PelagicLonglineTakeReductionTeamCONCURconvenedandfacilitatedameetingofthePelagicLonglineTakeReductionTeaminVirginiaBeachinDecember2015toupdatetheadoptedTakeReductionPlanwithafocusonreducingbycatchoflongandshortfinnedinpilotwhales.Theoriginalplan,draftedin2005andadoptedin2007,thoughbasedonthebestavailableinformation,didnotproveeffectiveinreducingbycatchoflongandshortfinnedpilotwhales.CONCURworkedwithagencystafftoupdatethemembershipoftheTeam,mobilizenewinformationfromScienceCentercolleagues,andguidethemultistakeholdergrouptoaconsensusoutcome.UpdatingSeafoodWatchStandardsScottworkedwithstaffoftheMontereyBayAquariumSeafoodWatchprogramtofacilitateadeliberationofanewdecisionmakingbodyforapprovingtheSFWstandardsknownastheMultistakeholderGroup(MSG)onSeptember29-30,2015.TheMSGwasformedtomovetowardscompliancewiththestandardsettingcodesetbyISEAL–thememberorganizationforsustainabilitystandards.Thetwo-daymeetingbroughttogether14MultistakeholderGroupmembersfromtheUS,Europe,Asia,andtheSouthPacific.Participantsrepresentedorganizationsfocusedonimprovingfisheries/aquaculturemanagementinternationalratingssystemorganizations,policyNGOs,academics,andseafoodbusiness.Afterreviewingasetofproposedamendmentstothestandards,theMSGreachedconsensusonboththeWildSeafoodStandardandtheAquacultureStandardwiththeagreementthataseriesofactionitemswouldbecarriedoutpriortofinalizingthestandards.TheStandardswillinturnsettheprocedureandguidanceforevaluatingspecificfisheries.NOAAWestCoastWorkshoponSwordfishCONCURteamedwithstaffofthePacificregionofNMFSconvenedtheU.S.WestCoastSwordfishFisheriesMeetingMay11-12,2015,inLaJolla,California.Thetwo-daymeeting,attendedby40diverseparticipants,consideredthecurrentstateofswordfishfisheries;possiblegearandoperationalchanges;strategiesforincreasingdemandforlocalandsustainableswordfish;andexploredwaystooptimizeHMSfishingoffthewestcoastwhilefurtherreducingbycatch.

InternationalPacificHalibutCommissionPerformanceReviewCONCURconductedaPerformanceReviewfortheInternationalPacificHalibutCommission(IPHC).ThefocusofthatreviewwastoassesstheCommission’sworkandpractices,trackeffectiveness,gaugetheneedforrevisedapproachesanddevelopasystematicsetofrecommendationstostrengthentheIPHC.Inthatcase,CONCURwasaskedtoperformeditsworkindependentofIPHCCommissionersandstaffwithascopeapprovedbytheCommissionersandexecutives.Afteranin-depthanalysisthatincludeddetaileddocumentreview,observingCommissionmeetingsandconductingover40in-depthconfidentialinterviews,CONCURdeveloped12recommendationsfortheIPHC.Theserecommendationswereintendedtofostergreatertransparency,promoteinformeddecision-making,articulatepredictabledecisionmakingprocesses,andstrengthenimplementationoftreatyobligations.ThelinktotheFinalPerformanceReviewishere:http://www.iphc.int/documents/review/FINAL_IPHC_Performance_Review-April30.pdfNMFSRightsBasedManagementWorkshopCONCURwasretainedtoco-designandfacilitatetheWorkshop“AddressingUncertaintiesinRightsBasedManagementSchemesforDomesticFisheries”fortheNationalMarineFisheriesService.Asnationalfisherymanagementeffortsaretrendingtowardsrights-basedfisherymanagementprograms,theseprogramsarenotwithoutconcernsaboutpotentialadversesocioeconomicimpactsassociatedwithownershipconsolidation,lossofemploymentandincome,decreasedlabormobility,prohibitiveentrycosts,lossoffishingrightsfromsmallcommunitiesandotherdistributionalinequities.Manytimes,theuncertaintyrevolvingaroundtheseissuesprecludeseffortstomoveintoright-basedmanagementschemes.Thisworkshopaimedtoaddressthoseissuesinanopenandinclusiveforumandhelpdefineareasofuncertainty.CONCURworkedwithNMFSconvenerstodevelopworkshopgoalsandobjectives,targetsuitableparticipants,frameorganizingquestions,structurepanelsofpresenters,anddesignaformatthatincludedamixofplenarypresentationsandsmallgroupdiscussions.Theinvitation-onlyworkshop,heldinApril2012,included35to40participantsfromthefishingindustryandNMFS.CONCURfacilitatedtheworkshop,includingchairingplenarysessions,andsynthesizingresultsofsmallgroupdiscussionsandpreparedafinalreportofrecommendationsformovingforwardwithrights-basedfisherymanagement.AdaptiveManagementfortheGuadalupeRiverFloodControlProjectCONCURfacilitatedtheGuadalupeRiverFloodControlProjectfrom1997-2002,andisnowinvolvedintheproject’songoingAdaptiveManagementTeam.CONCURconvenedandfacilitatedtheannualmeetingsoftheAMTinApril2009and2011.Also,inSummer2010,CONCURconvenedascientificpanelandfacilitatedaseriesofmeetingsdesignedtoresolvedisputedissuessurroundingtheeffectivenessofmitigationmeasuresimplementedto-datefortheGuadalupeRiverFloodControlProject.Expertsinriparianvegetation,geomorphologyandfisheriesmanagementservedontheSciencePanel.CONCURdesignedthejointfact-findingprocessthePanelusedtoclarifyandnarrowthedisputedissues.ThePanel’sdeliberationsresultedinfullagreementonthefindingsandrecommendationsforeachdisputedissue,includingimprovedmetricsforanadromousfishrearingandspawninghabitatandimprovedmethodstomonitoringvegetativecoverandbankstability.WithCONCUR’sfacilitation,theSciencePanel’sreportwasacceptedbyManagementCommitteecomprisedofseniormanagement,policyandlegalstafffortheSantaClaraValleyWaterDistrict,theRCDandNHI.TheCommitteereachedagreementonthedesiredframeworkforresolutionofthedisputedissuesanddirectedtheSciencePaneltofurtherrefineitsrecommendations,whichwerethendiscussedintheSpring2011meeting.U.S.WestCoastSwordfishWorkshop:WorkingTowardsSustainabilityOnMay10and11,2011,CONCURfacilitatedtheU.S.WestCoastSwordfishWorkshop:WorkingtowardsSustainability.Theworkshop,convenedbytheNationalMarineFisheriesServiceinSanDiego,California,wasanexploratorydialoguewithseveralobjectives:
• ShareinformationabouttheglobaldemandrelativetoU.S.demandforswordfishproducts;• Considertheglobalscaleofecosystemimpactsfromswordfishfisheries;• ConsiderthebroaderecosystemcontextofswordfishWestCoastfisheries,includingthe
consequencesofcurtailedswordfishWestCoastfisheriesfortransfereffectsandglobalcapacitybuilding;
• UnderstandtheimplicationsofdecliningswordfishWestCoastfisheries,includingtheimpactoncoastalcommunityjobs,producerbenefitsandconsumerschoices;and,
• ExaminetheextenttowhichU.S.-caughtswordfishcancontributetoregionalandglobalenvironmental,socialandeconomicsustainability.
