Proposed Amendment toRules Applying to Dog ShowsChapter 16, New Section 1 –ChampionshipsAKC Staff has proposed the following

amendment to Chapter 16, Section 1,of the Rules Applying to Dog Shows, to bevoted on at the September 12, 2015Delegates Meeting.

Chapter 16

SECTION 1. Dogs placing first ineach of the individual Puppy Classes (asdefined in Chapter 3, Section 4) in each ofthe individual breed/varieties and sexeswill be awarded points towards theCertificate of Merit (CM) title based onthe total number of dogs of their sex thatcompeted in the individual class accordingto the schedule of points established by theBoard of Directors.Upon completion of the CM title a dog

may continue to compete in the regular

judges should be addressed to theJudging Operations Department at POBox 900062, Raleigh, NC 27675-9062.Letters concerning Agility, Obedience,Rally, Tracking, and VST applicantsshould be addressed to the CompanionEvents Department in North Carolina. The American Kennel Club will, at

the request of a judge or judge applicant,provide that individual with copies ofletters received by AKC concerning theirqualifications. As a result, it should beunderstood that any such correspon-dence will be made available, uponrequest, to the judge. It is the responsibility of all

The Board convened on Monday, July20, 2015 at 8:00 a.m. All Directors werepresent except Mr. Powers who partici-pated by telephone conference althoughunder AKC’s Bylaws he was not permit-ted to vote. Also present were theExecutive Secretary, and the AssistantExecutive Secretary. The June 2015 Board minutes, copies

of which were made available to allDirectors, were discussed. It was pointedout that on page 4 of the published June2015 minutes, under the heading“Invitations to Apply”, the word“motion” should have been “morato-rium” and that on page 17, it should bemade clearer that the Pee Wee Class spe-cial attraction was not pre-approved andhad to be applied for and approved on acase-by-case basis. Upon a motion by Ms. Cruz, seconded

by Dr. Battaglia, the June 2015 minuteswere approved as amended.

PRESIDENT’S REPORTNGKC UpdateMr. Sprung gave an update on NGKC.

Mr. Sprung reviewed the history of therelationship especially focusing on busi-ness matters. Mr. Sprung informed theBoard that the processing of registrations,DNA, other services had been suspendedand it was his recommendation to termi-nate the business relationship as is permit-ted under the terms of the agreement.There was no objection to this recom-mendation. While AKC’s business rela-tionship with NGKC has basically ended,NGKC will remain on the list of reg-istries with pedigrees acceptable for AKCregistration.AKC and FCIMr. Menaker reported on a meeting

with FCI’s Executive Committee,attended by Mr. Gladstone, Mr. Crowley,and himself. The meeting was held to dis-cuss FCI’s policy placing AKC judgeswho judge non-FCI shows in countrieswhere there is an FCI club at risk of notbeing approved for future FCI assign-

Mr. Menaker reviewed the historyof the FCI policy that has existed for anumber years which gave the FCI theright to ban an AKC Judge from judgingother FCI shows if they judge at a dissi-dent FCI Kennel Club. Mr. Menaker fur-ther stated that whenever a foreignKennel Club makes an inquiry regardingthe judging credentials of an AKC judgethe judge receives notice of such inquiryincluding notice of the FCI policyregarding dissident kennel clubs and hestated it is up the AKC judge to decidewhether or not to judge at a dissidentclub. Based on AKC’s objection to thispolicy being confined to AKC judges, theFCI Executive Committee agreed to takethe policy up with The Kennel Club andthe Canadian Kennel Club. In the mean-time, the “status quo” prior to the recent“blacklist” was imposed and then with-drawn by the Asia Pacific Section of FCI.As in the past, all AKC judges will bereminded in the judges’ newsletter of thelong standing FCI policy.AKC Breed HistoryAs a result of recent FCI actions in

changing the historical country of originof some breeds, the Board reaffirmed itsposition on changing breed history as fol-lows:

Changes to AKC Breed Histories

Questions have arisen regardingmodification to the history ofparticular breeds of purebred dogs.The AKC will make no changes tobreed historical references in itsrecords, unless there is a formal,documented and substantiated requestmade by the applicable AKC ParentClub. Any decision regarding thechanges to historical breed referenceswill be handled on a case-by-casebasis when the request is receivedfrom a Parent Club.

The Institutionalizing of Mistreatment ofDogsThe Board discussed concerns over the

heinous mistreatment of dogs in parts ofChina, and issued the following statementto express these concerns:

The Institutionalized InhumaneTreatment of Dogs

The recently held Yulin Dog Meatfestival in China has resulted in cries ofprotest among the dog-loving public

worldwide. The American KennelClub believes that these protests arecompletely justified and imperative forthere to be any chance of eliminatingthis institutionalized and heinoustreatment, torture, and consumption ofthousands of dogs each year. The AKC,as well as other purebred registries inthe world, recognizes dogs as devotedcompanions and working partners, anddenounces their use as food productsand subjection to cruel and inhumanetreatment.

vious Action Items and included Staffreports provided by Michael Basone,Stephen Pessah, Keith Frazier, and MarkDunn.Real Estate Updates Mr. Sprung reported that the Real

Estate Committee continues to evaluatethe future needs of the AKC as our leasesin NYC and NC reach their expiration.He anticipates that additional informationwill be available for Board considerationin the months ahead.

