I. OBJECTIVE

The objective of this project is to complete a site assessment of the Office of Information Technology HUB Data Center to determine the improvements necessary to bring the facility up to Tier III standards as defined by the Uptime Institute, LLC. The assessment shall result in a Master Plan that includes an increase in power capacity, a phasing plan to complete the work, cost estimates and schedules showing expected durations of work for the improvements.

II. CONSULTANT QUALIFICATIONS

A. CONSULTANT & SUB-CONSULTANT PRE-QUALIFICATIONS

The Consultant shall be a firm pre-qualified with the Division of Property Management & Construction (DPMC) in the following discipline(s):

• P001 Architecture

The Consultant shall also have in-house capabilities or Sub-Consultants pre-qualified with DPMC in: • P002 Electrical Engineering • P003 HVAC Engineering • P025 Estimating/ Cost Analysis

As well as, any and all other Architectural, Engineering and Specialty Disciplines necessary to complete the project as described in this Scope of Work (SOW).

III. PROJECT BUDGET A. PROJECT COSTS

The Consultant shall determine the construction cost estimate (CCE) and current working estimate (CWE) for the recommended facility improvements described in the assessment. Project cost items shall include, but not limited to: construction costs, Consultant design and construction administration fees, Construction Management Firm (CMF) fees (if recommended), testing costs, affirmative action, DPMC management fees, contingencies, permits, allowances, and escalation factors for the anticipated construction year of the facility improvements.

B. PROFESSIONAL COST ESTIMATOR The Consultant or Sub-Consultant providing the cost estimates must be pre-qualified with DPMC in the Estimating/Cost Analysis Specialty Discipline. All cost estimates shall be adjusted for regional location, site factors, construction phasing, building use group, location of work within the building, temporary swing space, security issues, and inflation factors based on the year in which the work is to be performed. All cost estimates must be submitted on a DPMC-38 Project Cost Analysis form for each improvement recommended with a detailed construction cost analysis in CSI format for all appropriate divisions and sub-divisions.

C. CONSULTANT’S FEES The construction cost estimate for this project shall not be used as a basis for the Consultant’s design and construction administration fees. The Consultant’s fees shall be based on the information contained in this Scope of Work document and the observations made and/or the additional information received during the pre-proposal meeting.

B. CONSULTANT’S PROPOSED SCHEDULE

The Consultant shall submit a schedule with their technical proposal that is similar in format and detail to the schedule depicted in Exhibit ‘A’. The bar chart schedule developed by the Consultant shall reflect their recommended project phases, phase activities, activity durations. A written narrative shall also be included with the technical proposal explaining the schedule submitted and the reasons why and how it can be completed in the time frame proposed by the Consultant. This schedule and narrative will be reviewed by the Consultant Selection Committee as part of the evaluation process and will be assigned a score commensurate with clarity and comprehensiveness of the submission.

C. CONSULTANT SCHEDULE The Project Manager will issue the Consultant’s approved project schedule at the first kickoff meeting. This schedule will be binding for the Consultant’s activities and will include the start and completion dates for each activity. The Consultant and Project Team members shall use this schedule to ensure that all milestone dates are being met for the project. The Consultant shall update the schedule to reflect performance at each phase of the project for the Project Team review and approval. Any recommendations for deviations from the approved schedule must be explained in detail as to the causes for the deviation(s) and impact to the schedule.

VI. PROJECT DEFINITION

A. BACKGROUND The Office of Information Technology (OIT) facility known as the HUB Data Center is located on the campus of the New Jersey State Police Division Headquarters in West Trenton, NJ. The building was constructed in 1986 to house the State’s computer operations. The facility now serves as the State’s primary data center and supports the operation of distributed server applications for the State of New Jersey. The OIT is committed to bringing the HUB up to Tier III standards as defined by the Uptime Institute, LLC. They are seeking a full site assessment of the facility and a Master Plan for achieving it. A Tier III data center is concurrently maintainable, allowing for any planned maintenance activity of power and cooling systems to take place without disrupting the operation of computer hardware located in the data center. In terms of redundancy, Tier III offers N+1 availability. In addition to Tier III upgrades, OIT is seeking to increase power capacity to the HUB. It is understood that the facility requires a second power source to achieve Tier III standards. The current electrical configuration limits the HUB to a maximum of 3 MW of power. The projected power need is 5 MW.

