Human trafficking and forced labor in seafood production are increasingly reported despite the develop-ment of ethical standards, audits, and certifications. The session will explore FDAs direction regarding enhancing seafood HACCP regulations given the recent final rules under the Food Safety Modernization Act (FSMA). The speakers will discuss FDAs enforcement of laws against seafood processors using FDA and customs laws, regulations and administrative authorities.
2:00 PM - 3:15 PM Global Dialogue on Seafood Traceability First Year Progress UpdateModerator: David Schorr, World Wildlife Fund Level 1, Room 153A/B
As the private sector and governments move toward trace-ability and legality in seafood, it will be important to follow a shared global framework. Such a framework would allow efforts to scale much more quickly and build upon a combination of existing private-sector voluntary standards and harmonized governmental regulations. Seafood traceability practices should employ the same tools and practices that already enable glob-ally inter-operable phone systems, banks and automated teller machines (ATMs), package delivery services, and many other products and services common in worldwide commerce today. The Global Dialogue, which is led by the Global Food Traceabil-ity Center (GFTC) and WWF, and which regroups Industry, NGO and Policy leaders, is working on solving the inter-operability issues within the seafood sector. This panel session will pro-vide a summary of progress achieved since March 2015, and what outcomes can be expected once the Global Dialogue is completed. This final session will be held in conjunction with a side-event during which feedback will be sought from inter-ested stakeholders.

Everyone who sells aquaculture seafood in the United States needs to understand how the U.S. Food and Drug Administra-tion regulates antibiotics and other drugs used in aquaculture. All seafood sold in the U.S., regardless of the country of origin, must meet FDAs regulatory requirements for aquaculture drugs. Currently FDA has approved very few drugs for use with farmed fish, the consequence of which results in the illegal use of unapproved drugs to treat illness in fish. This results in FDA refusals of imported products, negative views of farmed fish, concerns with aquaculture practices leading to the develop-ment of antibiotic resistant bacteria, and potential risks to consumers. A panel discussion will provided attendees with information on FDAs regulations and compliance activities for aquaculture drugs along with steps processors and importers must take to ensure that the product they sell in the United States will comply with U.S. Laws and regulations.

Consumer confidence and trust in aquaculture often stands on shaky grounds. This session explores what can and should be done to build trust in aquaculture. Aquaculture promises to be centrally important in our food future. Done properly it offers the most environmentally conservative path to produc-ing protein. One small example of this is the enormous differ-ence in the FCRs of fish and hooved animals. Many others exist. However, there is a paradox inhibiting aquaculture from grow-ing to its potential. Consumers readily accept that animals from terrestrial sources be farm-raised; indeed there is frequent back-lash to hunting wild animals. However, when sourcing animals for food from the sea there is a notable bias in favor of hunting. In this session we will review the history of the criticisms that led to the predisposition against aquaculture, what has been done to address those criticisms and what gaps remain. We will then discuss ways to engage consumers in discussions about the public health, environmental and agricultural benefits that farming fish offers to produce the delicious seafood we eat.

Seafood trace-ability systems are built on the ability to capture accurate and verifiable information about fish harvests and their derived products throughout the supply chain. Fisheries around the world are exploring the use of technology systems (e.g., vessel monitoring systems, electronic landing receipts and vessel trip reports, electronic monitoring systems, etc.) as a way to im-prove compliance with regulations transparency in the seafood supply chain, and to assess fish stocks, access new markets and lower the costs of doing business. These technologies can quickly and inexpensively create data collection systems to assess stock condition and establish sound management rules, while simultaneously improving market access for local fishing communities and the fishing industry.

Seafood supply chains that are free from IUU, human rights abuses, mislabeling, and other forms of seafood fraud require robust end-to-end traceability networks that achieve five core functions: Internal traceability, product-data-pairing, supply chain transparency, vessel-dock data capture, and data verifica-tion. The worlds leading traceability technology companies tend to focus on one or two of these core functions, but no company can provide all five. Therefore, whole-chain trace-ability not only requires collaboration among seafood trading partners, but also among technology vendors. Through its Pod process, Future of Fish has convened a group of technology vendors to explore what this type of collaboration might look like. Panelists include Pod members, who will discuss their work to-date and future plans for joint projects. Session is aimed at technology vendors, seafood companies interested in traceabil-ity, NGOs, and policymakers.