AKC Staff, participated in this portion ofthe meeting by video conference.AKC Bylaw Amendment - Term LimitsThe Board reviewed a proposal sub-

mitted by the Clarksville Kennel Club toamend Article VII, Section 1 of theBylaws of the American Kennel Club toeliminate term limits for members of theBoard of Directors. The Delegate Bylaws Committee

voted to co-sponsor this proposedamendment. Based upon the positiontaken by the Delegate BylawsCommittee, there was a motion made byMr. Gladstone, seconded by Mr. Kalter,and it was VOTED (unanimously; absentMr. Powers) to join with the DelegateBylaws Committee in recommendingapproval of this amendment. This will beread at the September Delegates meetingand voted on by the Delegates inDecember.Nominating CommitteeThe Executive Secretary informed the

Board that the Nominating Committeefor the March 2015 election of AKCDirectors must be appointed by August15, and its report must be received nolater than October 15, 2015.

Board that there not be an amendment asthe current requirements have ensured anexcellent attendance record by Boardmembers.Pumi Eligibility to Compete in theHerding GroupThe Board reviewed a request from the

Hungarian Pumi Club of America(HPCA). The HPCA is seeking accept-ance into the AKC Stud book and for thePumi to be eligible to compete in theHerding Group. This will be discussedfurther at the September meeting.Canine Legislation Position on PredatoryPet Leasing SchemesThe Board reviewed a recommenda-

tion to update the Canine LegislationPosition Statement on Protection for PuppyPurchasers to include the issue of com-mercial leasing/rental arrangements fordogs as pets. It recommends the inclusionof a statement of opposition to predatorypet leasing arrangements in whichprospective owners make hefty monthlypayments for their pet, but are not givenlegal ownership of their pet. In recentyears, a predatory new model of pet pos-session has emerged. Predatory pet leasingschemes will lease pets as companionsover a multiple-year term for a monthlyfee. Even after paying many times thevalue of the pet, the lessee may not ownthe pet. In one model, the leasing company

provides open-ended leases that includehealthcare, food and other supplies at thediscretion of the lessor in exchange for amonthly fee for the life of the pet.Another model provides a lease for the

pet only, which terminates after severalyears, at which time the individual mayhave the option to then purchase the pet.In either case, even after paying manytimes the value of the pet, the lessor maynot, and may never, own the pet. The AKC strongly believes that acqui-

sition of a pet should be a commitmentby a future owner for the lifetime of thepet. As legal property, pet “ownership”provides legal rights, responsibilities andliabilities that that are valuable to bothconsumers and society, and may not be

otherwise available.Predatory pet leasing agreements allow

the leasing company to obtain a signifi-cantly higher profit margin while poten-tially avoiding regulatory oversight andconsumer protection laws. At least onestate attorney general has looked into thepractice after receiving complaints to itsconsumer protection unit. Lessees canend up making interest payments thatmay be as much as three times the priceof the pet while giving up property rightsand consumer protections usually associ-ated with purchase and ownership of apet.The AKC strongly believes that acqui-

sition of a pet should be a commitmentfor the lifetime of the pet. AKC supportsa ban on predatory pet leasing schemes,which victimize potential owners, under-mine a lifetime commitment to a pet, anddo not confer the rights and responsibili-ties concomitant with pet ownership. The following position statements will

be considered further in September. Staffwas also directed to prepare some legisla-tion to curtail this practice in states whereit’s taking place.The American Kennel Club supports

reasonable laws and regulations intendedto protect the pet-buying public inobtaining a sound dog of the breed repre-sented. AKC supports bans onpredatory pet leasing schemes thatvictimize potential owners, under-mine a lifetime commitment to apet, and do not confer the rightsand responsibilities associated withlegal ownership of a pet. Breedersand/or sellers should be responsible forproviding certain refunds, replacements,or reimbursements should the dog soldbecome ill or die from a condition con-tracted prior to the purchase. Such reme-dies should be conditioned upon thebuyer’s scrupulous adherence to the careand feeding program prescribed by thebreeder and/or seller, as well as a timelyexamination by a state licensed veterinar-ian. Breeders and/or sellers should pro-vide buyers with a written bill of saledetailing the responsibilities of both thebuyer and seller. This bill of sale shouldalso detail any exclusions to refunds,replacements, or reimbursements.Canine Legislation Position StatementsThe Board reviewed the current AKC

Canine Legislation Position Statements aswell as discussed topics for future CanineLegislation position statements.

Legal Status ReportingMs. McManus, Senior Attorney, pre-

sented a status report on pending litiga-tion and other legal activities for themonth of June 2015.

