extensions. All buildings will be of framed structure and casting by stone chips. For each district server stations, 15-20 decimal and for each regional server stations 30-35 decimal land is required. The project will construct, on average, 50 meters of internal roadway (18 km total) to connect the upazila server station with the road network of the UTDC complex. The roads will be 10 feet wide and constructed to meet required weather standards by constructing Reinforced Cement Concrete. 1.3 Server Station Functions: The Upazila Election Office Server Station will be required to:
a) Provide accommodation for the Regional, Upazila and Thana server, printer and associated network equipment
b) Provide accommodation for Regional, Upazila and Thana Election Office staff to operate the server c) Provide storage space for forms and other materials used in the voter registration process d) Provide a location for voters to add or update their voter registration details e) Provide a location for voters and other parties to make inquiries regarding voter list registrations or
other electoral information f) Provide a center for BEC inter-office communication
1.4 Building Criteria: To meet these operational requirements, the Upazila Server Facility must meet the following criteria:
- Contain a dedicated space for the physical location of the upazila server, printer and associated network equipment
- Contain sufficient space for Upazila Election Office staff to complete administrative work and to operate the computer server
- Contain sufficient space to file and store registration forms and other materials used in the voter registration process
- Provide office security including lockable doors and windows for both the general office area and the location containing the computer server
- Be provided with adequate lighting in the computer server location to enable both a comfortable usage environment and to provide lighting for the capture of clear photographs of voters
- Be provided with telephone line access for both the general office area and the location containing the computer server
- Be provided with reliable electrical power and/or generator backup facilities - The location of the computer server must be in a low dust environment. The location of the computer
server should have a closed ceiling, well sealing windows and ideally the entrance should not open immediately to an outdoor environment.
- The building should be fitted with a ceiling fan or other cooling equipment 1.5 Procurement All goods and services procured under the project will be conducted using competitive Open Tender Method (OTM). The project is using the principals of the Government of Bangladesh PPA-2008 as the guideline for the procurement process. UNDP will procure the services of an Engineering Management Consulting (EMC) Firm to provide technical assistance and monitoring services for this project. The EMC will review the tender documents prepared by PWD and LGED. They will also review the Tender Evaluation Committee (TEC) recommendations and give their own recommendations. The project will give due consideration to the recommendations given by EMC. The EMC will ensure that the procurement process is transparent, competitive, and has value for money. PWD and LGED will procure the construction firms required to complete the work outlined in this project document under the PPA-2008 rules of the GoB. In addition, PWD will recruit a local engineering firm to help supervise the construction work for the regional centers. When requested by the National Project Director UNDP can assist the project with procurement services. UNDP will follow its own procurement rules and regulations in such instances.

SECTION 3: Management Arrangements The Bangladesh Election Commission, under the overall supervision of the Secretary of the Election Commission Secretariat (ECS), is responsible for implementing the activities outlined in this project document. A Joint Secretary/Equivalent from the Election Commission will be nominated as the National Project Director (NPD) who will be responsible for the day-to-day management of the project under the direct supervision of the Project Board, chaired by the Secretary ECS. The CSSED project will follow the Results Management Guidelines of UNDP. The construction activities will be implemented by two government agencies- LGED and PWD. All urban server facilities, including 2 urban Upazila facilities, 10 City Corporation Thana facilities, 54 District server facilities and 9 Regional Centers, will be the responsibility of PWD. The remaining server facilities, 394 rural Upazila facilities, will be the responsibility of LGED. One Executive Engineer from both PWD and LGED will serve as Deputy Project Directors to coordinate all construction activities given to their respective Departments The CSSED project will coordinate with the on-going UNDP project with the Election Commission Secretariat entitled, “Preparation of Electoral Roll with Photographs (PERP)”. Relevant PERP staff members were involved in the CSSED project design. To facilitate on-going coordination with PERP, the PERP NPD will be invited to sit on the CSSED Project Board. Project Board2: The Project Board/Project Steering Committee will consist of the Secretary of the Election Commission Secretariat as the chief executive, the UNDP Country Director as the Senior Supplier, and other Government institutions and development partners as members. DFID and the Netherlands will also be included as a funding partner. The main responsibilities of the Project Board are to:
1. Provide overall direction for the project 2. Monitor and control progress 3. Review each completed stage 4. Commitment of project resources, as required 5. Deliver project results and objectives 6. Provide inter-ministerial coordination 7. Approve any revision of the work plan
Project Assurance: UNDP will conduct project assurance activities in coordination with the National Project Director. The project assurance function is the responsibility of the UNDP Program Specialist (Elections). As part of its project assurance role, UNDP will report to the Project Board with regard to:
1. Adherence of the project to the business case 2. Compliance with user needs and expectations 3. Supplier assurance carried out by spot-checks of deliverables and outputs 4. Review of deliverables via quality reviews.
In addition, an Engineering Management Consulting (EMC) Firm will be hired by UNDP to monitor the physical and financial progress of the CSSED project. The EMC Firm will report to the NPD, Project Board/Steering Committee; the focal point for day-to-day issues will be the UNDP Program Specialist (Elections) under the guidance of the UNDP Assistant Country Director (Governance). Project Management: The Bangladesh Election Commission will appoint a National Project Director (NPD) to manage the project. The key responsibilities of the NPD will include:
1. Day-to-day management of the project 2. Identify and obtain any support and advice required for the management, planning and control of the
project 3. Reporting progress through regular highlight reports to the Implementation Committee and the
Project Board/Steering Committee 4. Delivery of project outputs and deliverables as outlined in the project document