Thewide-rangingworkshopbroughttogethermorethan70participantswithadiverserangeofperspectives-fromcommercialfishing,fisherymanagementandoceanconservation,toseafoodconsumers,suppliers,andrestaurateurs.Workshoptopicsincludedthelifehistoryandpopulationofswordfish,stockstatus,socioeconomicfactorsaffectingswordfishfisheriesandcoastalcommunities,theinterplayofswordfishfishingandecologicalimpacts,andconsumertrendsandperceptions.NOAAFisheriesRecreationalDataTimelinessWorkshopCONCURfacilitatedatwo-daymeetingintendedtogenerateconcretestrategiesforimprovingthetimelinessofdatausedtomanagerecreationalfisheriesnationwide.Themeeting,referredtoastheRecreationalDataTimelinessWorkshopandheldMarch15-16,2011,inSt.Petersburg,Florida,wascompellingbecausefisherymanagers,recreationalfishinginterestsandconservationinterestsallhaveastakeinthepotentialbenefitsofincreaseddatatimeliness.FocusedonlearningfromexperienceswithrecreationalfishingdatatimelinessacrossthedifferentNMFSregions,theworkshopconsideredapproachestomeetnewdemandsforbothdatacollectionandmanagementrelatedtotimeliness,andexplorednewstrategiesforimprovingdatatimeliness,lookingatthedetailsofbothlagtimeand“waves”ofreportingandthelinkagetofisherymanagement.ColumbiaRiverGorgeNationalScenicAreaDialogueBetweenAugustandOctober2010,CONCURPrincipalScottMcCrearyconvenedaphaseddialoguefocusingonimprovinglandusedecision-makingfortheColumbiaGorgeNationalScenicArea.TheGorge,astunningnaturalresource,representsahybridapproachtolanduseplanning,asitemphasizesafederalinterestwhilerecognizingtheimportanceoflocalauthoritiesspanningtwostatesandmultiplelocaljurisdictions.Thetwo-meetingdialogueincludedleadershipoftheColumbiaRiverGorgeCommissionandtheFriendsoftheColumbiaGorge;theNationalScenicAreaManager,U.S.ForestService;andseniornaturalresourcepolicyadvisorsfortheGovernorsofOregonandWashington.DiscussionscenteredonimprovingthetoneandcontentofdeliberationsoverGorgedecision-making,aswellasreaffirmingandbuildingonsharedcommitmentstoGorgeresourceprotectionandmanagement.ThedialogueidentifiedstepstostrengthenGorgedecision-makingandareasforjointaction,includingcompletionofplanningtasksandmobilizationofafundingcoalition.Basedonthedeliberations,partiescommittedtomoveforwardwithaconstructivejointstrategytoaccelerateprogressontheVitalSignsIndicatorsProject,anefforttobenchmarkandmonitortheenvironmentalandeconomichealthoftheColumbiaGorge.ElectronicMonitoringCommitteeMeetingoftheNationalObserverProgramCONCURfacilitatedtheSeptember2010annualmeetingoftheElectronicMonitoringCommittee(EMC),astandingadvisorycommitteeoftheNationalObserverProgramconvenedbytheNationalOceanicandAtmosphericAgency(NOAA).Thethree-daymeetingheldinLaJolla,CaliforniabroughttogetherrepresentativesfromtheNationalMarineFisheriesService’sHeadquartersofficeandfromScienceCentersandRegionalOfficesdistributedaroundtheUS.Themeetingfocusedonthefollowingprimaryobjectives:1)Determinetheminimumrequirementsforanobserverprogram’sEMtechnologyusagethatcanbeappliedatthenationallevel;2)Selectoneortwoitemsoftheactionplan’slong-termprojectsandpursuetocompletionwithinoneyear;3)IdentifycommonalitiesbetweenexistingregionalEMprogramsthatcanbestandardizedacrossallregionalprogramsandusedtoimprovetheirdatacollection/monitoringresponsibilities;and4)Identifyafeasibletechnologythatcanbedevelopedforwidespreaduseasanexampleofourgoals.NOAAOceanClimateSummitCONCURfacilitatedaNOAAOceanClimateSummitattheCaliforniaAcademyofSciencesonJune3,2010.ThesummitwasconvenedtobeginbuildinganactionplanandnetworkofcolleaguesbasedontherecentlyreleasedOceanClimateInitiativereport:TheOceanClimateInitiative,spearheadedbyGulfoftheFarallonesNationalMarineSanctuary(GFNMS),addressesclimatechangeimpactsalongtheNorth-centralCaliforniacoastandoceanenvironmentthroughfosteringawareness,advocatingsolutions,and
promotingactionamongstgovernmentagencies,publicorganizations,privatecorporations,andindividualstobuildecosystemresilienceandsustainability.FacilitationofNationalWaterFundersForumCONCURteamedwithconvenersfromTheJohnsonFoundationatWingspreadtofacilitateathree-dayworkshopamong27leadinggrant-makingorganizationsinvolvedinnationalandregionalwaterresourceefforts.ThemeetingwasconvenedfromJanuary13–15,2010atTheJohnsonFoundationinWisconsin.Participantssharedtheircollectiveinsightsandidentifiedopportunitiestoenhancefundingstrategies,leverageparticipationandachievegreaterresults.Deliberationsconsideredlessonslearnedfromvariousscalesofecosystemrestorationprojectsandcollaborativefundingstrategieswithafocusonequityrightsandthecommons,agriculture,stormwaterandgreeninfrastructure,climatechangeandadaptation,andthenexusbetweenwaterandenergy.TheForumconsideredthemeritsofutilizingjointprioritiesandtotakenextstepsinbuildingaplatformforasharedcommunityofwork.NationalMarineFisheriesServiceTakeReductionTeams