FINANCEJoseph Baffuto, CFO, presented finan-

cial results through June 2015. Mr. Baffuto presented unaudited sec-

ond quarter financial results, whichincluded, total revenues for the periodended June 30, 2015 of $29.9 million.This was within 1% of budget, whilebeing 3% above the prior year revenueduring the same period. Total expenses of$25.9 million were 9% below budget andslightly above the amount from the previ-ous year. Operating income was $3.9 mil-lion for the period ended June 30, 2015.

tion to create a new AKC NationalChampionship event for the Beagle Two-Couple Pack sport. The sport of BeagleTwo-Couple Pack (TCP) was introducedin 2005. A two-couple pack is made upof four dogs that are judged on their abil-ity to chase a rabbit as a team. The sporthas grown at an annual rate of 18% peryear for the past five years. In 2014 thenumber of entries reached the level of theBeagle Large Pack sport, which has aNational Championship event. This is thethreshold that staff has said should beachieved to warrant creating a TCPNational Championship event. This willrequire an addition to the Beagle FieldTrial Rules and will need to be approvedby the Delegate body. This will be dis-cussed further at the September meeting.Retriever Field Trials - Allowing The SameClub to Hold Back-to-Back Stand-AloneThe Board reviewed a recommenda-

tion to allow a club licensed to holdRetriever Field Trials to hold back-to-back stand-alone events consisting of aderby stake and a qualifying stake. Thiswill be discussed further at the Septembermeeting.Rally Regulations Affected by ApprovedObedience Regulation ChangesIn April, the Board approved changes

to the Obedience Regulations based onthe recommendations of the 2014Obedience Advisory Committee andstaff, effective December 1, 2015. Nine ofthe approved changes in the ObedienceRegulations are also cited in the RallyRegulations. With the separation of theobedience and rally regulation books, ithas become necessary to also amend thefollowing items in the Rally Regulations: 1.Rally Regulations, Chapter 1,Section 3. Premium Lists andCatalogs. Require clubs to publish,in the premium list, if two trials inone day will be held concurrently orconsecutively.

2.Rally Regulations, Chapter 1,

Section 13. Transfers. Clarifytransfer verbiage to make it clearthat clubs have the flexibility ofaccepting transfers prior to the dayof a trial (but must be completed atleast 30 minutes prior to the start ofeach trial as it is currently worded).

3.Rally Regulations, Chapter 1,Section 20. Judging Program.Revise - For all rally classes, thewalk through times will be listedand the class time will be stated“class to follow.”

Fast CAT - A New AKC SportThe Board reviewed a recommenda-

tion for a new AKC sport called FastCAT. Fast CAT is a straight race of 100yards where a dog chases a lure. Dogs arerun singularly and earn points based ontheir handicapped speed. There are noplacements. Titles are issued at designatedbenchmarks. The event will be open to allbreeds and Canine Partners. Dogs mustbe registered/listed with the AKC. FastCAT is meant to be a fun and healthyactivity for dogs and their owners. Oneunique feature of Fast CAT will be a Top20 Fastest Dogs by Breed by Year nationalstandings, which will be posted on theAKC Fast CAT website. This will be dis-cussed further at the September meeting.Agility Course Test (ACT) EventRegulationsThe Board reviewed the proposed reg-

ulations for the new Agility Course Test(ACT) event. ACT is an entry level agilityevent meant to introduce beginning dogsand handlers to the AKC agility programand, in a larger sense, the AKC as a dogsport organization. There are two levels at ACT events –

ACT1 and ACT2. ACT is designed to beused as graduation exercises for agilitytraining classes. The structuring of ACTevents resembles the CGC program in anumber of ways. Unique things about ACT events are – • Can be hosted by an AKC club oran independent training facilityprovided the event is judged by anAKC agility judge or AKC approvedACT evaluator. Because the ACT isrelatively simple, ACT evaluators arenot required to obtain the samestandard of training required of anAKC approved agility judge. • Small ring size in order that theevent can be held in most trainingfacilities. • Host organizations may accept day-of-event entries at their option.• Dogs not yet registered/listed mayparticipate. Results will be recordedby assigning the dog a temporaryrecording number. In essence theregistration/listing process will be

Why Do People Participate in AgilityThe Board reviewed a memo that out-

lined the major findings of a survey con-ducted to gain insight into the ques-tion—Why do people participate inagility? Six motivational factors werenoted. • Building a Relationship with theirDogs• The Challenge of Improvement• Physical/Mental Activity• Social Interaction• Participant Feels a Sense of Control –less subjectivity than obedience orconformation.• Recognition

What Motivates People to Participate inDog SportsThe staff presented a memo that out-

lines information from two reports; onethat looked into What Motivates Peopleto Participate with Their Dogs inSporting Events and a second study dis-cussed the multiple roles of individualswithin dog clubs and the factors relatedto their involvement. The majority of dogsport participants are motivated by thegratification they receive from the activi-ties associated with developing their skillsand their dog’s skills, achieving their per-sonal goals and the pleasure of socialinteractions associated with a sport. Thedegree of involvement is limited by thecosts associated with their participation.Board discussion around both of these

reports centered on how to take thisinformation and use it to strengthen oursport offerings. Staff was asked to considerhow this information could be used tocreate initiatives to grow participation inour event offerings.

