SUPPL YING AS BUil T PLANS

If the traffic signal systems or roadway lighting systems are constructed differently than what is stated in the plans, the Contractor shall supply as built plans to the Engineer and a copy shall be sent to the Traffic Design Engineer. The as built plans may include conduit layouts, wiring diagrams, or other drawings depicting the changes from the original plans.

SHOP DRAWING AND CATALOG CUTS SUBMITTALS

The Contractor shall submit shop drawings and catalog cuts in accordance with Section 985 of the Specifications.

An on-site inspection of the traffic signals and lighting systems shall be conducted before acceptance of the project, once the traffic signals and lighting systems are completed and operational. The on-site inspection shall be conducted by the Project Engineer or Region Traffic Engineer with the Contractor, City Engineer, and the Traffic Design Engineer present.

SALVAGE SIGNAL EQUIPMENT

Existing signal equipment, except for the wireless communication system, shall be salvaged and delivered to Brookings Municipal Utilities by the Contractor. The Contractor shall notify Brookings Municipal Utilities 5 days before the delivery of the salvaged signal equipment. Brookings Municipal Utilities contact is Lyle Reed at (605) 391-3666. The equipment shall be delivered to:

The wireless interconnect systems shall be salvaged and delivered to the project engineer.

Any signal equipment damaged during salvaging or delivery shall be repaired or replaced by the Contractor at no cost to the State .

All costs for work involved in the salvage and delivery of the existing signal equipment shall be incidental to the contract lump sum price for "Salvage Signal Equipment" .

REMOVE SIGNAL POLE FOOTING

The footings of existing signal poles EB1-EB4 & EC1-EC4 shall be removed by the Contractor to a minimum of 2' below the ground surface. Restoration of the disturbed area shall be to the satisfaction of the Engineer .

All costs for removing the footings of the existing signal poles shall be incidental to the contract unit price per each for "Remove Signal Pole Footing".

REMOVE LUMINAIRE POLE FOOTING

The footings of existing luminaire poles EL 1-EL 14 shall be removed by the Contractor to a minimum of 2' below the ground surface. Restoration of the disturbed area shall be to the satisfaction of the Engineer.

All costs for removing the footings of the existing luminaire poles shall be incidental to the contract unit price per each for "Remove Luminaire Pole Footing" .

SUBSURFACE

Subsurface conditions from Station 41 +00 to 61 +60 consist of clay sand and sand clay. Borings placed in the area during a subsurface investigation in July 2014 were drilled to a depth of 14.5 feet. Water levels recorded at the time of the investigation had varied from 7 .5 feet at Station 41 +00 to dry/caved @ 12.5 feet at Station 61+60.

Subsurface conditions at the intersection of US 14/61h Street and 5th Ave consist of sandy clay, clay-sand and silt sand. Borings placed at this intersection during a subsurface investigation in July 1972 were drilled to depths of 21 to 22.5 feet; no water levels were recorded at the time of the investigation.

Construction activities shall be sequenced in such a manner that excavations within a distance of 10 feet of any proposed footing shall be completed, backfilled and compacted according to Section 120 prior to excavation for cylindrical footings. The Engineer may require the use of casing with the outside annulus backfilled with controlled density fill prior to placement of the cylindrical footing. Casing shall be of sufficient strength to withstand handling and installation procedures. The casing material may consist of sonotube, corrugated metal pipe, pvc, smooth metal pipe or any other material as approved by the Engineer.

During construction of the cylindrical footings, concrete placement operations should closely follow excavation procedures. Groundwater is anticipated to be encountered within the excavations. The longer the excavations are left open the more likely caving may occur.

Concrete shall not be dropped through standing water. If water is present in the excavation it shall be removed prior to concrete placement or the concrete shall be tremied .

POLES

Decorative luminaire poles L 1-L36 shall be 30'tall with a 6' arm. Luminaire poles shall be fluted aluminum shaft style with banner arms, clamshell base, and duplex festoon outlet receptacle (15 amp 3 wire) suitable for outdoor use. The decorative luminaire poles shall have a black powder coated finish and pole cap.

Decorative luminaire poles L 1-L36 shall be designed to accommodate banners and holiday decorations. The design load for the holiday decorations is 121b and the mounting height is 20Ft from the ground to the top of the holiday decorations. Banner arms shall be 2ft long and shall be mounted at 12Ft and 15ft from the ground (see Special Detail) .

Cantilever traffic signal supports, including anchor bolts, shall be designed for fatigue in accordance with Fatigue Importance Category Ill without galloping and truck induced gusts.

Signal poles shall have rotatable mast arms.

The meter sockets provided for traffic signals shall be a 200 amp, positive by­pass.

MUL TICONDUCTOR CONTROL CABLE FOR SIGNAL CIRCUITS

The Conductor Jackets for the multiconductor control cables will be color coded in accordance with ICEA S-73-532 Table E2.

SIGNAL BACKPLATES

All new vehicle signal heads shall have backplates with retroreflective border. The vehicle signal head backplates shall have a factory applied 3-inch wide yellow retroreflective border. Sheeting for the border shall be Type IX or Type XI in conformance with ASTM D4956. Backplates may be aluminum.