The Management Set-up will also constitute a Project Implementation Committee and a Project Monitoring Committee3.
Capacity Assessment of Implementing Partners: LGED has an extensive net work of offices and personnel throughout Bangladesh and is the leading government Department responsible for the development of rural infrastructure including schools, markets and roads. It has adequate staff at its head office in Dhaka to prepare engineering designs for the upazila server stations and then to develop and prepare a full set of tender documents. The Executive Engineers based in the Districts will undertake and complete the procurement of contractors. LGED has full coverage in each upazila and will have no difficulty in procuring contracting services and then managing the construction of upazila server stations. Also LGED has testing laboratories in many locations and these can be used initially for assessing ‘ground conditions’ prior to start of construction and then for routine testing during the actual construction. PWD is one of the oldest government agencies, which dates back to the colonial period. It has been responsible mainly for construction of buildings and more recently this has been generally confined to urban areas. Like LGED, PWD does have extensive network of offices and personnel throughout Bangladesh. At its head office in Dhaka it has a large design office staffed with architects, civil, structural electrical and mechanical engineers. It has ample in-house capacity to design multi-storey buildings. Hence, PWD will prepare the drawing and design of district and regional server stations. They will take help from Department of Architecture. PWD will utilize private sector service providers to carry out geotechnical investigations which would be required to perform for the design of the regional, districts, thana and upazila centers. Later these private sector facilities can also be used for routine testing during construction. Although PWD can undertake construction management of multi-story buildings, it is desirable that this role be performed by independent consultants (supervision consultants) for the regional centers. So that PWD resources are not over stretched. PWD has the capacity to prepare tender documents and then arrange procurement of contracting services. 3 Annexure IV

