Plans for Seacourt Park & Ride

Introduction

We are proposing:

• To create aproximately 700

extra parking spaces (including

disabled and family spaces)

in addition to the 794 already

available

• Provide new pedestrian and

cycle access

• Include parking for bikes and a

single storey waiting area with

facilities for customers

• Retain the existing entrance

for all vehicular access to the

extended parking

• Enhanced landscape buffer

along site boundary

The car park will continue to be

owned and managed by Oxford

City Council.

Thank you for visiting this exhibition

The plan above shows the site location and an outline of the proposed extension.

Oxford City Council is

bringing forward plans

to extend Seacourt Park

and Ride. The proposed

extension is part of the

Council’s aim of reducing

traffi c and congestion in

the city centre.

We welcome your

feedback

We are seeking the views of

stakeholders and residents

before we submit our

planning application. With

the plans at an early stage

of development, it is an

excellent time to provide

your feedback.

Please take a look at the

plans, ask any questions and

let us know what you think.

Feedback forms are

available. Please post your

completed forms in the box

About the site

Where is the site?

The site is located to the west

of Oxford and approximately

3km to the west of Oxford

City Centre. The site is easily

accessed from both the A34

and the A420 with the main

access and exit route off

Botley Road (A420).

About the siteSeacourt Park and Ride has

been in operation for over 30

years and has been successfully

managed by Oxford City

Council. It comprises of 794 car

parking spaces and is located

approximately 3km from the city

centre via the A420. The site

location provides convenient

access for users to park with

buses running every 10 minutes

from the Park and Ride to the city

centre, or walk or cycle to the city

centre and Oxford railway station.

The plan above shows an outline of the current site plan.

Seacourt is the only

facility serving customers

entering from the west of

the city.

The opening hours of the

site are:

• Monday - Thursday:

07.00 - 23.00

• Friday:

07.00 - 22.30

• Saturday - Sunday:

09.00 - 17.00

Our proposals

• Providing an easier commuting

experience for residents and

visitors

• Approximately an additional 700

car parking spaces, giving a total

of 1473 spaces

• New pedestrian and cycle access

• New cycle parking spaces

• A single storey building comprising

essential facilities and waiting area

• Upgraded lighting

• New and enhanced landscaping

Why are we putting

forward these plans? The Park and Ride facility is well

used. A larger facility will allow more

commuters to use the facility and

ease congestion in the centre of

Oxford. The proposals respond to the

rapid growth that is anticipated in the

city centre, particularly the west end

regeneration area.

The plan above shows an outline of the proposed site plan.

The benefi ts of extending

the existing siteThere are several benefi ts that a larger Park

and Ride facility will have for the residents

of Oxford, these include:

• Improved traffi c fl ow on Botley Road

• Increased capacity on an existing,

popular and well-used site

• Encouraging usage of sustainable and

convenient transport methods into the

city centre

Site considerations

Existing site

Our design has responded

to the needs of the site. It

will service the anticipated

growth in Oxford City Centre,

particularly the west end

regeneration area.

Managing fl ood riskWe have taken the risk of fl ooding very

seriously and have considered alternative

sites for the proposed development.

There are no other suitable, alternative

and available sites, in a lower fl ood risk

zone that can meet the needs of those

travelling by car from west Oxford.

Green BeltThe extension site is located within

Oxfordshire’s Green Belt. Due to the

site designation, we have had to ensure

that the proposals are appropriate to

the area. The proposed Park and Ride

development will largely comprise hard

surfacing, maintaining the openness of the

Green Belt. It is not possible to locate the

proposed single storey building, housing

essential facilities and waiting area,

within the existing site due to restrictive

covenants. Therefore, the structure is

designed as a low, lightweight, largely

glazed building located at the edge of

the existing site. New and enhanced

landscaping will be provided within the

site and along the site boundary.