Under Executive Order 225 (available here https://nj.gov/infobank/circular/eocc225.pdf ), The Office of Information Technology is planning to consolidate other data center operations at the HUB. A plan for this consolidation will be provided to the Consultant as it becomes available. The State Police data center migration to the HUB from Building 15 (located on the same site) is expected to be completed in 2019, pushing the HUB closer to the 3 MW limit. Future demand for services is projected to exceed available power. Electrical power studies will be made available to the Consultant.

B. FUNCTIONAL DESCRIPTION OF THE BUILDING 1. General: The OIT HUB is a single story, masonry and concrete structure occupying approximately 48,000 square feet. The building was constructed in 1986 to house the State’s mainframe computer operations. The facility operates 24 hours a day, 365 days a year. The existing administration offices are located on the southeast perimeter of the building. The computer server racks occupy the inner core space. Two storage warehouses are attached to the facility. 2. Electrical: PSE&G delivers electrical power to the area with two (2) 13,200 volt distribution circuits that originate from their Fernwood and Lawrence substations. The Fernwood and Lawrence distribution circuits are brought to a PSE&G pad mounted automatic transfer switch located along Schwarzkopf Drive. This transfer switch serves the HUB and the New Jersey Public Health, Environment & Agricultural Laboratory (NJPHEAL). The OIT HUB has a single 2500kVA pad mounted transformer which provides power to the building. The 13,200 volt feed to this transformer is a single radial service from the automatic transfer switch. Both the transformer and radial feed represent a single point of failure in the normal power distribution. See Exhibit ‘C’ for a single line diagram. A description of the HUB electrical system from a study done by Gannett Fleming as part of DPMC Contract No. J0303-00 was completed in November 2017. An arc flash and coordination study was also completed under this project. The studies will be provided to the Consultant. 3. HVAC: The computer operations and network/communications are cooled by CRAC units located around the rooms. The CRAC units are supplied with chilled water from chiller units located outside the building. Cold air is fed to the computer/equipment racks through a raised floor serving as the supply plenum. The CRAC units capture the hot air via the open tops of the units.

4. Existing Conditions: Under DPMC Project A1235-00, a printing area was recently removed from the building and this new area is being used for computer operations and network/communications functions. Under the same project, a new clean agent suppression system is being installed in the facility to protect the spaces under the raised floor, the space above the ceiling and the space from floor to ceiling. The expected completion date of this project is mid to late 2019. Excess office space located on the perimeter of the building can be removed to create room for future power equipment.

5. Proposed Conditions: PSE&G is in the process of upgrading service to 69kV in the West Trenton/Ewing area as part of a statewide initiative. Based on this, it will be assumed that 5 MW of power can be delivered to the site by PSE&G in the near future through a high tension or commercial service or some other option. The Consultant shall explore options with PSE&G to deliver this power. Another option to provide power to the site though the construction of a cogeneration facility or Combined Heat and Power (CHP) plant will be explored under a separate project. A proposed configuration for the HUB based on a Tier III standard, as developed by facility staff, is shown in Exhibit ‘D’.

VII. CONSULTANT RESPONSIBILITIES

A. TIER III SITE ASSESSMENT This section of the Scope of Work is intended as a guide for the Consultant to understand the overall basic requirements of the project and is not intended to identify each specific component of the site assessment. It will be the Consultant’s responsibility to provide all of the required detail necessary to complete a full site assessment and provide a Master Plan for bringing the HUB up to a Tier III standard, as defined by the Uptime Institute, with 5 MW of available power capacity. The assessment shall include a phasing plan to complete the work required, cost estimates for all work and a schedule showing the expected durations for the work.

B. PRE-ASSESSMENT CONFERENCE MEETING Prior to the start of the assessment, the Consultant shall meet with the members of the Project Team to coordinate the following items: 1. Project Directory:

Develop a project directory that identifies the name and phone number of key designated representatives who may be contacted during the design and construction phases of this project. 2. Site Access: Develop procedures to access the project site and provide the names and phone numbers of approved escorts when needed. Obtain copies of special security and policy procedures that must be followed during all work conducted at the facility and include this information in Division 1 of the specification. 3. Project Coordination: Review and become familiar with any current and/or future projects at the site that may impact the assessment and/or scheduling requirements of this project. Incorporate all appropriate information and coordination requirements in the Master Plan. 4. insufficient, the Consultant shall take the appropriate actions necessary to obtain the additional information required. All original documentation shall be returned to the provider at the completion of the project. 5. Scope of Work: Review the assessment requirements contained in this document with the Project Team members to ensure that all parties agree with the scope of the work. 6. Project Schedule: Review and update the project schedule with the Project Team members.

