SCRCOG REGIONAL SCHOOL BUS STUDY RECEIVES AWARD In May of 2013, SCRCOG and VN Engineers, Inc. were awarded the 2013 Transportation ACE Award of Merit by the Connecticut Society of Civil Engineers– for the Regional School Bus Study. The Study was completed in January, 2012. The full Study can be found on the SCRCOG website, www.scrcog.org, under “Plans and Reports” and “2012”. The Study reviewed a number of recent advances in alternative fuel technology and corresponding opportunities for bus operators to benefit from the use of alternative fuel technology to reduce diesel emissions, improve air quality, limit health risks, improve efficiency, extend vehicle life, and increase energy independence. The Study also reviewed the implementation issues that towns, cities and private bus companies would face with the new, alternative fuel technology. SCRCOG and VN Engineers broke the Study up into three sections. The first section involved the research and documentation of the current practices in the region. The second section involved the discussion of the alternative fuels available to the bus fleets as compared to traditional fuels. The third section reviewed the potential energy savings and made recommendations based on the current school bus fleets throughout the region.

1. Call to order and Introductions:

Chairman John Picard called the meeting to order at 10:00 a.m. He asked the members and guests to introduce themselves, which they did.

2. Presentation: Urban Apartheid Report: Executive Director James Rawlings of the NAACP of Greater New Haven presented an overview of the local NAACP’s recently issued report, Urban Apartheid.

3. Adoption of May 22, 2013 SCRCOG meeting minutes:

First Selectman Freda presented the minutes as shown on Pages 1-3 of the agenda packet. First Selectman Freda moved that the minutes be approved. First Selectman Mazza seconded the motion. It was approved unanimously.

4. Treasurer’s Report for month ending May 31, 2013: Stacy Noblitz presented the Treasurer’s Report which is found on pages 4 and 5 of the agenda packet. Our balance sheet shows that we have $413,117 in cash and investments and $170,179 due from CT DOT for transportation planning. Expenses seemed appropriate for the month. Mayor Blake moved for acceptance of the Treasurer’s Report. First Selectwoman Gorski seconded the motion, which carried unanimously.

5. Transportation Committee Report: Mayor Dickinson presented the Transportation Committee Report contained on pages 6-23 of the agenda packet. Mayor Dickinson pointed out that City of Meriden project 79-XXXX TIGER V was received after the Transportation Committee meeting. He moved for the approval of 2012-2015 TIP Amendment Fifteen found on pages 12-22 of the agenda packet with the addition of the City of Meriden project. First Selectman Freda seconded the motion. It passed unanimously. Mayor Dickinson also moved to adopt the Resolution found on pages 24-25 regarding Ozone Air Quality Conformity. First Selectman DaRos seconded the motion. It was approved unanimously.

Mayor Dickinson moved to adopt the Resolution found on page 26 of the agenda packet Amending the FY13 and FY14 UPWP. First Selectman DaRos seconded the motion. It was approved unanimously.

6. Resolution Re: Planning Study Consulting Services: Executive Director Amento explained that the Resolution on page 27 of the agenda packet asks for approval of the consultants to be approved for the second year of the UPWP planning studies. Mayor DeStefano moved for approval of the resolution. First Selectwoman Gorski seconded the motion. It was approved unanimously.

7. Resolution Authorizing the Executive Director to Sign Agreement with Selected Consultant for Regional Web-Based GIS Project (Regional Performance Incentive Grant): Executive Director Amento noted that New England GeoSystems of Guilford had been selected as the consultant after the agenda was distributed. First Selectman Mazza moved to approve the Resolution found at page 28 of the agenda packet. First Selectwoman Gorski seconded the motion. It was approved unanimously.

8. Resolution Authorizing the Executive Director to Sign Agreement with Selected Consultant for Shared Services/Operations Study (Regional Performance Incentive Grant): The Resolution is found at page 29 of the agenda packet. The selected consultant, Edge Technology Services of Middletown, is noted in the Resolution. Mayor DeStefano moved to approve the Resolution. First Selectman DaRos seconded the motion. It was approved unanimously.

9. REX Development Report: REX Executive Director Ginny Kozlowski reviewed her report found on pages 30-31 of the agenda packet. She also distributed the brochure used by REX at the recent Medical Manufacturing & Devices Trade Show in Philadelphia.

