.SUBJECT: FY 71 Renewal of Project AERODYNAMIC (SB/Ukraine)

1. This renewal requests S E :1, up from S : 1: 1 approved forFY 70, to continue support for publication and contact activities of theForeign Representation of the Ukrainian Supreme Liberation Council(ZP/UHVR). The budget increase is solely to improve a lagging salaryschedule. We recommend approval.

2. During FY 70, SB Division's only project directed at a non-Russiannationality and exploiting the minority question in the USSR has continuedits efforts, effective to a considerable degree on evidence presentedin the Media Effectiveness Annex and elsewhere, to encourage intellectualdissidence and the preservation of the national consciousness, cultureand languagein the Soviet Ukraine. Substantial distribution of itsestablished periodicals, 12 special publications (dissident literature,art, political monographs, etc.) and appropriate materials published byothers is being achieved in the Ukraine as well as contiguous target areas.Soviet attacks on these are noted with increasing frequency. Appearancesin the Ukraine of intellectuals collaborating with the project and theflow of people, correspondence, materials and ideas indicate significantcontributions to a strengthening of the national consciousness and thedesire for autonomy within the USSR.

3. We repeat our request of last year to receive some of the project'sproduction for evaluation. Otherwise, our recommendation is based oninadequate evidence.

4 • The project has apparently matured without loss of youthful vigor;and we trust that the possible curtailment of activities because of mountingcosts can be accomplished without loss of effectiveness.

SUBJECT : CI Staff Review of Project AERODYNAMIC

CI Staff recommends approval of Project AERODYNAMIC, a supportproject for ZP/UHVR (Zakordonne Predstavytstvo UkrainstRoyiHolovnoyi Vyzvol'noyi Rady - Foreign Representation of theUkrainian Supreme Liberation Council in New York City andMunich but has the following comments.

1. As the project outline states, Prolo g has been re-organized as a commercial enterprise and since July 1969 hasbeen funded via two notional users of its research services,while the Munich office (ZP/UHVR) and its publishing outletcontinue to be funded via C a banks. Therefore, there isno ostensible funding connection between the two offices atleast from the United States. However, it should be noted.in considering the viability of this cover that accountingbooks of the Munich office still show Prolog as the sourceof the money coming front: j . In addition, Prologacts as the editorial office for the Munich office, so that

. the flow of material is from Prolog to Germany; thus attemptsto deny connection between the two offices would be somewhatdifficult:

2. During our discussion with SB/PO/M on the generalsecurity of the project, the latter commented•that the KGBcontinues to be active against the project and Ukrainianemigres in general. Known examples of Soviet efforts duringthe past year were the attempt to recruit Wira WOWK andincreased security measures that have stopped the stockpilingof literature with Ukrainian contacts in Czechoslovakia.SB/PO/M and Cl/OPS agreed that in the coming year, greaterefforts should be made to collect evidence of the successof the project's activities in reaching targets in EasternEurope and the Soviet Union.

2. Description of Activity:

Project AERODYNAMIC is the principal vehicle through whichSO Division conducts its operations against the UkrainianSoviet Socialist Republic. The main purpose of the projectis to exploit contacts with Soviet Ukrainian citizens in orderto encourage national and intellectual unrest in the UkrainianSSR, thus encouraging cultural and intellectual freedom forSoviet citizens. CIA has been in contact with the ZP/URYR(Foreign Representation of the Ukrainian Supreme 'LiberationCouncil) since 1950. Anti-Soviet propaganda activities werebegun from New York by a pane/ of the ZP/UHVI in 1953. As of1968, all activities and all publications, with the exceptionof the Information Bulletin, originated in Europe. The Prolog

fiscal authorities. Funding of the Munich branch of Prologwill continue via CI =7 bank transfers however, the accountis not in the name of Prolog. To further reduce securityhazards, the $C: ,lcontingency fund held in the PrologSwiss account was liquidated early 1970. Even with thisdevice, it is estimated that some Munich personnel are wittingof U.S. Government involvement, and some others may suspectsuch involvement.