This is an excel-lent opportunity to gain an understanding of industry oversight from the National Oceanic Atmospheric Administration, U.S. Customs and Border Protection, Food and Drug Administra-tion, and the U.S. Department of Agricultures Country of Origin Labeling Program.
12:45 PM - 2:15 PM Building a Transparent Supply Chain: Traceability Solutions for Fisheries Large and SmallModerator: Jesse Marsh, International Seafood Sustainability Foundation Level 1, Room 153A/B
This session will discuss how the private sector can be a sig-nificant change-agent when it comes to making IUU fishing a thing of the past, and how the industry can and should be us-ing all available tools and indicators to help create meaningful transparency in the supply chain. In doing so, we can continue to create a distinguishable market for sustainable behavior that rewards responsible fishing while obstructing the profitability of bad actors. Market influence can be a powerful driver in eliminating the illegal market, and it is crucial for our success in eradicating IUU fishing. Companies can make a choice to be transparent in their sustainability practices by taking advantage of several tools currently available -- the ISSF ProActive Vessel Register (PVR); fisheries with MSC certification; participation in ISSF; participation in a fishery improvement project (FIP), and other resources. This enables all pieces of the supply chain, for large-scale and small-scale operations, to identify good actors and sustainable practices.

The international seafood industry is diverse and complicated; it involves multiple types of sources from many locations. Every part of our fisheries and aquaculture industries depend on a healthy ocean: direct seafood sources, operational locations, transport, and even feed for onshore aquaculture. However, the ocean is becoming warmer, deeper, rougher and sourer. Global warming is sending our already delicate, interconnected and complex marine ecosystems into a period of rapid flux. Increas-ing ocean temperatures are already causing reduction in fish size, earlier lobster molting, and changes in spawning locations, migratory pathways and the depth (or latitudes) where other commercially targeted species occur. More frequent, more severe storms may make transport less reliable, and threaten ports and other near shore infrastructure via sea level rise and storm surges. Ocean acidification driven by dissolved carbon has the capacity to affect commercial seafood species such as shellfish, but it may also dissolve food resources at the base of the ocean food web. You have revenue at risk. Facing extreme weather risk means changing your business models. Are you preparing your businesses for the wild harvest scarcity, storm disruptions predicted by climate change and ocean acidifica-tion? Are you thinking of upgrading infrastructure, renewable energy and backup power, improved weather prediction on vessel and on shore, decentralized production, local processing and consumption, and shorter transport distances? Do we have substitutes for feed?

Aquaculture provides 50% of the worlds fish protein and is touted as the only way to meet future seafood demand but it faces a myriad of challenges. The solution is, in theory, simple; improve it! But how do we get started? The tools and funding are available and there are so many opportunities for improve-ment but getting proposals going has been difficult. The panel will introduce improvement funding opportunities and key areas where each focus. The audience will then be asked to think about project concepts and discuss ways to get efforts to get these projects started - which the panel can offer advice on how to access funding through their initiatives.

Seafood consumption in the United States averages about four ounces per week for all fish and one ounce per week for fish high in omega-3s as measured by the National Health and Nutrition Examination Survey (NHANES). This is far below the seven ounces a week recommended by the American Heart Association and other experts to promote a healthy diet. The 2015 Dietary Guidelines Advisory Committee recognized the contribution of seafood to good nutrition and explored issues of seafood sustainability. Research has shown that common barriers to consumption are price, taste and seafood quality, preparation and origin. Recent consumer research conducted by Porter Novelli shows that adults older than 29 eat seafood more often; consumers are less likely to want to cook; they look for foods they can eat on the go; seafood consumers perceive their diets as healthy; and they consider the environment when making food choices. In this landscape, the seafood industry must identify how to transform challenges such as, cost, taste, preparation and sustainability into opportunities to increase the industrys success and the publics health. This session will further explore the convergence of seafood, nutrition and other areas of consumer interest and offer potential solutions to increase seafood consumption.

In an effort to improve the management of the worlds fisheries, add catch accountability and combat IUU fishing , an increasing number of countries, regions and Regional Fisheries Manage-ment Organizations (RFMOs) are requiring catch documenta-tion and certification to verify the legality of catches and docu-ment the who, what, when, where, and how a fish was caught. This panel will convene a range of experts to explore their experiences with the range of catch documentation programs in place around the world. Experts from international seafood companies, domestic fishermen and processors and other international fisheries policy experts will speak about imple-mentation of the programs, their experience with the catch documentation, and the conservation, marketing and efficiency value of these programs.

A leading seafood ecolabelling organization reports that it has certified 10% of worlds fisheries. Does this mean the remainder of fisheries are unsustainable? Of course not. In fact, leading sci-entists have stated that certification is no longer about sustain-ability, but eNGO values of acceptable environmental impact and most fisheries for which there is data are being sustainably managed. The current system to certify fisheries will never come close to providing assurances on the sustainability of all global fisheries. A number of initiatives are underway to intro-duce new options to assure sustainability, reduce the duplica-tion of assessments, and eliminate costs by certifying manage-ment systems as opposed to individual fisheries. Ocean Trust and NOAA have been working since 2012 to bring a systematic approach to seafood certification. This session will present an overview on the assessments of fishery management systems in the US and Gulf of Mexico; a review on the status and sus-tainability of global fisheries; and the success of emerging new programs that address sustainability of global fisheries.