CLUBSBest Practices for Recruiting Club

Membership

The Board reviewed a memo fromStaff that provides best practices forrecruiting membership into AKCclubs/events. These best practices includeinput from the All-Breed Clubs andCompanion Events DelegateCommittees. The Board expressed appre-ciation for the work of both committees. The All-Breed Clubs Delegate

Committee conducted a survey of all-breed club presidents, secretaries andDelegates. They received 879 responses.The survey’s primary findings are:1. 7% of the all-breed clubs do notdesire to increase membership.

2. 65% of the clubs said they have aproblem attracting new members.

3. The two primary reasons peoplejoin clubs are to socialize and learnabout dogs.

4. The four best ways to retainmembers are to:• Hold regular meetings• Hold social activities• Engage members to work atevents• Offer educational activities

5. The four best ways to attract newmembers are to:• Offer educational activities• Hold training classes• Develop and keep up-to-date aclub website• Use social media to spread theword

After review of the survey, the All-Breed Clubs Committee compiled a listof best practices for recruiting and retain-ing membership. The complete list wasposted to the AKC website. The Companion Events Delegate

Committee has assembled a list of bestpractices based on the committee mem-ber’s experience. Further, they have beenelaborating on some of the best practicesand are posting these on the AKC web-site so they are available to all clubs.(www.akc.org/clubs/promote)

The Companion Events DelegatesCommittee’s suggestions for clubs toattract new members and retain existingmembers are:

1. Hold social activities2. Develop a mentorship program fornew club members

3. Offer fun matches the night prior toan event

The Match Regulations allowGroup and Specialty clubs to offer all-breed Sanctioned B Matches for obedi-ence and rally at their option. However,the Match Regulations do not mentionSanctioned A Matches. The ClubRelations Department has interpretedthis as meaning Sanctioned A Matchesheld by Group and Specialty clubs mustbe restricted to their breeds only.The purpose of Sanctioned A obedi-

ence/rally matches is to ensure a club iswell prepared to run a licensed eventprior to becoming licensed. Allowing aclub to offer an all-breed Sanctioned AMatch will only further prepare them toproduce the required event materials cor-rectly by having more entries and addi-tional repetition of processes at theirSanctioned A events.The Match Regulations will be clari-

fied by adding a provision that specificallystates the Obedience and RallySanctioned A Matches may be open to allbreeds.

This change is effective September 1,2015.

JUDGING OPERATIONSDoug Ljungren, Tim Thomas, AKC

Staff, participated in this portion of themeeting via video conference.Judging Approval ProcessStaff identified three aspects of the

newly adopted process which requireclarification. The staff proposed threemodifications to the ConformationJudging Approval Process. The Boardexpressed its appreciation for the work ofthe Judges Department in preparing forthe implementation of the new JudgesApproval Process September 1, 2015.

Final Approval procedureAs written, the policy requires that allapplicants are published twice in theAKC Gazette. The first publicationoccurs after the Department’s finalreview any the automatic review bythe Judges Review Committee (ifapplicable) for any breeds which theJudging Operations Department feelsshould not be awarded. The commentperiod follows and if there is not justcause for any breeds not to beawarded, the applicant is notified ofthe newly approved breeds and theireligibility to accept assignments. Theexpected time period from receipt ofapplication to notification ofeligibility is up to four months,assuming no delays.

Revising the order so that the firstpublication would appear in the firstavailable issue of the AKC Gazettefollowing receipt of the applicationwould result in the comment periodcoinciding with the processing of theapplication which includes theinterview and final review by theJudging Operations Department. Theexpected time period from receipt ofapplication to notification ofeligibility as a result of this modifi-cation would be approximately 2months.

1.Maximum number of breedsthe first time applicant mayapply for

The policy does not define thenumber of breeds a first time applicantmay apply for. The matrix, which

defines the maximum number ofpermit breeds at one time, is specificto Additional Breed applicants.

Currently, first time applicants arepermitted to apply for up to onecomplete group or the equivalentnumber of breeds in the largest group.In seeking clarification, Staff has beenadvised the intent was to limit firsttime applicants to no more than 50%of the number of breeds in the largestgroup. To clarify this topic and avoidconfusion by the judging communityStaff recommends the addition of thefollowing paragraph under the sectionheading “FIRST TIMEAPPLICATION TO JUDGE NEWJUDGES”.

The qualifications for the first timeapplicants are specific to breeds inwhich the applicant has documentedhands-on experience in owning,breeding or exhibiting. Eligiblefanciers on their first application mayapply for up to 50% of the number ofbreeds in the largest group for whichthey are applying.

