SECTION 55B TARGET COMPLETION DATE – ESTIMATED SUMMER 2019

WEEK ENDING SEPTEMBER 7, 2018 SECTION 55B • CECIL AND SOUTH FAYETTE TOWNSHIPS IN WASHINGTON AND ALLEGHENY COUNTIES: Contractor: Fay

1. Work Shift – Double shifts, five days per week (M-F), ending at 10 p.m.; Saturday is reserved as a makeup day.

2. Traffic • There will be ongoing 10-minute stoppages and single-lane closures on S.R. 980 from 8 a.m. to 4 p.m.

for overhead bridge work. • Upper Laurel Hill Road remains closed.

3. Earthwork • Major excavation work will continue at the eastern end of the project near Laurel Hill Road. This activity

will take place during day and evening shifts. • Blasting will occur near North Reissing Road and will generally be performed around noon. The

contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute between the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound.

• Blasting may be required for the excavation of Pond 3B along the east side of S.R. 980. Traffic stoppages may be required.

4. Roadway and Bridge Work

• A cement-treated base started being placed this week on the west side of S.R. 980, and work will continue through next week. Trucks delivering material will access the site from John’s Avenue at Sherlock Circle.

• Roadway concrete pavement is tentatively scheduled to begin early next week, after the cement-treated base is ready. The contractor plans to begin setup for the day’s paving activities before 6 a.m. Actual paving work will not begin until 7 a.m.

• Roadway paving operations are scheduled to occur during a 10-hour shift, Monday through Friday. Saturday work may be needed to make up for shifts lost due to weather.

• After the concrete pavement is placed, there is a follow-up operation that needs to happen. This operation is saw-cutting the pavement to control the cracking that naturally occurs as concrete sets. The timing of this operation depends on how long it takes for the concrete to harden enough to walk on it and use the saw. Concrete hardening depends on the weather (temperature, wind and humidity). As a result, this operation almost always takes place at night.

• Concrete placement for bridge decks began on Sept. 4, 2018. The next bridge deck slated for concrete placement will be Friday, Sept. 7, 2018. Concrete trucks will access the site from S.R. 980 under the bridge. A flagger will be present. Placing concrete for bridge decks is much more temperature-sensitive than paving on solid ground because bridges are more exposed. As a result, this work is scheduled to begin at 4 a.m. before the heat of the day builds.

5. Gas Wells • Work on Well B-24 near Laurel Hill Road is expected to begin in October.

6. Noise/Dust/Runoff Control

• Two water trucks are working throughout the project area to control dust during dry periods. • A street sweeper is on-site and will be deployed to clean public roads as needed.

• Erosion and sedimentation control measures are in place, functioning and inspected weekly, as well as after every rain event.

• The Washington County Conservation District inspected the site on Aug. 30, 2018, and reported no major issues.

• Major excavation work continues between Cecil-Reissing Road and Cecil-Sturgeon Road. • Blasting will be occurring between Cecil-Reissing Road and Cecil-Sturgeon Road. • Mine grouting operations have begun west of Cecil-Reissing Road. • Clearing and grubbing operations continue west of Cecil-Reissing Road.

4. Gas/Oil Wells

• Work on the well west of Cecil-Reissing Road continues.

2. Traffic • Hickory Grade Road is closed, and traffic is being detoured. Construction vehicles access the work

site between S.R. 50 up Parks Road and onto Hickory Grade Road. • Construction vehicles also use Bowman Road to access two work-site entrances.

3. Earthwork

• Earthwork is ongoing at the far east end of the project between old Coal Pit Run Road and County Line Road.

• Large-scale earthwork continues at the Hickory Grade Road crossing. • Multiple culverts are being installed throughout the project to relocate existing streams. • A 12-foot-by-5-foot cast-in-place concrete box culvert is being installed at Coal Pit Run, which will

require daily concrete deliveries. • The next blast will occur in the coming week and will be done near Hickory Grade Road. • For all blasts, the contractor will give a 30-second horn blast, wait five minutes and repeat. There is

one minute from the time of the horn and when the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound for one minute.

4. Noise/Dust/Runoff Control • A water truck is working throughout the project area to control dust during dry periods. • A street sweeper is on-site and will be deployed to clean public roads as needed. • Sedimentation ponds – All ponds are inspected by project staff weekly and after every major rain

event. • Exposed areas are protected by various E&S devices, including compost filter socks, sediment

traps, sediment basins and rock filters.
