JOB HIGHLIGHTS SEARCHING JOBS ONLINE WITH NATIONAL CAREER SERVICE PORTAL Deepak Razdan T he 46th session of the Indian Labour Conference (ILC) on 20th July, 2015 turned historic when the Prime Minister, Shri Narendra Modi, launched the National Career Service (NCS) Portal to begin the process of introducing information technology in the delivery of services at the country’s 978 employment exchanges. The pre- vious system under the National Employment Service required job seek- ers to physically visit the Employment Exchanges for registration, verify their records and then wait for opportunities to come. The employers too had to visit Employment Exchanges for posting job vacancies and obtaining lists of eligible candidates with little flexibility. Thus both job-seekers and employers were unsatisfied. Bringing people and oppor- tunities together, the NCS portal now provides a nation-wide online platform for job-seekers and employers for job- matching in a dynamic, efficient and responsive manner. If one looks at the unemployment data, and the number of educated job- seekers, the NCS Portal launch is most timely. In December, 2013-end, there were 468 lakh job-seekers registered with the employment exchanges, over 302 lakh of whom were men and over 165 lakh women. The total number of placements through the exchanges during 2013 was just 3.49 lakh – 2.90 lakh men and 0.59 lakh women. Nearly 60 lakh job-seekers registered them- selves with the exchanges during 2013. With the overall unemployment rate in the country staying over two per cent as per the latest Economic Survey, the job-seekers’ data strongly highlighted the necessity of utilizing IT tools to speed up the job-placements. The NCS, which is transforming the National Employment Service into an IT-based service platform, makes avail- able a rich repository of career content on over 3000 occupations across 53 sectors. The services under NCS are available online and can be accessed directly, through career centres, Common Service Centres, mobile devices, cyber cafes. The NCS Portal will also facilitate organisation of job fairs where both employers and job seekers can interact. A dedicated helpdesk (multi-lingual) is also avail- able from Tuesday to Sunday on 1800- 425-1514 for assisting users. The Government has also approved the establishment of 37 Model Career Centres which will be functional this year. The NCS is also establishing a network of Career Counsellors to make the career centres become the hub of Career Counselling in their area. The National Career Service (NCS) also offers a variety of other services like information on skill development courses, apprenticeship, internship, career counselling, etc. All registrations on the NCS Portal are Aadhaar based, with national portability. Data for over 2 crore jobseekers registered with state employment exchanges is on the NCS portal. They can activate their accounts using Aadhaar. Over 9 lakh establish- ments having Labour Identification Number (LIN) are on the NCS portal and they can post their vacancies. All 978 employment exchanges have been given user IDs and passwords for acti- vating their accounts. States have been requested to publicize usage of the NCS portal for posting vacancies and job matching. Several states (Andhra Pradesh, Gujarat, Jharkhand, Madhya Pradesh, Manipur, Telangana) having employ- ment exchange data in a database have integrated with the NCS portal. Remaining states having manual sys- tems can directly log on for new regis- trations. Information on courses of over 11,000 Industrial Training Institutes (ITIs) and 12,000 Vocational Training Providers (VTPs) is available on the Portal. I t is said that there are two criticaldecisions we take in our lives. One is

the choice of a life partner, and the sec-ond, the choice of a career or profes-sion. These two important choicesdetermine whether we will be happyand successful in life, or not. And whilewe give ample time, attention andexpenditure to the first, very often littlethought is given to choosing a career.

And yet - career counseling, i.ehelping others make decisions abouttheir working lives, is possibly the old-est in the world and has now, in recentyears, gained importance and popular-ity. Choosing a career is a complexprocess, more so as there are thou-sands of jobs, and new ones being cre-ated all the time, many more aspirantsfor every study course, and hundredsof applicants for every profession andpost. Yet there are over 30 million edu-cated candidates who remain unem-ployed, a majority of them unemploy-able.

This is so because often a careerdecision is made on the basis of unre-alistic professional aspirations, inade-quate knowledge, parental and societalpressures and emotional factors thatshould rightly be irrelevant to this deci-sion. Our society is specifically one thatfinds no child worthy unless he canbecome a doctor, an engineer, busi-ness manager or a chartered account-

ant, ignoring the fact that each individ-ual is unique in abilities, values, inter-ests and personality styles, and couldbe eminently successful in anyone ofthousands of work opportunities thatexist today.

The role of the Career counselor is,therefore, to assist people with objec-tive and professional guidance that canenable them explore, pursue and attaintheir career goals.

