In Memoriam
Dr. Marjorie Peace Lenn, who passed away on October 16, was a guiding force behind AIRC. Marjorie brought to AIRC her vast expertise in accreditation, standards, and transnational quality assurance from the first days of our existence. She shaped the initial draft standards, created the AIRC Certification process as we know it today, wrote the self-study guide and the Certification Process and Standards Manual, and trained the external reviewers and the Certification Board. It can be said without exaggeration that without Marjorie, AIRC could simply not have grown as quickly and successfully as it has.
Although Marjorie had many successes in her long career, she considered AIRC special and would no doubt value its rapid progress as one of her finest legacies. Her final gift to AIRC was shepherding us through a third Certification round and handing us a thoroughly tested and proven system. All of us at AIRC owe her an enormous debt of gratitude. Our best tribute to her is to continue to improve the process she started, to uphold the standards she helped to shape, and to work together to grow professionally.

Dear Colleagues:
On behalf of the Board of Directors of AIRC, I am very pleased to welcome you to our second annual conference.
In the year that has passed since we first gathered in Miami, AIRC has grown rapidly and evolved into a strong and highly recognized force for change in U.S. higher education. The commitment of you, our members, to quality and professionalism in the use of agency based recruitment has impressed government agencies and association executives as well as a broad range of leaders in higher education institutions and partner agencies.
AIRC is also a community of individuals who care about students and student mobility. The second annual conference is an opportunity for members of the community to get to know each other, our concerns, and our solutions.
Thank your for your interest and your participation.

This session will discuss the findings of the 2010 ICEF Agent Barometer and will examine the views from an agents’ perspective on how placement patterns are changing over time, including projected student mobility patterns and how external factors such as visa regulations, competition over market share and financial fluctuations are impacting upon agent opinions of student recruitment and enrollment internationally.
This session unveils how your agent network can be your greatest asset providing you and your students with first class service, or your greatest liability consuming your time and resources – all depending on how it’s managed
An open discussion on the pros and cons of institutional rankings
Overview of student market issues in selected countries and regions
This session will look towards sharing best practices by introducing how Drexel’s International Representative Program was devised and designed, how companies were searched, selected, and trained, how the program has been integrated into the University, and the lessons learned along the way. The session will encourage full participa-tion from institutions and agencies regarding their own experiences and opinions.

AIRC was conceived and created by accredited U.S. colleges and universities as a 501(c)(3) non-profit Standards Development Organization in order to address known deficiencies in the higher education marketplace through the adoption of ethical standards. Such standards are used successfully by a range of associations concerned with the intersection of business and professional practice.
AIRC believes that international students considering a U.S. education make an investment not only in their future, but also in the future of U.S. interests when they return home, mature, and build new business and diplomatic partnerships. AIRC believes these students’ investment decisions should be made with the most in-depth knowledge available to ensure the investment is sound and objective. AIRC also believes that the internationalization of U.S. institutions of higher education is a vital step to their educational missions. This process is best served by attracting students from other countries who are well matched to the institution and whose expectations are met by transparent knowledge of the institution’s strengths and weaknesses. Few institutions have the staff or budget to adequately perform this role and therefore in-country agencies with recognized standards and practices are critical to realizing this mission. Agency compliance with AIRC standards makes it possible for institutions to choose agencies that have adopted these recognized standards, are well trained on all aspects of U.S. higher education, and which have consented to periodic external review as part of a comprehensive certification process. AIRC professional development processes ensure that both agents and institutions can collabate in ways which enhance the interests of the students while meeting the goals of both institutions and agencies.
Finally, AIRC believes that U.S. strategic and economic interests continue to be served by attracting the best and brightest students into our higher education system. Our colleagues and friends in Australia and the United Kingdom share this belief. They have demonstrated that the creation of recognized and ethical standards in the recruitment agent industry is a highly effective means of ensuring an enduring match between students and institutions and that students are treated honestly and with respect, thereby improving both student mobility and the productivity of the educational process.

AIRC Mission StatementAIRC is a non-profit organization controlled by accredited United States educational post-secondary institutions. The purposes of the organization are to• Develop standards of ethical practice pertaining to recruitment of international students to American educational institutions, such
standards to address two constituencies: educational institutions and student recruitment agents; • Develop best practices and training to assist overseas student recruitment agents and institutions themselves to better serve both students
seeking admission to American educational institutions, and• Establish a framework through which participating agents can have their practices certified. In addition, the organization may undertake
other activities as are necessary to accomplish its goals.