2.CEU credit assigned forattending a show where a lowentry breed is present

Under the section “QualifyingComponents” of the Judging ApprovalProcess, the following component(#13) was added to the final versionof the proposal prior to the JuneBoard meeting (page 6):

With respect to a Low EntryBreed only, attending a showwhere the breed is exhibited,examining the dogs present anddiscussing the breed with theexhibitor(s) – 1 CEU. 1additional CEU for eachadditional attendance. (Entries of3 or less dogs cannot be repeatedby additional attendance wherethe same dogs are entered.)Maximum 3 CEU

By its description this experiencewould be classified as a “tutoringexperience” defined under #3 of thesame section. The Low Entryexperience described in #13 is

3.Adjunct Breed and JuniorShowmanship Applicants

The Board reviewed recommendationsto modify the Board policies regardingthe approval of Adjunct Breed and JuniorShowmanship applicants to be consistentwith the newly adopted Judging ApprovalProcess. The Adjunct Application Processdefines the requirements and proceduresfor individuals who wish to apply forapproval to judge new breeds assigned adate of full recognition. The JuniorShowmanship Application Process definesthe requirements and procedures for indi-viduals who wish to apply for approval tojudge Junior Showmanship Classes witheither All-Breed or Limited Status.Sections having proposed changes(underline) to the Adjunct ApplicationPolicy follow: Application must be submitted with a$25 non-refundable application feeper breed and completed breed exam.Credit will be applied on futureapplication(s) of any breed(s) notapproved.All applicants must pass the BreedStandard Test and be interviewedsatisfactorily by an AKC ExecutiveField Representative

For measurable breeds (height and/orweight as a disqualification orcondition of class), adjunct applicantwill be required to pass the applicablewicket and/or scales exam. Currentlyapproved judges tested on the sameapparatus in the five years precedingthe submission of the adjunctapplication will be exempt from thisrequirement excluding those whohave received a negative observationreport on measuring procedure orfailed the applicable wicket and/orscales test during the five year period.

• Following the interview, thecomplete application process and theresult of the interview with theExecutive Field Representative willbe reviewed by the Department.Final approval of adjunct breeds will

be approved either as permit orregular status and consistent withprocedure as described in the Boardapproved Judging Approval Process.Judges will be informed by mail oremail of their status. Failure ofwicket or scales during the breedinterview will result in a secondwicket or scales demonstrationneeded before application isreviewed by the Department. Judgesmay not accept assignments untilthey have received official notifi-cation of their status. The judge’s fileand AKC’s Website will be updatedand the judge’s name, number andthe breeds granted on a regular orpermit basis will be published in thenext available issue of theGAZETTE. Status of applicant to bedetermined by the following:

•Permit Status is granted toAdjunct applicants currentlyapproved for less than one completegroup. Their names will be publishedand they may now acceptassignments. Adjunct applicantsgranted permit status must meet thecriteria defined in the JudgingApproval Process in order to requestregular status.

Additional breed applicants that haveapplied for a balance of a group in whichan Adjunct breed would automatically beadded upon final approval of the balanceof that group will be required to be sub-mit a non-refundable $25 application feeper applicable adjunct breed(s) prior tobeing scheduled by staff for their inter-view on all applied breeds with an AKCExecutive Field Representative. Applicantmust be interviewed satisfactorily by anAKC Executive Field Representative onadjunct breed. Credit will be applied onfuture application(s) of any breed(s) notapproved.

There was a motion by Mr. Gladstone,seconded by Dr. Battaglia, and it wasVOTED (unanimously, absent Mr. Arnoldand Mr. Powers) to consider the amend-ments to the judging approval process atthis meeting, waiving the usual noticerequirement.There was a motion by Mr. Gladstone,

changes to the judging approval process,which became effective September 1,2015.

Conformation Judges BooksThere was a discussion on confusion

and errors caused by the current require-ments for checked boxes in conformationjudges’ books. The sense was that theincidences of the withholding of awardsand grand champion points wasextremely small compared to the confu-sion the current process is creating forexhibitors and clubs.Following a motion by Dr. Battaglia,

seconded by Mr. Gladstone, it wasVOTED (unanimously, absent Mr. Arnoldand Mr. Powers) to amend theConformation Judges’ Books as follows:• Eliminate the check box for thewithholding of Winners and Reserve• Eliminate the box next to Best ofBreed and Best of Opposite Sex andmake the wording of GrandChampionship Points the defaultrather than the withholding of suchpoints. Change the wording to read:Indicate if points are not to beawarded to Best of Breed of Best ofOpposite Sex.

