal wiring for the new lines. If concealed wiring is needed, prepare to provide cable conduit and get approval from your building management if necessary

Select an on-site contact person for support of the installation work by the Accredited Vendors. This person should be familiar with the requirements stipulated in the Installation Guidelines in Appendix C.

2. Accredited Vendors will contact the designated person for arranging the site survey. 3. After the site survey, Accredited Vendors will confirm with each IV on fibre link

installation date and router installation date. Accredited Vendors will also advise of any resource shortage such as AC Power Supply.

4. IVs are requested to provide support to Accredited Vendors for the fibre link installation

and router installation during non-office hours.

AC power supplies (220V) with standard 13A sockets should be provided by the IV, before PCCW pays visit for link installations. They should be adjacent to the new equipment to be installed, and distance from power sockets to the equipment should be less than 2 meters. Stable AC power supplies is required (UPS is recommended). For dual links: 2 power points are required For single link: 1 power point is required One additional temporary power point is also required for circuit commissioning test use.

Secure accommodation should be provided to house the new equipment. The location should be adjacent to the existing equipment to facilitate circuit cut-over (migration).
