    INCLUSIVE GROWTHInclusive growth by its very definition implies anequitable allocation of resources with benefitsaccruing to every section of society.And for inclusive growth we need to develop therural India and from that to the underdevelopedstates of our nation.

    One such state is Bihar, with 85% population living invillages.Bihar is 12th largest state in terms of geographicalsize and 3rd largest by population.

    OVERVIEW OF BIHARPOLITICAL HISTORY:-

    The Economist magazine in 2004 stated that

    Bihar byword is worst state of India with widespreadpoverty, corrupt politicians indistinguishable frommafia-dons when Lalu was in power.In 2005, the World Bank believed that issues faced

    by the state was "enormous" because of "persistentpoverty, complex social stratification, unsatisfactoryinfrastructure and weak governance .But after Nitish Kumar coming into power ,Bihar has

    actually seen more positive growth.

    EDUCATION:-Women s literacy has increased from 4.22% at thetime of independence to 33.57% at present.It is a pleasant surprise to find that in spite of themeagre investment on education in Bihar, speciallycompared to other Indian states, the students havedone very well.Famed national institutes of learning such as IITs,IIMs, NITs and AIIMS have always have had a goodrepresentation from Bihar which is usually higherthan their proportion of the population.

    REASONS FOR ESTABLISHMENT:-The girls, particularly those from rural areas, oftendiscontinue their studies beyond the primary ormiddle schools.Most of them are often married at an early age,which leave them with fewer opportunities tocontribute their mite towards economic developmentof society

    The dropout rate of students in general and the

    schoolgirls in particular was also the reason for thescheme to be launched.It was in 2006 that CM decided to give away bicyclesto all the schoolgirls of classes VIII, IX and X studyingin government schools.This was to encourage girls to get educated.

    DETAILS OF THE SCHEME:-

    This scheme was implemented in 2007.Under this scheme, a schoolgirl gets a cheque of Rs2,000 upon passing class VIII to buy a bicycle so that

    she can go to school every day.The department promptly invited tenders from thecompanies and the lowest quoted price was Rs 1,840for each bicycle.

    The officials of the department advocated for bulkpurchase of bicycles and their distribution throughofficial machinery.

    They also suggested that each bicycle bear theinsignia of the Bihar government.But CM refused and thought that purchase of bicycles through tenders might give rise tocorruption in future.Instead, he handed over money through chequesdirectly to the beneficiaries.This step was taken not only to make the process

    simple but also the scheme transparent.Therefore, Rs 160 was added to the lowest quotedprice for each bicycle and the project was launchedstraightaway.

    The drop out rate has reduced from 25 lakh to 10lakh after the implementation of the scheme.It has changed the face of Bihar with lakhs of schoolgirls riding bicycles to their schools every daywith a purpose.

    DETAILS ABOUT THE SCHEME:-Under this yojna, the government will provide all girlstudents in Class 6 to 8, the fund for school uniformand pair of shoes.For purchasing two uniform and one pair of shoes toall regular girl students of class 6 to 8, Rs. 700 will beprovided.Vidhyalaya Shiksha Sammittee will open accounts inthe banks of all regular students and the money will

    be deposited in their names.Vidhyalaya Shiksha Sammittee would execute thisprogramme and the local panchayat would monitorit.

    DETAILS ABOUT THE SCHEME:-

    Mukhyamantri Kanya Suraksha Yojana ensures therightful place of pride in the society for a girl child,her safety and security, improve the sex ratio and to

    encourage registration of birth.This scheme was launched on October 14, 2008 byShri Nitish Kumar, Hon ble Chief Minister of Bihar.The scheme launched jointly by the Bihar

    Government Social Welfare Department, StateWomen Development Corporation, and the UTI AssetManagement Company.Tripartite Memorandum of Undertaking was signedon June 7, 2008.