It was further discussed that if a judgewishes to either withhold awards theywould write it in the judge’s book. Thesechanges are to be effective January 1,2016.The Criteria for Groups Judging ApprovalMs. Cruz expressed the opinion that

with the new judging approval procedure,the policy of granting a judge group sta-tus based upon being approved for breedsrepresenting 80% of the entries in thatgroup the preceding year be eliminated.There was no second to this motion.Eligibility to Handle the 4-6 Month PuppyCompetitionMs. Cruz pointed out the inconsis-

tency in handler eligibility between the4-6 Month Puppy competition and theNOHS. In the former, anyone who hasever been a professional handler is ineligi-ble, while in the latter only individualswho have handled within the past fiveyear professionally would be ineligible tohandle. by the Board and will be distributed asrecommended by staff. Conformation Judging ApplicationQuarterly StatisticsThe Board reviewed the quarterly

report from Judging Operations whichprovides to the Board statistics related toconformation judging applications con-sidered by the Judges Review Committeein the previous three months. Canine CollegeThe Board had previously agreed that

upon implementation of the new JudgingApproval Process to properly resource a“Canine College” which had been previ-ously proposed by Dr. Garvin. The goal ofthe Board is to assure proper trainingmaterials are available to prospectivejudges in a central digital library and toactively work with Parent Clubs to assurematerials exist. It is also anticipated thatuse of new technology will be used toenhance the learning experience. Therewas a motion by Mr. Ashby, seconded byDr. Battaglia, and it was VOTED (unani-mously, absent Mr. Powers) to request thePresident to reallocate resources withinthe unfilled budget positions in the 2015budget to hire a training specialist toimplement the Canine College, toinclude a digital library in connectionwith the judging approval process. Dr.Garvin was asked to be the Board liaisonon this project and to report to the Boardon a regular basis on the progress of theCanine College.

After conducting areview of the complaint staff recom-mends that jurisdiction over the mattershould be denied. AKC Kennel InspectionsBased on a request from the Board of

Directors, Staff presented a plan to betterenforce AKC Care and Conditions policy.The memo discussed the mechanics forattempting to accomplish this with AKCbreeders who did not comply withAKC’s care and conditions policies anddue to neglect should have their dogsconfiscated. There was discussion on theneed where dogs are in imminent dangerto get local authorities to seize the dogsdue to the fact that AKC itself cannotseize another’s dogs. Under current policywhen dogs are deemed to be in immi-nent danger AKC notifies the localauthorities for action. Although they arenotified, due to other more pressing mat-ters, actions are sometimes not taken.Whether local law enforcement has the

option to seize dogs depends on the spe-cific provisions in the statute. AKC has formany years notified local, state and federalauthorities when, during an inspection, itfound the care and conditions of the dogsto be of immediate danger to the dogs. Staff was directed to review current

practices and to report on their effective-ness with regards to cases in the past yearswhere reports of dogs in imminent dan-ger were reported to the authorities.Dealing With Misconduct GuidanceThe Board requested that staff provide

educational materials for club membersin order for it to be easier for club mem-bers to comply with Dealing withMisconduct. Complying with Dealingwith Misconduct is essential in order forincidents of conduct prejudicial at eventsto be properly handled; the accused to beable to defend themselves and the hear-ings be upheld should legal challenges bemade. Compliance staff has spoken annu-ally to the Executive Field Agents.Executive Field Agents routinely speak toclub members. Executive Field Agentsand Compliance staff are available to assistby providing procedural advice to clubsand those accused of conduct prejudicialat events. It could be of additional assis-tance to provide a Power Point presenta-tion available from akc.org. Special Attraction: Pee Wee ClassThe Dog Show Rules Committee pro-

posed the addition of a Pee Wee Class as apre-approved Special Attraction. Whileapproving the Class as a SpecialAttraction, the Board would require aclub to apply to hold it each time, withapproval given on a case-by-case basis.Staff has worked with the committee toestablish the Procedures and Guidelinesfor conducting the class, which the Boarddiscussed at its June 2015 meeting. Therewas still concern among Board membersregarding liability issues associated withthe class. Heather McManus, AKC SeniorAttorney, reviewed the release that par-ents/guardians must sign in order for theyoung person to participate. Thesereleases must be obtained for each childprior to the beginning of the actual PeeWee Class Special Attraction. Staff wasdirected to seek advice from AKC’s insur-ance carrier .The final guidelines, afterdiscussing it with the insurance carrier,are as follows:

Procedures and Guidelines

The Pee Wee Special Attraction is apre-Junior Showmanship class. ThePee Wee class is geared for children 5–9 years of age. Safety is a primaryconcern.

Each Pee Wee unit consists of thechild, his/her parent, guardian, orresponsible adult, and the dog. Onlyone Pee Wee unit is in the ring at atime. This is not a competitive class,but rather a fun, learning experiencefor the child and the adult.

At an All-Breed Event the judge mustbe an AKC approved All Breed JuniorShowmanship Judge. A Group Clubor Specialty Club may have a LimitedStatus Junior Showmanship Judge that

meets the criteria. The Judge MUSTlike children, be patient, kind, andhave a sense of humor!