4. Interagency Coordination and Approval:

On 30 October 1967, the 303 Committee held up approvalpending a review of the project by Ambassador McGhee inGermany. The Ambassador approved on 17 November 1967. The303 Committee again reviewed on 1 December 1967 and (a) approvedcontinuation of CIA's relationship to Prolog subject to annualreview of Prolog's value and effectiveness; (b) approved themerger of Prolog's activities with Suchasnist in Munich, andthe continued residence of certain Prolog personnel in theUnited States; (c) took note of the fact that Prolog publi-cations will continue to find a limited market in the UnitedStates. Deputy Assistant Secretary of State briefed in November1967. ZP/UHVR collaborators who contact Soviet diplomatic andUnited Nations personnel are either advisedto report theircontacts to the FBI or the contact is coordinated with the FBIthrough the project case officer.

On 27 December 1968 the 303 Committee again approved theproject. The question was raised if it were likely that theorganization had been penetrated, and the reply was that noevidence had turned up and that if it were not penetrated yearsago at the time of origin, it was unlikely to have been sincebecause there had been no new memberships.

More recently, Deputy Assistant Secretary of State Emory C.SWANK endorsed the activity of this project on 6 November 1969;and the 303 Committee reaffirmed its policy endorsement of theproject on 23 December 1969.

1. This renewal request presents a realistic account ofeffectiveness. The basic purpose of the project is to exposeand inhibit Moscow's policy to Russify the Ukraine and at thesame time to exploit nationalistic cultural tendencies withinthe area. The ZP/URVR, with its small staff of writers andresearchers operating under the Prolog Research Corporation,maintains contact and conducts dialogues with dissidentUkrainian intellectuals and also directs the publication anddistribution of literature among Ukrainians within Russiaand Ukrainians residing in Western Europe and the EasternEuropean countries.

2. Signs of reformist and revisionist sentiments withinthe USSR have been increasing, particularly among Ukrainians.Attesting to the unrest is the fact that during FY 1970 Prologacquired clandestinely 52 documents and other material fromUkrainian dissidents. Five of these were published and distri-buted, and the remainder will be published in book form duringthis year. In addition, Prolog continued a program, begun inFY 69, of stockpiling literature with Ukrainian contacts residingin Czechoslovakia; these contacts organize trips to Kiev and othercities where the literature is distributed. Also, channels tothe Ukraine via Ukrainians living in Yugoslovia have recentlybeen established: and books have been deposited with this groupfor delivery to the Ukraine. Similarly, the ZP/URVR has madearrangements to have a Yugoslav publisher print dissidentliterature. During the reporting period over 14,000 pieces ofliterature were distributed by mail or by person to person. Asof early 1970, 20 intellectuals living in the Soviet Ukraine arein direct correspondence with Prolog. One of Prolog's collaboratorsvisited the Ukraine and worked with two dissidents on a book to -be published in Kiev; other publications will include literature

written by Ukrainian-emigres, stimulating further theautonomous sentiment within the Soviet Union.

3. ZP/UHVR efforts to exploit nationalistic sentimenthas met in recent months with increasing Soviet attacks aimedat Ukrainian emigres and especially at ZP/UHVR personnel andits publications. During the same period, the USSR has spokenmore strongly against "bourgeois nationalism", but has dealtless harshly with Ukrainian dissident intellectuals withinRussia, signifying that the Kremlin is fearful of aggravatingfurther an already difficult situation. This renewal estimatesthat project AERODYNAMIC is strengthening "the morale of thedissidents" and is helping in working out a common politicalstrategy. CA/PROP agreeswith this estimate of effectivenessand also notes that the recent flow of people, correspondence,materials and ideas indicate a rising national consciousnessamong the people of the Ukraine. CA/PROP concurs with therenewal request, but with the understanding that some of theproduction of the project will be provided for evaluation.