    The state government would invest Rs. 2,000 for the

    first two girls in a family living under the BelowPoverty Level (BPL) and born on or after November22, 2007.The amount of Rs.2000/- will be invested by WomenDevelopment Corporation, Patna, Bihar on behalf Government of Bihar in UTI-Children s CareerBalanced Plan-Growth Option.On completion of 18 years the amount equal to thematurity value will be paid to the girl child(Rs.18000/).In case of death of girl child during the interveningperiod the amount will be paid back to WomenDevelopment Corporation, Patna, Bihar.

    GROWTH OF THE SCHEME:-This money could come very handy in pursuinghigher education or start a small business if the girls

    wished to do so.Around Rs. 6700 lakh was spent on 4752 lakh bonds.They would incur a spending of Rs. 140 crore toempower over 7 lakh girls born in families living

    below the poverty line each year and needy womenin the state.

    REASONS FOR ESTABLISHMENT

    This programme was implemented in November 2007.The main objective of this programme is to encourageregistration of marriage and girl education by providing

    financial help.This scheme will not only provide financial support to thegirls of poor families in getting married, but will also helpin getting rid of the social stigmas like child marriage,

    dowry and domestic violence.

    DETAILS OF THE SCHEME:-The scheme will provide a financial help of 5,000rupees in form of cheque or demand draft in thename of the girl whose family s annual income is

    below 60,000 rupees.The scheme will also cover the marriages, whichhave taken place after November 22, 2007.The conditions here being the father or the mother

    of the girl should be from Bihar and the bride andgroom at the time of marriage should be 18 and 21years respectively.In the case of a justified remarriage, this amount ispayable.

    HELPLINE FOR WOMEN NOW AT TOLL-FREENUMBER

    Patna was the state's first district where a Helplinefor women was opened and hundreds of womenhave benefited from it.Toll-free number of the Helpline (1800 3456 247).The Helpline is being run since 1999 under the

    Mukhyamantri Nari Shakti Yojana. For two years,UNICEF supported it. It will be run in all the 38districts by the government. The toll-free number isstarted in 12 districts.

My husband usedto neglect and torture me physically as he was havingan affair. I was depressed. After these people came tomy rescue and counselled my husband, our marital life

    is normal now. He even gives me Rs 15,000 to run thehouse," said Rajni (name changed) who was alsopresent at the launch of the toll-free number.

    WORKING WOMEN HOSTEL

    It is proposed to extend boarding and lodgingfacilities to working women staying away from theirhomes as a support measure to encourage women inthe service sector.In the first stage, work is in progress for 20 working

    women hostels.

    SOCIAL AWARNESS

    This programme creates awareness on gender issuesby promoting family schools and using cultural medialike nukkad-natak and puppet shows.

    Uthoo Saheli Campaign has been launched in sevenblocks of samastipur, vaishali, rohtas, nalanda,

    aurangabad and patna districts covering issues likefemale foeticide, witch-craft, child marriage,domestic violence, women s rights and dowry.

    ECONOMIC EMPOWERNMENT

    16367 Self Help Groups (SHGs) constituted under Mukhyamantri Nari Shakti Yojna in 176 blocks of 27districts.Bank accounts for 8260 SHGs and credit linkage for 2688groups.Initial capitalisation fund of Rs. 2 crore has been releasedand distributed to 41 federations.From janurary to september 2009, a total of 1234 projectworkers, SHG leaders, presidents of federations and chief executive officers have been trained.

    SHORT STAY HOMES (SSHs)Under the provisions of immoral Traffic Prevention Act 1986and Protection of Women Against Domestic Violence

    Act,2005.SSHs will be established for social and economic rehabilitationof women who are victims of trafficking or domestic violence.The state government is in the process of establishing 38 SSHsand each will have 25 women who will be given security and

    protection.Till date, funds for establishing, SSHs have been released to 6districts ( arwal, naawada, darbhanga, katihar, kishanganj andmuzzaffarpur), 32 SSHs and 34 helplines wereoperationalised.
