Stalk holders in Urban sanitation and waste management

The followings are some of the stalk holders in urban WASH:-v City administrations

v Community participation and mobilization agendas implements sectors such as:-

Ø Municipality

Ø Health departmentØ Water and sanitation Enterprise

Ø  Environmental protection and forest development office.v City administration community participation organization

steering committee.

The need for Sectoral collaboration in Addressing the full chain of sanitation and Waste management

Improving urban sanitation and waste management have:-

•  Positive health impacts,

•  Economic benefits and social benefits.•  Environmental befits. •  Sustainable development of the country

Mayors' Role in Coordinating and Leading urban sanitation and Waste Management Service delivery

The followings are some of the major roles of City Mayors in Coordinating and Leading urban sanitation and Waste Management Service delivery:-

1.  The Mayor should lead Town /city/ WASH steering committee which comprises His cabinet and He should also make the Technical committee functional.

2.  The Mayor should pursue the paths of Integrated Solid Waste Management (ISWM) and Reduce, Reuse and Recycle (3Rs) that place highest priority on waste prevention, waste reduction, and waste recycling instead of just trying to cope with ever-increasing amounts of waste through treatment and disposal. As a best practice of Hawassa city Solid waste can be converted into compost which is crucial for urban greenery.

Mayors’ Roles cont’d3.  The Mayor should facilitate city authorities to set policy directions

aiming for resource efficient, recycle-based society if they are to provide a clean, healthy and pleasant living environment to its citizens for current and future generations.

4.  Mayor should give due attention for awareness creation by Making the issue to be discussion agenda of development army /such as 1to5 linkage, females development team.....etc/ different public participation forums.

5.  City leaders should tackle the problems of urban WASH that have impacts on health, economy and environment by allocating sufficient budget for urban sanitation

6.  City leader should develop meaningful partnership with private sector ,Informal workers and Communities for effective implementation of ISWM and 3RS.

Mayors’Rolecont’d7.  The Mayor should follow up the implementation of health extension

packages as well as various rules and regulations that are proclaimed concerning various issues of urban WASH by strengthening the regulation system of various institutions/such as factories, food and drink establishments...etc/

8.  The Mayor should integrate the urban WASH program with that of 17 community mobilization and participation agenda because those agenda that are contributing for fast growth of cities will also help to ensure better urban WASH.

Challenges with coordination of the different Sectors for Urban WASH

Generally, the following are key challenges for urban WASH sector,

1.  Rapid increase in volume and changing characteristics of municipal waste due to fast urbanization rate.

2.  Poor coordination and sectoral convergence among sector actors.

3.  There is lack of clarity in the role and lack of commitment of each stakeholder sector

4.  There is lack of mechanism for the coordination of stakeholder 5.  Shortage of finance required for collection, transportations and recycling

of solid waste so as to implement urban WASH.6.  High Population growth due to rural to urban migration which leads to

highly growth of urban slums and informal settlement areas

Challenge cont’d 7.  As compared to developed countries Sanitation issue gets

less priority at all level.

8.  Only limited attempts are made to adopt integrated waste management practices that involve waste reduction at the source, resource recovery and recycling.

Conclusion

•  To make cities clean, green and livable the role of community or dwellers were inevitable.

•  City leaders must first accept the 17 agendas as a crucial tool and then mobilize the community by integrating those agenda with urban WASH program so as to ensure the sustainable developments of city.

•  Benefits of Urban WASH-Economico  Healtho  Environmental

•  Majority of diseases in our country are communicable which can be prevented by implementation of urban WASH.

•  so, to realize the goals and vision of our country towards sustainable development there should be sectoral integration among various sectors of city administrations.