4. With one exception, there have been no major admini-strative changes over last year. The single exception is theproposed increase in salaries for the employees of the Prologoffice. SB Division has conducted comparative analyses of wagescales and finds that the employees are due wage increases(totaling to about $C j annually) to make their remunerationequal to that of other government workers. CA/PEG endorsesthis proposal.

5. CCS/PRG and CA/B1 concur in the renewal request withoutcomment.

6. CA/PEG recommends approval of the renewal request withthe understanding that SB Division forward to CA/PROP forevaluation representative samples of AERODYNAMIC publications.

Changes

1. A new procedure was established in July 1969 for y/funding Prolog Research Corporation, the cover mechanism forZP/UHVR's clandestine activities, eliminating the passageof funds through t: .

;], andt:two notional users of Prolog's

research services, were created for backstop purposes. Fundsfor the New York office of Prolog are passed via the two notionalorganizations, based on contracts supplied Prolog to backstopany inquiries from state authorities. The Munich branch ofProlog continues to be funded via bank transfers from numberedi. bank accounts, which show no connection with Prolog.The transfers of funds for Munich through c- —3 arearranged by the project case officer through the Office ofFinance. The Prolog bank account inc LTfland previouslyutilized for the transfer of operational funds from CIA toProlog has been liquidated.

2. Under Prolog's current cover of a taxable, profit- V/making commercial enterprise, it was considered advisable toliquidate the $C Jcontingency fund held in the Prolog

J account. This fund was established in 1967 to increasethe working capital of Prolog in an effort to reduce thesecurity and administrative hazards under the former coverof a non-taxable organization. Under the new cover the contingencyfund was considered a security hazard in view of the tight budgetunder which Prolog operates; therefore, with the concurrenceof the Office of Finance, the emergency fund was returned to v//CIA on 23 February 1970 via a bank transfer to another accountin :1 provided by the Office of Finance.

Accomplishments

Signs of growing national consciousness in the Ukrainianrepublic have been increasing, as have indications that Ukrainians

are seeking greater autonomy within the Soviet Union. Ukrainian• intellectuals are seeking to strengthen and preserve the positionof the Ukraihian language in the Ukraine. ZP/UHVR's effortsto exploit this situation have been met with increasing Sovietattacks against Ukrainian emigre nationalists and particularlyagainst ZP/UHVR's personnel and its publications. At the sametime, Soviet authorities have increased their criticism ofbourgeois nationalism in the Ukraine, but to date they havedealt less severely with dissident Ukrainian intellectualsthan they have with Russian dissidents, indicating perhapsa reluctance to aggravate an already precarious situation.

Prolog has established a reputation over past years asa reliable channel to the West, capable of presenting theplight of.Soviet Ukrainian dissidents to the Westernworld and of lending moral and material aid to theiractivities. The personal contacts afforded SovietUkrainian dissidents by visiting Prolog collaborators havedeveloped into personal friendships which have been instrumentalin keeping Ukrainian dissidents informed of happenings outsidethe Ukraine and about "outside" opinion of their own situationin the Soviet Union, in strengthening their morale, and inworking out a common political strategy against the Sovietregime. Of particular interest to Ukrainian dissidents wasthe information supplied them about the publicity given inthe West to their dissident literature and activities. Prologwas able to dispel dissidents' misgivings about reportsreceived concerning politically inaccurate commentaries inthe Western press, in which they reportedly were representedas radical revolutionaries by supplying microfilm copies ofWestern press items.

Fifty-two documents were acquired in FY 1970 to dateattesting to Ukrainian dissidence through contact operationsby means of exfiltration from the Soviet Union. Five have beencarried in ZP/UHVR publications, and the others will be surfacedin book form during the late spring of 1970. There have beenthree disseminations of positive, intelligence, and eighteenissues of eleven different newspapers, not obtainable outsidethe USSR, were made available to CIA.

