“Seafarers’ Welfare in Canada” Montreal, Quebec — April 13, 2018 Introduction: The efficient flow of goods through Canada’s waters is essential to our economic success. The proficiency and safety of logistics chains and cargo operations is a miracle of our modern world, but the real strength of the maritime industry – both domestic and foreign – is its people. Yet, due to the intensely global nature of shipping and the unavoidable stress on the shipping industry to keep costs down, it is often the crews of ships that feel the heaviest pressures of the sector. Industry, labour, and government stakeholders continually dialogue to safeguard the welfare of seafarers, notably through the ratification of the Maritime Labour Convention, 2006. This one-day seminar gathers a wide network of those interested in seafarers’ welfare in Canada to expand the conversation and cultivate a network of support for the benefit of seafarers. Speakers Chad Allen is the Director ofMarineOperations at Shipping Federation ofCanada. Shipping Act (CSA) Reform Project, the CSA 2001 RegulatoryReform Project, and many other regulatory projects in MarineSafety and Security, in the capacity of both Chief and ActingDirector for Regulatory Affairs. She has held the position ofTransportation Lead for the Canada - United States RegulatoryCooperationCouncil (RCC) Secretariat at thePrivyCouncilOfFice(PCO).ShestudiedPoliticalScienceattheUniversityofOttawaandis a recent graduate of the CertiFicate Program in RegulatoryLeadership from the University of Ottawa and the University ofCarleton.

Patrice Caron is the Executive ViceP r e s i d e n t o f t h e S e a f a r e r s 'International Union of Canada (SIUCanada) and President of theSeafarers Entertainment and AlliedTrade Union (SEATU). Patrice is incharge of negotiations throughoutCanadaandinternationally.WithintheITF, he is part of the Offshore TaskForce, the International Bargaining

Forum (IBF) and the Fair PracticesCommittee. He is part of a working group at the InternationalMaritime Organisation (IMO) on the Carriage of Containers andCargo(IMO-CCC).HesitsattheInternationalLabourOrganisation(ILO) in relation to theMLC, 2006. Patrice holds the position ofSecretaryTreasurerattheQuebecPortCouncilwhichispartoftheMaritimeTradesDepartment(MTD),agroupofUnionsthatsharecommon interest. He is the Co-Chair of the Quebec SectorielComitéwhich addresses the human elementwith regards to theseafarersthatresideintheprovinceofQuebec.Patricestartedhiscareer in the CanadianNavy as amarine electrician. In 1989, he

moved on to the merchant marine with the SIU Canada. Havingsailedover FifteenyearsonCanadianvessels,hewascalleduptothe SIU ofFice in 2001, to hold positions such as representative,organizer, port agent, and ITF Inspector. These positions haveprovidedhimwithwideexperienceandknowledgetounderstandtheindustryandtobringsolutionsthatarebeneFicialtoseafarersandservetheirinterests.

Capt.YossLeclercisPresident&CEOof Logistro. Yoss has over 25 yearsexperience in navigation, logistics,transportation and port industry,including work at senior levelpositions both at sea and ashore. Hehas led and provided expertise formany largeanddiverseprojectsusinghis unique experiences in portoperations,safety,security,emergencyp rep a redne s s , e nv i ronmen t a l

protectionandprojectmanagement.HeisamemberoftheboardofdirectorsoftheInternationalSailors’SocietyCanada.

KatherineLippel,LLL,LLM,FRSC,isafull professor of law at the Faculty ofLaw (Civil Law Section) at theUniversity of Ottawa and holds theCanadaResearchChairinOccupationalHealth and Safety Law. She is also amember of the CINBIOSE researchcentre. She specialises in legal issuesrelating to occupational health andsafety, workers' compensation andreturn to work after work injury. Shehas received various awards for herresearch including the Prize forExcellenceinResearch,2010,fromtheUniversityofOttawaandtheAwardfor

AcademicExcellenceoftheCanadianAssociationofLawTeachersin2005.Shewasmadea fellowoftheRoyalSocietyofCanadain2010. In 2017 she was awarded the Social Sciences andHumanities Research Council Gold Medal, the Council's highestaward. As a co-investigator with the On the Move Partnership,Katherine Lippel leads the policy component of the team’sresearch program. Her own research focuses on occupationalhealthandsafetyandworkers’compensation.

Barbara Neis (Ph.D.) is John PatonLewis Distinguished UniversityProfessor at Memorial University ofN ew found l and . B a s ed i n t h eDepartment of Sociology, she is alsothe Co-Director of the SafetyNetCentre for Occupational Health andSafetyResearch,aFellowof theRoyalSociety of Canada and Past Presidentof the Canadian Association for

ResearchonWorkandHealth.ProfessorNeisreceivedherPh.D.inSociology from the University of Toronto in 1988. Her researchfocuses broadly on interactions between work, environment,healthandcommunities in rural and remotecontexts. ProfessorNeishasworked formore thantwodecades inmulti-disciplinaryteamscarryingout researchonoccupationalhealthandsafety inmarine and coastal contexts. Her past and ongoing researchinitiatives include research on seafood processing occupationalhealth,Fishingsafetyandaquaculturesafety.

Desai Shan (PhD, LLB) is a Post-doctoral Research Fellow at theFaculty of Law, University of Ottawaand Associate Research Fellow withSeafarers International ResearchCentre, Cardiff University. She is amaritime lawyer and a socio-legalresearcher. Now she is conducting aresearch project on OccupationalHealth and Safety Regulation andManagementon theGreatLakesand

St. Lawrence River. Her research interests include occupationalhealthandsafety,workers’compensation,maritimelabour,oceangovernance, maritime law and policies, and Chinese law. Herstudies have been funded by the Social Sciences andHumanitiesResearch Council through the On the Move Partnership

(www.onthemovepartnership.ca), Nippon Foundation, TKFoundation, and Chinese Scholarship Council. She has published10 articles and six are on the leading academic peer reviewedjournals, such as International Journal of Law and Psychiatry,Relations Industrielles/Industrial Relations, Marine Policy, andWork,EmploymentandSociety.

Jason Zuidema (Ph.D, McGill) isExecutive Director of the NorthAme r i c a n Ma r i t ime M i n i s t r yAssociation and General Secretary ofthe International Christian MaritimeAssociation. He completed his PhD atMcGillUniversityinMontrealandwason staff at the Montreal Seafarers’Centre. Zuidema began hisworkwithNAMMA in 2013. NAMMA is an

association representing seafarers’welfare professionals inmorethan50portsaroundNorthAmerica.Thegoalsoftheorganizationinclude professional development and networking for itsmembers, but also providing a common voice for seafarers’welfaretoincreasecollaborationwithport,government,labor,andthewidermaritimeindustry.SinceSeptember2017,ZuidemaalsoservesasGeneralSecretaryoftheInternationalChristianMaritimeAssociation(ICMA).ICMAisafreeassociationof29Christiannot-for-proFitorganisationsworkinginportsaroundtheworldforthewelfare of seafarers. ICMA was founded in 1969 to encourageecumenical collaboration and mutual assistance amongorganisations.Suchcollaborationworksatlocallevel,inport,andat national and international level. Zuidemawas producer of theShip Welfare Visitor Course online for the UK’s Merchant NavyWelfare Board (shipwelfarevisitor.com) and serves as ‘voluntaryassociation’ representative on the International Port WelfarePartnershipProject.HeispublisherofTheMAREReport,ajournalforseafarers’welfareprofessionalsinprintandonline.