Collaborative Arrangements with PERP: The objective of the CSSED project is to provide adequate infrastructure for the maintenance of the photo voter list, including regular updating. The voter list was created as part of a UNDP-administered project entitled “Preparation of Electoral Roll with Photographs” (PERP) implemented by the Bangladesh Election Commission. While the main output of that project- a voter list with photographs- is complete, the sustainability of the project requires a physical location at the upazila level where new voters can register and existing voters can update their data. All equipment required to maintain the voters list was procured under the PERP project, including laptops, webcams, fingerprint scanners, computer servers, printers, etc. Generators procured under PERP will be used in the server stations to provide emergency back-up power, if required. Technical experts to provide ICT support to Election Officials until capacity can be built among the BEC staff is also funded out of the PERP project. The CSSED project will construct the buildings that will house the equipment and expertise required to maintain the voters list and it will liaise closely with the PERP project to determine the network requirements that need to be installed prior to handing over the buildings to the Election Commission. CSSED will also work closely with PERP to ensure that all equipment is installed properly and that the facilities are adequate for required service delivery to the public as well as back office ICT functions.To ensure effective collaboration, the PERP NPD will sit on the CSSED Project Board. In addition, the PERP NPD will be consulted on any decision involving the approval of building layouts, provisions for network connectivity and other issues directly relating to the provisions required to maintain and update the voter list. Ensuring Sustainability In July 2008, the BEC completed an organizational restructuring exercise to ensure the sustainability of new initiatives, including new ICT systems and processes. Provisions for the technical staff required to maintain and update the voter list has been included in this exercise, as well as adequate funding to maintain and replace the ICT equipment as needed. The server stations will be maintained through the revenue budget and will remain under the overall control of the Election Commission. Description of Inputs to be Provided by Responsible Parties: The BEC will be the implementing partner. A Joint Secretary/Equivalent from the Election Commission will act as the National Project Director (NPD). Civil engineers of rank not less than that of Executive Engineers from LGED and PWD will be deputed as the two Deputy Project Directors (DPD). The construction of 393 rural upazila server stations will be managed by the Local Government Engineering Department (LGED). The LGED DPD will be responsible to monitor the construction progress for the buildings assigned to LGED, under overall guidance of the LGED Chief Engineer and will serve as the link between the project and LGED. The District Executive Engineers will implement building construction, including procuring construction services for the upazilas in his/her district and supervising construction. Initially, NPD will allot a lump sump amount (about 30% of the contracted amount) to Chief Engineer, LGED as advance for on-ward distribution to the Executive Engineers on ground. Before payment is made to the contractor, Executive Engineers on ground will ensure that the amount would be paid is within the executed work value. When further payments are required, the Chief Engineer, LGED will forward the requests to the PD, along with the relevant receipts showing the disbursement of previous payments. The Chief Engineer, LGED will ensure that the requested payment amount is within the executed work. He will also ensure that the running bill amount is within 80% of the contracted amount. PD will release the bill to the LGED Chief Engineer/ concern Executive Engineer (with intimation to Chief Engineer) ensuring it substantially corresponds to EMCs progress report. Maximum 80% of the contracted amount can be paid as running bill. But before disbursement of final bill, PD will obtain clearance from EMC. Retention money will be kept from each running bill as per signed contract document. Two typical designs will be developed by the LGED Design Unit, one for extension of the existing UTDC building (Type A) and the other for construction of an independent building (Type B). The designs and specifications for the server stations will be created in consultation with the Election Commission and will be sent to the district field offices for implementation. Construction will commence in accordance with the availability of land and favorable sub-soil condition without compromising the beauty of the UTDC complex.

Sub-soil testing, if needed, will be carried out by the district level LGED laboratories. The district level Executive Engineer will maintain records of all expenditures of the project and will be subjected to an audit. The construction/procurement of 2 urban upazila server stations, 10 thana server stations,54 district server stations and 9 regional server stations will be managed by the Public Works Department (PWD). The PWD DPD will be responsible to monitor the construction progress for the buildings assigned to PWD, under overall guidance of the PWD Chief Engineer and will serve as the link between the project and PWD. The PWD Executive Engineers will implement building construction/procurement including procuring construction services for the server stations located in his/her area and supervising construction. For the Regional Centers, PWD will hire Supervision Consultants to help them to supervise day-to-day construction. Initially, NPD will allot a lump sump amount (about 30% of the contracted amount) to Chief Engineer, PWD as advance for on-ward distribution to the Executive Engineers on ground. Before payment is made to the contractor, Executive Engineers on ground will ensure that the amount would be paid is within the executed work value. They will take help from the Department of Architecture. The electro-mechanical designs will be completed by the Planning and Design Electrical/Mechanical (P & D E/M) Division. LGED’s drawings and specifications will be used for the upazila server stations. PWD will engage geotechnical contractors to perform sub-soil testing for the regional centers. LGED district laboratories may be used by PWD for testing materials, and for sub-soil testing for urban upazila and thana server stations on an as needed basis. The Executive Engineer will maintain records of all expenditures of the project and will be subjected to an audit. Communication from LGED and PWD to the project will be made through the two Deputy Project Directors to the National Project Director and all communication from the NPD to LGED and PWD will be made to the Chief Engineer-LGED and the Chief Engineer-PWD. UNDP will provide project assurance and fund administration services, as well as procurement services upon request. It will also oversee activities of the Engineering Management Consultants (EMC) and will arrange for audits under UNDP guidelines. The role of the Engineering Management Consultants is described in depth below. Construction Monitoring and Audit Arrangements: An Engineering Management Consulting (EMC) firm will be hired to physically and financially monitor the project. The EMC firm will be hired by UNDP and will report to the Project Board. The focal point for day-to-day issues will be the UNDP Program Specialist (Elections) under the guidance of the UNDP Assistant Country Director (Governance). Before the start of construction, the EMC will review the engineering designs to ensure that these are sound and economical and comply with the relevant building codes and take into account the effects of climate related hazards including wind speeds and flood levels, as well as reasonable earthquake resistant measures. In addition the EMCs will check that the proposed designs are compatible with the requirements of greener construction, when feasible, as assessed by reference to BREEAM4 or LEEDS5 to the extent that this is achievable in Bangladesh.