Signal backplates shall extend not less than 5 inches from the edge of the signal head at the top, bottom, and sides. The bottom of the backplate on vehicle signal faces mounted directly above pedestrian signal indications shall be sized to permit the separate adjustment of the vehicle and pedestrian signal indication and may be less than 4 inches.

All costs involved with furnishing and installing backplates with retroreflective border for the new vehicle signal heads shall be incidental to the contract unit price per each for "3 Section Vehicle Signal Head" and "4 Section Directional Vehicle Signal Head".

TRAFFIC SIGNAL CONTROLLER

The Contractor is responsible for programming the new controller with the signal timings provided in these plans.

The controller shall be compatible with the existing controllers in the City of Brookings.

All costs for the detector units necessary to operate the signal as shown in these plans, constructing the concrete pad and footing, materials, labor, and furnishing and installing the controller cabinet shall be incidental to the contract unit price per each for "Traffic Signal Controller".

CONTROLLER REPROGRAMMING

Existing controllers shall be reprogrammed by a qualified technician using the patterns and timings specified on the Signal Timing Sheets. Costs for reprogramming the controllers shall be incidental to the contract lump sum price for "Miscellaneous, Electrical".

FIBER OPTIC CABLE MODEM

New controller at 5th Ave . intersection shall be equipped with a fiber optic modem.

Main Ave signal utilizes wireless system to interconnect to the master controller which is located at 12st intersection. The Contractor shall remove the wireless system and shall furnish and install a fiber optic modem in existing controller cabinet. The Contractor shall utilize the fiber for communication between the existing and new controllers and the master controller.

All costs for furnishing and installing fiber optic modems in new and existing controllers shall be incidental to the contract unit price per each for "Traffic Signal Controller" and the contract lump sum price for "Miscellaneous, Electrical".

BATTERY BACKUP CABINET

The Contractor shall supply cabinet with concrete pad and footing for housing the Battery Backup System for Traffic Signal system at 5th Ave and Hwy 14 intersection. The cabinets shall be an aluminum NEMA 3R type. The cabinet shall have a thermostatically controller exhaust fan . The cabinet shall be securely attached to the concrete pad with steel anchors and to the back wall of the controller cabinet using chase nipples as approved by the Engineer.

All costs for constructing the concrete pad and footing , materials, labor, and furnishing and installing the battery backup cabinet shall be incidental to the contract unit price per each for "Battery Backup System for Traffic Signal."

DETECTOR LOOP WIRE SPLICING

Detector loop wire splices shall be made using wire nuts over soldered connections, and sealed in 3M Scotchcast 3570G-N connector sealing packs or an approved equal.

The drain wire of the TSP cable shall be left unattached to the ground lug in the traffic signal controller.

WIRE SPLICING FOR LIGHTING

All wire splices for lighting shall be made using TE Connectivity GTAP connectors, NSI Industries Polaris Blue connectors, or an approved equal.

FIBER OPTIC CABLE

The fiber optic cable shall be a 24 strand singlemode fiber optic cable with each buffer containing six fibers. The buffer tubes shall be color coded according to TIA specifications.

Fiber optic cable provided on this project shall meet the latest applicable TIA Specifications for multimode and RUS PE-90-a Specifications for single mode. All fiber optic cable shall be rated for outdoor use.

Multimode optical cable shall have the following optical and physical characteristics :

Core diameter of 62.5 µm +/- 3µm . Cladding diameter of 125µm +/- 2µm . Numerical aperture of 0.275 +/- 0.015. The fibers shall be coated with a UV Acrylate . The fibers shall be strippable, using mechanical methods. The attenuation coefficient of 3.5 dB per kilometer or less at 850nm and 1.2 dB per kilometer or less at 1300 nm. The Information Transmission Capacity (ITC) or bandwidth, of the cable shall be greater than or equal to 200 MHz per kilometer at 850 nm and 500 MHz per kilometer at 1300nm. One factory fusion splice per kilometer per fiber shall be allowed .

Singlemode optical cable shall have the following optical and physical characteristics :

1. Cladding diameter of 125µm +/- 2µm . 2. Zero dispersion slope shall be 0.092 ps/ (nm2•km) or less. 3. Zero dispersion wavelength , 1300 to 1322 nm. 4. Cutoff wavelength , less than 1250 nm.

5. Maximum attenuation at 1310 nm shall be 0.4 dB per Kilometer. 6. The outside diameter shall be less than 22.1 nm. 7. One factory fusion splice per kilometer per fiber shall be allowed.

The fiber optic cable shall have a seven-core configuration, dielectric central strength member, and thermoplastic tubes . The minimum bending radii of the cable shall be 10X cable diameter under a static load and 20X cable diameter during installation . The installation tensile load rating shall be 2.7 kN .

The cable core interstices shall be filled with water blocking material. If a gel compound is used , the gel compound shall be readily removable with a nontoxic solvent.