• despite a tightening, up of security within that country, aswell as maintaining its contacts with Ukrainians living there.These contacts organize trips for young Ukrainians living inCzechoslovakia to Kiev and other Ukrainian cities, and duringthese trips this literature is passed to Soviet Ukrainians.Channels to the Ukraine via Ukrainians living in Yugoslaviaalso have been established, and books have been deposited withcontacts there for delivery to the Ukraine. An agreement wasreached between a Yugoslav publisher and the ZP/UHVR's Munichoffice to have ZP/UHVR literature printed in Yugoslavia. Acollection of poetry has already been delivered for an estimateof printing costs. Arrangements were also made for overt privatecultural exchanges between Ukrainians in West Germany and inYugoslavia. A Ukrainian newspaper editor from Banja Luka,Yugoslavia l is scheduled in March 1970 to read a paper in Munichon the Ukrainian minority in Yugoslavia.

Problems

As a result of its depressed wage scale, Project AERODYNAMIChas had difficulty acquiring new young staff personnel at itscurrent rates. In view of this and the increasingly highcost of living in the New York area, we compared project salarieswith salaries for comparable activities listed under theU.S. Department of Labor, Bureau of Labor Statistics NationalSurvey of Professional, Administrative, Technical and ClericalPay as of June 1968, and found that project salaries were belowstandard. In addition, the CIA Office of Personnel, PositionManagement and Compensation Division i reviewed the duties andresponsibilities of Prolog personnel and recommended salaryincreases in accordance with equivalent GS grades. The FederalPay Scale, effective 1 July 1969, was used as a guide inselecting appropriate levels, based on the employees'longevity, overall contribution, and experience on the job.Attachment No. 6 is a copy of the memorandum from the OP/PMCDlisting suggested appropriate GS grades for project employees.Included in the figure for the FY 1971 budget is $Lto cover the salary increases.

Future Plans

ZP/UHVR plans to continue its current publicationsactivity and contact operations in FY 1971, with continueddirection from the New York office of Prolog. The reduced dollarsubsidy as a result of the revaluation of the Deutsche Markis forcing the Munich publishing element to curtail activities.MoUnting costs of printing and the inflationary spiral inboth Germany and the United States will require ZP/UHVR toreevaluate its entire program and effect drastic economiesin publishing and contact operations. Close case officersupervision will be mandatory to insure that Project AERODYNAMICis able to carry out its purpose and mission in the mostefficient and economical manner possible, without loss ofpersonnel, morale, effectiveness of the organization, or impactof its publications.

MEDIA EFFECTIVENESS ANNEX

1. The ZP/UHVR utilizes the writing talents of giftedUkrainian emigre intellectuals without regard to politicalaffiliation. It endeavors to keep current on developmentsin all aspects of Soviet Ukrainian life and to direct itspublications accordingly. The ZP/UHVR constantly studiesand analyzes the latest Soviet press and publications andcollects information from Soviet citizens through direct

• contacts and through the correspondence of its collaboratorswith Soviet citizens. The information is used for playbackpurposes in its publications. ZP/UHVR's Suchasnist, and itsspecial publications are brought to the attention of Sovietreaders with increasing frequency in attacks in the Sovietpress directed at the publications, and it is not unusualfor ZP/UHVR's publications to be mentioned, favorably orotherwise, by Soviet citizens in contacts with ZP/UHVR collaborators.There were 14,165 pieces of literature distributed by ZP/UHVRduring the reporting period in FY 1970 (see details in AttachmentNo. 7).

2. ZP/UHVR Periodicals

a. Suchasnist (The Present). Published monthly inMunich, Suchasnist is designed to appeal to Ukrainianintellectuals. In addition to articles of literary, politicaland historical interest, the journal carries prose and poetryby Soviet and emigre writers, and is used to surface Sovietdocuments brought to the West. It also has been used to publisharticles on special topics to support Soviet Ukrainian dissidentsactivities vis-a-vis the regime in the political-cultural field;e.g., on the preservation of historical monuments. Suchasnist is attacked in the Soviet press more often than any otherUkrainian emigre publication. It is purchased monthly by theSoviet Ukrainian Mission at the United Nations through a NewYork emigre book dealer, and most Soviet Ukrainian intellectualswith whom there has been contact have indicated that they reador have read the journal in the Soviet Union.

