Project summary

Since 1998, Children of Asia (CoA) has been providing

comprehensive care for children in distress on the island of Cebu.

This project offered to support the education of 25 brilliant students

so that they can enroll in St Martin de Porres Academy (SMPA), a

prestigious high school in Daanbantayan.

CoA has been providing them with the tuition fees. In addition, every

student received 2,000 pesos per year for miscellaneous feesto cover

uniform, school supplies, transportation …

The students can also require special help in the event of an

emergency

CoA has been working with SMPA since 2009 and acts as a funding

agency for the school which is the implementing partner.

1. Reminder: profile of the beneficiaries and previous interventions

The beneficiaries of Children of Asia’s program in Daanbantayan are underprivileged

households of the locality. They live in slum areas, in houses usually made of light

material, and most of the parents are fishermen, sari-sari/food vendors or tricycle

drivers. The economic situation of these families is very difficult, and financial

constraints lead their children to stop schooling after elementary.

Indeed, secondary education is, in theory, free in the Philippines, but in practice,

entails various costs: uniforms, school materials, school projects etc. These costs are

prohibitive for these poor families who can’t send their children to school.

Since 2009, Children of Asia (CoA) has been working with two partner sister-schools

run by the Daughters of Charity: Colegio de la Inmaculada Concepcion in Cebu

and Saint Martin de Porres Academy (SMPA) in Daanbantayan, to support these

children through secondary school.

In 2013, typhoon Yolanda has put even more pressure on the families in the area, as

Daanbantayan was seriously affected: most of the underprivileged population lost

their house and their livelihood (boats, sari-sari store …).

Children of Asia supported the rebuilding of the school and purchase of new

computers and printers, as well as the houses of the students benefitting from our

support. We also prov ided them with emergency assistance (rice and other basic

necessities) and livelihood assistance.

Furthermore, 8 students who graduated from SMPA in March 2014 were absorbed in

CoA’s educational sponsorship program and will be supported until they graduate in

March 2018.

Our support is thus crucial in order to keep children into formal education, .Indeed,

the cost of education is prohibitive for these families who are not even to able to

prov ide daily meals to their children. Access to such an excellent education as it is

prov ided by SMPA would be impossible for those families without the educational

assistance program of Children of Asia and the support of the LFM for SY 2015-2016.

2. Activities implemented and results

This project is the initiative of Children of Asia, who acts as a funding partner for

Colegio de la Inmaculada Concepcion (CIC-Cebu) and Saint Martin de Porres

Academy (SMPA), sister school of CIC in Daanbantayan. The schools implement the

project directly through their scholarship programs, and report to Children of Asia.

Collection of academic and vocational possible choices for next SY 2016-2017

Note : the K to 12 reform in the Philippines

Since 2011, an important reform of the Filipino education system has been

implemented: the K to 12. I ts main goal is to level up to international standards,

especially the ASEAN countries, in order to facilitate integration of Filipinos on the

global job market.

This means increasing the number of years of compulsory schooling before

graduation, and high school is div ided into two from June 2016 between: Junior High-

School (Grade 7-10) and Senior High-School (Grade 11 and 12).

Out of the 26 students supported by the LFM in 2015-2016, 3 were in Grade 10 and will

proceed to Grade 11 for 2016-2017.

SMPA does not offer Grade 11 yet though, so they will proceed to Senior HS in public

schools.

100% of the 26 scholars were promoted to the next Grade level.

They performed well academically for their final grades (see annex 1):

21 students have 80% and above (5 under 80, the lowest being 78);

8 are merit card holders;

1 got the first honors in his Grade 8 class;

1 “graduated” from JHS with honors.

13 students will remain in SMPA as CoA scholars ;

9 students will proceed to public school, after agreement between the student,

the parents, the school and the social worker in charge;

3 students will proceed to pubic Senior High-School, not offered in SMPA;

1 Grade 8 student will be replaced by his younger sibling in the program (Gr. 7);

1 student has been absorbed in CoA’s sponsorship program in Cebu: he was 1st

honors in Grade 8, CoA scholars’ President and moved to Cebu to live with his

relatives.

After a talk by the sisters on values and commitments, the students and their families

enjoyed a common lunch, before heading to the sea to enjoy the waves.

Although they live on the seaside, most of these students never have leisure time to

enjoy the beach: between their studies, household chores, taking care of their siblings

and helping their parents with the livelihood, their weeks are very busy.

The case of Richenelle Coniconde

Richenelle entered the program in June 2015 in Grade 7. In 2013, her house was

demolished by typhoon Yolanda. Since then, she temporary lived in a very small

makeshift shelter where the family was sleeping on the floor.

Richenelle lives in a room in SMPA as a working

student: she participates to the chores in SMPA in

exchange for the room and her food and goes

home during week-ends.

After the home v isit in June 2015, Children of Asia

prov ided PHP 20, 000 to rebuild a house for her

family, which was finished in September 2015.

The family now has a house to live in safe

conditions.

On December 1st 2015, Chloe Wagner, the Director of CoA in the Philippines met

with the LFM students who follow the program in Daanbantayan, to give them

updates about the students.

She exposed the case of Richenelle to them, and the support given to her family by

CoA. They now have a safe house to live in, but they still need to build a comfort room

in order to have access to all the basic commodities.

Chloe explained that the funds transferred from LFM to CoA exceeded the initial

budget by PHP 19,041.19, due to the exchange rate of the money donated by two

schools in France.

As a matter of fact, PHP 20,000.00 was the approximate amount needed to build the

CR for Richenelle and her family. Thus, her question to the LFM students was: do you

agree to use these extra funds to give the last lift to this family?

After a little debate occurred between the students: would another family need the

money to rebuild a roof or walls for their house? This would allow to extend the support

to more people? I t was finally agreed that it made more sense to take the process to

an end for Richenelle, her mother and siblings.

Thanks to this generous decision, this family now has a proper CR along their house.

Furthermore, given that the materials and labour were provided to them, they

managed to improve the dining area with efforts in sav ings and hard work.

3. Perspectives for SY 2016-2017

For 2016-2017, CoA will continue providing support to 25

students from SMPA in Junior High School: the 13 students who

were included in the program last school year, as well as 12 new

beneficiaries, who have already been selected by the social

worker.

The school supplies for SY 2016-2017 have already been

distributed (pictures).