During the pre-construction stage, EMCs would be required to help LGED and PWD to develop the procurement strategy for construction contracts that will ensure transparency and an appropriate level of competition. Also the EMC will assist PWD in procuring the services of supervision consultants. In addition, the EMC will review tender documents prepared by by LGED and PWD. They will also review the Tender Evaluation Committee (TEC) recommendations and will give their own recommendations. The project will give due consideration to the recommendations given by EMC. EMC will ensure compliance with best practices in respect of Health and Safety, Labor Welfare and Environmental Management at construction sites, where feasible. The land purchase should be straight forward transfers from the current legal owners to the BEC. However in the unlikely event that there are squatters at any of the acquired plots then the BEC should compensate and re-settle such persons in accordance with WB or ADB guidelines for involuntary settlement. The current GoB rules do not allow payment of compensation to persons who do not have legal title to land. Before start of construction EMCs will check that if and where appropriate BEC has followed WB/ADB procedures in dealing with any project affected persons. The other pre-construction activities in which EMC’s assistance to LGED/PWD would be required are:
Preparation of cost estimates Evaluation of contractors’ bids Award of construction contracts
Construction management of rural upazila server stations is to be undertaken by LGED. PWD will manage the construction/procurement of 2 urban upazila, 10 thana and 54 district server stations. Supervision Consultants will assist PWD with supervising construction of the 9 regional centers, District and regional server stations will be designed by PWD. The EMCs would be required to assist PWD in preparing the ToR for engagement of supervision consultants for this purpose. The supervision consultants will be recruited by and will report to PWD. Executive Engineers will send monthly progress reports to their respective DPD. During the construction phase the EMCs will undertake physical and financial monitoring of the entire project on behalf of the Project Board. This will be done through regular technical and financial audits the results of which will be incorporated in monthly progress reports to UNDP and the Project Board. Particular attention would be paid by the EMCs to compliance with respect to Health and Safety, Labor Welfare and Environmental Management. No work will take place until the EMCs overseeing the work, unless a suitable stop-gap measure is in place, which can include hiring an appropriate short term management consultant or bringing in experts from other UNDP Country Offices. UNDP will arrange for annual financial audits following UNDP guidelines. Monitoring Responsibilities of Responsible Parties LGED and PWD will implement construction activities and will be responsible for the following specific functions for the buildings assigned to their agency:

Ownership, Use and Maintenance of Project Deliverables: The facilities developed under the project will be handed over to the concerned Election Officer for use as the regional, district, thana or upazila server station at the completion of the project. Developed facilities will be maintained from the revenue budget. The concerned Upazila Engineer will provide the necessary technical support to maintain the developed facilities- approximately 2% of the construction cost will be needed every year to maintain the developed facilities. For the first year after completion the respective contractor will be responsible for maintenance under his contractual obligation.

SECTION 4: Monitoring and Evaluation In accordance with the programming policies and procedures outlined in the UNDP User Guide, the project will be monitored through the following: Within the annual cycle On a quarterly basis, a quality assessment shall record progress towards the completion of key results,

An Issue Log shall be activated in Atlas and updated by the UNDP Project Manager to facilitate tracking and resolution of potential problems or requests for change.

Annual Review Report. An Annual Review Report shall be prepared by the Project Director and shared with the Project Board and the Outcome Board. As minimum requirement, the Annual Review Report shall consist of the Atlas standard format for the QPR covering the whole year with updated information for each above element of the QPR as well as a summary of results achieved against pre-defined annual targets at the output level.
Annual Project Review. Based on the above report, an annual project review shall be conducted during the fourth quarter of the year or soon after, to assess the performance of the project and appraise the Annual Work Plan (AWP) for the following year. In the last year, this review will be a final assessment. This review is driven by the Project Board and may involve other stakeholders as required. It shall focus on the extent to which progress is being made towards outputs, and that these remain aligned to appropriate outcomes.