C. DATA GATHERING & INTERVIEWS The Consultant shall meet with the Project Team Members and representatives of the Office of Information Technology to schedule the site visits and approve the procedures necessary to assess the site, building utilities, mechanical equipment, interior spaces, and interview the building manager. A structured process shall be developed that will document the condition of each facility component assessed.

D. SITE ASSESSMENT AND RECOMMENDATIONS

1. Power:

The Consultant shall contact PSE&G to determine their requirements for delivering 5 MW of power capacity to the HUB. Investigate options such as High Tension Service (HTS) and commercial service. Provide an assessment and recommendations, with cost estimates, for delivery of 5 MW of power capacity to the HUB. Include equipment requirements such as substations, switchgear, transformers, etc. Identify points of demarcation, responsibility and ownership between the State and PSE&G equipment. 2. HUB: Provide an assessment of the existing building utilities, operational systems and constraints such as power, cooling and space. Recommend upgrades for each utility and operational system and prepare a table that will list them by priority based on the need to achieve Tier III standards, as defined by the Uptime Institute. Bearing in mind that vacated perimeter office space is available for equipment use, recommend any changes to the floor space or layout that will facilitate Tier III upgrades. All recommended upgrades shall have associated costs. The costs shall be all

inclusive and shall include construction costs, A/E fees, DPMC fees, contingencies, allowances, permit fees, and escalation factors. 3. Site Planning: The Consultant shall identify possible locations for power equipment such as substations, switchgear, transformers, etc. as may be required to deliver power to the HUB. Identify requirements to deliver power from said PSE&G equipment to the HUB such as routing, overhead or underground, trenching, etc.

E. TIER III MASTER PLAN

The assessment shall result in a Master Plan for the HUB that includes an increase in power capacity to 5 MW, an upgrade to Tier III standards, a phasing plan to complete the work, cost estimates and schedules showing expected durations of work for the improvements. The Master Plan shall be a compilation of all the information requested in this Scope of Work and identified in Section XI of this document entitled "Contract Deliverables". It is suggested that the document be divided into the following sections:

Existing Floor Plans Utility System Schematic Drawings

The document shall contain a narrative of the surveys, inspections, and investigations conducted for each item listed. Recommendations to replace, repair and/or upgrade each building component shall be described and prioritized based on Tier III upgrade and power requirements. All recommendations shall include estimates of costs. All floor plan drawings, surveys, utility schematics and colored photographs related to the building and components shall be included for reference. The Consultant shall make an oral presentation of the Tier III Master Plan to the Project Team members at the preliminary and final assessment phase. All evaluations and recommendations shall be discussed at each presentation.

F. DESIGN MEETINGS & PRESENTATIONS 1. Meetings: Conduct the appropriate number of review meetings with the Project Team members during each phase of the project so they may determine if the project meets their requirements, question any aspect of the contract deliverables, and make changes where appropriate. The Consultant shall describe the philosophy and process used to meet the project objectives. Special considerations shall also be addressed such as: site access limitations, schedule requirements, security restrictions, etc. It shall also be the responsibility of the Consultant to arrange and require all critical Sub-Consultants to be in attendance at the design review meetings. Record the minutes of each design meeting and distribute within seven (7) calendar days to all attendees and those persons specified to be on the distribution list by the Project Manager. 2. Design Presentations: The minimum number of design presentations required for each phase of this project is identified below for reference: Preliminary Assessment Phase: One (1) oral presentation at phase completion. Final Assessment Phase: One (1) oral presentation at phase completion.

Identify all State and Federal Regulatory Agency approvals and permits that will govern and affect the work proposed in the assessment. An itemized list of these approvals and permits shall be included and the total amount of the application fees should be included as part of the CWE.

IX. GENERAL REQUIREMENTS

A. SCOPE CHANGES The Consultant must request any changes to this Scope of Work in writing. An approved DPMC 9d Consultant Amendment Request form reflecting authorized scope changes must be received by the Consultant prior to undertaking any additional work. The DPMC 9d form must be approved and signed by the Director of DPMC and written authorization issued from the Project Manager prior to any work being performed by the Consultant. Any work performed without the executed DPMC 9d form is done at the Consultant’s own financial risk.

B. ENERGY INCENTIVE PROGRAM The Consultant shall review the programs described on the “New Jersey’s Clean Energy Program” website at: http://www.njcleanenergy.com to determine if any proposed upgrades to the mechanical and/or electrical equipment and systems for this project qualify for “New Jersey Clean Energy Program” rebates and incentives such as SmartStart, Pay4Performance, Direct Install or any other incentives.