This Special Attraction must be listedas such in the premium list and in anypublic announcements which willinclude the following information:• A dog must be at least four monthsof age to enter the Pee Wee class.• Bitches in season will not beallowed to participate. If pre-entered, a dog may be substitutedthat meets the eligibilityrequirements as specified by theclub.• All dogs entered must have theproper lead and collar.• A responsible adult must bepresent with the child both insideand outside the ring and the adultis to control the dog outside of thering.• At a Group or Specialty ClubShow the dogs must be of thebreed(s) eligible for the event.• At an All-Breed event, all AKCfully recognized and MiscellaneousClass breeds must be allowed toenter, including dogs with a PALlisting.• At an All-Breed event, it is up tothe host club to decide if FSSbreeds not in the MiscellaneousClass and All-American dogs areallowed to enter.• It is up to the host club to decideif a dog must be registered toparticipate.• How entries will be accepted is upto the host club. Clubs may takeday-of-show entries if they wish.• The entry fee, if any, shall bespecified.• Clubs may specify a limit on thenumber of dogs allowed to enterthe class.• Clubs assume full responsibility forthe safety of everyone involvedwith its special attraction.• The parent of the participant aswell as the responsible adultaccompanying the participant mustsign a waiver; the terms of whichhave been approved by AKC.

The safety of both the dogs andJuniors inside and outside the ring is aprimary concern. An additional lead,provided by the Club, should be at the

Judge’s table. At the Judge’s discretionbased upon the size of the child andthe dog, for safety purposes the adultmay be asked to attach a safety lead tothe dog so both child and adult willwalk the dog together.

It is essential that the club hosting thisSpecial Attraction provide the supportand time to greet the participants andmake them feel welcome and be ableto answer any question that may arise.There should be a minimum of threeclub members to assist participants,monitor the ring for safety, and onemay act as the steward. Club membersmust be patient, pleasant, and willingto dedicate as much time as needed tocreate a pleasant experience for theyoung Junior and his/her adult. THISIS VITAL TO THE SUCCESS OFTHIS PROGRAM.

Each of these club members assistingshould make themselves familiar withthe Junior ShowmanshipConformation Regulations,Guidelines for Judging Juniors inConformation, Juniors inPerformance Event Regulationsbooklet. It is recommended that theseRegulations be available to thosejunior entrants at the show along withthe Pee Wee class procedures andguidelines. (The club may downloadthe PDF of the booklet or order fromthe Order Desk.)

Although the word “judge” will beused, this is designed to be a learningand mentoring experience—no Juniorwill be “judged” but rather will bementored with the age-appropriateamount of information to helpprepare them for what they will beexpected to know about AKC regularJunior Showmanship once they reach9 years of age. Obviously, the olderchildren can absorb more detail thanthe younger ones. The children will bementored one child, their adult, anddog in the ring at a time. Each childwill receive a participation ribbon orrosette to commemorate theexperience. The club may select thecolor of the ribbon and may wish toadd a small gift for the child or thedog to take home. It would be anadded plus if the Judge were to beavailable for individual photographs

with the show or club photographerwhich would serve as a memento andreminder to both the child and theadult of the fun experience andremind them to return again nextyear!

The Judge should explain the processof showing the dog to the Junior andthe responsible adult in the ringincluding breed specific presentation.Depending on the size of the dog andthe child, the adult may be asked tolift a table breed on or off the table, orthe Club may mandate that the adultshould do it regardless. Neither theyoungster nor the adult should beasked to show the bite.

Consider either holding the Pee WeeSpecial Attraction at lunchtime, whichwould give the child and theresponsible adult time to get to theshow; or the Club may wish toschedule this before the groups, whenrings may be available. It is importantto maximize spectator attendance asthis is a huge crowd pleaser! Ideally, adesignated ring for this SpecialAttraction would allow more time forone-on-one mentoring for each childand adult. If that is not possible, then aring that is vacant would do,preferably centrally located (perhapsnear the Club tent) for maximumviewing by the greatest audience.

Some clubs offer a pizza party or cakein a separate location after the classesare over for the children and adults tomake new friends and share this newcommon interest.

Clubs are required to in each instanceapply for AKC permission to hold thisspecial attraction agreeing to abide by theabove procedures.

Junior Showmanship, Novice and OpenClass CriteriaThe Board reviewed a proposed revi-

sion to the Regulations for JuniorShowmanship, Section 5. Classes andDivisions regarding the description of theNovice Class and Open Class to makethe description consistent with how theregulations are currently being enforced.The proposed revision will eliminateconfusion with juniors not moving upand losing wins.