Monitoring and Communication Plan: The key stakeholders of this project include:
a. Bangladesh Election Commission, Election Commission Secretariat, Bangladesh b. LGED and PWD c. Planning Commission/Economic Relations Division/IMED d. UNDP (fund administration and project assurance) e. DFID and the Netherlands (international donors)
The underlying principle behind the communication strategy for the project is to keep all the stakeholders well informed with regard to project activities, lessons learned and project targets and achievements. Separate cost-sharing agreements will be signed with the funding partners, UK-DFID and the Embassy of the Netherlands. UNDP will keep funding partners informed through annual reporting and meetings on an as-needed basis. An Annual Review will be conducted in January of each year. UNDP procurement, audit, monitoring and reporting formats and guidelines will be utilized and followed in this project. Quarterly progress reports will be shared with the donor partners. The project will maintain communication with stakeholders by way of providing status reports, minutes of the meetings/consultation held, progress reports, lessons learned, and other event-based reports and management products. Technical meetings, comprised of technical level staff from UNDP, DFID, the Netherlands, BEC, PWD, LGED and the project staff will be held on a quarterly basis to review the quarterly progress reports and to discuss project issues. These meetings will be convened by the UNDP Program Specialist (Elections).

SECTION 5: Legal Context This document together with the CPAP signed by the Government and UNDP which is incorporated by reference constitute together a Project Document as referred to in the Standard Basic Assistance Agreement (SBAA) and all CPAP provisions apply to this document. Consistent with the Article III of the Standard Basic Assistance Agreement, the responsibility for the safety and security of the implementing partner and its personnel and property, and of UNDP’s property in the implementing partner’s custody, rests with the implementing partner. The implementing partner shall:
a) put in place an appropriate security plan and maintain the security plan, taking into account the security situation in the country where the project is being carried;
b) Assume all risks and liabilities related to the implementing partner’s security, and the full implementation of the security plan.
UNDP reserves the right to verify whether such a plan is in place, and to suggest modifications to the plan when necessary. Failure to maintain and implement an appropriate security plan as required hereunder shall be deemed a breach of this agreement. The implementing partner agrees to undertake all reasonable efforts to ensure that none of the UNDP funds received pursuant to the Project Document are used to provide support to individuals or entities associated with terrorism and that the recipients of any amounts provided by UNDP hereunder do not appear on the list maintained by the Security Council Committee established pursuant to resolution 1267 (1999). The list can be accessed via http://www.un.org/Docs/sc/committees/1267/1267ListEng.htm. This provision must be included in all sub-contracts or sub-agreements entered into under this Project Document”. The following types of revision may be made to this Project Document with the signature of the UNDP Country Director only; provided that she/he is assured that the other signatories to the Project Document have no objection to the proposed changes: a) Revision in, or addition to, any of the annexes to the Project Document; b) Revisions, which do not involve significant changes in the immediate objectives, outputs or activities of
the project, but are caused by the rearrangement of the inputs already agreed to or by cost increases due to inflation;
c) Mandatory annual revisions which re-phase the delivery of agreed project inputs or increased expert or other costs due to inflation or take into account agency expenditure flexibility.
The Project Document is, for all purposes related to implementation, the legal document by which UNDP and GoB will be bound for achieving results. The GoB may prepare for its own internal planning and approval purposes a matching document such as Development Project Proposal (DPP). All efforts must be made to ensure that the relevant provisions of the concerned DPP prepared for the project are identical to those in the signed Project Document. However, in the event of any discrepancies between this Project Document and a related GoB document (including, but not limited to, discrepancies in terms of financial provisions) the provisions in the signed Project Document are to be upheld. The national implementing agency designated on the cover page to this Project Document shall carry out this project and accordingly will follow the accounting, financial reporting and auditing procedures set forth in the UNDP programming guidelines.

