“Overview of Russia’s Industrial Parks 2017” is the fi fth issue on the results of the exclusive

comprehensive analysis of the current development status of Russian industrial parks and

special economic zones of industrial and production purposes. The Overview provides the key

data on the establishment and development dynamics of organised industrial areas designed to

accommodate production facilities of diff erent industries. Aside from the industry statistics, the

Overview contains detailed profi les of all industrial parks and SEZ that fully or partly comply with

the requirements of the National Standard “Industrial Parks. Requirements.”

The publication is intended for general audience. It will be particularly useful to representatives

of investment companies planning to establish their own production facilities in Russia,

representatives of industrial parks and special economic zones, public offi cials at the national

and local levels, representatives and employees of Federal and regional development

About the Associati on of Industrial Parks (AIP)The Association of Industrial Parks is a sectoral non-profit organisation that brings together the majority of Russian industrial parks and industrial construction service providers to promote common interests since 2010. The list of the Association members includes 132 legal entities, representing 100 industrial parks in 48 regions of the Russian Federation. Along with the management companies of industrial parks, the Association also includes regional development corporations, consulting, design and construction companies. Our common business is to create the best possible opportunities for investors in Russia. We aim at building competences in professional management of industrial sites in Russia, as well as at enforcing the high standards of industrial parks based on the best Russian and international practices. AIP holds about 20 industry events every year and represents our members’ interests in international associations and during investment events on an ongoing basis. Certi fi cati on of Industrial ParksBACKGROUNDS

The Association of Industrial Parks (AIP) launched

the fi rst Russian voluntary certifi cation system for

industrial parks in February 2011. From 2011 through

August 2015, the certifi cation was performed to

determine compliance with the industry standard of

industrial (technology) park approved by AIP Board.

Starting from 1 September 2015, the AIP launched

certifi cation under the Voluntary Certifi cation System

of the Association of Industrial Parks for compliance

with the Russian National standard “Industrial Parks.

Requirements” GOST R 56301–2014. It formalised

the AIP industry certifi cation system tested over the

previous fi ve years and the requirements to industrial

parks developed by the industry actors. The rules of the

new AIP Voluntary Certifi cation System were registered

by the Federal Agency on Technical Regulating and

Metrology (Rosstandart) in the Unifi ed Register of

Voluntary Certifi cation Systems on 10 August 2015 under

Registration No. ROSS RU.M1370.04IAYA0. The document

states that the Association of Industrial Parks acts as the

Certifi cation Body under the current legislation of the

Russian Federation. In the period from September 2015

through June 2017, 30 industrial parks were successfully

audited for compliance with the requirements of the

National Standard.

PURPOSEThe purpose of certifi cation is to provide reliable

and structured data on an industrial park to the

groups concerned, including potential investors, state

authorities, fi nance institutions, as well as industry actors.

Certifi cates are issued to operating industrial parks only.

A certifi cate confi rms that the corresponding industrial

park complies with all the mandatory requirements

of the Russian National Standard “Industrial Parks.

Requirements” GOST R 56301–2014. The requirements

established by the National Standard provide the

basis for the current laws and regulations defi ning

the criteria for industrial parks within the framework

of the integrated support of industrial infrastructure

development provided by the Ministry of Industry and

Trade of the Russian Federation, the Ministry of Economic

Development of the Russian Federation, as well as the

Monotown Development Fund.

PROCEDUREThe certifi cation process comprises several stages:

1. Completion of the Industrial Park Data

Sheet.

To initiate the certifi cation process, an industrial

park data sheet should be completed. The electronic

form of the data sheet is available at the website of the

Association of Industrial Parks at: http://www.indparks.

ru/certifi cation/apply/. The completed data sheet must

be emailed to Certifi cation Director of the Association of

Industrial Parks.

2. Completion of a Certifi cation Request.

Following the approval of the completed data

sheet, the concerned party must submit a certifi cation

application, sign a contract, and pay the certifi cation fee.

3. Collection of a Package of Supporting

Documents.

In order to prepare an application for the

Certifi cation Committee meeting, the concerned party

must collect scanned copies of supporting documents

specifi ed in the industrial park data sheet and submit

them to the Association of Industrial Parks electronically.

4. Inspection of the Industrial Park Site.

Following the receipt of the copies of supporting

documents, AIP experts will visit the industrial park site

to conduct an on-site inspection and check the original

documents the copies of which have been submitted.

5. Certifi cation Committee Meeting.

Following the fi nalisation of the application, the

applicant will be invited to attend the Certifi cation

Committee meeting in order to present the industrial park

to Committee members. The decision on compliance of

the industrial park with the requirements of the National

Standard is taken by majority vote.