10. Approval of Update to Comprehensive Economic Development Strategy (CEDS): REX Executive Director Ginny Kozlowski noted that the yearlong effort had culminated in the production of the final report which was delivered to SCRCOG members last week. The full report can also be found at www.rexdevelopment.com. First Selectman Freda moved for SCRCOG’s approval of the CEDS update. Mayor DeStefano seconded the motion. It was approved unanimously.

11. Approval of Resolution Adopting SCRCOG Budget for 2013-14: Chairman Picard stated that the Executive Committee had voted to recommend approval of the proposed budget, including transferring $10,000 from SCRCOG’s reserves to Revenue and an expenditure of $10,000 as a contribution to the ROOF Regional Foreclosure Prevention Program, with the exception that the proposed 3% salary increases for the Executive Director and staff be reduced from the 3% proposed to 2%. The proposed budget is found at pages 32-37 of the agenda packet. Mayor DeStefano moved for approval of the budget as amended and recommended by the Executive Committee. Mayor Blake seconded the motion. It was approved unanimously.

12. Approval of SCRCOG Work Program and Goals for FY2013-14: Mayor Picard stated that the Executive Committee recommended approval of the Work Program and Goals found on pages 38-43 of the agenda packet. Mayor DeStefano moved for approval of the proposed Work Program and Goals. First Selectman Mazza seconded the motion. It was approved unanimously.

13. Approval of Extension of Executive Director’s Contract for 3 Years: Mayor Picard noted that the Executive Committee had recommended the extension of the Executive Director’s contract for a period of one year. Mayor Blake moved for approval of the Executive Committee’s recommendation. First Selectman DaRos seconded the motion. It was approved unanimously.

14. Congressional Reports:

Rob Michalik from Senator Murphy’s Office reported that 7 applications had been submitted from the State of Connecticut for TIGER V funds. Three applications were submitted in this region: two from New Haven and one from Meriden. Riju Das from Senator Blumenthal’s Office that as a result of the May 17th Metro North collision, additional safety shunts were being installed along the tracks. The Senate is expected to approve a bipartisan immigration bill. The Senator is working on approving legislation to prevent student loan interest rates from doubling as of July 1st. NOAA and the National Weather Service are predicting an active hurricane season this year.

15. State Legislative Report: Executive Director Amento reviewed an end-of-session report found on pages 48-60 of the agenda packet Two bills, one regarding Regional Planning Organizations and the other dealing with a new Local Transportation Capital Program are treated in depth on pages 2-4. Bills of regional and municipal interest that passed are described on pages 52-56, and bills that have been tracked during this session that did not pass are listed on pages 57-60.

16. SCRCOG Executive Director’s Report:

Executive Director Amento noted that consultants have been selected for SCRCOG’s two Regional Performance Incentive Grants. There were 11 respondents to the Regional GIS Program RFP and 4 proposals received in response to the Shared Services RFP. The Hazard Mitigation Plan should be finalized this summer. Finally, Amen to noted that SCRCOG will be transferring $100,000 of its reserves from the State Treasurer’s Investment Fund to START Bank in New Haven because the interest rate offered is much higher and the funds will be put to beneficial use in our region. This transfer has been in the planning and discussion stages for several months.

17. DESPP/DEMHS Report:

John Field, Region 2 Coordinator, reported that last week’s exercise was conducted successfully with 100% participation. Long term recovery efforts are continuing in Milford and Fairfield. The Hazard Mitigation units are working with towns that have projects the problems with the Everbridge notification system are being addressed.

18. RPC Action Table for May: The Action Table for June on page 61 of the agenda packet was reviewed.

19. Regional Cooperation/ Other Business: Mayor DeStefano reported that the Executive Committee had discussed and agreed that SCRCOG members would undertake a visioning process to begin in the fall and to conclude next spring regarding the future direction of SCRCOG and the region. The process would be open, public and transparent and would engage not only SCRCO members but also the business, non-profit, and institutional communities. Mayor DeStefano suggested that in order to fund the visioning process, they should reach out to the Regional Planning Association.

Mayor DeStefano suggested that specifics should be developed within the next month.

