– How to make sure that this people to people partnership builds on what exists and is co-owned by CSOs?

– Will it allow for another type of monitoring? More political, more inclusive? Real involvement of MS?

– Does the action plan provide measurable commitments?

• What will be the agenda of the Summit ? • Will the Summit deliver on a real change on a
