SECTION – E – NOTES

1.0 GENERAL : 1.1 This tender is for Design, engineering, procurement, manufacture, quality assurance,

routine, acceptance testing, type testing and special tests & seismic qualification (As per Clause No. 5 of NPCIL specification) packing & forwarding, transportation, safe delivery of equipment, mandatory spares, special tools & tackles, erection and commissioning & Guarantee of 260 MVA, 16.5/ 420 KV Generator Transformer for RAPP-6 conforming to requirement of tender specifications and drawings.

1.2 Schedule of Quantities are to be read for the purpose of pricing in conjunction with the General Conditions of Contract, Special conditions of contract, Technical Specifications and Drawings, Special Instructions to the contractor etc. as contained in the Tender Document. Prices are to be quoted in accordance with GCC Clause No-5 (Contract Price and Payment) and corresponding SCC, if any.

1.3 This is a Supply indigenous tender including erection and commissioning and prepared

with a single point responsibility on the successful bidder for completion and handing over of all facilities as per specifications.

1.4 Type/ Special tests / Seismic qualification charges: Charges for type/ special tests, design review and seismic qualification charges as listed in Section-E shall be included in the basic cost of Transformer. Unit Prices for Type tests/ Special tests/ design review / Seismic qualification shall be indicated separately only for addition / deletion purpose. These unit rates shall not be considered for Price Bid evaluation.

1.5 Prices for Essential/ Mandatory Spares: The bidders are required to quote for all the items listed under this sub clause and the same shall be considered for Price bid evaluation. In case the rate of any item is not quoted by the bidder/s in their offer, the bidder shall supply such items without any additional price. The break up prices shall be reallocated/ readjusted to match the total price quoted under this sub-section.

1.6 Prices for Special Tools and Tackles: The bidders are required to furnish price for all Special tools and tackles listed in Section-E and shall be considered for Price bid evaluation. In case the rate of any item is not quoted by the bidder/s in their offer, the bidder shall supply such items without any additional price. The break up prices shall be reallocated/ readjusted to match the total price quoted under this sub-section.

1.7 Erection and Commissioning charges: The bidders are required to quote for all items

under this sub section. This shall be considered for Price bid evaluation. Incomplete offers are liable to be rejected.

1.8 The requirement of special tools, tackles, jigs, equipment, plants etc (other than tools

and tackles listed in the tender document) required for erection, commissioning and subsequent maintenance of all the equipment is in the scope of this tender. The prices of special tools and tackles (other than tools and tackles listed in the tender document) shall be included in the price of corresponding items/equipment.

1.9 Total price quoted in the Price schedule are deemed to include all the

items/equipment/works required for completion of the scope. The Bidder shall be responsible for inclusion of all Prices towards supply of equipment, design review, essential/mandatory spares, special tools & tackles, type/ special tests, seismic qualification, erection & commissioning (site works) etc as specified in the various sections of tender document.

1.10 Approved Sub- vendor list is enclosed as Annexure - 1. 1.11 The Special Condition of Contract (SCC) shall supplement / amend General contract

condition (GCC) - Form no. GCC /Supply-1/Rev-3, Section –A and C. Whenever there is conflict between above documents, the provisions in SCC shall prevail.

2. BASIS FOR PRICE EVALUATION : 2.1 The Bidders are required to quote for the entire scope of work as contained in the Tender

document.

2.2 Capitalisation of losses: Loading shall be applied for Capitalisation of losses as per the formula indicated below.

2.2.1 Formula for Evaluation of Tenders:

The tenders will be evaluated for losses as per the loading formula given below: L = (A1 X D) + (B1 X E) + (C1 X F)

L = Cost of loading for losses/ cooler consumption in Rupees

A1 = Difference in kW of Iron losses from base case.

B1 = Difference in kW of Copper losses from base case.

C1 = Difference in kW of Cooler consumption from base case. D = Rs. 172319/-per kW of Iron Loss E = Rs. 172319/-per kW of Copper Loss. F = Rs. 172319/- per kW of Cooler Loss.

2.2.2 For evaluation, maximum guaranteed losses shall only be taken and bidders shall

quote maximum guaranteed losses only (without any positive tolerance). 2.2.3 The offer with lowest loss will be considered as the 'Base'. 2.2.4 Penalty for excess loss after manufacture of transformer: 2.2.5 Rates of penalty for exceeding guaranteed losses are as follows:

Iron loss = Rs. 172319/- per kW Copper loss + Cooler Loss = Rs. 172319/- per kW

2.3 Contract Milestones Dates: Bidder shall indicate the period in days to achieve various

milestones of submission of drawings, QAP, manufacturing, testing, supply, packing, dispatch, safe delivery to site, erection , commissioning and test charging of Generator Transformer as detailed at Cl. No. 3.2 (i) to 3.2 (iii) of SCC. The milestones dates indicated by the bidder shall be binding on the contractor and shall form part of PO as ‘Contractual Milestones’.

2.4 Contractual Delivery date (CDD): The transformer is to be manufactured, tested, delivered to site, erected, commissioned and test charged in specified period of 180 days. NPCIL reserves the right to reject any offer, if bidder does not meet the delivery schedule requirement specified.

2.5 The contract will be awarded for full scope of works as described in the tender.

3.0 Imported raw materials / components, required for indigenous manufacture of items

covered in this tender, will attract concessional customs duty as applicable as per sr. no. 370 of General Exemption 165. Necessary recommendatory letter will be provided by the Purchaser, however the bidder shall be responsible for timely submitting request for issue of the recommendatory letter well in advance. In view of this, the bidder shall submit their price bid based on this assumption. Further, the bidder shall avail CENVAT credit against CVD component of imported raw materials meant for manufacture of indigenous item and pass on the benefits to NPCIL.

4.0 Section – E – III – Price for Type Testing/ Special / NPCIL Specific Testing will not be considered for evaluation.

ANNEXURE -1

LIST OF APPROVED SUB VENDORS 1.0 The corresponding Annexure (List of Approved Sub vendors) to the TENDER specifies

major items of supply or services and a list of approved Subcontractors against such items. The Bidder shall satisfy himself regarding NPCIL approved subcontractors for their technical and financial capabilities. The bidder at the time of submission of Part-I (Technical) bid may indicate additional subcontractors for any of the given items, for evaluation by the Purchaser and if found acceptable, inclusion of such subcontractor in approved subcontractors list, before opening of Price Bid. In so far as no Subcontractors are listed against any such item or items not covered in the list, the Contractor shall prepare and submit to Purchaser a list of Subcontractors for such items for approval and inclusion in such list. List of sub-contractors as issued with the Contract shall be strictly adhered to for procurement of goods/services from designated subcontractor(s). Clause No. 3.6 of GCC is applicable for sub contracting the work.

2.0 Approval by the Purchaser for any of the Subcontractors shall not relieve the

Contractor from any of its obligations, duties or responsibilities under the Contract. 3.0 BIDDER shall furnish along with technical offer (Part-I) complete details and

credentials of additional sub-contractor/sub-sub contractor in the format attached with Annexure–2 of Specification to enable PURCHASER to evaluate them expeditiously.