NMFSFalseKillerWhaleTakeReductionTeamCONCURfacilitatedunanimousconsensusonaDraftPlan,formallysubmittedonJuly19,2010tothePacificIslandsRegionalOfficeoftheNationalMarineFisheriesService(NMFS).ThedraftwasfinalizedduringthefourthofaseriesofmeetingsconvenedandfacilitatedbyCONCURbeginningFebruary2010.TheDraftPlanisgroundedinseveralkeyrecommendations.Onerecommendationcallsforthemandatoryuseofcirclehookswithamaximumwirediameterof4.5mm--agearchangeexpectedtoreducethelikelihoodofhookingfalsekillerwhales,aswellasincreasethelikelihoodofahookedanimalbeingreleasedwithoutseriousinjury.AnotheraspectoftheDraftPlanproposesclosureofaseasonalareanorthandeastofthemainHawaiianIslands,wherelonglinefishingiscurrentlyallowedfourmonthsoftheyear.Theaimofthisproposedclosureistoprotectbothpelagicandinsularfalsekillerwhalesthatmayoccupytheclosedarea.Teammembersagreedthattherecommendations,takentogetherasasuiteofactions,haveahighlikelihoodofachievingthegoalofreducingbycatchbelowPBR.NMFSpublishedafinalruletoimplementtheFalseKillerWhaleTakeReductionPlanonNovember29,2012.Thefinalruleincludesgearrequirements(“weak”circlehooksandstrongbranchlines)inthedeep-setlonglinefishery,longlineclosureareas,trainingandcertificationforvesselownersandcaptainsinmarinemammalhandlingandrelease,captains’supervisionofmarinemammalhandlingandrelease,andpostingofplacardsonlonglinevessels.NMFSAtlanticTakeReductionTeamsCONCURcurrentlyfacilitatesseveralotherregulatorynegotiations–threeontheEastCoast–focusedonreducingincidentalbycatchofmarinemammalsincommercialfisheries.Theworkincludes:(1)conductingdetailedstakeholderassessments;(2)understandingandaccountingforstate,federalandinternationalregulatoryframeworks;(3)facilitatingtalksamongfishermen,stateandfederalgovernmentagencies,conservationists,academicsandresearchers;(4)buildingconsensusaroundandco-draftingemergingagreements;(5)providingongoingstrategicplanningadvice;and(6)informingoutreacheffortstoensurethebroaderstakeholdercommunityunderstandstheunderlyingneedforrevisedfisheriesmanagementpractices.ThedraftruleforthePelagicLonglineTakeReductionTeamwaspublishedintheFederalRegisteronJune24,2008.NMFSFalseKillerWhaleBiologicalReviewTeamSeparatelyfromtheFalseKillerWhaleTakeReductionTeam,CONCURfacilitatedtheBiologicalReviewTeamfortheStatusReviewoftheHawaiianInsularStockofFalseKillerWhales,includingdeliberationsofasix-membergroupofmarinemammalogists,populationsbiologists,andgeneticists.Participantsevaluatedtwoquestions:whetherthestockshouldbeconsideredaDiscretePopulationSegment,andwhetheritshouldbeconsideredendangeredorthreatenedunderthetermsoftheEndangeredSpeciesAct.Duringitsstatusreview,theBRTconsideredavarietyofscientificinformation,directcommunicationfromresearchers,andtechnicalinformationsubmittedbyNMFS.Initscapacity,CONCURdevisedproposedgroundrulesforthegroup,providedadviceontheirdeliberativeprocess(includingtheimplementationofastrawvotingprocedure),andofferedadviceontheframingandpresentationofthefinalanalysisanditslinkagetopotentialpolicyoptions.Thefinalfindingswerepublishedas“NOAATechnicalMemorandumNMFS-PIFSC-22.StatusReviewofInsularFalseKillerWhales(Psuedoracacrassidens)undertheEndangeredSpeciesAct.August2010.”
NMFSTakeReductionTeamStrategicPlanningInthefallof2009,CONCURworkedwithNationalMarineFisheriesService(NMFS)stafffromheadquartersandtheNortheastandSoutheastregionstoimprovetheeffectivenessofitsTakeReductionTeams-stakeholderbodiescomposedoffishermen,conservationists,academics,researchersandgovernmentagenciesconvenedtoidentifyconsensusstrategiesforreducingcommercialfishingbycatchofmarineendangeredspeciestosustainablelevels.CONCUR'seffortfocusedprimarilyonhelpingNMFSstaffconceptualizeanddevelopacomprehensivehandbookintendedtofosterbestpracticeswithinandacrossthevarioustakereductionteams.
StrategicPlanningforNSFEPSCoRInitiativesinNevada,SouthDakotaandMississippiFrom2008through2010,CONCURcompletedaseriesofstrategicplanningassignmentsforstatewideNationalScienceFoundation(NSF)ExperimentalProgramstoStimulateCompetitiveResearch(EPSCoR).Theseprograms—inNevada,SouthDakotaandMississippi—aimtostrengthenresearchcompetitivenessandlinkthatresearchwithR&Dactivitiesandentrepreneurship.Weworkedalongsideuniversityadministrators,facultyfromdiverseinstitutions,andstateleadersfromtheGovernors’officesandeconomicdevelopmentagenciesincompletingtheseprojects.InNevada,CONCURfacilitatedaseriesofstrategicplanningworkshopstosupportanew,$15millionCooperativeAgreement–theNevadaInfrastructureforClimateChangeScience,EducationandOutreach.Membersoftheinitiative’s30-persontaskforceincluderesearchfaculty,teachingandeducationprofessionals,andbusinessandcommunityleadersaffiliatedwithNevada’sDesertResearchInstitute,UniversityofNevadaatReno,UniversityofNevadaatLasVegasandNevadaStateCollege.Participantsidentifiedthekeyactivitiestobeconductedduringfive-yearprojectandthesignificantoutcomestobemeasuredforeachprojectcomponent.Discussionscenteredonhowtobestintegrateclimatechange,waterresourcesandecologyresearchintocyberinfrastructure,policy-making,educationandoutreach.Theparticipantsalsoreachedagreementontheelements,structure,andcriteriaforastakeholderadvisorycommittee.CONCURthenfacilitatedtheNevadaSystemofHigherEducationClimateChangeEducationConferenceinMay2010.Thesymposiumfocusedondevelopingamodelcurriculumforclimatechange(CC)education,identifyingpriorityprogramsandcoursesforfunding,exploringpossibilitiesforthedissemination/sharingofteachingmaterialsandgeneratingcourseideasthatpromotenetworkingbetweenpublicandprivatesectors.Participantsincluded60academicfacultyandadministratorsfromsixoftheseveninstitutionsunderNevada’sSystemofHigherEducation(NSHE).ParticipantsrepresenteddiversecommunitiesanddisciplineswithinNevadaaswellastheNewMexicoandIdahoEPSCoRprograms.WithCONCUR’shelp,participantsdevelopedasetofstrategiesandprioritiesforenhancingtheCCcurriculum.DeliberationsfromtheconferenceyieldedtheselectioncriteriaforeducationalgrantsavailablefromNevadaEPSCoRprogram.InSouthDakotaandMississippi,CONCURsupportedstrategicplanningforResearchInfrastructureImprovement(RII)projectsfundedbytheNSF(EPSCoR).TheRIIprojectsinthesetwostatesandareintendedtofundactivitiesineligiblestatestoexpandresearchopportunities,educateandtrainqualifiedstudentstosupportresearchactivities,andpromotetechnology-basedeconomicdevelopment.Bothstateshave