If approved the revision of the criteriafor the Novice and Open Class to beeffective October 7, 2015.This will be discussed further at the

September meeting. BPUP Entry Deadline ChangeThe Board reviewed a recommenda-

tion to amend the Four-to-Six Month(Beginner Puppy) Competition Regulationsto allow clubs the option to acceptentries for Beginner Puppy competitionbeyond the traditional closing date andtime and even up until the day of theshow.This will be discussed further at the

September meeting. Standing Approval of Sweepstakes(Including Futurities and Maturities)The Board reviewed a recommenda-

tion from Staff to grant standing approvalfor Sweepstakes (which includes futuritiesand maturities) held in accordance withAKC rules. Proposed Board Policy follows:

Increase Participation in the Breeder ofMerit ProgramStaff presented its Marketing Plan to

increase the number of approved BOMApplicants monthly. The average number of new BOM by

month for the past 13 months is 73 withthe average number of full litters regis-tered being 510 per month. SportServices is working with the Marketingand Communications staff to increase thefrequency of emails inviting Breeder ofMerit Candidates to apply for the pro-gram from quarterly to monthly. The goalis to increase the number of applicationsper month which will increase the num-ber of full litters registered monthly. Additionally, the letters included in the

title certificates and Bred by Exhibitor

Medallion mailings now encourage thebreeder to apply for the Breeder of MeritProgramPuyallup Pee Wee ApprovalBased on a request from the Board,

Staff presented information related toPuyallup Valley Dog Fanciers, Inc., hold-ing the Pee Wee class at their June 6, 2015event. Concurrent MatchThe Board asked Event Operations

staff to look into the possibility ofmatches being held concurrently withdog shows as part of the initiative toattract new participants. After discussingthe pros and cons of the idea, staff pre-sented an alternative to holding a concur-rent match.A way to provide a stress-free experi-

ence for new exhibitors would be for aclub to offer a show-and-go ring. Ashow-and-go ring could serve threefunctions during the event. At the start ofthe event the ring could be used for theNew Exhibitor Briefing. This wouldallow an appropriate segregated locationto introduce new exhibitors to the event.For the majority of the day the ringcould be used by exhibitors to practicewith their dogs. Having practice rings wasbrought forward by the Executive FieldStaff as a positive for exhibitors based ontheir experience at events that providepractice rings. Exhibitors would have theopportunity to work their dog in anevent-type environment without thepressure associated with point competi-tion. Lastly, clubs could offer set timeframes throughout the day to providementoring; sign-up could occur at theNew Exhibitor Briefing and throughoutthe day as time and slots remain available.Knowledgeable club members would staffthe show-and-go ring to assist newexhibitors. The mentoring option alsoprovides the club an opportunity toincrease their event revenue if theychoose, by offering mentoring at a smallfee or donation. Executive Field Staffpointed out that some shows setting uppractice rings kept a donation box at thering entrance. The goal of the show-and-go ring is to

provide an opportunity for newexhibitors to obtain an understanding ofthe conformation procedure that isunavailable during regular class judging.Members staffing the ring do not have tohave specific breed knowledge but partic-

ipation knowledge to assist with thebasics: armbands, lead and collar (could bebreed specific), stacking, movement pat-terns, table or not table, basic groomingtips. Additionally this will provide a focalpoint for new exhibitors to meet otherlike-minded individuals. Promoting theset-up of a practice ring and mentoringring at events would have a positiveimpact on AKC conformation events byexposing new dog owners to a user-friendly training experience. Providing aone-on-one opportunity for a newexhibitor can potentially lead to a memo-rable positive experience with their dog.Some will be inspired to enroll their dogsin classes and become future competitorsand potentially future club members.Without objection, staff will begin to

promote the set-up of show-and-go prac-tice rings at events and the use of theserings by clubs to provide New ExhibitorBriefings and stress-free mentoring expe-riences. This option could be imple-mented quickly by clubs, giving them theability to provide a better event experi-ence for new exhibitors. Free Entries Based on a request from the Board,

Event Operations presented informationon the option of offering one free entryto all new registrants as part of the initia-tive to attract new participants. Staff wasdirected to research if there are viableideas for consideration and if so, advisethe Board in October. Sports and Events InitiativesThe Sports and Events Department

presented for information only a list ofrecent and on-going initiatives that werecreated to help or support either AKCclubs, exhibitors or new dog owners. Concurrent Group ShowsThe number of dogs a judge may

judge in the day when a Group and anAll-Breed show are held concurrentlywas discussed. Since a judge may do 175dogs in a day when doing an all-breedshow alone, the Board did not see theneed to reduce the limit to 100 dogs perday for a judge because the assignmentwas spread over two events. Staff wasasked to bring this back in September forfinal actions by the Board.Dog Show Rule Change - Certificate ofMerit Eligibility up to 12 MonthsIn September the Delegate’s will vote

on extending a puppies ability to earn aCertificate of Merit while competing in

the puppy class. This proposal, if passed,has the potential to involve new peoplein the sport and significantly benefit ourClubs through increase entries in thepuppy classes by exhibitors seeking thissuffix title. Puppy entries have decreasedsignificantly over the past 10 years andtoday 72% of the puppy classes are a sin-gle entry. The Board asked staff to sharewith the Delegates prior to theSeptember Delegate Meeting the ration-ale for their proposal and why the Staffand Board feel this is in the interest of theClubs and Exhibitors.

WOOFTALEMichael Basone, AKC Staff, gave the

Board an update on the WOOFtale prod-uct which involves a wearable for the dogas well as a website and social mediaabout all things dog.