Professional career counselling hasbeen introduced into most schoolstoday as it helps improve the perform-ance of students to a great extent,enabling them to grow physically, men-tally and emotionally with the knowl-edge, motivation and freedom to makeinformed career choices.

Career counselling basically con-sists of four elements: i) helping individuals to gain greater

self-awareness in areas such asinterests, values, abilities, and per-sonality style,

ii) linking individuals to job opportuni-ties, information and resources sothat they can become more knowl-edgeable about jobs and studypaths,

iii) engaging students in the decision-making process in order that theycan choose a career path that iswell suited to their own interests,values, abilities and personalitystyle

iv) assisting individuals with job

Developmentof assessment tools for aptitude and interestassessment for the candidates is also likely.Workshops to engage with industry, industryassociations, Governmental departments andundertakings for posting vacancies are alsoenvisaged.

To enable people take their destiny into theirown hands and be competitive in the globalarena, the Government launched three impor-tant initiatives. “Make in India” which willgenerate employment opportunities,Skill India which will bring to the foreskilled manpower and Digital Indiawhich will bring the power of theInternet and technology to the vastmajority.

The National Career Service iswhere it all come together -- bridg-ing the gap between those who needjobs and those who want to hire them,between people seeking career guidance andtraining and those who can provide the coun-selling and training. All of them come togetheron one platform through convergence of infor-mation that is useful to all of them.

The NCS aims at reaching out to the youthin particular, through a well-designed structurethat offers jobs at the click of a button. In casepeople are unable to register online, they canregister themselves by visiting the nearestCareer Center and get notifications on all kindsof jobs, career counselling, job fairs and variousother employment-related services. TheGovernment is transforming EmploymentExchanges and University EmploymentInformation Guidance Bureaus into CareerCenters. The multilingual call centerwill cater to the needs of those who face diffi-culty in registration or have other queries. Theunique feature of the Portal is that it will empow-er the job-seekers to find the right job. The job-seekers can now make an informed decision bygoing through the 3000+ career options avail-able to them from as many as 53 industry sec-tors on the NCS platform. All they have to do isregister online on the portal or offline at careerCenters or CSCs. They can get career guid-ance through counselling, attend job fairs andcareer exhibitions, all of which will enable themto make the right choice of career and succeed.

The Portal helps the employers to pick theright talent. They can now locate the talent mostappropriate for their organizations by looking

through a countrywide database of workforcefrom blue-collar workers to white-collar staff.They simply need to register, at no charge,online or offline, post jobs, search and selectjob- seekers with the right profile and make joboffers as necessary. And they are sure to findthe best talent for growth. Another impor-tant feature of the job Portal is the timely guid-ance from counsellors. Should a job-seeker beconfused about which career to choose, or whatjob to move to for better prospects or whether askill upgradation is needed to land a better job,he or she can now turn to one of the careercounsellors of the NCS. They are a part of acountrywide network of experts who can pro-vide valuable guidance.

Job-seekers can view their profiles, contactnumbers and book appointments online to getgoing. The mode of counseling-telephonic in-person or video conferencing is up to the job-seeker. Those who have completed schooling

or are fresh graduates, can browse throughthe courses offered by the training

providers to enhance their skillsincluding IT skills and soft skills. Withskill enhancement they can look forbetter employment.

For those who are looking for special-ized training to enhance their capabili-

ties to get better jobs, the NCS platformprovides extensive, countrywide information ontraining facilities in every sphere of industry andarea of skill with the facility to download profileof trainers, address of institutes and more. Allthis can be accessed with ease at the NCSPortal or at the Career Center. A unique featureof the Portal is providing specialized serviceswithin localities. The NCS portal brings togetherhouseholds with those who offer specializedservices for homes like drivers, electricians,plumbers, carpenters and others, all of whomare local area service providers. On one handthis helps the small needs in the household tobe addressed smoothly while on the other handit generates employment for the people at thegrassroots. These service providers areAadhaar authenticated to ensure security of thehousehold.

The NCS Portal provides the job-seekerseasy reach -- anytime, anywhere. The singularadvantage of the NCS is that no matter wherejob-seekers are, the job search moves withthem. They can search the NCS Portal onlinefrom any computer or mobile device. For any ofjob-related queries, they can call on the toll-freehelpline number, or visit the nearest CareerCenter or Common Service Center. The job-seekers need to explore the Portal’s variousservices for their benefit.