$20millionawards.InMississippi,NSFfundingistargetedatthreescientificgoals:(1)multi-scalesimulationofbiologicalsystems;(2)modelingbiologicalnetworks;and(3)modelingandsimulationofnanoscalechemistry.InSouthDakota,theRIIfundingisfocusedprimarilyonbuildinginfrastructuretosupportresearchandeducationinphotoactivenanoscalesystems(PANS).TheSouthDakotameetingbroughttogetherrepresentativesfromeighteducationalinstitutions,twostategovernmentoffices,programevaluators,andNSF.AlaskanWayViaductCONCURwasselectedbytheWashingtonStateDepartmentofTransportation,SeattleDepartmentofTransportation,andKingCountytodesignaprocessthatenabledthethreepartiesandaffectedstakeholderstoresolvealongstandingdisputeoverthereplacementoftheat-riskAlaskanWayViaduct,a60-year-oldstackedhighwaythatseparatesdowntownSeattlefromthewaterfront.Theproject,startedinsummer2007,developedasetofeightalternatives,rigorouslyevaluatedaccordingtoasetofsix
specificsolutionprinciples.CONCUR’sroleintheprojectfocusedoncollaborativeprocessdesign,strategicplanningadviceandstakeholderinvolvement.InJanuary2009,WashingtonStateGovernorChrisGregoire,then-KingCountyExecutiveRonSims,andthen-SeattleMayorGregNickelsannouncedabreak-throughagreement.Therecommendation–putforwardbythethreeexecutivesandthePortofSeattleandapprovedbytheWashingtonStateLegislatureinspring2009–callsforconstructionofadeep-boredtunnelunderdowntownSeattle,aswellassignificantimprovementstocurrenttransitserviceandcitystreets.Thebudgetfortheentiretunnelprojectisabout$1.96billionandthecostestimateforthetunnelandrelatedworkis$4.2billion.Thecostofdiggingthe54-footdiametertunnel–thelargestdeep-boretunnelintheworld–isestimatedatabout$1.1billion.Theproject,approvedbytheStateLegislaturein2009,isnowmovingintoanimplementationphase.Constructiononthe1.7-miletunnelprojectbeganin2011andwillbecompletedin2017.CaliforniaMarineLifeProtectionActInitiative--SouthCoastCONCURservedastheleadfacilitatorforthe64-memberSouthCoastregionalstakeholdergroup(SCRSG)in2009.TheSouthCoastregionincludesmostofthepopulationforSouthernCalifornia,andstretchesfromPointConceptiontotheU.S.-Mexicoborder.TheRSGunanimouslyadoptedasetofRegionalObjectivesandworkedthroughteninitialproposalsforMPAs.OnNovember12,2009theMLPABlueRibbonTaskForce(BRTF)unanimously(5–0)adoptedapreferredmarineprotectedarea(MPA)proposalfortheSouthCoaststudyregion,whichincludes27statemarinereserves(SMRs),1statemarinepark(SMP)and16statemarineconservationareas(SMCAs);thisrecommendedproposalisreferredtoastheMLPASouthCoastIntegratedPreferredAlternativeMarineProtectedAreaProposal,orSouthCoastIPA.ThisrecommendationwaspresentedtotheCaliforniaFishandGameCommissiononDecember9,2009,whichvotedtoadvancetheIntegratedPreferredAlternativeastheproposedprojectforCEQAreviewpurposes.Ayearlater,onDecember15,2010,theCaliforniaDepartmentofFishandGamevotedtoadoptregulationsforanIntegratedPreferredAlternative(IPA)foraSouthernCaliforniacomponentofmarineprotectedareas.CaliforniaMarineLifeProtectionActInitiative--CentralCoastCONCURfacilitatedtheCentralCoastRegionalStakeholderGroup,a32-membergroupchargedwithdevelopingalternatepackagesofMarineProtectedAreasfortheregionbetweenPillarPointandPointConception.Partiesincludedcommercialandrecreationalfishinginterests,theharbormasterofMorroBayandMonterey,conservationorganizations,consumptiveandnonconsumptivedivers,andcoastalbusinessowners.CONCURledthegroupinadoptinggroundrulesandregionalgoalsandobjectives,anddeliberationoveralternatepackagesofmarineprotectedareas.TheRSGmetitsaggressivedeadlinetoproducealternativepackagesinsevenmonths.ThesewerethebasisfortherecommendationbytheBlueRibbonTaskForceandactionbytheFishandGameCommissioninAugust2006toidentifyaPreferredAlternativeincludingasetof29MarineProtectedAreasinCentralCalifornia.CONCURalsopreparedaFacilitators’Reportaspartofarobustlessonslearnedeffort;thesefindingsandrecommendationsinformedworkinthenextstudyregion.CaliforniaMarineLifeProtectionActInitiative--NorthCentralCoastBuildingonthesuccessofCONCUR’sworkintheCentralCoast,CONCUR(ScottMcCrearyservedasleadfacilitatorfortheNorthCentralCoastRegionalStakeholderGroup(NCCRSG).TheNCCRSGsuccessfullycompetedallelementsofitscharge,includingthedevelopmentofthreealternativeproposalsforsetsofmarineprotectedareasinstatewatersbetweenAlderCreek(MendocinoCounty)tothenorthandPigeonPoint(SanMateoCounty)totheSouth.TheserecommendationswerepresentedtotheBlueRibbonTaskForceinApril2008fromwhichtheBRTFdeveloped.TheBRTFinturnpresentedanIntegratedPreferredAlternativetotheFishandGameCommissioninJune2008.ThisIntegratedPreferredAlternativewasadoptedbytheFishandGameCommissiononAugust3,2009;regulationswentintoeffectin2010.SanMiguelIslandAbaloneFisheryAdvisoryGroup(AAG)In2007,CONCURwasselectedbytheDepartmentofFishandGametofacilitateamultistakeholderprocesstoprovideguidancetotheCaliforniaDepartmentofFishandGameregardingapotentialabalonefisheryatSanMiguelIsland.TheAAG’schargewastogeneraterecommendationson:atotalallowablecatch(TAC)forSanMiguelredabalone,alternativesforallocationbetweenusergroups,alternativeregulationstoachievetheTACandallocation,andpotentialmanagement,enforcement,andmonitoringtechniques.CONCURdevisedaproceduretorecruitapopulationdynamisttoserveasakeymemberof