Annex-3 Project Management Set-up The Bangladesh Election Commission Secretariat, under the supervision of the Secretary, is responsible for implementing the activities outlined in the proposed project. The National Project Director will be responsible for the day-to-day management of the project under the direct supervision of the Project Implementation Committee and the Project Steering Committee. Project Implementation Committee: To ensure implementation progress of the project and for the purpose of regular implementation monitoring and providing necessary directives, a Project Implementation Committee (PIC) will be formed with the National Project Director (NPD) in the chair having members from relevant ministries/divisions/agencies involved. The composition and functions of the PIC are outlined in the Attachment-2. Annex 5: TERMS OF REFERENCES Terms of Reference to Obtain the Services of an Engineering Management Consultants Firm Location: Dhaka, Bangladesh Firm Type: International Firm, in association with a local branch or firm Duration of Contract: 48Months
Background The Bangladesh Election Commission (BEC) has recently registered over 80 million voters electronically, capturing photographs and fingerprints digitally in addition to basic voter information. Maintaining and updating the new list requires a permanent location for the required ICT equipment, technical staff and service delivery to the public at the local (sub-district) level. Sufficient space is currently not available and will have to be constructed. Against this backdrop, the BEC will construct 468 “server stations” nationwide through the project ‘Construction of Server Stations for Electoral Database’. 395 will be two storied (77 will be 4 rooms, total 1330 sq ft each ; 318 will be 4 rooms, total 1830 sq ft each and 10 will be procured ready made flat, total 1850 sq ft each in urban areas ) buildings at the upazila/sub-district and thana/city corporation levels. 54 will be at district level(3 storied, total 6000 sq ft each) and 9 regional centers( 5 will be three storied, total area 11,500 sq ft each ,3 will be three storied, total area 13000 sq ft each, and one will be a four storied building with five storied foundation, total 16,500 sq ft ). The designs will incorporate provisions for future vertical extension up to 4 storied in respect of the eight 3 storied regional centers. The BEC will have overall responsibility to execute the project, while construction management will be carried out by two specialized government agencies, PWD and LGED. UNDP, as a continuation of its long standing cooperation with the BEC, is providing fund administration, project assurance, technical and management support for the successful implementation of the project. The Engineering Management Consultants (EMC) Firm is expected to provide extensive time-bound support to review designs, review tender documents, and provide technical assistance to procure contractors( for 82 server stations only) in order to ensure timely and quality delivery of outputs. They will also visit each server stations (468 nos) at least fortnightly (minimum) during the construction period for technical and financial audits. The EMC will also prepare/check section/perspective for district/regional server stations upon request. The international EMC Firm must have a local engineering firm for this project, or should have a local branch in Bangladesh. The team should be a consortium of international and local consultants with an international taking the lead. The local consultants must have experience with GoB procurement processes, knowledge of local construction practices and fluency in Bangla (Bengali). The powers of the ‘Engineer’ will be vested in PWD and LGED for their respective component of the Works. However the EMC will monitor that the authority of the ‘Engineer’ is exercised properly in all matters and particularly those relating to issue of payment certificates, issue of any variation orders, fixing of rates for non-tendered items, evaluation of any financial claims or claims for extension of time, acceptance of alternative specifications and clarification of any ambiguities in drawings or specifications. Scope of Work The EMC Team will report to the Project Board and work under the overall guidance of the National Project Director (NPD). The focal point for day-to-day issues will be the UNDP Program Specialist (Elections) under the guidance of the UNDP Assistant Country Director (Governance). The EMC will also be required to work closely with interim-EMC in ensuring a smooth transition of supervision and monitoring activities from interim-EMC (currently providing advisory services to the project and UNDP) to the EMC.

The work plan is divided into Phase I and Phase II activities with an indicative timeframe (within the overall duration of the assignment) for each Phase. A detailed work plan and indicative timeframe for the work of EMC will be prepared by the contractor and will be attached to the contract. The EMC Team will oversee the work of the national engineers. The EMCs will be responsible to:
- Provide specific guidelines and on-going advisory support to UNDP and the BEC on the construction process to ensure quality is maintained and the construction timeline is kept;
- Review the engineering designs and construction quality assurance plans prepared by PWD to
ensure that they are economically sound, comply with the relevant building codes and take into the account the effects of climate related hazards including wind speeds and flood levels, as well as earthquakes;
- Check that the proposed designs are compatible with the requirements of greener construction,
when feasible, as assessed by reference to BREEAM6 or LEEDS7 to the extent that this is achievable in Bangladesh;
- Prepare construction cost estimates (for 82 server stations);
- Prepare section and perspective views of district and regional server stations;
- Assist PWD to develop a procurement strategy for the issuance of construction contracts to ensure transparency and appropriate level of competition in selection of construction contractors;
- Provide technical assistance to PWD in the preparation of construction tender documents and
establishment of pre-determined selection criteria and participate in the evaluation of the contractors’ bids;
- Provide advisory support to the Tender Evaluation Committee at the local level for the selection of
the local construction firms(for 82 server stations);
- Ensure and confirm that the construction services are awarded in a transparent manner, according
to procurement rules(for 82 server stations);
- Ensure that the issued contracts comply with all Bangladesh legislation and best practices in
respect of Health and Safety, Labor Welfare and Environmental Management at construction sites, where feasible in the context of Bangladesh;
- Prepare the ToR to engage Supervision Consultants for day-to-day construction supervision of the
regional center buildings;
- Review design of new BEC Dhaka Building.
- Regularly monitor physical and financial progress of construction through periodic checks

