The Commission had received information that Flamingo was offering and had possibly sold securities without the required registration under the securities Act of 1933. The Commis- sion barred Harsh from association in any capacity with any broker-dealer, investment company, investment adviser or municipal securities dealer, provided that after two and one-half years, he may reapply for association in a non-proprietary, non-supervi- sory capacity upon a showing that he will be adequately supervised.
