• Targets: • 3000 engagements
• 15% qualification, 20% jobs, 40% of those who gain employment remain in work,
20% education
• Achievements (for this stage in the programme):• 70% of engagements (94% for those running longer) – over 3000 on system
• 10% (11%) qualifications, 14% (16%) into work, 48% (51%) remaining in work

• 68% male, 32% female, 60% over 30, 76% White/Scottish,15%

Phase 2 – Operation Application
• Strategy review: No One Left Behind, Fairer Scotland - Every Child Every Chance -
Disabled People: Employment Action Plan, Keys to Life, Fair Work Action Plan, Health
and Work Review, Glasgow’s Economic Strategy Refresh, Glasgow’s Community Plan,
Glasgow’s Inclusive Growth Priorities, HSCP/Council’s Strategic Plan, Glasgow

• Consultation: Key stakeholders/experts across third sector, social enterprise and
statutory provision (covering strategies/gaps/structure), Fair Start Scotland, National Third
Sector ESF
• Evaluation and Development of Phase 1:
– Survey on management and monitoring

– Working Groups - Mapping, Case studies, Quality Standard, Payment Method,
Maximising Employment Opportunities

Conclusions – retain and continue…
• Retain the current structure (mild/moderate supports and specialist supports)
• Continue to focus on health, lone parents, people with disabilities and people
from ethnic minorities as groups most affected by poverty (in and out of work)
• Combine addictions/offending backgrounds/homelessness
• Introduce a new lot for organisations that don’t work on a specific target group
• Continue to focus predominantly on the 29+ age group, but not to the exclusion
of people under 29 who are particularly disadvantaged
• Continued promotion of partnerships
• Retain the full pipeline approach
• Continue to develop the quality standard
Conclusions – new/re-focus/emphasise
• Allow time to prepare and to develop partnerships
• Introduce some flexibility around the performance profile/payment methodology
• Increase the support on offer to start up delivery

• A framework agreement consisting of 6 lots
• Suppliers will be awarded a place on the framework (1 supplier per lot)
as a result of the tender exercise evaluation detailed below
• The tender process will be a 4 stage process consisting of