(fortnightly); visits must include presence during the critical phases of construction including at casting of floor slabs, casting of ground floor roof slab, and casting of first floor roof slab.
- Monitor quality of construction of the server stations through periodic checks (fortnightly)to
ensure that they are in accordance with technical specifications and quality assurance plans as they are being built; visits must include presence during the critical phases of construction including at casting of floor slabs, casting of ground floor roof slab, and casting of first floor roof slab.
- Check the monthly payment certificates and final payment certificates submitted to the National
Project Director by LGED and PWD before release of payment to the respective Departments;
- Ensure that LGED and PWD issue completion certificates to the contractors in a timely manner
followed by issue of hand over certificates on satisfactory completion of defects liability periods and release of retention monies at each stage.
- The EMC will regularly participate in Project Steering Committee (PSC) and Project
Implementation Committee (PIC) meetings.
- The EMC will attend Project Monitoring Committee (PMC) Meeting and will also accompany
them in their site visits.
Deliverables
Report on engineering designs and quality assurance plans including assessment by reference to BREEAM or LEEDS,
Report on procurement process and award of contracts, Monthly physical and financial progress report on construction; Monthly quality report detailing the results of the quality checks; Monthly report certifying that environmental, health and safety, labor welfare and environmental

Competencies The Team Leader of the EMC Firm and his local engineers must have competencies that include: Technical Competencies
- Strong background in facilitating construction projects; - Strong analytical skills, good experience and technical knowledge of construction management; - Excellent communication ability in both written and spoken English; - Excellent reporting skills.

Recruitment Qualifications The members of the MC team must have the following qualifications for the firm to be short listed:

Role: The role of the National Project Director is to oversee the implementation of the Construction of Upazila and Regional Server Stations for Electoral Database project. The NPD will have overall responsibility for project implementation including coordination with all partners and participating agencies. Key Responsibilities: Under the direct supervision of the Secretary, ECS and policy directives from the Project Steering Committee the National Project Director will be responsible for:
Overall management and guidance of project teams with responsibilities for:
o Project management, monitoring and reporting of project targets, achievements and progress.
o Financial management, monitoring and reporting. o Administrative support including logistics, procurement, asset management, recruitment
and management of staff. o Coordination with project partners, participating agencies and other stakeholders.
Report and provide feedback to the Election Commission and Steering Committee on project
strategies and activities through the Secretary, ECS. Represent the project and Election Commission in coordination meetings. Under the guidance of the Secretary, ECS manage relationships with project stakeholders
including donors Government Agencies and others as required. Perform any other related tasks as and when deemed necessary by the ECS and the BEC.

Provide management and guidance to the project team regarding finance and operations. Oversee overall project planning, logistics and asset management. Monitor and manage operational risks. Implement operational risk management strategies, including contingency plan, if and when
necessary. Monitor activities of project teams and ensure timely delivery of quality results. Coordinate with project partner, participating agencies and other stake holders. Represent the project in coordination meetings when the NPD is not available. Report weekly progress on all operational activities with NPD. Provide inputs for monthly, quarterly, annual and other reports to the IMED and ECS. Provide feedback on the NPD on project activities. Ensure that operational activities are integrated and coordinated with the establishment of
operations of the central and field level offices. Perform any other project duties as and when required. DPD (PWD) will particularly oversee the activities related to the PWD part.

Annex-6 Responsibilities of an independent consultant as a stop-gap measure while waiting for the recruitment of the EMC Firm:
a. Review engineering designs and construction quality assurance plans prepared by LGED and PWD to ensure that they are economically sound, comply with relevant building codes and take into account the effects of climate related hazards including wind speeds and flood levels, as well as earthquakes;
b. Check that the proposed designs are compatible with the requirements of greener construction, when feasible, as assessed by reference to BREEAM or LEEDS to the extent that this is achievable in Bangladesh;