Fiber optic cable shall be terminated in the controller cabinet with a wall mounted distribution enclosure. The distribution enclosure shall be dust and moisture resistant. The size of the distribution enclosure shall be adequate for the number offibers to be used. The distribution enclosure shall be mounted in the controller cabinet where it does not interfere with normal cabinet maintenance. The fiber optic cable shall be prepared in accordance with the manufacturer's recommendations and have sufficient length to reach the interface panel. Only fibers needed to operate the equipment plus two spare shall be terminated with LC connectors with less than 0.1 dB loss for multimode and with less than 0.2 dB loss for singlemode. The connector loss after 1000 matings shall be less than 0.2 dB. The connector return loss shall not be greater than 50 dB for singlemode and greater than 30 dB for multimode. All other fibers shall be capped and sealed in accordance with the manufacturer's recommendations.

The fiber optic cable shall be installed in accordance with the manufacturer's recommendations and the NEC. Slack cable shall be left in each controller and junction box. All junction boxes shall have 15' of slack. Controller cabinets shall have 15' of slack. Slack cable shall be coiled and tied in a minimum of three places around the coil. No splices shall be allowed in the fiber optic cable except in the controllers. Splices shall be of the epoxy/polish type.

The contractor shall test the fiber optic cable after the installation to verify the integrity of the fiber.

The payment for supplying, installing, and testing shall be incidental to the contract unit price per foot for "24 Strand Fiber Optic Cable".

ELECTRICAL SERVICE CABINET WITH SECONDARY DISCONNECT

The electrical service cabinet shall be a standard electrical service cabinet located adjacent to the power source.

The Contractor shall install a Nema 3R rainproof, 60 amp rated, non-fused safety switch (with lock) adjacent to the traffic signal cabinet at 5th Ave intersection. The secondary disconnect shall be mounted on a galvanized steel post in accordance with Standard Plate 635.41 .

ACCESSIBLE PEDESTRIAN SIGNAL

The work shall consist of furnishing and installing accessible pedestrian signals (APS). Each APS shall consist of an interactive vibrotactile pedestrian pushbutton with speaker, an informational sign , a latching light emitting diode (LED) indicator light, a solid state electronic control board , a power supply, wiring , and all necessary mounting hardware .

The operation and performance of the APS units shall meet the requirements of MUTCD Sections 4E.08 to 4E.13. and the applicable sections of NEMA Standards Publication TS-2.

The APS units shall operate using only 2 wires and be capable of supporting a minimum of 16 push button stations.

All mounting fasteners shall be stainless steel ; all threads shall be coated with anti-seize compound meeting the requirements of USA Dept. of Defense specification MIL-PRF-907F.

The push button component of APS shall meet the requirements of section 985.1 S of the Specifications except that all housings and external hardware shall be aluminum, powder coated yellow.

The APS control unit shall include capability to monitor the push buttons and pedestrian signal head displays. Conflicts shall cause the channel to be powered off.

The APS control unit shall include capability to monitor communications with the push buttons. Communication faults shall automatically reset the control unit.

Two licensed copies of any APS programming software shall be furnished. All software programming, firmware updates, and audio message programming of the APS shall be through USB port or Ethernet connection.

All costs for furnishing and installing the accessible pedestrian signal including labor, materials, and equipment, shall be incidental to the contract unit price per each for "Accessible Pedestrian Signal".

MISCELLANEOUS SIGNAL PARTS

The Contractor shall replace the existing backplates for the intersections listed in the table below. All new backplates shall have retroreflective border. The vehicle signal head backplates shall have a factory applied 3-inch wide yellow retroreflective border. Sheeting for the border shall be Type IX or Type XI in conformance with ASTM D4956. Backplates may be aluminum.

Signal backplates shall extend not less than 5 inches from the edge of the signal head at the top, bottom, and sides. The bottom of the backplate on vehicle signal faces mounted directly above pedestrian signal indications shall be sized to permit the separate adjustment of the vehicle and pedestrian signal indication and may be less than 4 inches.

All costs for labor and material to remove existing backplates and install new backplates with retroreflective border shall be incidental to the contract lump sum price for "Miscellaneous Signal Parts".

ELECTRICAL JUNCTION BOXES

At locations noted on these plans, the Contractor shall remove existing junction boxes and install new junction boxes. Before placing the new junction boxes, the existing base course shall be excavated so that the new junction boxes sit flush with the new sidewalk and ramp grades. The new junction boxes shall be Type 1, 2, or 3 as shown on the plan sheets.

REPLACE EXISTING 5- SECTION VEHICLE SIGNAL HEADS AT MAIN AVE. AND MEDARY AVE. INTERSECTIONS.

The Contractor shall take down the existing 5-section heads and install 4-section heads with flashing yellow arrow for Main Ave. intersection and Medary Ave. intersection.

The Contractor shall use the existing wire to connect the new 4-section heads. The Contractor shall modify the wiring in the controller cabinet to make the 4-Section Head operational.

All costs involved with furnishing, rewiring and installing 4-section vehicle heads shall be incidental to the contract unit price per each for "4 Section Directional Vehicle Signal Head".