theTechnicalCommittee,andhelpgenerateoptionsfortheTAC.Stakeholdermembersincludedrecreationaldivers,commercialfishermen,non-consumptiveusers,conservationists,governmentalagencyrepresentatives,andscientists.KeytasksincludeddesigningandfacilitatingAAGmeetingsandconveningandfacilitatinganexpertscientificpaneltodeveloptheTAC.ThefinalreportoftheAAGwascompletedinearly2010.DesignandFacilitationofaStakeholderInvolvementProcess:PortofOaklandMaritimeAirQualityImprovementPlanThroughout2007and2008,CONCURfacilitatedthePortofOaklandMaritimeAirQualityTaskForce,abodycreatedtoengagestakeholdersindevelopingthePortofOakland’sMaritimeAirQualityImprovementPlan(MAQIP).TheMaritimeAirQualityImprovementPlanwasanefforttocost-effectivelyreduceairpollutionfromtheport,andCONCURwasunanimouslychosenbyabroad-basedselectioncommitteetodesignandfacilitatetheplanningprocess.TaskForcemembersincludedlocalresidents,environmentalgroups,businessinterests,electedleaders,publicagencies,andothers.CONCURworkedincloselywiththePort’stechnicalconsultantstoprovideaccessibletechnicalinformationtoawiderangeofstakeholdersandtoprovideopportunitiesforstakeholderstointeractwiththePort’stechnicalconsultants.AfterextensiveengagementwiththeTaskForce,thePortreleaseditsFinalDraftMaritimeAirQualityImprovementPlan(MAQIP)onOctober31,2008.TheBoardofPortCommissionersapprovedthePlaninApril2009andauthorized$2millionforPort-relatedtruckretrofits.ThePortwillbeimplementingavarietyofothermeasuresaswellandadaptingtheplanovertimeasresultsofitsimplementationareevaluated.Oil&GasPlatformDecommissioningInearly2008,CONCURcompletedaprojectfortheCaliforniaResourcesAgencytocreateaRequestforProposals(RFP)tostudythemajortechnicalissuesassociatedwitharangeofdecommissioningalternativesforthestate's27offshoreoilandgasplatforms.WorkingcloselywiththeofficeoftheAssistantSecretaryforOceanandCoastalPolicy,wereviewedresearchrelatedtomineralresourcedevelopmentintheSouthernCaliforniaBightandpertinentfederalandstatecoastalmanagementpolicyandlegislation.CONCURconductedconfidentialinterviewswithacross-sectionofkeystakeholdersandscientists.CONCURusedtheresultsofthisbackgroundresearchandinterviews,inturn,toorganizeandfacilitatetwoworkshops:oneforoceanandcoastalpolicystakeholders;andasecondforexpertscientists,includingthemembersoftheInter-AgencyDecommissioningWorkingGroup.CONCURpreparedaWorkshopSummaryforthefacilitatedworkshopshighlightingthekeyinformationneedsraisedbystakeholdersandscientists.CONCURusedthissummarytodevelopaScopeofWorkforastudytobecommissionedbytheResourcesAgency.ThefinalworkproductdeliveredbyCONCURwasacomprehensivedraftRFPtoguidetheselectionofaconsultanttoaddresstheidentifiedinformationneeds.Theaimofthestudy,inturn,wastosupportwell-reasoneddeliberationonpolicyalternatives.CollaborativeFisheriesResearchWorkshopInMay2008,CONCURhelpeddesignandfacilitateatwo-daystatewideworkshoponCollaborativeFisheriesResearch(CFR)fortheCaliforniaOceanProtectionCouncil.Ourteamconductedpre-workshopinterviewstohelpcreatetheworkshopagendaandusedourknowledgeofoceanandcoastalpolicy–includingthestatusofCaliforniaoceanfisheries–torefineapproachestobeusedduringtheworkshop.Thisworkshopwasattendedbyfisheriesmanagers,fishermen,scientists,communitygroupsandpolicymakersfromthroughoutCaliforniaandthenation.Thefocuswastwofold:TohearaboutlessonslearnedfromexistingCFRprojects;andtosolicitfeedbackonhowtoestablishanewstatewideCFRprogramthatmaythenbeextendedtoincludeotherwestcoaststates.CONCURhelpedco-organizeandfacilitatepaneldiscussions,theplenary,breakoutsessions,andprovidedacomprehensivemeetingsummarythatincludedaframeworkandmajorinstitutionalelementsofastatewideCFRprogram.NMFSVesselMonitoringSystemCONCURworkedwiththeNationalMarineFisheriesService’sOfficeofLawEnforcement(OLE)andtheNortheastRegionalOffice(NERO)tohelpthetwoofficesresolveaseriesofissuesrelatedtotheuseoftheVesselMonitoringSystem(VMS),asatellite-basedtechnologythathelpstrackfishingboatlocationswhenat-sea.VMSisusedbothtosupportlawenforcementandfisheriesmanagementactivities.Asaresult,thecompetingneedsmakeitchallengingtooperatethesysteminamannerthatisequallyeffectiveandaffordableforbothoffices.CONCURworkedcloselywithseniorstafftoconveneand
facilitateaone-dayworkshopintendedtofindconsensus-basedsolutionstosomeofthemostvexingimplementationchallenges.Theworkincludedpre-meetinginterviewswithkeyofficestaff,carefuldevelopmentofmaterialstosupporttheone-daymeetingandrigorousfacilitationtoproduceaconcreteworkplanformovingforward.EnvironmentalManagementAgency,TrinidadandTobagoCONCURservedasamemberofateamheadedbytheTrinidad-basedfirmDGEtoadvisetheEnvironmentalManagementAgency(EMA)ontheconductoftheEIAprocessforaproposedAlcoaaluminumsmelter,withparticularemphasisonevaluationofsocialimpacts.AnothertaskincludedanindepthSituationAssessmentandconcludedwithaseriesoffindingsandrecommendationstostrengthentheEIAprocess,whichwereinturnadoptedbyEMAinthefinalTermsofReferencefortheEIA.ConsultativeGrouponBiologicalDiversity ScottMcCrearyfacilitatedadeliberationoftheConsultativeGrouponBiologicalDiversity(CGBD)onOctober25-26,2007atUCBerkeley'sBoaltHallLawSchool.ScottworkedalongsideBillHullofCGBDandSteveWhitneyoftheBullittFoundation,theco-convenersthemeeting.TheConsultativeGrouponBiologicalDiversity(CGBD)isagrantmakersforumthatseekstofocusattentiononissuesandprogramopportunitiesrelatedtotheconservationandrestorationofbiologicalresources.Establishedin1987,theCGBDcomprises53foundationsandtheU.S.AgencyforInternationalDevelopment.Thebriefingsessionbroughttogether35grantmakersandnationalleadersinwaterresourcemanagementinnovationtoidentifycurrentandemergingtrendstostimulatethinkingonpotentialfuturegrantmaking,potentialopportunitiesforcollaboration,andnextstepstobuildaplatformforfuturediscussionsofwaterresourcefunders.NationalMarineFisheriesServiceSoutheastRegionOfficeTrainingCONCURconductedanegotiationstrainingfortwodozenstaffwiththeNationalMarineFisheriesService'sSoutheastRegionOfficeinSt.Petersburg,Florida.Thetwo-daytrainingsession,ledbyco-instructorsScottMcCrearyandBennettBrooks,focusedonprovidingtheregion'sProtectedResourcesDivisionstaffwithaframeworkfornegotiatingcomplexenvironmentalagreements.Thetrainingincludedpresentations,discussionsandsimulationsaimedathelpingstaffapplybasicnegotiationandfacilitationtechniquestoregularlyencounteredproblems.NMFSU.S.LonglineBycatchReductionAssessmentandPlanningWorkshopCONCURworkedwithNMFSstafffromHeadquartersandtheNorthwestRegiontoplanandexecuteanationalworkshoptodevelopanActionPlantofurtherreducedbycatchofseaturtlesandotherspeciesincidentaltolonglinefishing.Theworkshop,convenedinSeptember2007,broughttogetherover30nationalexpertsonthesubject.WorkshopparticipantsreviewedanddiscussedtheresultsofallU.S.longlinebycatchreductioneffortstodate,fullyassessedtheavailableinformationontheeffectsofcirclehooksonbycatchspeciesandtargetcatch,andidentifiedgapsinknowledge.NMFSMarineMammalSeriousInjuryTechnicalWorkshopInSeptember2007,CONCURworkedwithNMFSstafffromHeadquartersandmultipleregionstoplanandexecuteanationalworkshopofover60nationalexperts,includingleadingveterinarians,pathobiologists,andmarinemammalscientists,torefinecurrentthinkingandworktowardnationalguidanceoncharacterizationofseriousinjuryinmarinemammals.Workshopparticipantssharednewinformationobtainedoverthepast10yearsonthetypesandfrequenciesofinjuriesandthefateofmultiplespeciesofseriouslyinjuredmarinemammals.Workshopconvenersconsideredmultipleoptionsfortranslatingfindingsintomoreformalagencyguidance.NMFShascompletedtheprimaryrecommendationfromworkshop,andthepolicywentintoeffectasofJanuary27,2012.DepartmentofEnergySolidStateLightingWorkshopIn2006,CONCURco-facilitatedreviewoftheU.S.DepartmentofEnergy'sprioritiesforcoretechnologyandproductdevelopmentresearchonthetopicofsolid-statelighting(SSL)atanationalworkshopconvenedinPhoenix,Arizona.SSL,builtontherapidlydevelopingtechnologiesofLightEmittingDiodes(LEDs)andOrganicLightEmittingDiodes(OLEDS),holdsgreatpromiseasalightsourceandawaytoreduceamajorcomponentoftheUSenergybudget.LEDsaresemiconductordevicesthatemitlightwhen
connectedinacircuit.ParticipantsincludeduniversityandDOEresearchers,lightingindustryspecialists,utilityexecutives,andseniorDOEstaff.SantaClaraValleyWaterResourcesProtectionCollaborativeConvenedbytheSantaClaraValleyWaterDistrict(“District”),withinitialmeetingsco-convenedbytheCityofCupertino,thiseffortaddressedwaterresourcesprotectiongoalswithinSantaClaraCounty.Itsaimwastodefinemanagementstrategies,institutionalarrangements,andimplementationmeasurestobettercoordinatelanduseplanningandresourceprotectioncounty-wide.TheCollaborativeincludedrepresentativesfromtheDistrict,theCountyofSantaClara,eachmunicipalitywithintheCounty,theSFBayRegionalWaterQualityControlBoard,thelocalresourceconservationdistrict,theSantaClaraCountyFarmBureau,andrepresentativesofpropertyowner,environmental,community,business,anddevelopmentinterests.CONCUR’sworkwiththeCollaborativebeganwithanassessmentandaConveningReportwhichcontainedspecificstrategicplanningoptionsforthegoals,compositionandfundingoftheCollaborative.In2003-2006,CONCURfacilitatedallproceedingsoftheCollaborative,assistingthepartiesinthedesignandstrategicplanningofalternativestopromotetheCollaborative’sgoalstoprotectwaterresources.In2006,theDistrictadoptedanordinancetocreateaunifiedframeworkforwaterresourcesintheValley.TahoeResearchandScienceConsortiumCONCURwasselectedbytheU.S.ArmyCorpsofEngineersinJune2004toworkwithEPA,theTahoeRegionalPlanningAgencyandotherfederal,stateandlocalentitiestodesignastructureforcoordinatingLakeTahoe-focusedscience-andresearch-relatedactivities.Theeffortwasintendedtoassistthoseorganizationstoprioritizeandcoordinateamongresearch,monitoring,evaluation,andoutreachactivitiesinsupportofthehigh-profileTahoeBasinmanagementgoals.CONCURhelpedparticipantsdevelopanAgreement-in-Principleonaprocessmodelforintegratingscienceandmanagementobjectivesintoacoordinatedresearchandscienceprogram.ThatAgreementinPrincipledocumentwasformalizedasanMOUinAugust2005,andinturnhasbeeninstrumentaltotheworkoftherecentlyestablishedLakeTahoeScienceConsortium.FoundingmembersoftheconsortiumincludeUCDavis,theDesertResearchInstituteofNevada,UniversityofNevada,Reno,USGS,andtheUSForestServicePacificSouthwestResearchStation.CALFEDBay-DeltaAuthorityCONCURworkedcloselywiththeCALFEDBay-DeltaProgramfrom1996to2007toprovidestrategicplanning,processdesign,jointfact-findingservices,andagreement-focusedfacilitation.CALFEDisajointeffortamongmorethan20federalandstateagenciesworkingtobrokeradealthatwillcreatealong-termsolutionfortheDeltathatimproveswatersupplyreliability,leveesystemintegrity,waterquality,andecosystemrestoration.TheeffortisoneofthelargestenvironmentalplanninginitiativeseverundertakeninNorthAmerica.Initswork,CONCUR:• Mediatedaseriesofwateruseefficiencyagreementsthathavehelpedtoresolvelongstanding
disagreementsamongenvironmental,agricultural,urbanandagencyinterests.Thesebroadlysupportedagreementsandapproachesinclude:(1)aconceptualfoundationforanagriculturalwateruseefficiencyprogramgroundedinanobjective-oriented,incentivedrivenapproach;(2)aMemorandumofUnderstandingbetweentheAgriculturalWaterManagementCouncilandCALFEDtohelpagriculturalwaterdistrictsplanandimplementasetofefficientwatermanagementpractices;(3)aclearlydelineatedpackageofagriculturalwateruseefficiencymilestones;(4)adetailedframeworkforanurbanwaterconservationcertificationprogram;and,(5)protocolsforamulti-million-dollargrantandloanprogramtoimplementwateruseefficiency.

