DEVELOPMENT OF SMART GRID & SMART METERING SYSTEM IN INDIA

• Electricity is Power of God.

• Development cannot be imagined without electricity.

• India is having adequate capacity of generation.

• Development of non-conventional source of energy has

contributed & going to contribute a lot in generation.

• Transmission System has strengthened.

• Distribution System has also improved a lot & are

further under improvement with the help of DDUGJY &

IPDS Scheme of Govt. of India.


• Apart from all these, effective, optimum utilization with

low loss system is a challenge.

• Smart Grid and Smart metering may contribute a lot for

optimum utilization, reduction in loss, increase in

availability of supply Hours, effective management,

effective metering and finally consumer satisfaction will

improve.

• Distribution system in India is Manned operated.


• 33 KV, 11 KV & LT networks are distributed in 40% to 60

% ratio in urban & rural areas. Operation &

Maintenance of these lines are practically on non-

technical mode. These needs to be addressed first with

the use of smart equipments / automatic equipments

to identify / locate the faults / nature of faults, along

with isolation of faulty sections to bring the distribution

lines in smart grid category, these needs to be

addressed first.


• Urban Network / area can be taken on priority which

contribute maximum consumption of power in

domestic, commercial & industrial category.

• Experience of Canada can be utlized to improve these

distribution system and in other way Canada Smart Grid

Forum may contribute on PPP Mode to Utilities.

• All 66/11 KV , 33/11KV substations are also manned

operated. Efforts are being made to make these

substation in urban area in Smart Grid System. However,

achievement is still negligible.


• Canada Smart Grid Forum may contribute in installation

of Smart Grid on Pilot Mode and bring it in operation in

big cities specially in cities of Madhya Pradesh like

Indore, Bhopal & Jabalpur, which may further expand in

whole area of these declared Smart cities and like wise

in other states of India. But, this is possible only with the

comprehensive plan of IT with installation of Smart

equipments in lines and substations, because due to

lack of coordination in IT and Smart Grid equipment

suppliers effective results takes time.


• Govt of India may formulate a guidelines for

construction of 33/11 KV substations in urban area with

the specifications of smart grid equipments for effective

implementation and reduce expenditure on account of

this in future.


• Smart Metering System is also a big challenge in

Distribution Utility specially in Madhya Pradesh, Power

supply is 24 Hrs even in villages, Power generation is

surplus but still distribution utilities are in loss although

100% HT consumers and 100% consumers having load

above 10 KW in district places are on remote metering

system. But, it is very less in percentage of total

consumers in a city like Indore, Bhopal & in Jabalpur.


• Govt. of India has already made provision for

consumers having consumption of above 500 units per

month but due to mix category of consumers /

consumptions it is practically possible to make a

protocol for installation of smart metering on 11 KV

feeder basis which will give some effective results and

step by step all KV feeders may be converted into smart

metering system within shortest period which will easily

help the utility as well as consumers.


• Indore DISCOM has planned to act on theses practical

approach.

• Financial assistance is hurdle for implementation of

Smart Metering System as a whole.

• Canada Smart Grid Forum may contribute in

implementation of Smart Grid System on 11 KV feeder

basis either on PPP mode or on Pilot System initially.


• In metropolitan city installation of Solar system will

improve, as such smart metering with inclusive of solar

system metering with the principle of net metering

policy of Govt. of India needs to be looked into and

adopted.


• Lastly the smart grid and smart metering system is the

need of hours for effective supply arrangement, reduce

losses, effective consumption, reduce wastage of

energy, effective management of power system and

finally better satisfaction to the consumers on optimum

price.