RESULTFollowing the Certifi cation Committee meeting,

the applicant will receive either a certifi cate of an

operating industrial park or an expert report on non-

compliance of the industrial park to the requirements

of the National Standard. The data on the certifi ed

industrial park will be entered in the register of operating

parks, while the information on successful certifi cation

will be published on the websites of AIP (www.indparks.

ru) and of the Industrial Parks Geoinformation System

(www.gisip.ru).

The certifi cation process takes 2 months on the

average.

Research Methods

1. Operating industrial parks industrial parks that possess all the mandatory attributes

provided for by the Russian National Standard “Industrial

Parks. Requirements” GOST R 56301–2014.

2. Designed industrial parks Industrial parks that do not possess one or several

mandatory attributes set out in the Russian National

Standard “Industrial Parks. Requirements” GOST R 56301 –

2014, but such attributes are provided for in the design

documentation approved by the State expert appraisal

body.

The Association of Industrial Parks conducted an annual industry study by monitoring the status of industrial parks, as well as by analysing the dynamics for both new and old projects based on the newly acquired data and materials from previous years.

During the study conducted in 2017, AIP analysed the information on 810 industrial park projects announced in the Russian Federation. Following the primary expert appraisal, 269 projects were surveyed. The processing of collected data, interviews and complementary expert appraisal allowed for identification of 166 industrial parks that meet the criteria to be classified as “operating” or “designed” industrial parks.

In the period from 2013 through 2017, the number of industrial parks more than doubled and grew from 80 up to 166. This growth is due to the increase in the number of operating industrial parks that almost tripled in five years and grew from 36 up to 111. In turn, the number of designed industrial parks has been quite stable from year to year fluctuating within the range of 44–56 projects.

Growth in the number of industrial parks is accompanied by replacement: certain projects ceased to exist. The primary reasons include changes in the business operational format, closure of the sites in little demand, or postponement. The total number of designed and operating industrial parks that ceased to exist in 2016–2017 equaled 12. Meanwhile, they were replaced by 58 new projects. Yet another 15 designed industrial parks changed their status to operating industrial parks.

The accelerated development trend for state industrial parks that emerged in 2013–2016 was replaced with an upsurge in the number of private projects in 2017. This is due to the Moscow Region’s proactive steps, as well as to the new projects launched in monotowns.

The sector geography is still expanding. By 2017, operating and designed industrial parks emerged in 51 Russian regions. The regions of the Central Federal District, primarily the Moscow Region, demonstrate the highest growth rates in terms of the number of projects.

Development of industrial parks beyond European Russia has recently gained a strong impetus. The total number of industrial parks in the Ural, Siberian, and Far Eastern Federal Districts has reached 27 operating and designed industrial parks.

Over five years of statistical observations, the sector has demonstrated impressive growth rates in all the key economic indicators. The number of residents accommodated in operating industrial parks has increased by 2.2 times and has reached 2,121 companies that have created over 125,000 jobs (a 220% growth compared to 2013). Absolute growth rates in the key indicators are particularly solid in the context of stable occupancy rates in industrial parks (50–54%): growth in the area by 3,777ha, growth in the number of residents by 1,163 companies, and about 69,000 new jobs.

Last year’s downtrend in the size of projects under implementation, mostly local industrial parks

featuring an area of 10–30ha, has strengthened. Furthermore, a consistent decrease in the area of greenfield and brownfield industrial parks observed over the past few years should be noted.

The cost of placing facilities in industrial parks has been relatively stable over the entire five-year period of observations. E.g. the average price of 1ha in a greenfield industrial park varies from 10 to 11 mln RUB, while the average price per 1 square metre of production facility varies from 1,800 to 2,400 RUB per year.

There has been little change in the technical and economic data by project types compared to 2016. The common trend includes decrease in variation among project types. Variation in the average numbers of residents and new jobs has declined. Variation in specific energy and water supply of industrial parks remains consistently high. According to 2017 data, the average figure for connected electrical capacity in industrial parks equals 44MW.

By 2017, total investments in infrastructure development in industrial parks have reached 176 bln RUB (data on 122 industrial parks). Meanwhile, total investments in new production facilities amount to 725 bln RUB. Over five years, said figures have doubled and tripled respectively.

Average specific infrastructure investments have reached 8.4 mln RUB per 1ha. This indicator has been growing gradually from year to year, which proves the rise in the average levels of infrastructure provision in industrial parks. Specific external investments in production has been stable compared to the previous years and equal 31 mln RUB per 1ha.

The total ratio of infrastructure investments to investments in production has been stable over the last five years and equals 1 to 7.2 RUB.

The investigation of sector development in the period from 2013 through 2017 shows that virtually all indicators have doubled, while external investments have tripled. The findings of the study attest to the effectiveness of industrial parks as a business, industrial, and investment infrastructure component and as a powerful regional development tool.
