Microsoft PowerPoint - ColoradoMassacre.pptSecond Amendment: protects the right of the people to keep and bear arms.
“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
Actual language:
• 1934 – Congress passed the National Firearms Act – Response to organize crime during
Prohibition – This was the last time the Supreme Court
directly addressed the Second Amendment until 2009 when it overturned a 30+ year ban on hand guns in Washington DC and Chicago, thus reaffirming the 2nd
Amendment for individuals.
Colonial times: Required all white men to keep and bear arms, Local militias, 2nd Amendment passed to make sure that Congress could not pass laws to disarm state militias – appeased Anti-Federalists
The Second Amendment: Right to Keep and Bear Arms
But it won’t fit in my purse?!!
In 2008 and 2010, the Supreme Court issued two Second Amendment decisions. In District of Columbia v. Heller (2008), the Court ruled that the Second Amendment protects an individual's right to possess a firearm, unconnected to service in a militia and to use that arm for traditionally lawful purposes, such as self-defense within the home. Additionally, the Court enumerated several longstanding prohibitions and restrictions on firearms possession that it found were consistent with the Second Amendment.[3] In McDonald v. Chicago (2010), the Court ruled that the Second Amendment limits state and local governments to the same extent that it limits the federal government.[4]
Brady Bill ~ adopted in 1994 and named for the victim during the attempted assassination of Pres. Reagan. Makes it legal to possess hand guns if the owner waits 3 days to pass a background check. HOWEVER, most traveling gun (X & VA) shows do not require a background check.
Ban on Assault Weapons (Clinton; ten year time limit).
Not renewed by Bush or the Republican-controlled Congress prior to the 2004 elections when it expired, thus assault weapons are legal in the US including AK47.
Since the expiration of the ban in 2004, 650 people have been shot and 300 have died.
2009 Texas Legislature proposed a bill to allow guns on college campus that failed in the final hours of the Session. It was re-introduced in 2011
GLOCK Trademark is a weapons manufacturer headquartered in Deutsch-Wagram, Austria and currently producing 39 models of handguns used by a majority of US law enforcement agencies and military personnel. Their handguns are also very popular with civilians for personal protection and practical shooting.

May 3 2010 AP Gold-plated, diamond-encrusted weapons are shown to the press after they were confiscated when the army seized a ranch in Zapopan, Mexico.
According to prosecutors, the weapons are believed to belong to the Valencia gang, allies of the powerful Sinaloa drug cartel, and most of the 31 pistols found in the raid had gold or silver-plated grips or glittered with diamonds.
Guns are not readily available in Mexico, but the drug wars smuggle guns from the US in exchange for drugs. These too could become “fashion statements” and status symbols for those wanting them.
Which is a toy and which is a Glock? That's the decision the Brownsville cops had only an instant to make before killing an 8th grader who refused to drop the weapon. They guessed wrong. BROWNSVILLE — Officers shot and killed an eighth-grade student in a middle school hallway after he refused to drop the air gun he'd smuggled into school, police here said Wednesday. Jaime Gonzalez, 15, was pronounced dead at a local hospital at 9:15 a.m., about an hour and 15 minutes after police responded to a 911 call reporting an individual with a gun.

AURORA, Colo. (AP) — A graduate student in a gas mask barged into a crowded Denver-area theater during a midnight showing of the new Batman movie Friday, hurled a gas canister and then opened fire, killing 12 people and injuring at least 70 others in one of the deadliest mass shootings in recent U.S. history.
The suspect had an assault rifle, a shotgun and two Glock pistols, a federal law enforcement official said. Bomb making materials have been found in his residence.

Suspects often alter their appearance to assume roles as
part of their disguise.
Such events “bring the community together” and re- evaluate society’s position on issues of public safety vs. personal freedoms.

There are also individual shootings (such as Chicago) not included here because they occur singularly.
Texas “castle doctrine” allows justifiable killing to protect home, family, and property. However, the shooter must comply with all aspects of the law and not be the aggressor.
Militia groups are citizen activists who are distrustful of the federal government and accumulate weapons in their own defense. The number of groups has skyrocketed since the election of Obama and many of them are shrouded in white supremacy and survivor mentality.

Denver metro area has many separate incorporated cities that coordinate their efforts on a regional basis.
No single city could afford to train all of its employees, but regional planning and coordination allows them to share their resources in times of emergency, such a police, investigators, and medical services during the movie massacre.

DIA Airport Terminal is designed as a series of tent structures to simulate the mountains of the background.
Greenwood Village and Aurora are both Denver suburbs with limited resources, but regional planning allows the entire community to work together, each by specializing to provide shared expertise for all in times of crisis, such as the Denver movie massacre.

CAUSES: No jobs, no recreation, no education, high rate of homeless, no air conditioning in a hot summer, racial tensions, and ready availability of guns resulting from 2009 Supreme Court overturn of a previous ban on hand guns.
Summer 2012
Increase in murder rate of 40+%; over 250+ people murdered in 6 months.
The week after the 2011 Congressional Inauguration, a 22 y/o gunman shocked the nation when he shot Gabby Giffords and assassinated 6 others, including a 9 y/o child at a shopping center townhall meeting in Tucson.
The tragedy and fear in this shooting is that all elected officials have no Secret Service and no bodyguards for protection. At best, they may have a
‘driver’, so they are extremely vulnerable to violent citizens.
2011
Sarah Palin had called for the “targeting” of numerous Democratic Congressmen, specifically using gun sights. Most of these Democrats retired or were defeated in 2010, except for Giffords, who fell victim to a psychotic gunman.
Points to Consider for Your News Analysis:
• What previous, similar events have occurred? • What laws [or lack of laws] have allowed this to happen?
Local, State, & Federal? Laws violated? • What is the media reaction? Local, National, & Global (BBC,
other)? • What police, medical, and governmental agencies have
responded for assistance? How have they worked together? – Local police, county sheriff, FBI, bomb squad, etc.
• What rights does the shooter have and what is the criminal justice process for him? Investigation, Collection of evidence, Arrest, Jail, Arraignment in court, Trial, Sentencing, Incarceration? Death penalty? Defense by insanity?
• What legal changes are needed [if any] to insure public safety and who can make those changes? The people? Legislators??