b. Ukrainskyy Samostiynyk (Ukrainian Independent) is asplinter emigre organization's monthly organ partially supportedfrom project funds. The journal is influenced to a large extentby the ZP/UHVR, and includes contributions from ZP/UHVR

collaborators. The journal comments on political, economicaland historical aspects in the Ukrainian SSR.

c. The Digest of the Soviet Ukrainian Press, publishedmonthly in English, is the only known digest of the SovietUkrainian press in existence in the West. This publicationis a translated digest of Soviet Ukrainian press items,available to Western subscribers at a subscription rate of $15a year, or $30 for three years. Its purpose is to bring tothe attention of its readers news items of interest not includedin the Digest of the Soviet press. There are 100 professionaland institutional subscribers to the Digest. In additionapproximately 50 promotional copies are distributed monthly.

d. The French-language Echos d'Ukraine, published irregularlyin Paris, is distributed gratis to French scholars and tointellectuals in the newly developed areas of the free world.Echos d'Ukraine carries commentary on the Soviet press and oncurrent events in the Soviet Union.

e. Informatsiyniy Byulletin (Information Bulletin),published about five times a year, is directed specificallyat Soviet Ukrainian citizens. It carries news items concerningitems of political or national interest to Soviet Ukrainianswhich are not carried in the Soviet press. There are no copiesof the Bulletin distributed in the West, although approximately300 to 400 copies annually are mailed to Ukrainians livingin Soviet bloc countries.

f. ZP/UHVR Special Publications. A detaileddescription of each publication, and information concerningcosts and distribution is given in Attachment No. 8.

3. Action Programs

a. The appearance of Prolog collaborators at semi-official forums in Kiev and Lvov, (such as Dr. Anna Halya HORBACH,German and Ukrainian writer and translator; and Wira WOWK,professor of German language, Catholic University, Rio deJaneiro) at which they openly defended Ukrainian dissidents,served to bolster the morale of Ukrainian intellectuals. Theliterary evening in Kiev in August 1969, at which Miss WOWKread her own works and during which she praised Ivan DZYUBAand repudiated Soviet attacks against him, turned into apolitical-literary event which became the talk of Kiev andLvov. Similar stands were taken by Prolog collaboratorsfrom West Germany and Australia at art and cinematographic

forums in the Ukraine in July and November 1969, respectively.

b. As of February 1970, there were 20 intellectualsliving in the Soviet Ukraine in direct correspondence withUkrainians in the West, all of whom are under Prolog'sdirection. One of Prolog's collaborators, during a visitto the Ukraine in August 1968, worked with two Soviet Ukrainiandissidents on translations of Western authors and was promisedthat these translations would be published in Kiev. Aforthcoming anthology of Soviet Ukrainian prose in German,to be published in West Germany in April 1970, was compiledby a Prolog collaborator in Western Europe, in collaborationwith certain writers in Kiev. This collaboration servedto further her contacts with Ukrainian intellectuals and topave the way to the leading Ukrainian literary establishment.

c. Along the same line, Prolog's collaborators managedto persuade Mykola BAZHAN and his colleagues to include inBAZHAN's new history of Ukrainian art a number of Ukrainianemigre artists and supplied him with data about them neededfor the book. This book will give not only a positivepresentation of Ukrainian emigres but also should serve tostimulate other than official developments in the field ofSoviet Ukrainian art.

d. The distribution by mail and personal contacts ofliterature to Soviet citizens continues on a relatively highscale, particularly historical material which tends tostrengthen in the Ukraine the already strong trend tosolidify the traditional, historical aspect of Ukrainiannationhood. In addition to Ukrainian-language Westernpublications, Prolog collaborators delivered to Ukrainiandissidents copies of documents such as the Czech actionprogram and the "2,000 words". Of no less value was thedistribution of Western modern literature, which enablesUkrainian writers to translate directly from respectivelanguages instead of being compelled to retranslateRussian-language versions.