Resolution Fiscal Year 2012-Fiscal Year 2015 Transportation Improvement Program Amendment Sixteen Whereas: U.S. Department of Transportation “Metropolitan Planning Regulations” (23 CFR

450) prescribe that each metropolitan planning organization maintain a financially constrained multi-modal transportation improvement program consistent with a State Implementation Plan for Air Quality (SIP) conforming to both U.S. Environmental Protection Administration-established air quality guidelines and SIP-established mobile source emissions budgets; and

Whereas: The Council, per 23 CFR 450.324 and in cooperation with the Connecticut

Department of Transportation (ConnDOT) and public transit operators and relying upon financial constraints offered by ConnDOT, adopted a Fiscal Year 2012-Fiscal Year 2015 Transportation Improvement Program on January 25, 2012, after finding the Program conforming per U.S. Environmental Protection Administration (U.S. EPA) final conformity rule (40 CFR 51 and 93) and relevant Connecticut Department of Transportation air quality conformity determinations: Air Quality Conformity Reports: Fiscal Year 2012-2015 Transportation Improvement Program and the Region’s Long-Range Transportation Plans—2011 to 2040, (April, 2011); and

Whereas: The Council, on January 25, 2012, indicated that periodic Program adjustment or

amendment was possible; and Whereas: Projects referenced in the Program amendment (below) are consistent with the

region’s long-range transportation plan (South Central Regional Long Range Transportation Plan—2011 to 2040, (April, 2011)); and

Whereas: Council Public Participation Guidelines: Transportation Planning have been

observed during the development of the proposed Program amendment (below); and Whereas: By agreement between the Council and the Connecticut Department of

Transportation, public involvement activities carried out by the South Central Regional Council of Governments in response to U.S. Department of Transportation metropolitan planning requirements are intended to satisfy the requirements associated with development of a Statewide Transportation Improvement Program and/or its amendment; and

Whereas: Council of Governments’ review of transportation goals, projects and opportunities

may result in further adjustment or amendment of the Program.

LEAD IMPLEMENTER FOR OBJECTIVES IN CEDS REGIONAL ACTION AGENDA

CEDS ROLES AND RESPONSIBILITIES

a. REX Development and the Strategic Planning Committee will administer and keep current the Comprehensive Economic Development Strategy.

b. REX Development will submit an annual update of the CEDS to the U.S. Economic Development Administration (EDA), and submit an overall update every five years, unless circumstances arise that lead to a change in development.

c. The Strategic Planning Committee will hold, at least, four meetings a year to update the CEDS and monitor progress. This may lead to amendments to the CEDS action agenda that will need majority approval by the Strategic Planning Committee.

d. The Lead Implementer will acknowledge and accept its designation and role as volunteer lead implementer of the specific objective identified in the CEDS.

e. The Lead Implementer will hold at least two meetings a year with their respective implementation team.

f. The Lead Implementer will work with their respective team to achieve the suggested strategies and provide modifications or additions to these strategies as deemed necessary.

g. The Lead Implementer will work with their respective team to identify long term strategies and additional short term strategies (annually) to be presented to the Strategic Planning Committee.

h. The Lead Implementer will record performance measurements for the identified objective, and will modify or amend (through addition or subtraction of measurements) stated measurements as they see fit.

i. The Lead Implementer, or representative, will attend Strategic Planning Committee meetings, to provide necessary updates and progress.

j. The Lead Implementer will report annually to REX Development on annual accomplishments of stated objective, at least 45 days prior to submission of the annual update.

REGIONAL ACTION AGENDA GOAL 1: REGIONAL MARKETING & COMMUNICATIONS Enhance the region’s image as a desirable location and destination to live, work, play and operate a business through an aggressive, cooperative external and internal marketing program and creation of a credible regional economic development team. Objective 1: Regional Marketing, Communications and Advocacy Enhance and implement the regional marketing and communications strategy in 2013 and beyond, including working from and with the State’s marketing strategy. The Harbor, which has not been dredged since 2004, needs to be returned to its 35 foot depth and 400-800 foot width to support port industries and deepwater cargo shipping. Currently, it is uncertain whether the federal government will provide the $10 million needed to complete this project. LEAD IMPLEMENTER: SCRCOG Objective 3: New Haven-Hartford-Springfield and Shore Line East/Metro-North Commuter Rail Complete the New Haven-Hartford-Springfield commuter rail line by 2016, with the goal of increasing annual trips by 1.26 million by 2030. Support rail service conducive to regional growth and increase rail service to both rail lines, while investing in necessary facilities and infrastructure, to include advocacy for Amtrak’s NextGen High-speed Rail through New Haven, as opposed to inland routes. LEAD IMPLEMENTER: SCRCOG Objective 4: Bus Service Increase ridership of the region’s bus and ridesharing services by 10% by 2017. Improve effectiveness by increasing frequency of existing routes by 25% and adding 10 new east-west bus routes in the South Central Region service areas, parallel with employment corridors.