• HelpedEcosystemRestorationProgram(ERP)staffonstrategicplanningefforts,includingprovidingguidanceonworkprogramdevelopmentandfacilitatingastakeholdergroupchargedwithidentifying,addressingandresolvingkeypolicyissuesassociatedwiththeERPanditsimplementation.

InternationalFishersForumCONCURdesignedandfacilitatedaninternationalforumaimedatreducingincidentalbycatchofseabirdsandseaturtlesbylonglinefisheries.Theforum—whichinvolvedfishermen,governmentalagency,scientificresearchers,andenvironmentalgroupsfrom28countries—producedaformalresolutionandaseriesofcommitmentsdirectedtowardimprovingandenhancingcurrentmitigationefforts.StrategicPlanningforNMFSPacificRegionOfficeIn2003-2004,CONCURprovidedstrategicplanningandfacilitationservicestoassistkeygovernmentalagenciestoformastrongerpartnershipinthevastPacificIslandsRegion.Inthespringof2003,thePacificIslandsRegionwasestablishedasanautonomousregionwithintheNationalOceanicandAtmosphericAdministration(NOAA).Theestablishmentofthenewregioncreatedastrongimpetusforthethreefederalagenciesprimarilyresponsibleforfisheriesmanagementandconservationintheregion–theWesternPacificRegionalFisheriesManagementCouncil,thePacificIslandsRegionalOffice,andthePacificIslandsFisheriesScienceCenter–tobeginactingtogetherinamorecoordinated,cohesive,andintegratedfashion.Toassistinthisprocess,CONCURworkedwiththeexecutiveofficersofthethreeorganizationstodesignaworkplanforimprovinginter-organizationalcooperationandeffectiveness.Thisentailedaseriesofjointplanningactivities,includingseveralstaffworkshops.Thepurposesoftheworkshopswereto:introducethethreeorganizations,andtheirstaffs,toeachother;solicitstaffinputonstrategicplanninggoalsandprioritiesandonhowtobetterlinktheorganizations'respectiveresearch,policy,andmanagementmissions;andestablishaseriesof"operatingprotocols".Anearlyworkproductofthiseffort,whichwasrolledoutinMarch2004atapublicworkshopinHonoluluattendedbyover100people,wasa20-pagedocumententitled"StrategicPlanfortheConservationandManagementofMarineResourcesinthePacificIslandsRegion-Summary."Ofparticularnote,thethreeorganizationsjointlyproposedtoincreasebudgetallocationsforthenewregionfrom$37millionto$73million.TechnicalWorkshopsonMarineTurtleBycatchfromLonglineFishingFacilitatedatechnicalworkshopconvenedbytheNationalMarineFisheriesServiceinSeattle,WashingtoninFebruary2004focusingonavoidanceofimpactstoseaturtlesfromlonglinefishing.ParticipantsincludedrepresentativesofNMFS,theStateDepartment,academicandresearchinstitutions,commercialfishers,gearmanufacturers,environmentalNGOs,andagencystafffromabout15nations.TheresultsoftheSeattlemeetingwereusedasaninputtoFAO-conveneddeliberations.CONCURconvenedaworkshopinWashingtonD.C.inJanuary2004toreviewcurrentcriteriaonpost-hookingmortalityinseaturtles,withparticipantsdrawnfortheirexpertise.DistributingLimitedResourcesintheImperialValleyCONCURteamedwithUCBerkeleyProfessorMichaelHanemanntoassisttheImperialIrrigationDistrict(District)inevaluatingandrankingdifferentmethodstosupporttheequitabledistributionofwaterwithintheDistrict.TheDistrictprovidesirrigationwaterandelectricpowertothelowersoutheasternportionofCalifornia'sdesert.TheImperialValleyproducesnearly$1billionincropsannuallyandprovidesover1,000jobsintheImperialandCoachellaValleys.TheprocesswaspartoftheDistrict'soverallplanning
andpreparationeffortshouldfuturecircumstancesarisewherelocalwaterneedsaregreaterthansupplies.CONCURtooktheleadinstructuringanextensivepublicinvolvementprocess.Dr.Hanemannperformedthetechnicalanalysis.Theprojectfocusedaroundaseriesofmeetingsandworkshopswithgrowers,localbusinesses,andotherstoidentifyallocationoptionscapableofgarneringwidespreadsupport.Basedonthediscussions,apackageofbroadlysupportedrecommendationswassubmittedtotheIIDBoardforitsconsiderationinAugust2006.Therecommendationscitedbothhistoricaluseandasoil-basedvariantofastraight-lineanalysisashavingthegreatestpotentialtobalanceequity,cost,andimplementationconsiderations.Muchofthepackageservedasthefoundationoftheeventualstaff-generatedrecommendationapprovedbytheBoardina3-2vote.TheDistrictimmediatelybegandevelopingaplantoimplementtherecommendedactions.DevelopingaReliablePlantoConserveWaterintheImperialValleyCONCURwaspartofamulti-facetedteamheadedbyDavidsEngineeringofDavis,California,hiredbytheImperialIrrigationDistricttodevelopaplanforconservingmorethan300,000acre-feetofwaterfortransfertoSanDiegoandelsewhere.Initsroleintheproject,referredtoastheDefinitePlan,CONCURwasresponsiblefordesigningandexecutingapublicinvolvementprocessintendedtobuildsupportforconservationpracticesneededtocuttheDistrict'soverallwaterusebyalmost10percent.Theprojectinvolvedextensivestrategicplanning,facilitationofa12-membergrowerworkgroupandclosecoordinationwithaprojectteamthatincludesirrigationengineers,resourceeconomistsandothers.CONCURwasalsoresponsibleforoverseeingthepublicoutreacheffort,includingabi-monthlyprojectnewsletter,publicworkshops,fieldvisitstoconservationdemonstrationprojects,andaprojectwebsite.BaldwinParkOperableUnit:MediatingaMulti-partyDisputeontheRemediationofaSuperfundSite/ContaminatedDrinkingWaterSupplyInMarchof2000,CONCURwasaskedtoassisttheU.S.EPA,theMainSanGabrielBasinWatermaster,andtheAerojetGeneralCorporationinmediatingnegotiationsoverthecontainmentandcleanupofcontaminantsattheBaldwinParkOperableUnit(BPOU)oftheSanGabrielValleySuperfundsites.TheBPOUislocatedjusteastofLosAngeles,andinvolvesaseveral-mile-longareaofgroundwatercontaminationintheSanGabrielValley.Thebasinalsoservesasaprimarydrinkingwatersupplyforarearesidents.Contaminantsincludevolatileorganiccompounds,perchlorate,andN-nitrosodimethylamine(NDMA).CONCURworkedwiththegrouptoidentifyandprioritizealistoftwentyissuestoaddress,includingwatersupplyreliability,treatmenttechnology,thenumberandlocationoftreatmentplants,thecleanuptimeline,amyriadofcostissues,andprojectmanagementresponsibilities.InJuneof2000,EPAissuedUnilateralAdministrativeOrderstoallBPOUPRPs,effectivelyexpandingthenumberofparticipatingpartiesinthenegotiationprocessfromthreeto19.Atthebeginningof2001,sevencompaniessignedalegallybindingMemorandumofUnderstandingtopay$4.1millioninpastcleanupcoststoareawatercompanies.ThesecompaniesalsoagreedtoworkwiththewaterpurveyorsandEPAtomeetanaggressivedeadlinetohammerouta15-yearinterimRecordofDecision.CONCURwasthenretainedunderanationalcontractwithSRAInternationaltoconductanassessmentforUSEPAandDOJtoevaluatetheprospectsformediationtofinalizecostrecoveryactionsattheBaldwinParkOperableUnit(BPOU)Superfundsite.CONCURconductedaseriesofinterviewswithkeypartiesincludingPRPsandtheirrepresentatives,insurancecompanies,aswellasrepresentativesofUSEPAandcounterpartstateagencies(California'sDepartmentofSubstanceToxicControl(DTSC),theLosAngelesRegionalWaterQualityControlBoard).Theassessmentconfirmedthewillingnessofpartiestoentermediation,establishedselectioncriteriaforamediator,framedissuesfornegotiation,andproducedagreementonamediatorwithspecificexpertiseininsuranceSuperfundlaw,andacommitmenttocommenceamediationprocessinthefallof2006.StateWaterResourcesControlBoard,LeadershipTrainingAcademyCONCURworkedwithcounterpartsfromUCDavisandtheStateWaterResourcesControlBoardtodesignandpresentanewWaterLeadershipcurriculum.ScottMcCrearyledateamofCONCURco-instructorstodevelopandteachacurriculumoffourpilotcoursesin2003-2005,andthenpresentedagainin2006-2007.Theyare“DesigningEffectiveStakeholderCollaborativeProcesses,”“EffectiveUseofScientific

TheISRPissueditsPhaseIreportinJanuary2003,anditsPhaseIIreportinAugust2003.BothreportsdirectlyinformedtheBoard’s2006resolutiontoadoptWatershed-WideWasteDischargeRequirements(WWWDRs)forTimberHarvestingPlanActivitiesconductedbyScotiaPacificCompany,SalmonCreekCorporation,andThePacificLumberCompany(PALCO)intheElkRiverWatershedinHumboldtCounty.ThisisthefirsttimesuchWWWDRshavebeenimplementedanywhereinCalifornia.USIECRConflictAssessmentOnlineDialogueCo-createdbyCONCUR,ColinRuleandJonathanRaabofRaabAssociates.Theaimofthisprojectwastoadvancetwodimensionsofthefieldsofenvironmentalandpublicpolicydisputeresolutionsimultaneously.Theseare(1)thepracticeofconductingconflictassessmentsand(2)theuseofonlinetoolstoconductdialogueandfacilitatecollaboration.ThisprojectwasjointlyfundedbyUSIECR,theHewlettFoundation,EPA,andtheU.S.DepartmentofInterior.ResultsandlessonslearnedfromthedialoguewerepresentedattheAssociationforConflictResolutionConferenceinOrlando,FloridainOctober2003.GuadalupeRiverFloodControlProjectFrom1997-2002,CONCURfacilitatedtheGuadalupeRiverFloodControlProjectCollaborative,whichproducedalandmarkagreementtoresolveremainingmitigationissuesforthelowerGuadalupeRiverindowntownSanJose.TheRiver,whichhadfloodedtwiceintherecentyears,ishabitatforbothchinooksalmonandsteelheadtrout.TheCollaborativeincludedoveradozenmembersoffederal,stateandlocalagenciesaswellascitizen/agencylitigantswhohadchallengedtheadequacyoftheearliermitigationplan.Overthefirstsixmonths,theCollaborativemetonamonthlybasisandproducedaDisputeResolutionMemorandum(DRM):anagreementonaproposedprojectandapackageofearlyimplementationmeasures.CONCURalsoconvenedaparallelTechnicalFact-FindingSubcommitteetodeveloptechnicalinformationinsupportoftheCollaborative'swork.Overthenext31/2years,thisbasicdesign,alongwithitscompanionplansformitigationandrecreationalaccesswererefined,andrigorousenvironmentaldocumentationprepared,allwithintensiveparticipationoftheCollaborative.OnNovember16,2001,BrigadierGeneralGriffin,DirectorofCivilWorks,U.S.ArmyCorpsofEngineers(USACE),approvedtheGRR/EIR-SEISandsignedtheRecordofDecisionfortheGuadalupeRiverFloodControlProject(GRFCP).AttheCollaborative'sfinalmeeting,aNHIattorneyofficiallywithdrewtheMay22,1996noticeofcitizens'suit.Henotedthattheredesignedprojectwasclearly"superiortotheoriginalandtoanyprojectthatthecourtwouldhaveordered."Theprojectredesignproducedefficiencygainsthatwillreduceover$100Mfromtheprojectedcostoftheoriginalprojectwithitsmitigationrequirements.Theprojecthasbeenfullyconstructed,mitigationisinplace,andithasbeenrecognizedasanationalmodelforeffectiveintegratedwatershedplanningbyboththeCorpofEngineersandtheSantaClaraValleyWaterDistrict.InFebruary2002,asuccessoradaptivemanagementteambeganmeetingtokickoffa100-yearcommitmenttoadaptivemanagementtoensurethatthemitigationmeasuresperformasneeded.EnvironmentalRestorationattheFormerFortOrdFortOrdsitsintheheartoftheMontereyPeninsula.Fordecades,thesprawling29,000-acreArmybasewasafocusoftheregion'sattention,servingasanationalinfantrytrainingsiteandpumpingmillionsintothelocaleconomy.Almosttwodecadesafterthebasewasshutdown,theinstallationstillattractedsignificantattention.Neighboringcommunitiesareeagertoseethelandre-usedfornon-militarypurposes.Environmentaladvocates,localofficials,nearbyresidentsandothersarefocusedonthecleanupofthebase,designatedaSuperfundsitein1990.In1994,theDepartmentofDefenseestablishedaRestorationAdvisoryBoard(RAB)composedoflocalofficials,membersofthepublic,theArmy,EPAandthestatetohelpshapethecleanupoftheformerFortOrd.Almostimmediately,themembersoftheRABhaddifficultyworkingtogetherandreachingagreementoncleanupissuesregardingthesite.Asaresult,inthesummerof1998,theEPAaskedCONCURtoevaluatethesituationanddevisestrategiesfordevelopingamoreproductive,collaborativeeffort.InresponsetotheEPA'srequest,CONCURprovidedstrategicguidanceandfacilitationservicesontheprojectfromJuly1998toJune1999.CONCUR'sworkcenteredon:1)preparing
